The NWS logs a written account of each severe-weather episode. This is its description of the 24 January 2019 event near Center Hill, reproduced verbatim:

Wind gusts destroyed a metal shed, flipped over a pontoon boat sitting on a trailer, and ripped part of a barn free, landing on top of a truck. Several trees and power lines were also knocked down, blocking roads.

When it happens. Severe weather reports cluster in June (6), April (5), July (4). The worst years on record were 2016 (5), 2019 (5), 2020 (3). The Villages: a young city reaching its first reroof

The Villages is a deed-restricted retirement community governed by special districts created under Chapter 190 of Florida law, which lets them enforce external architectural control through an Architectural Review Committee. The districts say homeowners must submit an Architectural Review Application for any change to the exterior of their home, approved before any work is performed. The committee sits every Wednesday, with morning and afternoon sessions for different districts.

Architectural approval is separate from the building permit, which comes from whichever city or county covers the address: the districts list Lady Lake, Lake County, Marion County, Sumter County and Leesburg. Enforcement of deed restrictions is complaint-driven, and a board or hearing officer can impose fines and pursue injunctions and liens against an owner in violation. We could not read the districts’ architectural manuals, so we cannot say whether a like-for-like reroof needs an application; ask Community Standards before you sign.

The housing stock makes this urgent. The metro’s median home was built in 2008 and The Villages’ in 2007; 28.5 percent of the metro’s homes were built between 2000 and 2009, so their original roofs are now 17 to 26 years old. Under Florida Statute 627.7011, an insurer may not refuse to renew solely because a roof is under 15 years old, but beyond that it can require an inspection, and if the inspection shows less than five years of life left the roof can cost you coverage.

Hurricanes, not hail, test these roofs. Irma in September 2017 brought 40 to 60 knot winds to Sumter County, a 53 knot gust in The Villages, and about $19 million of damage, with five homes or businesses destroyed and 688 damaged. Ian’s gusts of 50 to 65 mph caused minor damage in The Villages in 2022, and Milton in 2024 brought gusts of 40 to 50 mph and nearly 12 inches of rain near Lady Lake.

So for a Villages homeowner the sequence matters: check with Community Standards whether your reroof needs architectural approval, choose a roofer with a current state roofing licence, make sure the job adds the secondary water barrier and stronger deck nailing the law requires, and keep the permit and final inspection for your insurer.
