The NWS logs a written account of each severe-weather episode. This is its description of the 21 July 2020 event near Woodstock, reproduced verbatim:

A severe thunderstorm microburst produced straight line wind damage in Fayetteville, PA. Approximately 100 trees were downed by strong winds along a path approximately 700 yards long and 100 yards wide. Most of this damage occurred in a forested area alongside the road between 1640 and 1350 Woodstock Rd. In addition to this concentrated swath of damage, peripheral wind damage was scattered between Fayetteville and Chambersburg, including several isolated instances of trees down and damage to roofs of buildings. Wind in this area was estimated at 70-80 mph. A roof was ripped off a warehouse building on the 1600 block of Lincoln Highway. Another roof was partially removed from a building on…

That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in August (24), July (17), June (15). The worst years on record were 2020 (22), 2019 (16), 2017 (11). No permit, no inspector

Pennsylvania’s code rules say an ordinary repair needs no permit, and leave it to local code agencies to decide what counts. Chambersburg’s agency, Pennsylvania Municipal Code Alliance, has decided: in a letter to municipal officials it wrote that a residential reroof qualifies with other exterior maintenance as exempt, so a permit and inspections are not required, though the work must still comply with the code and the manufacturer’s instructions.

The same letter spells out what that means: without a permit, any problems between owner and contractor must be settled between themselves. It lists the checks that become the sole responsibility of the homeowner and contractor, including that the rafters and trusses must carry the load and snow loading should be verified, that a minimum 90 mph wind design must be applied, and that metal should not go over more than two layers of shingles without a design professional’s approval. A permit is needed only if structural work, such as replacing rafters or trusses, is involved.

Those loads are real. The Franklin zone recorded 22 to 33 inches of snow in January 2016 and 16 to 20 inches in early 2021. On 19 April 2019 an EF2 of about 125 mph near St. Thomas damaged homes along Summerswood Drive, and on 21 July 2020 a microburst of 70 to 80 mph tore the roof off a warehouse on Lincoln Highway east of town while 60 mph winds damaged roofs in Chambersburg.

With no inspector, the paperwork carries the weight. Under the state Act, the contract must carry the roofer’s registration number and insurance amounts to be valid against you, you can cancel within three business days, and the deposit on a job over $5,000 is capped at a third. The agency’s own letter was written under the 2015 code and has not been restated since the 2021 code took effect, so ask if in doubt.

So in Chambersburg, ask the roofer in writing how it has checked that the rafters will carry a reroof and snow, how it will fasten the edges, and whether any decking or rafter repair will trigger a permit. Then make sure the contract meets the Act, because no one else will check the job.
