The steep-slope rule counts as met if the house has ceiling insulation of at least R-38, a qualifying attic radiant barrier, or at least R-2 of continuous insulation above or below the deck. Roofs weighing 25 pounds per square foot or more, which includes most clay and concrete tile, are exempt from the reflectance minimums, and roof area under integrated solar panels is excluded. The route that lets a house with no attic ducts skip the rule is open only in other zones, not Zone 13.

Flat and low-slope roofs face a stricter test: an aged reflectance of at least 0.63, and in Zone 13 an added R-14 of continuous insulation unless an exception applies, though deck insulation can be traded against reflectance under the code’s table.

The heat behind the rule is on record.
