Best Roofers in Burlington, NC: 3 Certified Contractors, Scored and Verified

The three best roofers in Burlington, NC, ranked on a published formula and verified individually against BBB, licence and manufacturer records. No paid placement.

Best Roofers in Burlington, NC: 3 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the three highest-scoring roofing contractors in the Burlington, NC metro on The Roofing Brief Contractor Score are Just In Time Roofing and Restoration (96.2), SureTop Roofing (82.1), Top Tier Home Services (69.9). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 3 certified roofing contractors serving the Burlington metro on a published, reproducible formula, then researched each of the top three individually to confirm its record. In Alamance County roofs are damaged by trees, not hail: 100 of the 103 thunderstorm wind reports of the past decade mention trees down, against just 12 hail reports, and the costliest wind events were the remnants of hurricanes Zeta, Ian and Michael. North Carolina requires no licence and no permit for a reroof under $40,000, which covers most jobs here. Four certified firms appear in the directory; one publishes no Burlington or Alamance coverage, so three are ranked, and four more local roofers are listed.

What a Burlington, NC roof is up against

North Carolina has no roofing licence as such. A general contractor licence carrying the Building, Residential or roofing classification is required only for projects of $40,000 or more, a threshold raised from $30,000 in October 2023, and contracting without one above that line is a Class 2 misdemeanour. Most single-family reroofs cost less, so a roofer can lawfully work here unlicensed; where a firm does hold a licence, the Board’s public search shows it.

Permits follow the same line: G.S. 160D-1110(c) exempts work costing $40,000 or less on a single-family home unless it adds roofing or touches load-bearing structure, so a like-for-like replacement needs no permit and gets no inspection. Where a permit is required, Burlington prices roofing at $52 for the first $1,000 and $7 per $1,000 after that. The 2018 North Carolina Residential Code is still in force, and Alamance takes the inland 115 mph design wind speed.

North Carolina has no statute banning a roofer from waiving your deductible and no cancellation right specific to insurance-funded roofing; the last bill to create one died in 2019. With no licence, no permit and no storm-contract law on a typical job, the written contract and the roofer’s insurance certificates, checked with the insurer, are what protect you.

Across 2016 to 2025 Alamance County logged 103 thunderstorm wind reports, none reaching the 58-knot severe threshold and the highest measured gust 52 knots at the regional airport, 12 hail reports and five tornadoes, all EF0 or EF1. Recorded damage totals $1.7 million. The county’s median home was built in 1988, the city of Burlington’s in 1978, and 11.5 percent of the county’s housing is mobile homes.

1. Just In Time Roofing and Restoration — TRB Score 96.2

Just In Time Roofing and Restoration is based in Burlington, NC, in business since 2018, led by Justin McCormack, owner, Not accredited; B+ rating; three complaints closed in three years, and holds President’s Club standing on the GAF certification registry.

Certifications held: President’s Club (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

Adjusted rating 36.2 40
Review corpus depth 15.0 15
Metro proximity 10.0 10
Total 96.2 100

Independently corroborated:

What they actually do. Residential and commercial roofing, insurance restoration, gutters, siding and windows.

Why it ranks here. The highest score in the pool and one of the highest in the programme: President’s Club certification and a 4.9 across 279 reviews, from a Burlington roofer founded in 2018 by a Burlington native, with service pages for Burlington, Graham and Elon.

Best fit for: Burlington homeowners who want the deepest recent review record, on jobs under $40,000.

What we would want clarified. BBB rates it B+ and not accredited, with three complaints closed in three years, which we did not read; check them before signing. It holds no North Carolina general contractor licence, so it can lawfully take only jobs under $40,000. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (743) 902-7800, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. SureTop Roofing — TRB Score 82.1

SureTop Roofing is based in Burlington, NC, in business since 2011, led by Donnie Blanchard, owner, BBB accredited since 1 June 2012, A+ rating, no complaints in three years, and holds Master Elite standing on the GAF certification registry.

  • Licence L.66649, Building classification, unlimited, active since September 2008, held by owner Donald K. Blanchard Jr in his own name; BBB attaches it to the business.. NC Licensing Board for General Contractors
  • SureTop Roofing, LLC accredited since 1 June 2012 with an A+ rating, business start July 2011, no complaints closed in three years.. BBB business profile

What they actually do. Asphalt shingle replacement, standing seam and exposed-fastener metal, low-slope TPO, EPDM and modified bitumen.

Why it ranks here. The only firm in the pool backed by an unlimited North Carolina general contractor licence, held by its owner since 2008, with Master Elite certification, a clean BBB file since 2012 and a service area across Burlington, Elon, Graham, Mebane and Haw River.

Best fit for: Larger jobs at or above $40,000, and metal or low-slope roofs.

What we would want clarified. The licence is held in the owner’s name rather than the company’s. Its founding year rests on BBB alone. It also runs a Cary office. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. Top Tier Home Services — TRB Score 69.9

Top Tier Home Services is based in Haw River, NC, in business since 2020, led by Jason Brown, Director of Operations (BBB), Not accredited; A+ rating; no complaints, and holds Certified standing on the GAF certification registry.

Score component Points Max
Certification tier 12 35
Adjusted rating 38.6 40

Total 69.9 100

Independently corroborated:

What they actually do. Shingle, metal and TPO roofing, gutters and gutter guards, painting, siding, fascia and soffit.

Why it ranks here. An Alamance County home services firm based in Haw River, inside the metro, with a perfect 5.0 across 58 reviews.

Best fit for: Smaller roofing jobs combined with gutters or exterior painting.

What we would want clarified. Its North Carolina general contractor licence expired at the end of 2022, so it can lawfully take only jobs under $40,000. It is a multi-trade home services company rather than a roofing specialist, it is not BBB accredited, and its website could not be read. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (336) 350-9825, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

The 103 wind reports that shape a Burlington, NC roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Burlington, NC statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 12 hail reports, 103 severe thunderstorm and high wind reports and 5 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.7 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Burlington in a decade

Date Stone size Reported near County
28 April 2016 2.0 in Alamance Alamance
23 June 2016 1.5 in Saxapahaw Alamance
1 May 2022 1.25 in Haw River Alamance
31 May 2019 1.25 in Snow Camp Alamance
1 May 2022 1.0 in Altamahaw Alamance
3 August 2024 1.0 in Burlington Alamance

The largest stone on record for this metro fell on 28 April 2016 near Alamance, measured at 2.0 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 52 knots, about 60 mph, near Alamance on 5 March 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 5 tornadoes touched down in these counties over the decade, the strongest rated EF1 near Sutphin on 13 April 2020.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 1 August 2025 event near Pleasant Grove, reproduced verbatim:

Multiple power outages were reported in Pleasant Grove due to trees down on powerlines and transformers near Jeffries Cross Road.

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (30), May (26), June (17). The worst years on record were 2022 (18), 2023 (18), 2019 (16). If you are scheduling non-urgent work in Burlington, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hail is not the governing risk in Burlington. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Trees, not hail

In ten years of federal storm records Alamance County has 103 thunderstorm wind reports and only 12 hail reports, one of them two inches. And 100 of the 103 wind narratives mention trees down. No wind report in the decade reached the 58-knot severe threshold by its recorded speed; the damage came from trees and limbs falling onto roofs and lines.

The costliest wind events were tropical. On 29 October 2020 the remnants of Hurricane Zeta brought gusts of 40 to 55 mph that put trees and power lines down across the county, some on homes, recorded at $1 million. Tropical Storm Michael in October 2018 downed numerous trees, damaged homes and cut power to about 33,000 customers. The remnants of Ian in September 2022 brought gusts of up to 60 mph and more trees onto homes.

When tornadoes come they take roofs. On 13 April 2020 an EF1 near Saxapahaw left several homes with considerable roof damage, one with its entire roof lifted off. On 18 March 2021 another EF1 ran along I-85/40 to South Church Street in Burlington, leaving multiple homes with roofs blown off. In July 2025 the remnants of Tropical Storm Chantal dropped up to 11 inches of rain on the Piedmont, spawned an EF1 that tore the roof off an automotive shop in southwest Alamance, and caused two flood deaths near Mebane.

The code does not plan for much of this: Alamance takes the 115 mph inland design wind speed, below the level at which enhanced wind design applies on the coast. A shingle roof built to that standard will hold in ordinary storms, but not under a falling oak.

So the most useful questions for a Burlington roofer are about trees and edges: will it check and repair the decking under the old roof, how will it fasten the eaves and ridge, and does its liability insurance cover damage if a crew drops a limb? With no licence and no permit on most jobs, ask for the certificates and confirm them with the insurer.

Three things to confirm before work starts in Burlington, NC

There is no state roofing licence in NC. North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more.

The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: NCLBGC licensee search. Below $40,000 no state licence is needed, and most single-family reroofs cost less than that, so many local roofers lawfully hold none. If your job is at or above $40,000, check the licence on the Board’s search; below it, check insurance certificates with the insurer, and note that North Carolina has no statute banning deductible rebates or giving a cancellation right on insurance-funded roof contracts.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How many certified roofers Burlington, NC actually has

3 certified roofing contractors serve the principal cities of the Burlington, NC statistical area, of which 1 hold the top President’s Club tier. How these Burlington, NC rankings were produced

Every contractor in the Burlington, NC pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 3 certified contractors, of whom 1 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.925. The top three were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

Set aside in Burlington. A contractor that would otherwise have scored into the top three was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Strong Roofing LLC, which scored 80.2: Excluded on service area. It is a two-state firm founded in 2023 and run from Easley, South Carolina, with an office in Whitsett, Guilford County; its project pages cover only Whitsett and Easley, and it publishes no Burlington or Alamance service area. Its North Carolina licence was issued only in July 2026, and BBB shows three complaints closed in three years.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. How many certified roofing contractors serve Burlington?

3 contractors on the GAF certification registry serve the principal cities of the Burlington, NC statistical area as of October 2026, of which 1 hold President’s Club status.

How much damaging hail does Burlington get?

The Burlington, NC statistical area recorded 12 hail reports of 1 inch or larger and 1 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 2.0 inches.

Did any contractor pay to appear on this list?

What was the worst hailstorm in Burlington in the last ten years?

The largest hailstone logged by the National Weather Service in the Burlington, NC statistical area between 2016 and 2025 measured 2.0 inches, reported near Alamance on 28 April 2016. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 12 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $1.7 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Burlington?

Severe-weather reports in the Burlington, NC statistical area cluster in July, May, June, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in NC?

North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more. The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.

What should I check before hiring a roofer in Burlington?

Below $40,000 no state licence is needed, and most single-family reroofs cost less than that, so many local roofers lawfully hold none. If your job is at or above $40,000, check the licence on the Board’s search; below it, check insurance certificates with the insurer, and note that North Carolina has no statute banning deductible rebates or giving a cancellation right on insurance-funded roof contracts.

Trees, not hail?

In ten years of federal storm records Alamance County has 103 thunderstorm wind reports and only 12 hail reports, one of them two inches. And 100 of the 103 wind narratives mention trees down. No wind report in the decade reached the 58-knot severe threshold by its recorded speed; the damage came from trees and limbs falling onto roofs and lines.

Is Burlington a hard market to find a good roofer in?

In Alamance County roofs are damaged by trees, not hail: 100 of the 103 thunderstorm wind reports of the past decade mention trees down, against just 12 hail reports, and the costliest wind events were the remnants of hurricanes Zeta, Ian and Michael. North Carolina requires no licence and no permit for a reroof under $40,000, which covers most jobs here. Four certified firms appear in the directory; one publishes no Burlington or Alamance coverage, so three are ranked, and four more local roofers are listed.

Is wind or hail the bigger risk to a roof in Burlington?

Wind, by a wide margin. The Burlington, NC statistical area logged 103 severe thunderstorm and high wind reports against 12 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is Strong Roofing LLC not on this list?

Excluded on service area. It is a two-state firm founded in 2023 and run from Easley, South Carolina, with an office in Whitsett, Guilford County; its project pages cover only Whitsett and Easley, and it publishes no Burlington or Alamance service area. Its North Carolina licence was issued only in July 2026, and BBB shows three complaints closed in three years..
