Short answer: As of October 2026, the three highest-scoring roofing contractors in the Jackson, TN metro on The Roofing Brief Contractor Score are Elite Contractors (62.4), Mark’s Roofing Company (61.9), Taylor Construction & Restoration (56.9). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.
The Roofing Brief scored 3 certified roofing contractors serving the Jackson metro on a published, reproducible formula, then researched each of the top three individually to confirm its record. Jackson has been hit by violent tornadoes again and again: an F4 across the south of the city in 1999, an F4 through downtown in 2003, an EF4 that collapsed dormitories at Union University in 2008, and an EF1 that struck the hospital in 2022. Tennessee licenses roofers only on jobs of $25,000 or more, and none of Jackson’s four counties is in the state’s home improvement licence zone, so most reroofs here need no state licence. Three certified firms appear in the directory, all based in Jackson, and all three are ranked.
What a Jackson, TN roof is up against
Tennessee requires a Board for Licensing Contractors licence for projects of $25,000 or more, and where the roofing portion of a job reaches $25,000 the roofing subcontractor needs one too. The roofing classification is BC-21; it needs no trade exam, only the Business and Law exam, experience, reviewed financial statements and insurance. The state’s home improvement licence for jobs of $3,000 to $25,000 applies in only nine counties, and Chester, Crockett, Gibson and Madison are not among them, so a typical Jackson reroof needs no state licence of any kind.
Tennessee does regulate the insurance-funded roof. Under T.C.A. 62-6-602 you may cancel a roofing contract by written notice before midnight on the third business day after your insurer tells you in writing that all or part of the claim is not covered, and the roofer may take no payment until coverage is confirmed or that window closes, with refunds due within ten business days. The statute does not ban deductible rebates. Violations are unfair or deceptive acts under the Consumer Protection Act.
The City of Jackson runs its own building department under an exemption from the State Fire Marshal and enforces the 2018 International Residential Code. It requires a permit for any construction, alteration or repair of $100 or more, priced at $4 per thousand dollars of value with a $40 minimum, so a $12,000 reroof costs about $48. The city’s design table gives a 10 psf ground snow load and a 115 mph design wind speed, an ordinary inland figure for a city that keeps meeting stronger winds.
Across 2016 to 2025 Chester, Crockett, Gibson and Madison counties logged 108 hail reports, 80 of an inch or more and the largest 2.5 inches near Oakfield, 103 thunderstorm wind reports, the strongest an estimated 87 knots at Broadview in April 2025, and 18 tornadoes, including an EF3 near Kenton in December 2021. Recorded damage totals $8.3 million, most of it from tornadoes. The metro’s median home was built in 1984, and 48.8 percent of homes in the city are rented.

- Accredited since 1 September 2013 with an A+ rating, business start February 2012, one complaint closed in three years; filed under General Contractor.. BBB business profile
- Commercial and residential roofing, insurance restoration and renovation across Tennessee and the Southeast.. Company website
What they actually do. Commercial and residential roofing, insurance restoration and general contracting.
Why it ranks here. The top score in the pool: a 4.7 across 106 reviews from a Jackson contractor on Directors Row, BBB accredited since 2013, that handles roofing alongside insurance restoration.
Best fit for: Storm claims that need roofing and restoration work together.
What we would want clarified. It is a general contractor whose site leads with commercial roofing, and it promotes Atlas shingles alongside its GAF certification. It says it has traded since 2004, while BBB dates the business to 2012. It claims an unlimited Tennessee licence but publishes no number, and the state’s lookup could not be queried. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (731) 300-3510, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
2. Mark’s Roofing Company — TRB Score 61.9
Mark’s Roofing Company is based in Jackson, TN, in business since 2010, led by Mark Hale, owner and founder, BBB accredited since 1 September 2019, A+ rating, no complaints in three years, and holds Certified standing on the GAF certification registry.

- Mark’s Roofing Company LLC, accredited since 1 September 2019 with an A+ rating, business start May 2010, no complaints closed in three years.. BBB business profile
- A family business founded by Mark Hale, with service pages for Milan, Union City and Lexington and a five-year workmanship warranty on shingle roofs.. Company about page
What they actually do. Residential and commercial roofing in shingle and metal, repairs and inspections.
Why it ranks here. The only roofing-first firm in the pool: a family company founded in Jackson in 2010 by its owner, with the date agreeing across BBB and its own site, a 4.8 across 62 reviews and a clean BBB file.
Best fit for: Homeowners who want an owner-run roofing specialist with a stated workmanship warranty.
What we would want clarified. It publishes no Tennessee licence number; none is needed for jobs under $25,000, but ask for one on a larger job. Its review base is moderate. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. Taylor Construction & Restoration — TRB Score 56.9
Taylor Construction & Restoration is based in Jackson, TN, in business since 2007, led by Doug Taylor, owner, BBB accredited since 1 May 2019, A+ rating, one complaint closed in three years, and holds Master Elite standing on the GAF certification registry.

Independently corroborated:
- Accredited since 1 May 2019 with an A+ rating, business start March 2007, one complaint closed in three years; filed under Fire and Water Damage Restoration.. BBB business profile
- A family business founded in 2007, serving Jackson-Madison County and West Tennessee from Paris to Selmer to Union City.. Company about page
What they actually do. Insurance restoration, roof replacement and residential and small commercial renovation.
Why it ranks here. The only Master Elite firm in the pool: a family company on Ashport Road founded in 2007, with the year agreeing across BBB and its own site, and a service area centred on Jackson-Madison County.
Best fit for: Insurance claims where roof replacement and interior restoration go together.
What we would want clarified. Its core trade is insurance restoration, which is how BBB files it, with roofing one of three lines. Its 4.0 rating across 43 reviews is the lowest of the three. It says it holds a Tennessee general contractor licence but publishes no number. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (731) 300-7904, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Three certified firms are ranked here. These four are based in the metro with a BBB accreditation or an Owens Corning credential. They are not scored and we are not recommending them. Tennessee’s licence lookup could not be queried, and most jobs here need no licence, so check insurance certificates directly. We left out one firm with 13 BBB complaints in three years and two based outside the metro.

80 hail reports and 103 wind reports over Jackson, TN
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 4 counties of the Jackson, TN statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 108 hail reports, 103 severe thunderstorm and high wind reports and 18 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $8.3 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Jackson in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 9 March 2017 | 2.5 in | Oakfield | Madison |
| 27 March 2017 | 2.0 in | Jacks Creek | Chester |
| 2 April 2025 | 1.75 in | Walnut Grove | Gibson |
| 3 April 2025 | 1.75 in | Spring Creek | Madison |
| 4 May 2020 | 1.75 in | Humboldt | Gibson |
| 8 May 2025 | 1.75 in | Mifflin | Chester |
The largest stone on record for this metro fell on 9 March 2017 near Oakfield, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.
Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near Broadview on 5 April 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 18 tornadoes touched down in these counties over the decade, the strongest rated EF3 near Cool Spgs on 10 December 2021.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 9 December 2023 event near Rutherford, reproduced verbatim:
The rear flank downdraft of the tornado that tracked across northern Gibson County produced straight-line wind damage near Rutherford. Trees were snapped on Trimble Highway near Joe Lumpkin Road. Power poles were snapped on North Trenton Road and trees were uprooted on Walnut Grove Road.
That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in May (58), March (51), April (47). The worst years on record were 2025 (57), 2020 (26), 2023 (25). If you are scheduling non-urgent work in Jackson, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Jackson sees enough damaging hail that a Class 4 impact-rated shingle is worth pricing, though not automatically worth buying. Get both quotes and weigh the premium against any insurance discount.
A city repeatedly hit by violent tornadoes
On 17 January 1999 an F4 tornado tracked 16 miles across the south of Jackson, killing six people and injuring 106. NWS recorded more than 200 homes obliterated or heavily damaged and 300 more with lesser damage. The same evening a separate F3 crossed into north Jackson, flattening the new National Guard armory and a hangar at McKellar-Sipes airport and destroying 38 apartments.
Four years later, on 4 May 2003, an F4 half a mile wide tracked 26 miles from near Denmark through downtown Jackson, killing 11 people and injuring 66. It destroyed St. Luke Episcopal Church, built in 1844, damaged the Carl Perkins Civic Center, the state Supreme Court building and the downtown post office, and destroyed two schools. The federal record puts the damage at $30 million.
On 5 February 2008 an EF4 with 170 mph winds touched down at Union University on the US 45 Bypass. Two dormitories collapsed, 51 people were injured on campus, and 80 percent of the dorms were severely damaged or destroyed, about $40 million of damage at the university alone. A second tornado that night killed two people in Huntersville and blew 13 tractor-trailers off Interstate 40.
The tornadoes have kept coming. On 30 March 2022 an EF1 tracked into southwest Jackson, damaging Jackson-Madison County General Hospital and taking the roof off the Forrest Cove nursing home. In February 2025 an EF2 near Tuckers Corner in Gibson County removed large sections of roof from multiple homes on Mt. Pisgah Road. We found no record of a building-code change made because of any of these storms.
No ordinary roof is built to survive an EF4, but the edges, the deck attachment and the roof-to-wall connection decide how much of a house survives the weaker winds at a tornado’s margins. In a city where most reroofs need no state licence, ask for the roofer’s insurance certificates, the city permit, and how it fastens the deck and edges.

The checks worth making in Jackson, TN
Licensing is required in TN. Tennessee requires a licence from the Board for Licensing Contractors, within the Department of Commerce and Insurance, for projects of $25,000 or more. Roofing is one of two trades where the licence can also attach to a subcontractor: where the roofing portion of a project reaches $25,000, the roofing subcontractor needs one too (T.C.A. 62-6-103).
The roofing classification is BC-21, covering roofing, gutters and vinyl siding over $25,000; the broader building classifications also cover roofing. BC-21 applicants sit no trade exam but must pass the Business and Law exam and show experience and financial statements; exams have been run by Prov since 1 July 2026. A Home Improvement licence for residential work of $3,000 to $25,000 applies only in Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby counties. Under T.C.A. 62-6-601 to 606, a homeowner may cancel an insurance-funded roofing contract within three business days of a written claim denial, and the roofer may take no payment until coverage is confirmed.
Check here: Tennessee Board for Licensing Contractors. Outside the nine home improvement counties, a reroof under $25,000 needs no state licence at all, so ask for liability and workers’ compensation certificates and check them with the insurer. On larger jobs, check the classification as well as the licence.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Jackson, TN rankings were produced
Every contractor in the Jackson, TN pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 3 certified contractors, of whom 0 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.5. The top three were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page.
