Short answer: As of October 2026, the one highest-scoring roofing contractors in the Sebastian-Vero Beach-West Vero Corridor, FL metro on The Roofing Brief Contractor Score are Florida Top Shield Roofing (62.8). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.
The Roofing Brief scored 1 certified roofing contractors serving the Sebastian metro on a published, reproducible formula, then researched each of the top one individually to confirm its record. Hurricane Milton came ashore on the Gulf coast, but on the afternoon of 9 October 2024 its outer bands spun seven tornadoes through Indian River County, destroying 54 structures and doing $59 million of damage, nearly all the convective damage the county recorded in a decade. Florida licenses every roofer through the state, and Sebastian adds a local competency card. Only one certified firm with five or more reviews appears in the directory for the metro, so one is ranked, and five more state-licensed roofers are listed.
Why a Sebastian roof fails slowly rather than suddenly
Florida requires anyone contracting for roofing work to hold a state roofing licence: a Certified Roofing Contractor licence valid statewide, or a Registered one valid only where the contractor met local competency requirements. A general or building contractor licence alone does not cover a reroof. Sebastian also runs its own contractor competency card. Every ranked and listed firm here holds a current Certified Roofing Contractor licence with no public complaints on the state register.
Florida’s roofing solicitation law, s. 489.147, bars a roofer from offering any rebate, gift or waiver of your deductible for an inspection or claim, from paying for referrals, and from interpreting your policy or adjusting your claim; after a declared emergency you may cancel a roof contract within 10 days of signing or before work starts. Assignment of post-loss benefits under policies issued since 2023 is void. An insurer may not refuse a roof under 15 years old on age alone. On a roof built to the 2007 code or later, replacing a quarter or more brings only the replaced part up to current code.
Sebastian charges a flat $165 for a residential reroof permit, and work started without one carries a $300 penalty for a contractor on top of the fee. Since 2026, Florida law lets single-family owners or their contractors skip a permit for work under $7,500 on written request, outside flood zones and excluding structural work; Sebastian has implemented it with a $45 review fee. Under the 8th Edition Florida Building Code, Sebastian and Vero Beach lie between the 150 and 160 mph design wind contours, while manufactured homes are built to a federal 100 mph standard.
Hail is minor: 10 reports in a decade, the largest 1.75 inches. The record is tornadoes and hurricanes: Matthew in 2016 did $15.8 million of wind damage, mostly from trees on roofs, and Nicole made landfall at Vero Beach in November 2022. Indian River County’s median home was built in 1991, its residents’ median age is 55, and over 10,000 homes are held for seasonal use.

What they actually do. Residential and commercial roofing in shingle, metal, tile and flat systems.
Why it ranks here. The only certified roofer in the metro with five or more reviews: a 4.7 across 29 from a Fellsmere company about eight miles from Sebastian, whose owner holds a clean state roofing licence and whose service area names Sebastian, Vero Beach and all of Indian River County.
Best fit for: Sebastian and north county homeowners who want a local licensed roofer.
What we would want clarified. It is a small firm founded in 2018 with a thin review base, and its corporation was reinstated twice, in 2023 and 2024, after missed annual filings, a paperwork point rather than a finding about its work. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (772) 356-7144, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
Other state-licensed roofers serving Sebastian and Vero Beach
Only one certified firm is ranked here. These five hold current Florida Certified Roofing Contractor licences with no public complaints, and Owens Corning Preferred status. They are not scored and we are not recommending them.

29 severe weather reports in a decade, and why that matters in Sebastian
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Sebastian-Vero Beach-West Vero Corridor, FL statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 10 hail reports, 11 severe thunderstorm and high wind reports and 11 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $59.7 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Sebastian in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 24 May 2025 | 1.75 in | River Bridge | Indian River |
| 23 March 2017 | 1.25 in | Gifford | Indian River |
| 2 April 2022 | 1.0 in | Cummings | Indian River |
| 5 May 2025 | 1.0 in | Vero Beach Airpark | Indian River |
| 10 September 2021 | 1.0 in | Vero Lake Estates | Indian River |
| 14 April 2016 | 1.0 in | Fellsmere | Indian River |
The largest stone on record for this metro fell on 24 May 2025 near River Bridge, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.
Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near Vero Beach Airpark on 23 March 2017. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 11 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Oslo on 9 October 2024.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 23 March 2017 event near Vero Beach Airpark, reproduced verbatim:
Florida Power and Light reported that four wooden power poles were snapped several feet from ground level as a severe thunderstorm moved into a mostly rural area just west of Interstate 95 and south of Highway 60. Photos of the damage suggest straight-line winds of 90-100 mph likely impacted the area.
A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in October (9), April (6), June (6). The worst years on record were 2024 (7), 2017 (5), 2022 (5). If you are scheduling non-urgent work in Sebastian, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hail is not the governing risk in Sebastian. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
Milton’s tornadoes on the Atlantic side
Hurricane Milton made landfall near Siesta Key on the Gulf coast at 8:30 on the evening of 9 October 2024. Hours earlier its outer rainbands had produced what NWS Melbourne called a historic tornado outbreak: more than 19 confirmed tornadoes across six east-central Florida counties in four hours. Seven touched Indian River County.
The county’s emergency managers counted 495 structures affected: 244 with minor damage, 117 with major damage and 54 destroyed, about $59 million of losses, almost all from the tornadoes. Yet the sustained winds across the county were only tropical-storm force; the damage was concentrated in narrow tornado paths.
The strongest track, an EF2 with winds of 115 to 125 mph, crossed Vero Beach Highlands, where homes lost roofs and outbuildings, then the Indian River, and tore sections of roof off both buildings of the Bayou condominiums on the barrier island. In the Bethel Creek neighbourhood several homes lost more than half their roofs. An EF1 ran north along US 1 through downtown Vero Beach, where the police department’s station measured a 92 mph gust, and another followed the railway toward the airport, stripping roofs from businesses and collapsing a metal warehouse.
It was not the first time. An EF1 near Oslo in May 2016, born on the sea breeze, badly damaged the roofs of two homes and lightly damaged 16 more. And the county sits between two historic landfalls: Frances and Jeanne crossed the coast at the same spot just to the south three weeks apart in 2004.
For a Sebastian homeowner that shapes the questions: what wind rating and fastening the roof carries against a design speed of 150 to 160 mph, whether the deck seams will be sealed, and whether the roofer holds a current state roofing licence with a clean public record. After a declared storm, remember the ten-day cancellation right and that no roofer may offer to cover your deductible.

Before you sign anything in Sebastian
Licensing is required in FL. Florida requires anyone contracting for roofing work to hold a state roofing licence. A Certified Roofing Contractor licence is issued by the state and valid statewide; a Registered Roofing Contractor licence is also issued by the state, but only after the contractor meets a local jurisdiction’s competency requirements, and it is valid only in those jurisdictions. Narrow exemptions cover owners working on their own homes and casual work under $2,500 by someone who does not advertise as a contractor.
A general, building or residential contractor licence alone does not let a firm take on a reroof: it must subcontract the roofing unless it also holds a roofing licence, the only exception being shingles or shakes on a new building of its own construction. Since 2026, Fla. Stat. 553.79(1)(g) lets the owner of a single-family home, or the owner’s contractor, skip a building permit for work valued under $7,500 on written request, except in flood hazard areas and for structural, electrical, plumbing, mechanical or gas work; it does not change who must be licensed.
Check here: Florida DBPR licence search. The state’s licence record shows status, expiry and public complaints and discipline, but not every complaint, so ask the local building department too. The licence must show an Active status; a probation or other disciplinary notation is a warning sign to check the complaint record, while Inactive, Delinquent, Suspended, Revoked or Null and Void means the holder cannot contract, and a Registered contractor may work only in its registered jurisdictions. A company’s business record can show Current without being a licence, so check the qualifier’s own roofing certificate or registration.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

The pool carries 29 customer reviews between them at a mean rating of 4.7. How these Sebastian rankings were produced
Every contractor in the Sebastian-Vero Beach-West Vero Corridor, FL pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 1 certified contractor, of whom 0 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.7. The top one were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page.
