Best Roofers in Bloomington, IL: 4 Certified Contractors, Scored and Verified

The four best roofers in Bloomington, IL, ranked on a published formula and verified individually against BBB, licence and manufacturer records. No paid placement.

Best Roofers in Bloomington, IL: 4 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the four highest-scoring roofing contractors in the Bloomington, IL metro on The Roofing Brief Contractor Score are Cupples Construction (90.1), HIVE Roofing & Exteriors (66.5), A&E Roofing & Construction (60.3), Zephyr Roofing (53.4). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 4 certified roofing contractors serving the Bloomington metro on a published, reproducible formula, then researched each of the top four individually to confirm its record. In 25 minutes on the evening of 15 May 2025 McLean County logged 26 hail reports, four in every ten it recorded in a decade, with stones up to 2.5 inches on the northwest side of Normal. Illinois licenses every roofer, and since August 2025 every roofing contract must carry a 72-hour cancellation right and a deductible warning. Five certified firms appear in the directory for Bloomington-Normal; one publishes no service area at all and is excluded, and four are ranked, including the highest-scoring firm with a 2025 state disciplinary action disclosed. To check what the state requires and how to look up a licence, see our Illinois roofing license guide.

The conditions a Bloomington roof has to be specified for

Illinois licenses roofing contractors under the Roofing Industry Licensing Act (225 ILCS 335). A firm needs a limited licence, for residential buildings of up to eight units, or an unlimited one, each with a qualifying party who has passed a state exam, a $10,000 or $25,000 bond, and at least $250,000 of property damage and $500,000 of personal injury cover. Unlicensed roofing carries civil penalties of up to $15,000, and the licence number must appear on every contract, bid and advert. The state’s open licence file shows each firm’s class, status and any discipline.

Since Public Act 104-427 took effect on 15 August 2025, a roofing contract must be in writing before work starts, must let you rescind within 72 hours and get your deposit back, and must state that the contractor cannot pay, waive or rebate your deductible. The Home Repair and Remodeling Act separately lets you cancel within five business days of an insurer denying all or part of a claim, and bars a contractor from representing you on a roof claim.

The City of Bloomington makes every contractor register with it each year; roofers must file a copy of their state licence and liability cover naming the city. A combined Roof/Window/Siding permit is required before work starts, priced on value, about $127 for a $15,000 reroof. Bloomington builds to the 2018 International Residential Code, while Normal has adopted the 2021 edition with a 107 mph design wind speed and ice barrier required, so the two halves of the metro are on different codes.

Across 2016 to 2025 McLean County logged 64 hail reports, 44 of an inch or larger, 152 thunderstorm wind reports, 71 of them at severe-gust strength, and 18 tornadoes, including an EF2 near Moraine View State Park in the December 2018 outbreak that tore most of the roof off a house. In the July 2024 derecho the village of McLean took 80 to 95 mph winds. Renters occupy 45.2 percent of homes in Normal, a university town, and 38.1 percent in Bloomington.

1. Cupples Construction: TRB Score 90.1

Cupples Construction is based in Normal, IL, in business since 2021, led by Brian A. Cupples, owner and licence qualifying party, BBB accredited since 1 October 2022, A+ rating, two complaints closed in three years, and holds President’s Club standing on the GAF certification registry.

  • Qualifying party Brian A. Cupples, licence 105-009537, unlimited, active since February 2021, no discipline.. Illinois IDFPR roofing licence file
  • Accredited since October 2022 with an A+ rating; business started January 2021; owner Brian A. Cupples; two complaints closed in three years.. BBB business profile

What they actually do. Residential and commercial roof repair and replacement, storm damage repair, siding and seamless gutters.

Why it ranks here. The top-scoring firm in the metro by a wide margin: a roofing-first, family-run company in Normal at GAF’s President’s Club tier, with 128 reviews averaging 4.8 and an unlimited state licence since 2021, its owner qualifying it personally. Its service area names both Bloomington and Normal. It carries one serious mark: in January 2025 the state reprimanded it and fined it $5,000 for aiding and assisting unlicensed roofing, typically meaning work given to an unlicensed crew. That is a final disciplinary action on the public register, not an allegation, and the licence remains active. Its site also says it works with a public adjusting firm on complex claims.

Best fit for: Bloomington and Normal homeowners who want the area’s highest-tier GAF contractor and are prepared to ask how it now staffs its jobs.

What we would want clarified. A 2025 state reprimand and $5,000 fine for aiding unlicensed roofing: ask who will be on your roof and whether every crew member works under its licence. BBB also shows two complaints closed in three years. If it suggests a public adjuster, remember the adjuster works for you and is paid from your claim. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (309) 826-4377, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. HIVE Roofing & Exteriors: TRB Score 66.5

HIVE Roofing & Exteriors is based in El Paso, IL, in business since 2025, led by Grant M. Hegstrom and Shelby N. Hegstrom, owners, BBB accredited since 1 July 2025, A rating, no complaints, and holds Certified standing on the GAF certification registry.

  • Prints its Illinois licence number, which matches the register, and lists Bloomington, Normal, Hudson, Chenoa and Peoria-area towns among areas served.. Company website

What they actually do. Roof replacement, siding and gutter installation.

Why it ranks here. A family firm from El Paso in Woodford County, about 18 miles north of Bloomington, with a perfect 5.0 across 83 GAF reviews in its first two years. Its unlimited licence and its owner’s qualifying credential are active and clean, and it does what the law asks by printing its licence number on its site, where it matches the register. Its areas served name Bloomington and Normal. BBB rates it A rather than A+ without published complaints and gives no reason.

Best fit for: Homeowners in north Normal, Hudson and Towanda who want a young, owner-run firm with a clean licence and strong early reviews.

What we would want clarified. Founded in 2025, so it has no long record to judge; ask for references and how its workmanship warranty is backed. It publishes no street address. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (309) 965-4483, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

3. A&E Roofing & Construction: TRB Score 60.3

A&E Roofing & Construction is based in Bloomington, IL, led by Eboni M. Grant, co-owner, Not accredited; A+ rating; no complaints, and holds Certified standing on the GAF certification registry.

  • A & E Roofing & Construction LLC holds unlimited roofing contractor licence 104-019050, active since June 2021, with no discipline, at a McLean County address.. Illinois IDFPR roofing licence file
  • A&E Roofing and Construction LLC: A+ rating, not accredited, business started December 2020, co-owner Eboni M. Grant, no complaints; serves residential homeowners in Bloomington.. BBB business profile

What they actually do. Residential roofing and siding.

Why it ranks here. The only ranked firm based in Bloomington itself, with an unlimited state licence held since 2021 and no discipline, and 19 reviews averaging 4.8. BBB rates it A+ with no complaints and describes it as serving Bloomington homeowners. The register and BBB both record it as an LLC; the PLLC in its GAF listing does not appear on either. Beyond those records its public footprint is thin: we found no website and no published street address.

Best fit for: Bloomington homeowners who want a small local licensed roofer for a straightforward residential reroof.

What we would want clarified. A small review base, no website and no published address; confirm its city registration and insurance, and get the licence number on the contract as Illinois law requires. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (309) 706-4320, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

4. Zephyr Roofing: TRB Score 53.4

Zephyr Roofing is based in Fairbury, IL, led by Christopher D. Matthews, owner and licence qualifying party, BBB accredited since 1 May 2023, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

Score component Points Max
Certification tier 12 35

  • Licence 104-019515 is held by Zephyr Planning & Management PLLC, unlimited, active since April 2023, with no discipline; qualifying party Chris Matthews of Fairbury.. Illinois IDFPR roofing licence file
  • Accredited since May 2023 with an A+ rating; business started July 2020; owner Christopher D. Matthews; service area central Illinois; no complaints.. BBB business profile

What they actually do. Roof replacement, siding and gutters.

Why it ranks here. A small firm from Fairbury in Livingston County, about 30 miles northeast of Bloomington, with a perfect 5.0 across 14 GAF reviews and a clean unlimited licence since 2023, held under the name Zephyr Planning & Management. Its claim on Bloomington-Normal rests on BBB’s general central Illinois service area; we found no website naming the metro. Its state licence was issued nearly three years after BBB’s start date for the business.

Best fit for: Homeowners on the northeast side of the county, toward Chenoa and Lexington, who want a small owner-run firm.

What we would want clarified. About 30 miles away with no published service area naming Bloomington or Normal, so confirm it will take your job; the review base is small, and the BBB start date predates its state licence by almost three years, so ask what roofing it did before April 2023. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (815) 884-0580, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Other roofers serving Bloomington-Normal

Four certified firms are ranked here. These three hold an active Illinois roofing licence with no discipline and are based in or near the metro. They are not scored and we are not recommending them. Two other Bloomington firms we checked were fined by the state for aiding unlicensed roofing, and another had its licence briefly suspended in 2025, so we left them out.

The 152 wind reports that shape a Bloomington roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Bloomington, IL statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 64 hail reports, 152 severe thunderstorm and high wind reports and 18 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.9 million; flood and winter-storm losses are counted separately and are not included.

15 May 2025 2.0 in Normal Mclean
15 May 2025 2.0 in Normal Mclean
15 May 2025 2.0 in Bloomington Mclean
19 April 2023 2.0 in Le Roy Mclean
7 September 2021 1.75 in Colfax Mclean

The largest stone on record for this metro fell on 15 May 2025 near Normal, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 83 knots, about 96 mph, near Mc Lean on 15 July 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 18 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Le Roy on 1 December 2018.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 15 July 2024 event near Mc Lean, reproduced verbatim:

An NWS Storm Survey found extensive damage to trees and a garage in McLean was the result of 80 to 95 mph straight-line winds.

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (54), May (53), July (51). The worst years on record were 2025 (54), 2023 (43), 2024 (31). If you are scheduling non-urgent work in Bloomington, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Bloomington. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Twenty-five minutes on 15 May 2025

On the evening of 15 May 2025 a cold front met an unseasonably warm, humid airmass over central Illinois and set off scattered supercells. NWS Lincoln’s narrative records large hail as prevalent, with stones up to 2.5 inches on the northwest side of Normal, and gusts of 60 to 70 mph causing scattered wind damage.

NOAA’s file holds 26 hail reports for McLean County that evening, all within 25 minutes: 41 percent of the county’s 64 hail reports in a decade. The 2.5-inch stone, reported by a member of the public, is the largest in the county’s ten-year record. Two-inch hail followed in Normal and just east of Bloomington, and 1.75-inch stones fell west of Bloomington, at Kerrick and at Chenoa as the cells moved northeast. Four of the county’s five reports of two inches or more in the decade came that evening.

It made 2025 the county’s busiest hail year by far: 28 reports, against 21 for 2021 to 2024 combined. Yet NOAA records no damage figure against any of the reports, and OpenFEMA lists no disaster declaration for McLean County for this storm or any other weather event since 2016. That is not evidence that no roofs were damaged; it means recovery ran entirely through private insurance claims.

Those claims landed just before Illinois changed its contract rules. Three months after the storm, Public Act 104-427 required every roofing contract to carry a 72-hour rescission right and a statement that the contractor cannot touch the deductible, on top of the existing five-day cancellation right after a claim denial.

For a Bloomington-Normal homeowner the checks are unusually easy. Look up the firm on the state’s open licence file, which shows whether its licence is active and whether it has ever been disciplined; confirm it is registered with the City of Bloomington if you live there; and make sure your contract carries the 72-hour clause and the deductible statement. If it does not, the contractor is not following the 2025 law.

The checks worth making in Bloomington

Licensing is required in IL. Illinois licenses roofing contractors at state level under the Roofing Industry Licensing Act, 225 ILCS 335, administered by the Department of Financial and Professional Regulation. Unlicensed roofing work carries a civil penalty of up to $15,000 per offence, and any violation of the Act is a Class A misdemeanour, rising to a Class 4 felony on a second offence.

There are two classes: a Limited licence for residential properties of eight units or fewer, and an Unlimited licence covering residential, commercial and industrial work. Each licensee designates a qualifying party who must pass an examination covering roofing practice and Illinois roofing law. The statutory bond is $10,000 for a Limited licence and $25,000 for an Unlimited one, alongside liability insurance set by the Department, workers’ compensation and an unemployment insurance account. Since Public Act 104-427, effective 15 August 2025, every roofing contract must include a 72-hour rescission clause with a full deposit refund and a statement that the contractor cannot pay, waive or rebate any part of your insurance deductible.

Check here: IDFPR roofing licence register (open data). The licence number and the name on it must appear on every contract, bid and advertisement, and a local permit official must see proof of current state licensure before issuing a roofing permit. Ask whether the licence is Limited or Unlimited, and check it on the Department’s register or its open data file on data.illinois.gov.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Bloomington rankings were produced

Every contractor in the Bloomington, IL pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 4 certified contractors, of whom 1 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.7. The top four were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

Set aside in Bloomington. A contractor that would otherwise have scored into the top four was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • McCumsey Construction Inc, which scored 46.6: Excluded on service area. It holds an Illinois roofing licence dating from 1994 with no discipline, but it is based in Farmer City, about 23 miles away, and publishes nothing naming Bloomington or Normal: we found no BBB profile and its only website returns an error. Its 3.9 rating across seven reviews is also the lowest in the pool.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. What Bloomington homeowners want to know

Who is the best roofer in Bloomington, IL?

Cupples Construction of Normal, IL scores highest in the Bloomington metro on The Roofing Brief Contractor Score, at 90.1 out of 100 as of October 2026. It holds President’s Club certification with a 4.8 rating across 128 reviews. Highest-scoring is not the same as best fit for your specific job, and the three companies behind it score within 36.7 points.

How many certified roofing contractors serve Bloomington?

4 contractors on the GAF certification registry serve the principal cities of the Bloomington, IL statistical area as of October 2026, of which 1 hold President’s Club status.

How much damaging hail does Bloomington get?

The Bloomington, IL statistical area recorded 44 hail reports of 1 inch or larger and 5 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 2.5 inches.

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top four.

What was the worst hailstorm in Bloomington in the last ten years?

The largest hailstone logged by the National Weather Service in the Bloomington, IL statistical area between 2016 and 2025 measured 2.5 inches, reported near Normal on 15 May 2025. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 64 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $1.9 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Bloomington?

Severe-weather reports in the Bloomington, IL statistical area cluster in June, May, July, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in IL?

What should I check before hiring a roofer in Bloomington?

The licence number and the name on it must appear on every contract, bid and advertisement, and a local permit official must see proof of current state licensure before issuing a roofing permit. Ask whether the licence is Limited or Unlimited, and check it on the Department’s register or its open data file on data.illinois.gov.

Twenty-five minutes on 15 May 2025?

On the evening of 15 May 2025 a cold front met an unseasonably warm, humid airmass over central Illinois and set off scattered supercells. NWS Lincoln’s narrative records large hail as prevalent, with stones up to 2.5 inches on the northwest side of Normal, and gusts of 60 to 70 mph causing scattered wind damage.

Is Bloomington a hard market to find a good roofer in?

In 25 minutes on the evening of 15 May 2025 McLean County logged 26 hail reports, four in every ten it recorded in a decade, with stones up to 2.5 inches on the northwest side of Normal. Illinois licenses every roofer, and since August 2025 every roofing contract must carry a 72-hour cancellation right and a deductible warning. Five certified firms appear in the directory for Bloomington-Normal; one publishes no service area at all and is excluded, and four are ranked, including the highest-scoring firm with a 2025 state disciplinary action disclosed.

Is wind or hail the bigger risk to a roof in Bloomington?

Wind, by a wide margin. The Bloomington, IL statistical area logged 152 severe thunderstorm and high wind reports against 44 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
