The conditions an Idaho Falls roof has to be specified for

Idaho requires contractors to register with the Idaho Contractors Board for any job of $2,000 or more, with proof of $300,000 of liability cover including completed operations and of workers’ compensation, and a fee of no more than $150 a year. It costs $250, renews yearly for $150 with four hours of continuing education, cannot be issued to anyone disciplined elsewhere in the past five years, and must be shown before a permit issues. Idaho Code 54-5213 has barred cities from starting such programmes since 2007, but Idaho Falls’ predates that.

A residential reroof permit in Idaho Falls costs 1 percent of value, capped at $110, and double if work starts first. The city builds to the 2018 International Residential Code with a 115 mph design wind speed and a ground snow load of 47.1 psf at its 4,710 foot elevation; it has historically required roofs to carry at least 30 psf. The largest stone on record for this metro fell on 7 April 2018 near Idaho Falls, measured at 2.0 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

A city that tests its roofers

Idaho regulates contractors lightly. The Contractor Registration Act, in force since 2006, requires insurance, proof of workers’ compensation and a modest fee, but sets no examination of any kind, so a state registration number tells you a firm is insured and on the register, not that anyone has checked what it knows. And since 1 January 2007, Idaho Code 54-5213 has barred cities and counties from starting their own contractor licensing.

Idaho Falls got in first. Its building contractor licence dates from ordinances of 1996 and 2003 and one adopted on 21 November 2006, six weeks before the state cut-off, and the city still enforces it. Its stated purpose is to ensure that buildings in the city are built by qualified contractors. Roofing is named in Class D, the sub-contractor trades, and the city’s licensing page says plainly that roofing requires a city Class D licence and state licensing.

The city licence is the only exam-based roofing credential in the region. An applicant, or a full-time employee designated by the firm, must pass an ICC code exam, hold a degree in architecture, engineering or construction management, or hold a licence from one of five states that test contractors. It renews every year with four hours of continuing education, and the city will not issue it to anyone whose licence was suspended, revoked or surrendered for discipline anywhere in the previous five years. Even a homeowner’s hired help must be licensed.

The check happens at the permit counter: before a permit is issued the contractor must show the city licence and evidence of state registration. The city publishes no list of licensees, so we could not confirm which of the ranked firms below hold one; that is the question to ask. Neighbouring Ammon, Rigby and the county were not checked and may not run equivalent schemes.

The storm that tested the city’s roofers came on 7 April 2018, when at least 28 reports of hail up to two inches came in from Ammon and Idaho Falls. Emergency managers and insurers put the damage at $29.75 million across about 2,600 structures and 1,800 vehicles, about 99 percent of all the hail, wind and tornado damage recorded in the three counties in a decade. Before you sign anything in Idaho Falls

Licensing is required in ID. Idaho requires contractor registration with the Idaho Contractors Board, part of the Division of Occupational and Professional Licenses, for any construction work of $2,000 or more in combined labour and materials. It is a registration rather than a licence.
