Best Roofers in Terre Haute, IN: 3 Certified Contractors, Scored and Verified

Best Roofers in Terre Haute, IN: 3 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the three highest-scoring roofing contractors in the Terre Haute, IN metro on The Roofing Brief Contractor Score are Guarantee Roofing (95.9), PHR Contracting (64.1), Lough Bros. Roofing & Siding (61.8). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 3 certified roofing contractors serving the Terre Haute metro on a published, reproducible formula, then researched each of the top three individually to confirm its record. In the Wabash Valley wind writes the damage bill: one tornado, the EF3 that tore through Sullivan on 31 March 2023 and killed three people, accounts for three-quarters of all storm damage recorded in the four counties in a decade, and derechos in 2023 and 2024 knocked out power to most of the area. Indiana licenses no roofers, but the City of Terre Haute requires every contractor to register with a bond and insurance. Three certified firms appear in the directory and all three are ranked, two of them Terre Haute roofers dating to 1919 and 1941.

Hail, codes and what they cost a Terre Haute homeowner

Indiana has no state roofing or general contractor licence. The City of Terre Haute fills part of the gap: under its City Code, anyone contracting to do construction work for a property owner in the city must be a registered contractor, which requires a $10,000 surety bond, insurance naming the city of at least $500,000 combined, workers’ compensation or a state exemption, and a fee of $350 the first year and $175 after. There is no exam. Owners working on their own homes are exempt.

Terre Haute requires a permit for any construction activity, and roof replacement is not on the exemption list. A residential repair permit costs $100 under the current fee schedule, working without one brings a fine of at least $200 a day, and where a contractor is hired, the city says the contractor must pull the permit, not the homeowner. The 2020 Indiana Residential Code, based on the 2018 IRC, is in force statewide, with a 115 mph design wind speed in all four metro counties.

Indiana’s storm-contract law, IC 24-5-11, bars a contractor from rebating your deductible or acting as your public adjuster, and for contracts since mid-2017 lets you cancel until midnight on the third business day after the later of signing or the insurer’s written final decision, with a detachable bold cancellation notice and refunds within ten business days.

Across 2016 to 2025 Vigo, Clay, Sullivan and Vermillion counties logged 49 hail reports, seven of two inches or more, the largest a four-inch stone at Sullivan on 16 May 2025; 117 thunderstorm wind reports; and four tornadoes, with $24.2 million of recorded damage, none of it attached to hail. Zone records add ten high wind events, including Helene’s remnants in September 2024. The city’s median home was built in 1957, and 47.8 percent of homes in Terre Haute are rented.

1. Guarantee Roofing: TRB Score 95.9

Guarantee Roofing is based in Terre Haute, IN, led by Sylas Smith, President, Not accredited; A+ rating; no complaints, and holds President’s Club standing on the GAF certification registry.

Certification tier 35 35
Adjusted rating 35.9 40

Metro proximity 10.0 10
Total 95.9 100

Independently corroborated:

What they actually do. Residential and commercial roofing including flat and standing seam, gutters, fencing and drone inspections.

Why it ranks here. One of the strongest records in the programme: President’s Club certification and a 4.9 across 493 reviews from a Terre Haute roofer trading on a 1919 founding, with a service area across Sullivan, Clinton and Brazil.

Best fit for: Terre Haute and Sullivan homeowners who want the deepest local record.

What we would want clarified. The trading business has moved between companies: the current corporation dates from 2012 and the older one was dissolved in 2019, and the records do not say whether ownership changed. It also sells fencing and runs an Avon location. It is not BBB accredited. Confirm its city registration. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (812) 234-2605, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. PHR Contracting: TRB Score 64.1

PHR Contracting is based in Clinton, IN, in business since 2019, led by Austin Wetnight, Not accredited; A+ rating; no complaints, and holds Certified standing on the GAF certification registry.

  • A+ rating, not accredited, LLC formed August 2019, filed as a general contractor.. BBB business profile
  • Construction management, general contracting and remodelling, including roofing and siding, across the Wabash Valley to greater Indianapolis.. Company services page

What they actually do. General contracting and remodelling, including roofing and siding.

Why it ranks here. A Clinton contractor in Vermillion County, inside the metro, with a perfect 5.0 across 35 reviews and a service area covering the Wabash Valley.

Best fit for: Projects that combine a roof with other remodelling work.

What we would want clarified. It is a general contractor and remodeller first, with roofing one item among its services, and its BBB file opened only in 2024. It lists only a post office box. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (765) 505-2014, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

3. Lough Bros. Roofing & Siding: TRB Score 61.8

Lough Bros. Roofing & Siding is based in Terre Haute, IN, in business since 1941, led by Scott Lough, Not accredited; A+ rating; no complaints, and holds Certified standing on the GAF certification registry.

  • Lough Bros. Roofing & Siding Co., Inc., active, at the Lafayette Avenue address, with reports on file back to 1994.. Indiana Secretary of State via OpenCorporates
  • Family owned and trusted in Terre Haute since 1941; a union shop; commercial and residential roofing, metal, siding and gutters.. Company website

What they actually do. Commercial low-slope roofing, residential roofing, metal, siding and gutters.

Why it ranks here. A third-generation Terre Haute family roofer founded in 1941, with BBB and its own site agreeing, a union shop with about 35 people, and the capacity for metal and low-slope roofs.

Best fit for: Metal or low-slope roofs, and homeowners who prefer a union crew.

What we would want clarified. It leans commercial, its residential pages carry little detail, and its 4.7 rests on only 15 reviews. It is not BBB accredited. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (812) 232-0002, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

What 4.0 inch hail does to a Terre Haute roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 4 counties of the Terre Haute, IN statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 49 hail reports, 117 severe thunderstorm and high wind reports and 4 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $24.2 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Terre Haute in a decade

Date Stone size Reported near County
16 May 2025 4.0 in Sullivan Sullivan
16 May 2025 2.75 in Sullivan Sullivan
1 May 2016 2.5 in Fairview Park Vermillion
16 May 2019 2.5 in Klondyke Vermillion
16 May 2019 2.5 in Cayuga Vermillion
12 June 2022 2.0 in Coyuga Vermillion

The largest stone on record for this metro fell on 16 May 2025 near Sullivan, measured at 4.0 inches. That is grapefruit sized. Stones that big destroy asphalt shingles outright, dent metal, crack tile and routinely total roofs across whole neighbourhoods.

Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near New Lebanon on 7 March 2022. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF3 near Riverton on 31 March 2023.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 7 March 2022 event near New Lebanon, reproduced verbatim:

Thunderstorm wind damage consistent with straight line winds during a brief downburst. The line of thunderstorms produced a very brief bowing segment around 1208 am EST from just south of Merom to just north of County Road 625 South. Assessment of damage shows property and debris thrown in a generally eastward direction with little or no lofting of debris noted. Thunderstorm winds blew over a recreational vehicle into a pick-up truck at 5151 West County Road 400 South. This impact rolled the truck upside down. Walls of a pole barn were compromised and blown out. HVAC compressor next to the adjacent house was blown off its platform although essentially no damage occurred to house. The yard…

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (40), July (34), May (23). The worst years on record were 2025 (32), 2020 (29), 2016 (20). If you are scheduling non-urgent work in Terre Haute, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hail is not the governing risk in Terre Haute. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Wind writes the damage bill

On the night of 31 March 2023 a tornado that had already run nearly 28 miles through Illinois at EF3 strength crossed the Wabash River into Sullivan County south of Merom. Its total track was 41 miles, with peak winds near 165 mph over the south of the city of Sullivan. Near Merom it destroyed a modular home, throwing it at least 200 yards and killing two people; south-southeast of Sullivan another modular home was thrown 150 yards, killing one. Three people died and eight were injured in the county.

In Sullivan itself NWS found dozens of homes and buildings severely damaged or destroyed, mostly at EF2 intensity with pockets of EF3, and trees sheared 20 to 30 feet up. NOAA records $18.2 million of damage for that segment alone, about three-quarters of all the hail, wind and tornado damage recorded in the four counties over the decade. The same supercell spawned a second EF3 forty minutes later at McCormick’s Creek State Park.

Straight-line wind followed. On 29 June 2023 a decaying derecho brought gusts estimated at 70 to 80 mph to Terre Haute, where operators reported 80 percent of the town without power, and more than three-quarters of Clay, Vermillion and Vigo counties lost service. A year later, on 25 June 2024, 65 to 75 mph winds ran from central Terre Haute south to Sullivan, dropping trees on numerous homes and toppling billboards. In April 2025 a tornado entering from Illinois caused near-total roof loss to many buildings around New Goshen.

Hail is frequent but its cost goes unrecorded: none of the metro’s 49 hail reports carries a damage figure, even the four-inch stone at Sullivan in May 2025.

So the questions to ask a Terre Haute roofer are about wind: fastening at the eaves and rakes, deck attachment, and what happens if decking is found rotten on an old house. Then check that it is registered with the city, and that it, not you, pulls the permit.

What to verify before a Terre Haute contractor starts

There is no state roofing licence in IN. Indiana issues no state roofing or general contractor licence. The state licenses only a few building trades, such as plumbing contractors, elevator contractors and manufactured home installers, so there is no state roofing exam, no state roofing licence number and no state board that can discipline a roofer.

Regulation is municipal. In Indianapolis the Department of Business and Neighborhood Services requires general contractors, roofers included, to be listed, which takes a $10,000 surety bond, insurance certificates and an orientation; the listing covers Marion County outside the excluded cities of Lawrence, Beech Grove, Speedway and Southport, which run their own requirements. Other cities set their own rules, from bonded registration to none at all.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: Indianapolis Business and Neighborhood Services contractor licensing. Indiana has no state roofing or general contractor licence, so licensing is entirely municipal and county level, and it varies sharply between neighbouring jurisdictions. Ask which city or county licence the contractor holds for the jurisdiction your house actually sits in, and confirm it with that building department rather than accepting a licence issued elsewhere in the state as proof.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

The shape of the Terre Haute contractor market

3 certified roofing contractors serve the principal cities of the Terre Haute, IN statistical area, of which 1 hold the top President’s Club tier. The pool carries 543 customer reviews between them at a mean rating of 4.867. The statistical area had a 2024 population of 168,874, a change of 0.0% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Terre Haute rankings were produced

Every contractor in the Terre Haute, IN pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 3 certified contractors, of whom 1 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.867. The top three were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. How much damaging hail does Terre Haute get?

The Terre Haute, IN statistical area recorded 46 hail reports of 1 inch or larger and 7 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 4.0 inches.

Did any contractor pay to appear on this list?

What was the worst hailstorm in Terre Haute in the last ten years?

The largest hailstone logged by the National Weather Service in the Terre Haute, IN statistical area between 2016 and 2025 measured 4.0 inches, reported near Sullivan on 16 May 2025. When is the worst time of year for roof damage in Terre Haute?

Severe-weather reports in the Terre Haute, IN statistical area cluster in June, July, May, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in IN?

Indiana issues no state roofing or general contractor licence. Near Merom it destroyed a modular home, throwing it at least 200 yards and killing two people; south-southeast of Sullivan another modular home was thrown 150 yards, killing one. Three people died and eight were injured in the county.

Is Terre Haute a hard market to find a good roofer in?

In the Wabash Valley wind writes the damage bill: one tornado, the EF3 that tore through Sullivan on 31 March 2023 and killed three people, accounts for three-quarters of all storm damage recorded in the four counties in a decade, and derechos in 2023 and 2024 knocked out power to most of the area. Indiana licenses no roofers, but the City of Terre Haute requires every contractor to register with a bond and insurance. Three certified firms appear in the directory and all three are ranked, two of them Terre Haute roofers dating to 1919 and 1941.

Is wind or hail the bigger risk to a roof in Terre Haute?

Wind, by a wide margin. The Terre Haute, IN statistical area logged 117 severe thunderstorm and high wind reports against 46 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
