The 2015 Michigan Residential Code is still in force after a court order in July 2025 delayed the 2021 edition, and it requires an ice barrier at the eaves of every new shingle roof statewide.

Michigan has no statute aimed at insurance-funded roofing contracts or deductible rebates that we could find. The general home solicitation law (MCL 445.112) lets you cancel a contract signed at your door until midnight of the third business day after signing.

Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Ravenna on 10 June 2020. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 15 May 2025 event near Norton Shrs, reproduced verbatim:

A severe weather outbreak occurred on May 15-16 across lower Michigan that brought 8 tornadoes to the Grand Rapids forecast area and saw straight line winds in excess of 100 mph impact counties along the Lake Michigan shore on May 15. Large hail also occurred with storms on May 16. Tens of thousands were without power, some for several days due to the widespread nature of this severe weather event.

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (6), July (5), August (5). The worst years on record were 2020 (5), 2019 (4), 2024 (4). If you are scheduling non-urgent work in Muskegon, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

The decade’s costliest event was a gale. On 8 March 2017 gusts up to 60 mph brought down trees and power lines across the county and caused widespread outages, with $15 million of property damage recorded for the Muskegon zone; across central lower Michigan NWS noted numerous homes with significant roof damage. Gales recur: 68 mph in Muskegon on 11 December 2021, 63 mph at the airport five days later. Summer storms add to it, with 71 mph at Muskegon airport on 25 June 2024 and near 70 mph at Whitehall the same day, and a 72 mph gust measured in Muskegon on 23 July 2022.

Weight is the other load. On 31 October 2023 Muskegon received 11.5 inches of heavy wet snow, which brought down trees and lines and left close to 40,000 customers in the county without power. In February 2019 up to three quarters of an inch of freezing rain caused $2 million of damage.

The code reflects the lake. The 2015 Michigan Residential Code sets a 60 psf ground snow load for the City of Muskegon, Norton Shores, Muskegon Heights, North Muskegon, Montague, Whitehall and the other lakeshore communities, against 40 psf inland in the county and 25 psf in Oakland County. Every new shingle roof in Michigan needs an ice barrier at the eaves, and on old Muskegon houses, with a city median year built of 1951, that often means opening up eaves that have never had one.
