Wind takes shingles too: on 4 January 2023 NWS received photos of shingles blown off a roof near Belvoir in a storm with an estimated 61 knot gust, and in June 2016 a spotter’s station near Hams Crossroads measured 83 mph.

Yet a like-for-like reroof after any of those storms sits outside the official system. State law exempts single-family work of $40,000 or less from permits unless roofing is being added rather than replaced, and the city does not permit residential reroofs. The same $40,000 line governs licensing, and Session Law 2023-108 raised both thresholds at once in October 2023. No inspector checks the nailing, and no board checks the roofer.

The one statutory protection aimed at storm roofing is a cooling-off period. Since October 2024 a roof contract sold at your home carries five business days to cancel after an insurance claim denial, and the roofer may not start work or take payment until it has run. It does not apply where the roofer is a licensed general contractor or works under one, on the logic that the Board already oversees them.

That leaves the homeowner to do the checking.
