Wind-driven fire, not hail
From 7 to 9 August 2023, strong high pressure north of Hawaii and Hurricane Dora far to the south drove strong northeast winds across Maui. NWS cites very strong trade winds, low humidity and ongoing drought on the leeward side as the reasons the fires that followed grew so fast. Upcountry, trees were uprooted; in West Maui, downed utility poles closed Honoapiilani Highway.
A fire reported near Lahaina at 6:40 on the morning of 8 August was contained within three hours. Another, reported around 3:30 that afternoon, spread out of control after downed power lines closed roads. It burned 2,170 acres and destroyed more than 2,200 structures, most of the historic town. NOAA records 102 deaths, at least 32 injuries, about 4,000 cars destroyed and $5.50 billion of property damage. The same day a brush fire in Kula burned about 200 acres and reportedly destroyed 19 homes.
It was not the first warning. On 26 December 2020 a wind-whipped fire near Olowalu burned more than 750 acres and destroyed the Olowalu Community Center. Over the decade NOAA logged 27 wildfire events in Maui County’s forecast zones, against a county hail count of zero.
Maui’s rebuilding runs through a separate disaster recovery building permit, with pre-approved designs and a factory-built housing route for the Lahaina burn zone. Outside it, ordinary reroofs need no permit at all, so the county inspector who would check a roof in most mainland metros never sees one here. We found no Maui County or state requirement for a Class A fire-rated roof on rebuilds, though we could not read the state’s legislation.
For a Maui homeowner that puts the weight on two checks. First, confirm the roofer’s C-42 licence on the state’s licence search, because without a licence the Recovery Fund will not cover you and no inspector will look at the work. Second, in a county where wind drives fire, ask about the roof’s fire rating and how embers are kept out at the eaves, vents and ridge, even though no code makes you do it.
