What an Amherst roof is up against

Massachusetts requires every contractor working on an existing owner-occupied home of one to four units to hold a Home Improvement Contractor registration with the Office of Consumer Affairs and Business Regulation, and a roof replacement also needs a Construction Supervisor Licence, at minimum the roofing specialty class, which requires three years’ experience and an exam. OCABR can fine a registered contractor up to $2,000 per violation and suspend or revoke its registration. We found no Massachusetts law on insurance deductibles or storm-chasing contractors.

The tenth edition of the Massachusetts building code has been the only code in force since 30 June 2025. Reroofing is not on its permit exemption list, so every roof replacement needs a permit, and ice barrier underlayment is required statewide. Northampton charges $40 plus $10 per $1,000 of cost for a roofing permit, double if work starts first; its building commissioner also covers Williamsburg and Haydenville.

Across 2016 to 2025 Hampshire County logged 37 hail reports, none of two inches, 159 thunderstorm wind reports and one tornado, an EF1 in Goshen in February 2017. The largest stone on record for this metro fell on 14 July 2021 near Pelham, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.

Wind. The strongest thunderstorm gust logged in the metro was 76 knots, about 87 mph, near Easthampton on 7 October 2020. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 1 tornado touched down in these counties over the decade, the strongest rated EF1 near Goshen on 25 February 2017.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 7 October 2020 event near Easthampton, reproduced verbatim:

There was a significant amount of damage in Easthampton. A tree was down on a car on Florence Road. A power line was down on a car on Lyman Street. A large tree was down on Route 10 about one-half mile north of Union Street. Numerous trees were down on Route 141.

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (73), August (33), May (28). The worst years on record were 2020 (34), 2024 (29), 2021 (25). If you are scheduling non-urgent work in Amherst, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

One county, two snow climates

Massachusetts writes snow loads town by town. The tenth-edition residential code sets a design ground snow load of 40 pounds per square foot for Amherst, Northampton, Hadley, Hatfield, Easthampton, Pelham, Southampton and Belchertown, and 35 for South Hadley and Granby. A few miles west, in the hill towns, it rises to 50 for Chesterfield, Goshen, Westhampton, Williamsburg and Huntington and 60 for Cummington, Middlefield, Plainfield and Worthington: half as much again as Amherst, inside the same county.

Wind barely changes across the same ground. Design wind speeds run from 112 mph in Plainfield to 115 in Belchertown and Ware, so it is snow, not wind, that changes how a roof must be built from one Hampshire County town to the next.

Individual storms split the county the same way. In the nor’easter of 13 and 14 March 2023, NWS recorded 32.0 inches in Plainfield and 31.0 in Chesterfield, but 3.7 in Amherst and 4.2 in Northampton. Over the decade NOAA logged 30 heavy snow or winter storm events in the western Hampshire zone against 18 in the eastern one. The valley gets its share in bigger storms: the storm of 1 and 2 December 2019 left 15 inches in Amherst and 22.5 in Plainfield, and in December 2020 Amherst’s observer measured 12.7 inches, the most in the eastern county.

Ice adds to the load. At the end of December 2019 an ice storm left half to three quarters of an inch of ice across the western county. The code answers with an ice barrier required at the eaves of every house, valley and hills alike.

For a roof in the valley towns, the questions are about the 40 psf design load on an old house: whether the rafters and decking on a pre-war Northampton home are sound enough to carry it, and how far up the roof the ice barrier will run. What an Amherst homeowner should ask for in writing

Licensing is required in MA. Massachusetts requires two credentials for most roofing. Anyone contracting to alter or repair an owner-occupied home of one to four units must hold a Home Improvement Contractor registration with the Office of Consumer Affairs under M.G.L. c. 142A, and anyone supervising work regulated by the building code must hold an examined Construction Supervisor Licence under 780 CMR 110.R5, issued unrestricted or in specialty classes including roofing.

The supervisor licence requires three years of experience in the past ten and a passed exam; the HIC registration is a consumer-protection filing with no exam. Any home improvement contract over $1,000 must be in writing with the registration number, and the deposit may not exceed the greater of one third of the price or the cost of special-order materials. The Residential Contractor’s Guaranty Fund pays up to $25,000 per claim, raised from $10,000 on 20 November 2024, but only against registered contractors.
