Camp Fire to Park Fire: why fire class comes first
The Camp Fire started at 6:33 on the morning of 8 November 2018 near Jarbo Gap, above Paradise. Driven by gusty northeast winds of up to 52 mph across record-dry fuel, it burned 153,336 acres and destroyed 18,804 structures, among them 13,696 homes, and killed 85 people by CAL FIRE’s count. Over 27,000 people were evacuated from Paradise, Magalia, Concow and nearby communities, and smoke cut visibility to a mile across the valley floor in Chico.
Paradise has been rebuilding ever since: 27 homes in the first year, more than 1,000 by the third, and more than 2,500 new homes and apartments by the fifth, by the town’s own count. Its median home is now from 1992, newer than the county’s 1983.
Then fire came to Chico itself. CAL FIRE gives the origin of the Park Fire as off Upper Park Road in Bidwell Park, Chico, on 24 July 2024. It burned 429,603 acres across Butte and Tehama counties and destroyed 713 structures, the fourth largest wildfire in the state’s records.
Since 1 January 2026 the California Wildland-Urban Interface Code governs building in hazard areas, and it reaches existing roofs. Section 507.1 says a roof covering that is replaced, or that has 50 percent or more replaced within twelve months, must be replaced with the covering required for new construction, and section 504.2 requires that to be a Class A assembly. Outside hazard areas the residential code still asks for at least Class C on a replacement of more than half the roof. Butte County consulted in 2025 on the state’s updated fire hazard maps, which redraw where these rules apply.
