Best Roofers in Napa, CA: 4 Certified Contractors, Scored and Verified

Best Roofers in Napa, CA: 4 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the four highest-scoring roofing contractors in the Napa, CA metro on The Roofing Brief Contractor Score are Roof Solutions (77.9), Citadel Roofing & Solar (72.0), Northern California Roofing Co (69.0), Modern Method Roofing (64.3). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.

The Roofing Brief scored 4 certified roofing contractors serving the Napa metro on a published, reproducible formula, then researched each of the top four individually to confirm its record. In Napa the roof threat is fire, not hail: NOAA logged one hailstone in the county in ten years, while the 2017 Atlas Fire, the 2020 Hennessey and Glass fires and the 2025 Pickett Fire destroyed thousands of structures across the valley and its neighbours. California’s fire-class rule is the reroof rule that matters here, requiring a Class A roof in the highest-hazard zones. Six certified firms appear in the directory; two serve only Marin and Sonoma and are excluded, and four are ranked, three of them based in Vacaville.

Quick picks for Napa:

  • Roof Solutions: best overall (TRB Score 77.9). Verified services: roof replacement, roof repair, slate and tile, cedar and shake, metal roofing, flat and low-slope roofing, commercial roofing.
  • Citadel Roofing & Solar: best for a reroof with solar (TRB Score 72.0). Verified services: roof replacement.
  • Northern California Roofing Co: best for low-slope and mixed roofs (TRB Score 69.0). Verified services: roof replacement, slate and tile, metal roofing, flat and low-slope roofing, commercial roofing.
  • Modern Method Roofing: best Napa-based roofer (TRB Score 64.3). Verified services: roof replacement, metal roofing, gutters.

Why a Napa roof fails slowly rather than suddenly

California requires a Contractors State License Board licence for any job of $1,000 or more, and a reroof never qualifies for the small-job exemption because it needs a permit. Roofing is the C-39 classification; a general building contractor can include roofing in a multi-trade job, but a stand-alone reroof needs a C-39. Every C-39 must carry workers’ compensation even with no employees, and every licence carries a $25,000 bond, though a homeowner’s share of it can be small. The CSLB record shows complaint and disciplinary history.

California caps a home improvement down payment at $1,000 or 10 percent of the price, whichever is less, and gives you three business days to cancel, five if you are 65 or older, and seven days on a contract to repair damage from a declared emergency. Unlicensed repair work after a declared disaster is a felony-level offence with fines up to $10,000. We found no California rule on roofers rebating deductibles.

The City of Napa issues reroof permits over the counter: $383 for the first 20 squares and $173 per further 10 squares under the July 2025 schedule, including inspection; county examples put a typical $15,000 roof at about $507. Permits from 1 January 2026 follow the 2025 California codes. All of Napa County is Climate Zone 2, where the cool-roof rule for major reroofs does not apply, though a low-slope reroof must still be insulated.

County records show one hail report and two thunderstorm wind reports from 2016 to 2025, with $10 of recorded damage; the damaging wind is filed by forecast zone, including an 86 mph gust at Atlas Peak in February 2024. Fire is the record that matters: the Atlas, Hennessey, Glass and Pickett fires all burned in Napa County. The county’s median home was built in 1976, and 41.3 percent of the city’s homes are rented.

What they actually do. Residential reroofing and repair in tile, shake, metal, single-ply and coatings, plus commercial and property-management roofing.

Services we could verify: roof replacement, roof repair, slate and tile, cedar and shake, metal roofing, flat and low-slope roofing, commercial roofing.

Why it ranks here. A roofing-only Vacaville firm about 18 miles east, at Master Elite with 266 GAF reviews averaging 4.9 and a clean licence record. Its site publishes Napa, Yountville and American Canyon service pages. The licence, BBB and the company agree on 2018.

Best fit for: Napa homeowners with tile or shake roofs who want a roofing specialist with a clean licence history.

What we would want clarified. Its licence comes up for renewal on 30 November 2026, so check it is still active, and it is based outside the county. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

2. Citadel Roofing & Solar: best for a reroof with solar (TRB Score 72.0)

Citadel Roofing & Solar is based in Vacaville, CA, led by Dieter Folk, president, Not accredited, A rating, two complaints in three years, and holds Master Elite standing on the GAF certification registry.

  • Lists Napa and American Canyon among its Northern California service areas.. Company website

What they actually do. New-construction roofing and solar for homebuilders, reroofing, retrofit solar and battery storage.

Services we could verify: roof replacement.

Why it ranks here. A large Vacaville roofing and solar contractor with 346 GAF reviews averaging 4.7, the deepest base here, Master Elite status and Owens Corning’s top tier. It was sold in August 2026, and its licence was reissued to a new company in September. By its new owner’s account most of its work is new homes for builders.

Best fit for: Homeowners combining a reroof with solar panels or batteries.

What we would want clarified. It changed hands weeks ago, reroofing is a secondary line, and BBB rates it A because of two answered solar complaints; confirm who will run your job under the new owner. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

  • A dedicated Napa page listing completed Napa-area projects in shingle, PVC and metal.. Company website

What they actually do. Residential reroofing in shingle, tile and metal, commercial TPO and PVC, and tile underlayment replacement.

Services we could verify: roof replacement, slate and tile, metal roofing, flat and low-slope roofing, commercial roofing.

Why it ranks here. A Vacaville roofer since 1990, with the licence, BBB and its site agreeing, at Master Elite with 130 GAF reviews averaging 4.7 and a dedicated Napa page. Its licence carries a disclosed disciplinary case: a 2018 settlement over a 2014 flat roof that put it on two years’ probation, ending in 2021.

Best fit for: Homeowners with low-slope or mixed roofs who want a long-established firm that names Napa.

What we would want clarified. Read the CSLB disclosure first: its licence was revoked with the revocation stayed and placed on probation in 2019 over a flat roof, which it did not admit. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

4. Modern Method Roofing: best Napa-based roofer (TRB Score 64.3)

Why it ranks here. The only ranked firm based in Napa, on Coombs St, with a licence lineage on the state register going back to a 1953 Napa roofing licence and BBB accreditation since 2008 without a complaint. It is at Master Elite with 38 GAF reviews averaging 4.4. Its site says 1952, a year before the oldest licence, so we give no single year.

Best fit for: Napa homeowners who want a long-established local roofer.

What we would want clarified. Its 4.4 rating from 38 reviews is the lowest of the four; the current licence was reissued to a new company in 2021. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Roof replacement and repair in Napa, CA

Short answer: In Napa, start with Roof Solutions for tile and shake roofs, Citadel Roofing & Solar to combine a reroof with solar, Northern California Roofing Co for low-slope or mixed roofs, and Modern Method Roofing, the only ranked firm based in Napa. The rule that matters most: in a very high fire hazard severity zone, replacing more than half the roof in a year means the whole roof must be at least Class A.

In Napa the roof threat is fire, not hail. County records show one hail report and two thunderstorm wind reports from 2016 to 2025, with $10 of recorded damage, though the damaging wind is filed by forecast zone, including an 86 mph gust at Atlas Peak in February 2024. The fire record is what matters: the 2017 Atlas Fire destroyed 783 structures, the 2020 Glass Fire destroyed 1,528 in Napa and Sonoma counties, and the Hennessey and Pickett fires also burned in the county. The City of Napa’s fire hazard material notes that embers travel long distances and ignite roofs and attics through their vents.

The City of Napa issues reroof permits over the counter: $383 for the first 20 squares and $173 per further 10 squares under the July 2025 schedule, including inspection. Permits from 1 January 2026 follow the 2025 California codes, and any replacement roof must be torn off to the deck. In a very high fire hazard severity zone the whole roof must be at least Class A whenever more than half of it is replaced in a year, and any repair must use Class A material too; the roofer must give you certification of the covering’s fire class. All of Napa County is Climate Zone 2, where the cool-roof rule for major reroofs does not apply, though a low-slope reroof must still be insulated.

California requires a Contractors State License Board licence for any job of $1,000 or more, and a reroof never qualifies for the small-job exemption because it needs a permit. A stand-alone reroof needs a C-39 roofing licence, and every C-39 must carry workers’ compensation even with no employees. A home improvement down payment is capped at $1,000 or 10 percent of the price, whichever is less, and you have three business days to cancel, five if you are 65 or older, and seven days on a contract to repair damage from a declared emergency. On a replacement cost policy, state regulations require the insurer to replace all items in the damaged area to a reasonably uniform appearance when replacements do not match.

Roof Solutions, a roofing-only Vacaville firm with 266 GAF reviews averaging 4.9, does residential reroofing and repair in tile, shake, metal, single-ply and coatings, and publishes Napa, Yountville and American Canyon pages. Citadel Roofing & Solar suits a reroof paired with solar or batteries, though it changed hands in August 2026 and reroofing is a secondary line. Northern California Roofing Co reroofs in shingle, tile and metal and installs commercial TPO and PVC, but read its disclosed CSLB disciplinary case first. Modern Method Roofing, on Coombs St in Napa, offers reroofing, metal roofing and gutters, with 38 GAF reviews averaging 4.4.

3 severe weather reports in a decade, and why that matters in Napa

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Napa, CA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 1 hail report, 2 severe thunderstorm and high wind reports and 1 tornado. The database’s property-damage fields are left blank for most of these reports, so it carries no usable loss total for this metro and we do not quote one.

The largest hail on record in a decade

Date Stone size Reported near County
11 June 2017 0.25 in Calistoga Napa

The largest stone on record for this metro fell on 11 June 2017 near Calistoga, measured at 0.25 inches. That is below the size at which hail normally damages a shingle roof.

Wind. The strongest thunderstorm gust logged in the metro was 57 knots, about 66 mph, near Yountville on 16 August 2020. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 1 tornado touched down in these counties over the decade, the strongest rated EF0 near Oak Knoll on 27 April 2016.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 11 June 2017 event near Calistoga, reproduced verbatim:

On June 11 an upper level low moved through the region bringing showers and thunderstorms in the late afternoon/early evening. The event brought minor roadway flooding and small hail.

A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in April (1), June (1), August (1). The worst years on record were 2016 (1), 2017 (1), 2020 (1). If you are scheduling non-urgent work in Napa, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Napa. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Wildfire and the roof: Atlas, Hennessey, Glass, and California’s fire-class rules

On the night of 8 October 2017 the Atlas Fire broke out in the hills east of Napa. Driven by offshore winds, it burned 51,624 acres in Napa and Solano counties, destroyed 783 structures and killed six people, according to CAL FIRE. Three years later lightning on 17 August 2020 started the Hennessey Fire, which merged into the LNU Lightning Complex, burning 363,220 acres across five counties and destroying more than 1,491 structures, with three deaths in Napa County.

Six weeks after that the Glass Fire started on 27 September 2020 and nearly quadrupled in a single day in dry, gusty offshore winds, forcing the evacuation of all of Calistoga; it destroyed 1,528 structures in Napa and Sonoma counties. The Pickett Fire north of Calistoga in August 2025 burned 6,803 acres and emptied rural communities again.

The City of Napa’s own fire hazard material explains why roofs matter: the hazard model emphasises embers, which travel long distances and ignite vegetation, roofs, attics through their vents, and decks. Inside mapped fire hazard zones the state’s wildfire construction rules, defensible space and hazard disclosure on sale all apply, and Napa County adopted the State Fire Marshal’s 2025 map, adding new areas to those rules.

California’s fire-class statute is the rule a reroof must meet. In a very high fire hazard severity zone the whole roof must be at least Class A whenever more than half of it is replaced in a year, and any repair must use Class A material too; elsewhere in state fire areas the floor is Class B. The roofer must give you certification of the covering’s fire class, and untested wood shakes cannot be sold or installed.

For a Napa homeowner the first question is the property’s fire hazard zone under the 2025 map. Then ask the roofer for a Class A assembly and the written fire-class certification, ember-resistant vents, and a C-39 licence checked on the CSLB site, where any discipline appears.

How to check a Napa roofer in ten minutes

Licensing is required in CA. California requires a Contractors State License Board licence for any job where labour and materials combined reach $1,000 or more, a threshold raised from $500 by Assembly Bill 2622 on 1 January 2025. The exemption never covers a reroof: under Business and Professions Code 7048 it applies only to minor work under $1,000 that needs no building permit, and is lost if the person employs anyone or advertises as a contractor. Roofing is the C-39 classification. A B General Building contractor may include roofing in a multi-trade project, but a stand-alone reroof needs a C-39 licence or a licensed roofing subcontractor (B&P 7057).

A C-39 qualifier must document at least four years of journey-level experience and normally passes both a trade examination and a law and business examination unless a statutory waiver applies. Every active licence carries a $25,000 contractor’s bond, and C-39 roofing licensees must carry workers’ compensation whether or not they have employees: roofing is one of the few classifications that cannot file the no-employee exemption.

Check here: CSLB Check a License. The CSLB record also shows complaint and disciplinary history, including citations and accusations. Treat any status other than Active as disqualifying.

For what a full replacement costs across California, including state labor rates and permit rules, see our California roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

The Napa market behind this ranking

4 certified roofing contractors serve the principal cities of the Napa, CA statistical area, of which 0 hold the top President’s Club tier. The pool carries 780 customer reviews between them at a mean rating of 4.617. The statistical area had a 2024 population of 132,727, a change of -3.83% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

Map of the Napa, CA metro: county boundaries, the 40-mile eligibility limit and the location of each ranked contractor
Where the ranked contractors actually sit. County outlines are US Census TIGERweb boundaries and the dashed ring is the 40-mile eligibility limit this ranking applies, measured from the Napa metro centre.

How these Napa rankings were produced

Every contractor in the Napa, CA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 4 certified contractors, of whom 0 hold President’s Club standing and 4 Master Elite, against a metro mean rating of 4.617. The top four were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.

Set aside in Napa. Contractors that would otherwise have scored into the top four were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

Any replacement roof must also be torn off to the deck.

Do roofers need a licence in CA?
