From 24 September 2026, House Bill 89 gives homeowners a Division of Consumer Protection dispute process; a contractor that will not take part in good faith can lose its registration, and a homeowner can win triple damages in some cases. Door-to-door sales of $25 or more carry a three-business-day cancellation right.

Kent County requires a roofing permit only when more than a quarter of the roof sheathing is replaced, and its amended 2018 residential code sets a 115 mph design wind speed and a 25 psf ground snow load, and states that ice barrier underlayment is not required. Inside the City of Dover, permits are priced on value: $25 for the first $1,000 plus $8 per $1,000, about $137 on a $15,000 reroof, and must be pulled by a contractor licensed in the city or by the owner.

Caller reports widespread damage including numerous large trees down. Time estimated via radar. This was part of a macroburst which extended for about 18 miles in a west to east path from near Denton, MD to east of Farmington, DE.

When it happens. Severe weather reports cluster in July (27), August (26), April (19). The worst years on record were 2020 (43), 2019 (26), 2023 (14). Isaias and Delaware’s longest tornado

Tropical Storm Isaias crossed Delaware on the morning of 4 August 2020. NOAA’s narrative calls it the most impactful tropical cyclone for most of the region since Sandy in 2012. Just before 9 o’clock an EF2 tornado touched down near the Eagle Meadows apartments on Sorghum Mill Road in south Dover.

The NWS Mount Holly survey traced it 35.5 miles from Dover to southwest of Glasgow in New Castle County, with winds up to 115 mph and a path up to 500 yards wide, setting a new Delaware record for tornado path length, far beyond the previous 13 miles from 1988. It tracked nearly parallel to South State Street through Anneville, where some homes had roof damage, mostly from fallen trees, then crossed Route 13 near the Eden Medical Center and William Henry Middle School, where sections of the school’s roof were blown off. A Department of Transportation station north of Smyrna measured a 96 mph gust as it passed.

Two more tornadoes came the same morning: an EF1 near Sandtown that blew the roof off one home, and another across the west side of Milford. In July 2021 an EF1 near Farmington peeled metal roofing off a business, and on 12 July 2022 a macroburst with winds estimated at 110 mph ran 18 miles from Denton, Maryland, into Kent County, blowing the roof off a house on Cattail Road and off chicken houses on Prospect Church Road.

Hail, by contrast, has barely registered: 12 reports in ten years, none larger than an inch. Kent County’s code reflects that, designing for 115 mph wind and leaving ice barrier underlayment optional.

So on a Dover reroof the questions are about wind: the shingle’s wind rating, the nailing pattern at the eaves and rakes, and the deck attachment. And because Delaware has no roofing licence, check the contractor’s Department of Labor registration and make sure it is valid for private work.
