Best Roofers in Salisbury, MD: 5 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the five highest-scoring roofing contractors in the Salisbury, MD metro on The Roofing Brief Contractor Score are Spicer Bros Construction (92.3), Hershey Exteriors (87.0), Sky Shield (72.4), G and Bros Roofing (69.6), EP Roofing (67.7). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.

The Roofing Brief scored 9 certified roofing contractors serving the Salisbury metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Salisbury’s roofs are damaged by tornadoes, not hail: four tornadoes caused 83 percent of the decade’s recorded damage, from the 2017 EF1 that crossed the Salisbury University campus to the five tornadoes Isaias spun up across the Lower Eastern Shore in 2020, while the eight hail reports caused none. Many of the region’s roofers are based across the line in Delaware, but a Maryland home needs a Maryland licence. Eleven certified firms appear in the directory; the top five licensed firms are ranked, and two Delaware firms without a Maryland licence are excluded.

Quick picks for Salisbury:

  • Spicer Bros Construction: best overall (TRB Score 92.3). Verified services: flat and low-slope roofing, siding, gutters, windows.

What a Salisbury roof is up against

Maryland requires a Home Improvement Commission licence for anyone who contracts with a homeowner for roofing on an existing home, and that includes Delaware firms working in Salisbury. Applicants must pass an exam, show two years’ experience and carry $500,000 of liability insurance. Contracting unlicensed is a crime carrying up to six months in prison for a first offence. Licensed contractors must show their MHIC number in three-inch letters on both sides of every work vehicle, a check you can make from the kerb.

Every home improvement contract must be in writing with the contractor’s licence number, start and finish dates and the price, and a contractor may take no payment before signing and no deposit above one third. The state Guaranty Fund can repay up to $30,000 lost to a licensed contractor, never to an unlicensed one. Paying or promising to pay your deductible with intent to defraud the insurer is insurance fraud, and an MHIC licence does not allow a contractor to negotiate your claim.

The City of Salisbury requires the contractor’s MHIC number on a building permit and requires a full tear-off where the existing roof is wood shake, slate, clay or asbestos tile, already has two layers or is water damaged. A city permit on a $3,001 to $100,000 job costs a $90 plan review plus $60 and 1.65 percent of the cost. Wicomico County outside the city charges $8 per $1,000 of value; its code table sets a 120 mph design wind speed and no ice barrier requirement.

Across 2016 to 2025 Wicomico and Somerset counties logged 88 thunderstorm wind reports, eight hail reports, none above 1.75 inches, and four tornadoes, with $1.5 million of recorded damage. Isaias’s tropical storm winds, filed by forecast zone, added $250,000 in each county, and the January 2018 blizzard left 12.5 inches at the airport. Inside Salisbury 72.9 percent of homes are rented, among the highest shares of any city we cover.

  • Brian Keith Spicer, trading as Spicer Bros Construction Inc, holds MHIC licence 05-126369, active to July 2028, at its Salisbury headquarters.. MHIC public query
  • Accredited since August 2008 with an A+ rating; two answered complaints in three years, one in November 2025 from a customer who says a 2025 roof had to be redone and a refund was slow; the firm replied offering to inspect.. BBB business profile
  • Listed as an Owens Corning Preferred Contractor at Beaver Run Drive, Salisbury.. Owens Corning contractor locator
  • Serving Delmarva since 2002; lists Wicomico, Somerset and five other Maryland counties plus Delaware and Virginia’s Eastern Shore.. Company website

What they actually do. Residential and flat roofing, FORTIFIED roofs, siding, gutters, windows, doors, bath remodelling and decks.

Services we could verify: flat and low-slope roofing, siding, gutters, windows.

Why it ranks here. Salisbury’s anchor firm: a President’s Club contractor headquartered in the city, with 446 GAF reviews averaging 4.8, an active Maryland licence, BBB accreditation since 2008 and an Owens Corning Preferred listing. It is a multi-trade remodeller rather than a roofing-only shop. Its site and BBB give slightly different founding years.

Best fit for: Salisbury homeowners who want the largest local President’s Club firm, including FORTIFIED roof options.

What we would want clarified. BBB records two answered complaints in three years, one about a roof the customer says had to be redone; ask how warranty callbacks are handled. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (410) 546-1190, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Hershey Exteriors: best for solar shingle roofs (TRB Score 87.0)

Hershey Exteriors is based in Ocean View, DE, led by Tyler Hershey, owner, BBB accredited since 24 July 2018, A+ rating, no complaints, and holds President’s Club standing on the GAF certification registry.

  • A family-owned exterior remodeller that has expanded across the whole Delmarva Peninsula.. Company website

What they actually do. Roof replacement, solar shingle roofs, siding, windows and gutters.

Services we could verify: roof replacement, siding, windows, gutters.

Why it ranks here. A coastal Sussex County firm about 28 miles east, holding President’s Club status with 213 GAF reviews averaging 4.9 and an active Maryland licence, so it may contract on Salisbury homes. BBB has accredited it since 2018 without a complaint. Its site claims the whole Delmarva Peninsula rather than naming Wicomico towns.

Best fit for: Homeowners who want a top-tier GAF firm with solar shingle or window work alongside the roof.

What we would want clarified. It is based in Delaware and does not name Salisbury-area towns; it also does not appear on Delaware’s contractor registry, which affects only its Delaware jobs. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. Sky Shield: best for solar panel reset (TRB Score 72.4)

Sky Shield is based in Salisbury, MD, led by Brett Lagana, president, BBB accredited since 20 June 2025, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

Certifications held: Certified (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

What they actually do. Roof replacement and repair, storm assessments, solar panel removal and reset, siding, gutters and windows.

Services we could verify: roof replacement, roof repair, storm damage work, siding, gutters, windows.

Why it ranks here. A young Salisbury firm with a perfect 5.0 across 127 GAF reviews, an active Maryland licence and an Owens Corning Preferred listing, BBB accredited since 2025 without a complaint. Its company and BBB dates differ, so we give no founding year.

Best fit for: Salisbury homeowners with rooftop solar who need panels removed and reset with the reroof.

What we would want clarified. It holds GAF’s entry Certified tier and has a short track record; its BBB-listed Delaware registration no longer shows on that state’s registry. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

What they actually do. Residential roof replacement and repair, insurance claim roofing, commercial roofing and drone inspections.

Services we could verify: roof replacement, roof repair, commercial roofing, inspections and maintenance.

Why it ranks here. A Salisbury roofer with 131 GAF reviews averaging 4.9, active licences in both Maryland and Delaware and a clean BBB file. Its site names Somerset County towns as well as Salisbury. Its site says 2012 and BBB 2014, so we give no year.

Best fit for: Salisbury, Fruitland and Princess Anne homeowners who want a local roofing-first firm licensed on both sides of the state line.

Roof replacement and repair in Salisbury, MD

Short answer: In Salisbury, start with Spicer Bros Construction, the city’s President’s Club firm with FORTIFIED roof options, then Hershey Exteriors for solar shingle roofs, Sky Shield for reroofs with solar panel removal and reset, G and Bros Roofing for a roofing-first local firm and EP Roofing for metal roofs. The rule that matters most: any firm contracting on a Maryland home, Delaware firms included, needs an MHIC licence.

Salisbury’s roofs are damaged by tornadoes and wind, not hail. Across 2016 to 2025 Wicomico and Somerset counties logged 88 thunderstorm wind reports, eight hail reports, none above 1.75 inches, and four tornadoes, which caused about 83 percent of the $1.54 million of recorded damage. The EF1 of 7 August 2017 crossed the Salisbury University campus, and on 4 August 2020 Isaias produced five tornadoes across the Lower Eastern Shore, including an EF2 near Mardela Springs that damaged a roof near Athol Road. About 90 minutes after the EF2, an EF0 crossed Country Club South and Green Hill Country Club, tearing siding, shingles and gutters from houses.

Wicomico County outside the city charges $8 per $1,000 of value, and its code table sets a 120 mph design wind speed and no ice barrier requirement, so edge and ridge fastening matters more here than an ice barrier.

Maryland requires a Home Improvement Commission licence for anyone who contracts with a homeowner for roofing on an existing home, and a Delaware registration alone does not allow a firm to contract on a Maryland home. Licensed contractors must show their MHIC number on both sides of every work vehicle. The contract must be in writing with the licence number, start and finish dates and the price, with no payment before signing and no deposit above one third. The Guaranty Fund can repay up to $30,000 lost to a licensed contractor only. Paying or promising to pay your deductible with intent to defraud the insurer is insurance fraud, and an MHIC licence does not allow a contractor to negotiate your claim.

Spicer Bros Construction, headquartered in Salisbury, has 446 GAF reviews averaging 4.8 and does residential and flat roofing, FORTIFIED roofs, siding, gutters and windows. Hershey Exteriors, about 28 miles east in Ocean View, Delaware, holds an active Maryland licence and does roof replacement and solar shingle roofs. Sky Shield lists roof replacement and repair, storm assessments and solar panel removal and reset. G and Bros Roofing covers residential replacement and repair, commercial roofing and drone inspections, with licences in both Maryland and Delaware. EP Roofing does repair, replacement, metal roofing and commercial flat roofing and names Crisfield and Princess Anne.

The 88 wind reports that shape a Salisbury roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 2 counties of the Salisbury, MD statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 8 hail reports, 88 severe thunderstorm and high wind reports and 4 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.5 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Salisbury in a decade

Date Stone size Reported near County
24 June 2016 1.75 in Pittsville Wicomico
12 May 2018 1.5 in Westover Somerset
31 May 2025 1.5 in Somerset Somerset
5 August 2022 1.0 in Maple Plains Wicomico
14 June 2022 1.0 in Hebron Wicomico
15 August 2023 1.0 in Hebron Wicomico

The largest stone on record for this metro fell on 24 June 2016 near Pittsville, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.

Wind. The strongest thunderstorm gust logged in the metro was 60 knots, about 69 mph, near Crisfield on 1 July 2016. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Mardela Spgs on 4 August 2020.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 1 July 2016 event near Crisfield, reproduced verbatim:

Numerous trees and power lines were downed around Crisfield. A 73 mph wind gust was reported from the Crisfield Weatherflow platform located a couple miles west of town.

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (32), August (23), July (20). The worst years on record were 2019 (23), 2022 (17), 2023 (16). If you are scheduling non-urgent work in Salisbury, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Salisbury. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Tornadoes, not hail: Salisbury University in 2017 and the Isaias tornadoes of 2020

Of the $1.54 million of property damage recorded in Wicomico and Somerset counties from 2016 to 2025, $1.28 million, about 83 percent, came from four tornadoes. The eight hail reports, none bigger than a golf ball, recorded no damage at all.

On 7 August 2017 an EF1 touched down near Salisbury University along Highway 13 and Dogwood Drive. It damaged several businesses, struck a strip mall and tossed vehicles in its parking lot, and collapsed a concrete building whose open bay doors let the wind inside. It then tracked across the east side of the campus, over Bateman Street and East College Drive, damaging a house on Rogers Street before lifting short of Route 12. NOAA records $750,000 of damage over its 1.5-mile path.

Three years later, on 4 August 2020, the outer bands of Tropical Storm Isaias produced five tornadoes across the Lower Eastern Shore. An EF2 near Mardela Springs damaged a roof near Athol Road, shifted a house off its foundation and blew in garage doors; about 90 minutes later an EF0 crossed Country Club South and Green Hill Country Club, tearing siding, shingles and gutters from houses. Isaias’s straight-line winds, filed separately by forecast zone, did significant structural damage across Wicomico.

In August 2022 a waterspout came ashore on Smith Island as a high-end EF1, ripping the roof off a bed and breakfast and destroying a mobile home. Wicomico County’s code designs houses for 120 mph winds, so the edge and ridge fastening matters more here than an ice barrier, which the county does not require.

Because many of the region’s roofers are based in Sussex County, Delaware, the first check for a Salisbury homeowner is the Maryland licence: look up the MHIC number, see it on the truck, and make sure it is on the contract. A Delaware registration alone does not allow a firm to contract on a Maryland home.

Before you sign anything in Salisbury

Licensing is required in MD. Maryland requires a Maryland Home Improvement Commission contractor licence for anyone who contracts with a homeowner for roofing or other home improvement work on an existing home; since 2016 subcontractors working for a licensed contractor need none, and new-home construction and buildings of four or more units fall outside the law. Maryland issues no standalone roofing licence.

Applicants need at least two years of trade experience, part of which can be met by business experience or vocational training, must pass a licensing exam, carry at least $500,000 in general liability insurance (Md. Code, Bus. Reg. sec. 8-302.1, effective 1 June 2024), and show solvency through a credit report and a statement of judgments; an applicant without net worth equal to the $30,000 Guaranty Fund cap must post a two-year $30,000 surety bond.

Check here: MHIC Home Improvement Public Query. The MHIC public query tool is free and confirms active status by contractor name, licence number or location. Maryland’s Guaranty Fund can reimburse a homeowner up to $30,000 for losses caused by a licensed contractor, never more than was paid to that contractor; it applies only to licensed work, so hiring unlicensed forfeits it.

For what a full replacement costs across Maryland, including state labor rates and permit rules, see our Maryland roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

Every contractor in the Salisbury, MD pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 9 certified contractors, of whom 2 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.864. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.

Set aside in Salisbury. Contractors that would otherwise have scored into the top five were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • VS Roofing Inc, which scored 74.4: Excluded on licence and service area. A long-established Frankford, Delaware roofer, properly registered in Delaware, but it holds no active Maryland Home Improvement Commission licence, which a contractor needs to contract on a Salisbury home, and its website lists only Delaware towns.
  • Hernandez Contractor LLC, which scored 65.5: Excluded on licence. A Millsboro, Delaware roofer whose website advertises service in Salisbury, Maryland, but which does not appear among active Maryland Home Improvement Commission licensees under its name, its town or its owner’s surname; Maryland law requires that licence to offer or perform the work.

What is the 25% rule for roofing in Maryland?

Maryland has no statewide 25 percent roof rule. Counties and cities enforce the state building codes and may amend them, so the local building department sets reroof permit requirements. Under the 2021 IRC a replacement means tear off to the deck, and a recover is barred over a water soaked or deteriorated roof, over slate, clay, cement or asbestos-cement tile, or where two or more layers already exist.

Do I need a permit to replace a roof in Salisbury?

Yes. The City of Salisbury requires the contractor’s MHIC number on the building permit, and a full tear-off where the existing roof is wood shake, slate, clay or asbestos tile, already has two layers or is water damaged. Wicomico County handles permits outside the city, charging $8 per $1,000 of value.

The largest hailstone logged by the National Weather Service in the Salisbury, MD statistical area between 2016 and 2025 measured 1.75 inches, reported near Pittsville on 24 June 2016. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground. Across the decade the metro recorded 8 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $1.5 million; flood and winter-storm losses are counted separately and are not included.

Do roofers need a licence in MD?

What should I check before hiring a roofer in Salisbury?

The MHIC public query tool is free and confirms active status by contractor name, licence number or location. Maryland’s Guaranty Fund can reimburse a homeowner up to $30,000 for losses caused by a licensed contractor, never more than was paid to that contractor; it applies only to licensed work, so hiring unlicensed forfeits it.

Tornadoes, not hail: Salisbury University in 2017 and the Isaias tornadoes of 2020?

Of the $1.54 million of property damage recorded in Wicomico and Somerset counties from 2016 to 2025, $1.28 million, about 83 percent, came from four tornadoes. The eight hail reports, none bigger than a golf ball, recorded no damage at all.

Is Salisbury a hard market to find a good roofer in?

Is wind or hail the bigger risk to a roof in Salisbury?

Wind, by a wide margin. The Salisbury, MD statistical area logged 88 severe thunderstorm and high wind reports against 8 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is VS Roofing Inc not on this list?

Excluded on licence and service area. A long-established Frankford, Delaware roofer, properly registered in Delaware, but it holds no active Maryland Home Improvement Commission licence, which a contractor needs to contract on a Salisbury home, and its website lists only Delaware towns..
