Short answer: As of September 2026, the five highest-scoring roofing contractors in the El Paso, TX metro on The Roofing Brief Contractor Score are Smith & Ramirez Restoration LLC (85.9), A&M Home Services El Paso LLC, trading as A&M Roofing El Paso (77.9), EP Construction Group (76.7), Gold Ladder Roofing & Construction (65.6), Meraki Restoration, LLC (63.5). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.
The Roofing Brief scored 8 certified roofing contractors serving the El Paso metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Texas issues no roofing licence at all. No state exam, no licence number, no board that can discipline a roofer, and no register a homeowner can check. El Paso is also one of the most geographically isolated large metros in the country, which cuts both ways: storm-chasing crews are less likely to drive here, but there is also less competitive pressure and no regulator behind it. That leaves three checks that actually work in El Paso, and every entry below is assessed against them: the BBB complaint record, manufacturer certification, and whether the contractor holds the voluntary RCAT licence, which does require exams, two years of Texas experience and $300,000 of liability cover.
Quick picks for El Paso:
- Smith & Ramirez Restoration LLC: best overall (TRB Score 85.9). Verified services: roof replacement, roof repair, commercial roofing.
- A&M Home Services El Paso LLC, trading as A&M Roofing El Paso: best for roof and gutters (TRB Score 77.9). Verified services: gutters.
- EP Construction Group: best for northwest El Paso (TRB Score 76.7). Verified services: commercial roofing.
- Gold Ladder Roofing & Construction: best for east El Paso (TRB Score 65.6).
- Meraki Restoration, LLC: best for northeast El Paso (TRB Score 63.5).
The conditions an El Paso roof has to be specified for
El Paso’s storm file is short but not empty: 45 hail reports across El Paso and Hudspeth counties over the decade, 34 of them an inch or larger, with 2.5-inch stones at Sierra Blanca in April 2017 and 2-inch hail inside El Paso County in May 2018. Severe wind is rarer still, 38 reports, topped by a 71-knot gust at El Paso International in July 2018, and only two brief tornadoes are on record. June is the peak month. This is not a market where impact-rated shingles are the default question.
The monsoon is. Between July and September the Borderland gets most of its annual rainfall in short, violent bursts, dropping an inch or more in half an hour onto roofs designed for a desert. On the low-slope and flat roofs common across El Paso, that means drainage decides everything: scuppers and drains that are clear, parapet caps that are sound, and a membrane or coating whose seams have been inspected before the season rather than after the leak.
Sun does the slow damage the rest of the year. Intense ultraviolet exposure at this elevation embrittles coatings, cracks built-up asphalt and degrades exposed sealant, so the useful question to a contractor here is not only what the material costs but what the maintenance interval is and what the warranty requires you to do to keep it valid. Reflective coatings also cut cooling loads in a climate where summer air conditioning is the largest bill in the house.
Texas provides no state roofing licence, no exam and no disciplinary board, so the verifiable record is local and voluntary: a City of El Paso building permit for the re-roof, pulled by the contractor through Planning and Inspections, manufacturer certification that can be revoked, and the optional RCAT licence for contractors who chose to be tested. Ask for the permit number, and check the certification on the manufacturer’s own registry rather than trusting a logo on a truck.

What we would want clarified. Not BBB accredited, so there is no complaint record to read, and in Texas there is no licence record either. Roof replacement and repair in El Paso, TX
Short answer: Smith & Ramirez Restoration LLC is the strongest overall pick in El Paso; A&M Roofing El Paso suits roof and gutters together; EP Construction Group suits northwest El Paso and Canutillo; Gold Ladder Roofing & Construction and Meraki Restoration suit east and northeast El Paso. The key local rule: a re-roof takes a City of El Paso building permit, pulled by the contractor through Planning and Inspections, so ask for the permit number.
El Paso’s storm file is short but not empty. Across El Paso and Hudspeth counties there were 45 hail reports over the decade, 34 of them an inch or larger, including 2.5-inch stones at Sierra Blanca in April 2017 and 2-inch hail inside El Paso County in May 2018. Severe wind is rarer, with 38 reports topped by a 71-knot gust at El Paso International in July 2018, and only two brief tornadoes on record. June is the peak month. Impact-rated shingles are not the default question here; the bigger local stresses are the July to September monsoon and year-round ultraviolet exposure.
The monsoon can drop an inch or more in half an hour onto roofs designed for a desert, and on the low-slope and flat roofs common across El Paso, drainage decides whether a burst becomes a leak: clear scuppers and drains, sound parapet caps, and membrane or coating seams inspected before the season. Intense sun embrittles coatings, cracks built-up asphalt and degrades exposed sealant, so ask a contractor about the maintenance interval and what the warranty requires to stay valid. Texas Local Government Code 214.212 makes the International Residential Code as it existed on May 1, 2012 the minimum residential code inside city limits, and the reroofing rules come from the city’s adopted code.
Under those reroofing rules, the old roof is torn off to the deck when it is water soaked or deteriorated, or already has two layers. Texas has no statewide 25 percent roofing rule, and a City of El Paso building permit for the re-roof is pulled by the contractor through Planning and Inspections. Texas also protects the deductible: under Business and Commerce Code 27.02, a contractor who promises to pay, waive or rebate your insurance deductible commits a Class B misdemeanour, and a claim-funded contract of $1,000 or more must carry a boldface deductible notice. Texas has no matching statute, so matching depends on your policy wording.
Texas issues no roofing licence, so the checks that work are the BBB complaint record, manufacturer certification and the voluntary RCAT licence. Smith & Ramirez Restoration LLC, the only President’s Club contractor in El Paso, lists residential and commercial roof repair and replacement. A&M Roofing El Paso, a Master Elite firm, handles residential roofing and gutters. EP Construction Group, Master Elite and based in Canutillo, covers residential and commercial roofing, remodelling and restoration in northwest El Paso. Gold Ladder Roofing & Construction serves east El Paso and Horizon City, and Meraki Restoration, LLC serves northeast and east El Paso, both with base GAF certification.
| Rule | What applies | Source |

| Re-roof permit | A City of El Paso building permit for the re-roof, pulled by the contractor; ask for the permit number. | City of El Paso Planning and Inspections |
| Minimum residential code | The International Residential Code as it existed on May 1, 2012 is the minimum inside city limits; cities may adopt a newer edition and amendments by ordinance. | Texas Local Government Code 214.212 |

| 25 percent rule | Texas has no statewide 25 percent roofing rule; reroofing rules come from your city’s adopted code. | Texas Local Government Code 214.212 |
| Insurance deductible | Promising to pay, waive or rebate a deductible is a Class B misdemeanour; claim-funded contracts of $1,000 or more must carry a boldface deductible notice. | Texas Business and Commerce Code 27.02 |

34 inch-plus hail reports and 38 wind reports over El Paso
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 2 counties of the El Paso, TX statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 45 hail reports, 38 severe thunderstorm and high wind reports and 2 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $302.4 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on El Paso in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 12 April 2017 | 2.5 in | Sierra Blanca | Hudspeth |
| 21 May 2018 | 2.0 in | Tobin | El Paso |
| 4 November 2016 | 1.75 in | Socorro | El Paso |
| 27 August 2019 | 1.75 in | Smeltertown | El Paso |
| 27 August 2019 | 1.75 in | Smeltertown | El Paso |
| 27 August 2019 | 1.75 in | Smeltertown | El Paso |
The largest stone on record for this metro fell on 12 April 2017 near Sierra Blanca, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.
Wind. The strongest thunderstorm gust logged in the metro was 71 knots, about 82 mph, near El Paso on 13 July 2018. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 2 tornadoes touched down in these counties over the decade, the strongest rated EF0 near Clint on 22 April 2019.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 4 June 2019 event near El Paso, reproduced verbatim:
Upper low was moving into southeastern Arizona with moderately deep low level moisture pushing west toward the Rio Grande. A disturbance in the southwest flow across the Borderland helped to fire off thunderstorms over the eastern half of El Paso county.
That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in June (28), July (16), August (13). The worst years on record were 2017 (18), 2018 (14), 2019 (14). If you are scheduling non-urgent work in El Paso, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.
Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.
What to do with this. Hail is not the governing risk in El Paso. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
How to tell an El Paso roofer’s claims from their record
There is no state roofing licence in TX. Texas does not issue or require a state roofing contractor licence. There is no state exam, no state licence number to check, and no state board that can discipline a roofer.
The Roofing Contractors Association of Texas (RCAT) runs a voluntary Licensed Roofing Contractor program. The applicant must have been a principal of a Texas-based roofing company with a physical address for at least two continuous years, pass a business and safety exam and a roofing exam at 70% or better, carry workers’ compensation or an equivalent plan or file as a nonsubscriber with the Texas Division of Workers’ Compensation, and hold at least $300,000 general liability insurance for residential work ($500,000 for commercial) or show that the firm can obtain a $100,000 surety bond, property bond or letter of credit. The licence renews yearly with 8 hours of continuing education. A 2025 bill to create a state reroofing licence (HB 3344) did not pass.
That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.
Check here: RCAT licensed contractor lookup. Many Texas cities still require roofers to register with the municipality and pull a permit, so check with the city building department where the work will happen. Texas does protect the deductible: under Business and Commerce Code 27.02 a contractor who promises to pay, waive or rebate your insurance deductible commits a Class B misdemeanour, and a claim-funded contract of $1,000 or more must carry a boldface deductible notice.
For what a full replacement costs across Texas, including state labor rates and permit rules, see our Texas roof replacement cost guide.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.
What the rest of the El Paso field looks like
8 certified roofing contractors serve the principal cities of the El Paso, TX statistical area, of which 1 hold the top President’s Club tier. The pool carries 1,372 customer reviews between them at a mean rating of 4.787. The statistical area had a 2024 population of 879,392, a change of 1.21% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.
How these El Paso rankings were produced
Every contractor in the El Paso, TX pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 8 certified contractors, of whom 1 hold President’s Club standing and 2 Master Elite, against a metro mean rating of 4.787. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Last updated: September 2026. Scoring run: 2026-09-18. Corrections go to the editor and are actioned on verification.
What El Paso homeowners want to know
Who is the best roofer in El Paso, TX?
Smith & Ramirez Restoration LLC of El Paso, TX scores highest in the El Paso metro on The Roofing Brief Contractor Score, at 85.9 out of 100 as of September 2026. It holds President’s Club certification with a 4.7 rating across 228 reviews. Highest-scoring is not the same as best fit for your specific job, and the four companies behind it score within 22.4 points.
What is the 25% rule for roofing in Texas?
Texas has no statewide 25 percent roofing rule. Texas Local Government Code 214.212 makes the International Residential Code as it existed on May 1, 2012 the minimum residential code inside city limits, and each city may adopt a newer edition and its own amendments. The reroofing rules, such as tearing off to the deck when the old roof is water soaked or deteriorated or already has two layers, come from your city’s adopted code.
Who does roof repair in El Paso?
Smith & Ramirez Restoration LLC lists residential and commercial roof repair and replacement across El Paso. It is the only President’s Club contractor in El Paso, with 228 registry reviews at 4.7 and A+ BBB accreditation since 30 April 2018.
Do I need a permit to replace a roof in El Paso?
Yes, a re-roof in El Paso takes a City of El Paso building permit, pulled by the contractor through Planning and Inspections. Ask the contractor for the permit number. The reroofing requirements themselves come from the city’s adopted residential code.
Can a roofer in Texas pay my insurance deductible?
No. Under Texas Business and Commerce Code 27.02, a contractor who promises to pay, waive or rebate your insurance deductible commits a Class B misdemeanour. A claim-funded contract of $1,000 or more must also carry a boldface deductible notice.
Does Texas require insurers to match roofing after a claim?
No matching statute or Texas Department of Insurance regulation requiring insurers to replace undamaged roofing for a uniform appearance was found. Whether matching is covered depends on your policy wording.
How many certified roofing contractors serve El Paso?
8 contractors on the GAF certification registry serve the principal cities of the El Paso, TX statistical area as of September 2026, of which 1 hold President’s Club status.
How much damaging hail does El Paso get?
The El Paso, TX statistical area recorded 34 hail reports of 1 inch or larger and 2 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 2.5 inches.
Did any contractor pay to appear on this list?
No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top five.
What was the worst hailstorm in El Paso in the last ten years?
The largest hailstone logged by the National Weather Service in the El Paso, TX statistical area between 2016 and 2025 measured 2.5 inches, reported near Sierra Blanca on 12 April 2017. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 45 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $302.4 million; flood and winter-storm losses are counted separately and are not included.
When is the worst time of year for roof damage in El Paso?
Severe-weather reports in the El Paso, TX statistical area cluster in June, July, August, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.
Do roofers need a licence in TX?
What should I check before hiring a roofer in El Paso?
Many Texas cities still require roofers to register with the municipality and pull a permit, so check with the city building department where the work will happen. Texas does protect the deductible: under Business and Commerce Code 27.02 a contractor who promises to pay, waive or rebate your insurance deductible commits a Class B misdemeanour, and a claim-funded contract of $1,000 or more must carry a boldface deductible notice.
Is El Paso a hard market to find a good roofer in?
