Best Roofers in Lebanon, PA: 5 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the five highest-scoring roofing contractors in the Lebanon, PA metro on The Roofing Brief Contractor Score are Joyland Roofing (90.4), Bachman’s Roofing (83.8), MR Roofing (80.5), M&E Roofing (75.5), Gassert Roofing (70.9). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.

The Roofing Brief scored 9 certified roofing contractors serving the Lebanon metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Lebanon’s roofs are old, and almost nothing checks the work on them: four in ten city homes predate 1940, yet a like-for-like shingle reroof needs no permit, and Pennsylvania licenses no roofers and bars its towns from doing so. The state home improvement registration is the only screen, and it tests nothing. The weather is wind and snow rather than hail, from the January 2016 blizzard to a 2024 downburst that tore a barn roof off in Palmyra. Nine certified firms appear in the directory, and only one is based in Lebanon County.

Quick picks for Lebanon:

  • Joyland Roofing: best overall (TRB Score 90.4). Verified services: flat and low-slope roofing, metal roofing, cedar and shake, slate and tile, commercial roofing.
  • Bachman’s Roofing: most-reviewed firm (TRB Score 83.8). Verified services: commercial roofing, siding, windows, gutters.
  • MR Roofing: best for historic houses and barns (TRB Score 80.5). Verified services: cedar and shake, metal roofing.
  • M&E Roofing: best for Palmyra and Annville (TRB Score 75.5). Verified services: roof replacement, roof repair, siding, gutters, windows.
  • Gassert Roofing: best Lebanon-based firm (TRB Score 70.9). Verified services: roof repair, inspections and maintenance, commercial roofing, flat and low-slope roofing, snow and ice removal.

What a Lebanon roof is up against

Pennsylvania has no roofing licence. A contractor doing $5,000 or more of home improvements a year must register with the Attorney General and carry $50,000 of injury and $50,000 of property damage liability insurance, but there is no exam. State law also stops municipalities from licensing or charging contractors a registration fee, so the Attorney General’s number is the only credential to check, and its search shows active registrations only, without complaint history.

The Home Improvement Consumer Protection Act gives you paperwork leverage: the registration number must appear on every advert, estimate and contract; a contract over $500 is unenforceable against you unless it is written, carries the number, dates and insurance amounts, and gives you three business days to rescind; and on a job over $5,000 the deposit is capped at a third of the price. Pennsylvania has no roofing-specific insurance statute, so there is no deductible rule and no cancellation right tied to a claim denial.

Under the state’s construction code an ordinary repair needs no permit, and the City of Lebanon’s permit guide lists residential shingle replacement under no permit required; a new roof over a deck or structural roof work does need one, with the contractor’s registration number, insurance certificate and workers’ compensation on file. Pennsylvania’s 2021 residential code took effect statewide on 1 January 2026, though the city’s web page still cites 2018 editions.

Across 2016 to 2025 Lebanon County logged 12 hail reports, none reaching 2 inches, 85 thunderstorm wind reports and two brief EF0 tornadoes, with $358,000 of recorded damage. The forecast zone adds six high wind events, including a 70 mph gust at Fort Indiantown Gap in October 2017, and 17 winter storms, led by the January 2016 blizzard’s 24 to 31 inches. The county’s median home was built in 1972; in the city it is 1947, and 53.3 percent of city homes are rented.

1. Joyland Roofing: best overall (TRB Score 90.4)

Joyland Roofing is based in Elizabethtown, PA, in business since 1991, led by John Esh and Kevin O’Connell, co-owners, BBB accredited since 19 April 2017, A+ rating, no complaints, and holds President’s Club standing on the GAF certification registry.

Certifications held: President’s Club (GAF), TAMKO Certified Contractor (self-reported). Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

What they actually do. Asphalt shingle, flat, metal, cedar and slate roofing, and commercial and multi-family roofs.

Services we could verify: flat and low-slope roofing, metal roofing, cedar and shake, slate and tile, commercial roofing.

Why it ranks here. The top-scoring firm, an Elizabethtown President’s Club roofer about 16 miles south-west with 766 GAF reviews averaging 4.9, BBB accreditation since 2017 and no complaints. BBB and its site agree on 1991. Its slate and cedar work suits Lebanon’s pre-war houses.

Best fit for: Owners of older Lebanon houses who want a high-volume President’s Club firm that also works in slate and cedar.

What we would want clarified. It is based in Lancaster County with no Lebanon-specific page, and the register mirror shows its registration due in May 2026; check the Attorney General search for a current listing. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

2. Bachman’s Roofing: most-reviewed firm (TRB Score 83.8)

Bachman’s Roofing is based in Wernersville, PA, in business since 1972, led by Eric Bachman, president, Not accredited, D- rating, ten complaints in three years, and holds President’s Club standing on the GAF certification registry.

Certifications held: President’s Club (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • Listed as an Owens Corning Preferred Contractor in Wernersville, about 17 miles from Lebanon.. Owens Corning contractor locator
  • Since 1972; dedicated service pages for Lebanon and Myerstown; offices in Wernersville, Allentown and Hatfield.. Company website

What they actually do. Residential and commercial roofing, siding, windows, doors and gutters.

Services we could verify: commercial roofing, siding, windows, gutters.

Why it ranks here. A Berks County President’s Club firm founded in 1972, with by far the deepest review base here, 1,785 GAF reviews averaging 4.7, and dedicated Lebanon and Myerstown pages. Its BBB record has deteriorated sharply: rated D-, with seven complaints in the last year and four left unanswered. The company has also restructured from a corporation into a Delaware LLC.

Best fit for: Homeowners who weigh a very large review base and a five-decade history above recent complaint trends.

What we would want clarified. Read its recent BBB complaints before signing: a D- rating driven by unanswered complaints is the weakest record among the ranked firms on this page. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. MR Roofing: best for historic houses and barns (TRB Score 80.5)

What they actually do. Cedar shake, standing seam metal, asphalt shingle, copper details, and barn and church roofs through its parent.

Services we could verify: cedar and shake, metal roofing.

Why it ranks here. A Manheim Master Elite roofer with a perfect 5.0 across 152 GAF reviews, owned since 2010 by the family behind Stable Hollow Construction, a historic restoration firm. It trades under the parent’s registration and BBB file, which show no complaints and name Lebanon County in the service area. The site claims roots to 1994 before the purchase, so we give no founding year.

Best fit for: Owners of older or historic houses, barns and churches who want cedar, metal or copper work.

What we would want clarified. Best fit for: Homeowners in Palmyra, Annville or Cornwall who want a Master Elite firm that names their town.

Best fit for: City and county homeowners who want a local, roofing-only family firm with a long clean record.

Roof replacement and repair in Lebanon, PA

Short answer: In Lebanon, start with Joyland Roofing for slate, cedar and older houses; Bachman’s Roofing for the deepest review base, after reading its recent BBB complaints; MR Roofing for historic cedar, metal and copper work; M&E Roofing for Palmyra, Annville and Cornwall; and Gassert Roofing, the only Lebanon-based firm. The rule that matters most: Pennsylvania licenses no roofers, so the Attorney General registration number must appear on every estimate and contract.

Lebanon’s weather is wind and snow rather than hail. Across 2016 to 2025 Lebanon County logged only 12 hail reports, none reaching 2 inches and the largest 1.25 inches near Greble, against 85 thunderstorm wind reports and two brief EF0 tornadoes, with $358,000 of recorded damage. On 17 July 2024 a downburst of 70 to 80 mph in Palmyra ripped a barn roof off, in October 2017 Fort Indiantown Gap recorded a 70 mph gust, and the January 2016 blizzard dropped 24 to 31 inches across the county. The forecast zone adds 17 winter storms over the decade.

Age matters as much as weather. In the City of Lebanon the median home was built in 1947 and 39.9 percent predate 1940, against a county median of 1972, and 53.3 percent of city homes are rented. Under the state construction code an ordinary repair needs no permit, and the city’s permit guide lists residential shingle replacement under no permit required; a new roof over a deck or structural roof work does need one. On an old house the deck under the shingles is often the real question, so ask the roofer to photograph the deck after tear-off and price any replacement sheathing in advance.

Pennsylvania has no roofing licence and bars municipalities from licensing contractors. A contractor doing $5,000 or more of home improvements a year must register with the Attorney General and carry $50,000 of injury and $50,000 of property damage liability insurance, with no exam. A contract over $500 is unenforceable against you unless it is written, carries the registration number, dates and insurance amounts, and gives you three business days to rescind; on a job over $5,000 the deposit is capped at a third of the price. Pennsylvania has no roofing-specific insurance statute, so there is no deductible rule and no cancellation right tied to a claim denial.

For older houses, Joyland Roofing works in shingle, flat, metal, cedar and slate, and MR Roofing in cedar shake, standing seam metal and copper details, with barn and church roofs through its parent. Gassert Roofing, on Miller St, covers residential shingle, commercial and flat roofing, repair and maintenance, and roof snow removal across Lebanon County. M&E Roofing lists reroofing and repairs, siding, spouting and windows, and names five Lebanon County towns. Bachman’s Roofing has 1,785 GAF reviews averaging 4.7 but a D- BBB rating, with seven complaints in the last year.

The 85 wind reports that shape a Lebanon roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Lebanon, PA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 12 hail reports, 85 severe thunderstorm and high wind reports and 2 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $358,000; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Lebanon in a decade

Date Stone size Reported near County
26 May 2019 1.25 in Greble Lebanon
10 May 2018 1.0 in Palmyra Lebanon
13 July 2023 1.0 in Hebron Lebanon
19 May 2019 1.0 in Fontana Lebanon
25 February 2017 1.0 in Myerstown Lebanon
25 February 2017 1.0 in Richland Lebanon

The largest stone on record for this metro fell on 26 May 2019 near Greble, measured at 1.25 inches. One inch is the point at which hail starts bruising asphalt shingles, which is damage an adjuster can find even when a homeowner cannot.

Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Palmyra on 17 July 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 2 tornadoes touched down in these counties over the decade, the strongest rated EF0 near Hebron on 22 July 2017.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 17 July 2024 event near Palmyra, reproduced verbatim:

A severe thunderstorm produced a downburst in the town of Plamyra with maximum wind gusts estimated at 70 to 80 mph. A large tree fell onto a farm house causing significant damage to the home near the intersection of Parliament Drive and Plaza Drive. A barn roof was ripped off at the same location. Farm equipment, including a trailer and a wagon were also damaged. The footprint of maximum wind damage measured 350 yards by 200 yards.

A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (24), June (24), May (24). The worst years on record were 2019 (23), 2017 (14), 2023 (14). If you are scheduling non-urgent work in Lebanon, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Lebanon. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

No licence, no reroof permit: in pre-war Lebanon the registration number is the only checkpoint

The City of Lebanon’s housing is among the oldest in the region: a median home from 1947, 39.9 percent built before 1940 and 70.6 percent before 1960, against a county median of 1972. More than half the city’s homes are rented, so many reroofs are commissioned by landlords rather than the people living under them.

Those roofs are replaced without an inspector. The city’s permit guide puts residential shingle replacement on its no-permit list, in line with the state code’s rule that an ordinary repair needs no permit; only structural, egress, plumbing and wiring work falls outside that. On a century-old house the deck under the shingles is often the real question, and no one but the roofer looks at it.

Pennsylvania licenses no roofers and forbids its towns from doing so, so the Attorney General registration is the only screen. It asks for identity, history and insurance, and nothing about competence. What it does give you is leverage: a contract without the registration number cannot be enforced against you, you have three business days to rescind, and the deposit on a job over $5,000 is capped at a third.

The weather that tests these roofs is wind and snow. On 17 July 2024 a downburst of 70 to 80 mph in Palmyra dropped a large tree onto a farmhouse and ripped a barn roof off. In October 2017 Fort Indiantown Gap recorded a 70 mph gust with trees down across northern Lebanon County, and in January 2016 the blizzard dropped 24 to 31 inches across the county. In ten years no hail report reached 2 inches.

So in Lebanon, write the inspection into the contract: ask the roofer to photograph the deck after tear-off and price any replacement sheathing in advance, check its Attorney General number on the state search, and make sure that number is printed on the estimate and the contract.

Three things to confirm before work starts in Lebanon

There is no state roofing licence in PA. Pennsylvania issues no state roofing licence. Instead, under the Home Improvement Consumer Protection Act, a contractor whose residential home improvement work totalled $5,000 or more in the previous tax year must register as a Home Improvement Contractor with the Office of the Attorney General; large home improvement retailers are exempt.

HIC registration requires minimum insurance of $50,000 personal injury and $50,000 property damage, and no competency exam. Any home improvement contract over $500 must be in writing and meet the Act’s requirements, and the registration number must appear on every contract, estimate, proposal and advertisement.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: Pennsylvania Attorney General contractor search. The Attorney General’s search shows only active registrations, with the number, expiry date and address; it does not show complaints, which have to be requested from the Bureau of Consumer Protection. A quote with no HIC number on it is not compliant with the Act.

For what a full replacement costs across Pennsylvania, including state labor rates and permit rules, see our Pennsylvania roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How deep the Lebanon certified market really is

9 certified roofing contractors serve the principal cities of the Lebanon, PA statistical area, of which 2 hold the top President’s Club tier. The pool carries 3,301 customer reviews between them at a mean rating of 4.956. The statistical area had a 2024 population of 145,319, a change of 1.44% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

Map of the Lebanon, PA metro: county boundaries, the 40-mile eligibility limit and the location of each ranked contractor
Where the ranked contractors actually sit. County outlines are US Census TIGERweb boundaries and the dashed ring is the 40-mile eligibility limit this ranking applies, measured from the Lebanon metro centre.

How these Lebanon rankings were produced

Every contractor in the Lebanon, PA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 9 certified contractors, of whom 2 hold President’s Club standing and 2 Master Elite, against a metro mean rating of 4.956. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Common questions about roofers in Lebanon

Who is the best roofer in Lebanon, PA?

Joyland Roofing of Elizabethtown, PA scores highest in the Lebanon metro on The Roofing Brief Contractor Score, at 90.4 out of 100 as of October 2026. It holds President’s Club certification with a 4.9 rating across 766 reviews. Highest-scoring is not the same as best fit for your specific job, and the four companies behind it score within 19.5 points.

What is the 25% rule for roofing in Pennsylvania?

Pennsylvania has no 25 percent roof rule. The Uniform Construction Code adopted the 2021 IRC for houses effective January 1, 2026, but it does not apply to residential repairs unless a local ordinance requires it. Where the 2021 IRC applies, a replacement means tear-off to the deck, and your municipality decides whether a reroof needs a permit.

Do I need a permit to replace a roof in Lebanon, PA?

Usually not for shingles. The City of Lebanon’s permit guide lists residential shingle replacement under no permit required, but a new roof over a deck or structural roof work does need one, with the contractor’s registration number, insurance certificate and workers’ compensation on file.

Who does roof repair in Lebanon, PA?

Gassert Roofing, the only ranked firm based in Lebanon, lists repair and maintenance alongside residential shingle, commercial and flat roofing and roof snow removal, with a BBB service area of Lebanon County. M&E Roofing in Lititz lists reroofing and repairs and has a dedicated Lebanon County page.

How do I know if a roofer in Lebanon, PA is good?

Check its Attorney General registration number on the state contractor search and make sure the number is printed on the estimate and contract. The search shows only active registrations, not complaints, so read the BBB record too; Bachman’s Roofing, for example, has a D- rating with ten complaints in three years.

9 contractors on the GAF certification registry serve the principal cities of the Lebanon, PA statistical area as of October 2026, of which 2 hold President’s Club status.

What was the worst hailstorm in Lebanon in the last ten years?

The largest hailstone logged by the National Weather Service in the Lebanon, PA statistical area between 2016 and 2025 measured 1.25 inches, reported near Greble on 26 May 2019. One inch is the point at which hail starts bruising asphalt shingles, which is damage an adjuster can find even when a homeowner cannot. Across the decade the metro recorded 12 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $358,000; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Lebanon?

Severe-weather reports in the Lebanon, PA statistical area cluster in July, June, May, on the NOAA record for 2016 to 2025. Outside those months local crews are not triaging storm damage, so lead times are shorter and scheduling is easier.

Do roofers need a licence in PA?

What should I check before hiring a roofer in Lebanon?

The Attorney General’s search shows only active registrations, with the number, expiry date and address; it does not show complaints, which have to be requested from the Bureau of Consumer Protection. A quote with no HIC number on it is not compliant with the Act.

No licence, no reroof permit: in pre-war Lebanon the registration number is the only checkpoint?

The City of Lebanon’s housing is among the oldest in the region: a median home from 1947, 39.9 percent built before 1940 and 70.6 percent before 1960, against a county median of 1972. More than half the city’s homes are rented, so many reroofs are commissioned by landlords rather than the people living under them.

Is Lebanon a hard market to find a good roofer in?

Lebanon’s roofs are old, and almost nothing checks the work on them: four in ten city homes predate 1940, yet a like-for-like shingle reroof needs no permit, and Pennsylvania licenses no roofers and bars its towns from doing so. The state home improvement registration is the only screen, and it tests nothing. The weather is wind and snow rather than hail, from the January 2016 blizzard to a 2024 downburst that tore a barn roof off in Palmyra. Nine certified firms appear in the directory, and only one is based in Lebanon County.

Is wind or hail the bigger risk to a roof in Lebanon?

Wind, by a wide margin. The Lebanon, PA statistical area logged 85 severe thunderstorm and high wind reports against 8 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
