Best Roofers in Sioux City, IA: 1 Certified Contractor, Scored and Verified

Short answer: As of October 2026, the one highest-scoring roofing contractors in the Sioux City, IA-NE-SD metro on The Roofing Brief Contractor Score are Premier Systems Roofing (55.1). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.

The Roofing Brief scored 1 certified roofing contractors serving the Sioux City metro on a published, reproducible formula, then researched each of the top one individually to confirm its record. Sioux City straddles three states, and the roofing rules change each time you cross the Missouri or the Big Sioux: Iowa bars roofers from negotiating your claim, South Dakota gives you 72 hours to cancel after a denial, and Nebraska requires a printed deductible notice. On the Iowa side the housing is unusually old, with a median home from 1957 and more than half built before 1960. Two certified firms appear in the directory; one could not be found on Iowa’s mandatory contractor register and is excluded, so one is ranked.

Quick picks for Sioux City:

  • Premier Systems Roofing: best overall (TRB Score 55.1). Verified services: storm damage work, commercial roofing, metal roofing, siding, gutters.

What a Sioux City roof is up against

None of the three states licenses roofers. Iowa requires every contractor earning $2,000 or more a year from construction to register with the Department of Inspections, Appeals and Licensing, with no exam; firms based outside Iowa, including those across the river in Dakota Dunes or South Sioux City, must also file a $25,000 bond, which protects the state rather than homeowners. Unregistered contracting can draw penalties of up to $5,000. Nebraska runs a similar registration from $5,000 of annual construction income.

Inside Sioux City there is no city contractor licence, but every contractor must lodge a $10,000 bond with the city before getting a permit. The city adopted the 2024 building and residential codes in November 2025, requires ice shield, and sets a 45 psf ground snow load and 115 mph design wind speed. A reroof with decking carries an $85 permit including one inspection, and the city’s amendments add no permit exemption for reroofing; ask Inspection Services whether a reshingle without decking needs one.

Iowa Code 103A.71 bars a residential roofer from advertising or promising to rebate your deductible and from negotiating your claim, requires a signed notice of rights on any contract to repair catastrophe damage, and makes a contract that breaks those rules void. An assignment of insurance benefits to a contractor must tell you that you can cancel it within five business days. In South Dakota, deductible rebate offers void the contract and you have 72 hours to cancel; in Nebraska you have three business days after a claim denial.

Across 2016 to 2025 Woodbury, Dakota and Union counties logged 87 hail reports, the largest a 4.25 inch stone at South Sioux City in June 2017, 146 damaging wind reports and five tornadoes. Forecast zones add 51 high wind events and 31 blizzards. Nearly all the recorded damage, $1.16 million of $1.2 million, came from one storm: the December 2021 derecho that put three tornadoes on the ground in Woodbury County. The Iowa city’s median home dates from 1957; South Sioux City’s from 1973.

What they actually do. Storm, hail and wind restoration, residential and commercial roofing, siding, gutters and metal roofing.

Services we could verify: storm damage work, commercial roofing, metal roofing, siding, gutters.

Why it ranks here. A Sioux Falls storm restoration roofer with a branch in Dakota Dunes, holding GAF Master Elite status and Owens Corning’s top tier. It is properly registered in Iowa as an out-of-state contractor and names Sioux City among its Iowa service towns. BBB and its history page agree on 2002. It has only eight GAF reviews, all five-star.

Best fit for: Homeowners with a hail or wind claim on either side of the river who want a firm registered in Iowa and carrying two top-tier manufacturer credentials.

What we would want clarified. Eight reviews is a thin base, and its Sioux City work runs from a branch of a six-state company; its site says it guides owners through claims, but in Iowa a roofer may not negotiate the claim for you. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (605) 242-0050, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Roof replacement and repair in Sioux City, IA

Short answer: In Sioux City the one ranked firm is Premier Systems Roofing, a GAF Master Elite storm restoration roofer with a Dakota Dunes branch, registered in Iowa as an out-of-state contractor and suited to hail or wind jobs on either side of the river. The rule that matters most: Iowa has no roofing licence, but every contractor earning $2,000 or more a year must register with the state, and Sioux City requires a $10,000 bond before any permit.

The Sioux City metro’s storm record is mostly hail and wind. Across 2016 to 2025 Woodbury, Dakota and Union counties logged 87 hail reports, the largest a 4.25 inch stone at South Sioux City in June 2017, along with 146 damaging wind reports and five tornadoes. Forecast zones add 51 high wind events and 31 blizzards. June, July and May bring the most storm reports. Nearly all the recorded damage, $1.16 million of $1.2 million, came from one storm, the December 2021 derecho that put three tornadoes on the ground in Woodbury County.

The housing is oldest on the Iowa side: Sioux City’s median home dates from 1957 and 54.2 percent were built before 1960, against a 1973 median in South Sioux City. On a house that old, ask the roofer to price decking replacement before work starts. Sioux City adopted the 2024 building and residential codes in November 2025, requires ice shield, and sets a 45 psf ground snow load and 115 mph design wind speed. A reroof with decking carries an $85 permit including one inspection; ask Inspection Services whether a reshingle without decking needs one. Iowa has no 25 percent roofing rule.

The rules change each time you cross the Missouri or the Big Sioux. None of the three states licenses roofers. Iowa requires registration from $2,000 of annual construction income, and a firm based outside Iowa, including one in Dakota Dunes or South Sioux City, must also file a $25,000 bond that protects the state rather than homeowners. Iowa Code 103A.71 bars a residential roofer from promising to rebate your deductible or negotiating your claim and voids a contract that breaks those rules. South Dakota gives you 72 hours to cancel after signing or a denial; Nebraska gives three business days after a claim denial.

Premier Systems Roofing is the only ranked firm. It is a Sioux Falls storm restoration roofer with a Dakota Dunes branch, holding GAF Master Elite status and Owens Corning’s top tier, and it is registered in Iowa with workers’ compensation and the out-of-state bond on file. Its specialties cover storm, hail and wind restoration, residential and commercial roofing, siding, gutters and metal roofing. It has only eight GAF reviews, all five-star, and its Sioux City work runs from a branch of a six-state company. Other registered roofers include Winkler Roofing, trading since 1974, and Kuchel Roofing, an Owens Corning top tier firm.

The 65 inch-plus hail reports behind a Sioux City roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Sioux City, IA-NE-SD statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 87 hail reports, 146 severe thunderstorm and high wind reports and 5 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.2 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Sioux City in a decade

Date Stone size Reported near County
29 June 2017 4.25 in South Sioux City Dakota
12 June 2024 2.0 in Sloan Woodbury
2 June 2025 1.75 in Elk Pt Union
9 May 2016 1.75 in Sioux City Woodbury
12 April 2022 1.75 in Correctionville Woodbury
12 June 2024 1.75 in Sloan Woodbury

The largest stone on record for this metro fell on 29 June 2017 near South Sioux City, measured at 4.25 inches. That is grapefruit sized. Stones that big destroy asphalt shingles outright, dent metal, crack tile and routinely total roofs across whole neighbourhoods.

Wind. The strongest thunderstorm gust logged in the metro was 78 knots, about 90 mph, near Jefferson on 20 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 5 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Bronson on 15 December 2021.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 20 May 2024 event near Jefferson, reproduced verbatim:

Windows were broken and portions of the roof were removed from a single family home. The thunderstorm winds also downed numerous large tree limbs.

A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (67), July (55), May (38). The worst years on record were 2024 (40), 2025 (38), 2023 (30). If you are scheduling non-urgent work in Sioux City, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Sioux City sees enough damaging hail that a Class 4 impact-rated shingle is worth pricing, though not automatically worth buying. Get both quotes and weigh the premium against any insurance discount.

One metro, three states: the rules change at every river

The Sioux City metro takes in Woodbury County, Iowa, Dakota County, Nebraska and Union County, South Dakota, the last including Dakota Dunes and North Sioux City. None licenses roofers. Iowa and Nebraska require contractor registration without an exam, from $2,000 and $5,000 of annual construction income respectively, and Iowa treats a firm a short drive away across the river as out of state, requiring it to file a $25,000 bond. South Dakota has no state registration at all.

Each state bans deductible rebates in its own words. Iowa forbids advertising or promising one and voids the contract; South Dakota forbids advertising or promising to pay or rebate one and makes the contract null; Nebraska forbids promising one and requires a signed notice in 14-point capitals, without a void-contract clause. Only Iowa also bars the roofer from representing or negotiating your claim.

The cancellation clocks differ too. South Dakota gives you 72 hours after signing, or after a full or partial denial, to cancel a storm roofing contract. Nebraska gives you until midnight on the third business day after signing or after notice the claim is not covered. Iowa’s five-day right attaches to an assignment of benefits, and its notice must also tell you that you can cancel if work has not substantially begun 30 days after the scheduled start.

South Dakota’s 2026 permit-relief law frees like-for-like siding, gutter, fascia, soffit, door and window work on owner-occupied houses from local permits but leaves roofs out, so a reroof still needs a permit wherever a South Dakota town requires one. On the Iowa side, Sioux City requires ice shield and lists an $85 permit for a reroof with decking.

The housing is oldest on the Iowa side: Sioux City’s median home dates from 1957 and 54.2 percent were built before 1960, against a 1973 median in South Sioux City. On a house that old, ask the roofer to price decking replacement before work starts, and check which state’s rules your address falls under before you sign.

How to check a Sioux City roofer in ten minutes

Licensing is required in IA. Iowa requires contractor registration with the Department of Inspections, Appeals, and Licensing for anyone earning $2,000 or more a year from construction work. It is a registration, not a licence: there is no trade examination and no competency test of any kind.

Registration requires proof of unemployment insurance and workers’ compensation, or a statement that cover is not required. A contractor based outside Iowa must also file a $25,000 surety bond or show it is prequalified for Iowa DOT work; that bond secures the contractor’s Iowa taxes and unemployment contributions, not homeowners. Iowa Code 103A.71 bars a residential contractor from advertising or promising to rebate your insurance deductible or negotiating your claim, and requires a signed notice on any contract to repair catastrophe damage; if the contractor breaks either rule or fails to give the signed notice, the contract is void and you owe nothing under it.

Check here: Iowa DIAL contractor registration. Check the registration on the state’s lookup and ask where the contractor is based. After a storm, insist on the signed notice Iowa Code 103A.71 requires, and refuse any offer to cover your deductible: it voids the contract.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How deep the Sioux City certified market really is

1 certified roofing contractors serve the principal cities of the Sioux City, IA-NE-SD statistical area, of which 0 hold the top President’s Club tier. The pool carries 8 customer reviews between them at a mean rating of 4.15. How these Sioux City rankings were produced

Every contractor in the Sioux City, IA-NE-SD pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 1 certified contractor, of whom 0 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.15. The top one were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.

Set aside in Sioux City. A contractor that would otherwise have scored into the top one was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Guarantee Roofing Siding and Insulation, which scored 49.0: Excluded on registration. A Sioux City firm founded in 1926 and BBB accredited since 1960 with no recent complaints, but Iowa requires every contractor to register and we found no current Iowa registration under its name, its principal’s name or its street address. It may be registered under a legal name we could not identify; ask Sioux City Inspection Services to confirm before hiring it.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Sioux City roofing questions, answered

Who is the best roofer in Sioux City, IA?

What is the 25% rule for roofing in Iowa?

Iowa has no 25 percent roofing rule. The state building code adopts the 2024 International Residential Code with no roof percentage trigger, and under the IRC a reroof must be torn off to the deck if the old roof is water soaked or deteriorated, is slate or tile, or already has two or more layers. Separately, Iowa Administrative Code 191-15.44(1)(b) requires insurers on replacement cost policies to replace enough for a reasonably uniform appearance when items do not match.

Do I need a permit to replace a roof in Sioux City?

A reroof with decking carries an $85 permit including one inspection, and the city’s amendments add no permit exemption for reroofing. Ask Sioux City Inspection Services whether a reshingle without decking needs one. Every contractor must lodge a $10,000 bond with the city before getting a permit.

Who does storm damage roofing in Sioux City?

Premier Systems Roofing, the one ranked firm, lists storm, hail and wind restoration among its specialties and works from a Dakota Dunes branch, registered in Iowa as an out-of-state contractor. In Iowa a roofer may not negotiate your insurance claim for you.

How do I know if a roofer in Sioux City is good?

Check its Iowa registration on the state’s DIAL lookup and ask where it is based, since a firm from across the river must also file an out-of-state bond. After a storm, insist on the signed notice Iowa Code 103A.71 requires and refuse any offer to cover your deductible, which voids the contract. Manufacturer credentials and BBB records add evidence.

How many certified roofing contractors serve Sioux City?

1 contractors on the GAF certification registry serve the principal cities of the Sioux City, IA-NE-SD statistical area as of October 2026, of which 0 hold President’s Club status.

How much damaging hail does Sioux City get?

The Sioux City, IA-NE-SD statistical area recorded 65 hail reports of 1 inch or larger and 2 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 4.25 inches.

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top one.

What was the worst hailstorm in Sioux City in the last ten years?

The largest hailstone logged by the National Weather Service in the Sioux City, IA-NE-SD statistical area between 2016 and 2025 measured 4.25 inches, reported near South Sioux City on 29 June 2017. That is grapefruit sized. Stones that big destroy asphalt shingles outright, dent metal, crack tile and routinely total roofs across whole neighbourhoods. Across the decade the metro recorded 87 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $1.2 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Sioux City?

Severe-weather reports in the Sioux City, IA-NE-SD statistical area cluster in June, July, May, on the NOAA record for 2016 to 2025. Outside those months local crews are not triaging storm damage, so lead times are shorter and scheduling is easier.

Do roofers need a licence in IA?

What should I check before hiring a roofer in Sioux City?

Check the registration on the state’s lookup and ask where the contractor is based. After a storm, insist on the signed notice Iowa Code 103A.71 requires, and refuse any offer to cover your deductible: it voids the contract.

One metro, three states: the rules change at every river?

The Sioux City metro takes in Woodbury County, Iowa, Dakota County, Nebraska and Union County, South Dakota, the last including Dakota Dunes and North Sioux City. None licenses roofers. Iowa and Nebraska require contractor registration without an exam, from $2,000 and $5,000 of annual construction income respectively, and Iowa treats a firm a short drive away across the river as out of state, requiring it to file a $25,000 bond. South Dakota has no state registration at all.

Is Sioux City a hard market to find a good roofer in?

Sioux City straddles three states, and the roofing rules change each time you cross the Missouri or the Big Sioux: Iowa bars roofers from negotiating your claim, South Dakota gives you 72 hours to cancel after a denial, and Nebraska requires a printed deductible notice. On the Iowa side the housing is unusually old, with a median home from 1957 and more than half built before 1960. Two certified firms appear in the directory; one could not be found on Iowa’s mandatory contractor register and is excluded, so one is ranked.

Is wind or hail the bigger risk to a roof in Sioux City?

Wind, by a wide margin. The Sioux City, IA-NE-SD statistical area logged 146 severe thunderstorm and high wind reports against 65 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is Guarantee Roofing Siding and Insulation not on this list?

Excluded on registration. A Sioux City firm founded in 1926 and BBB accredited since 1960 with no recent complaints, but Iowa requires every contractor to register and we found no current Iowa registration under its name, its principal’s name or its street address. It may be registered under a legal name we could not identify; ask Sioux City Inspection Services to confirm before hiring it..
