The largest stone on record for this metro fell on 29 June 2020 near Hamburg, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.
Wind. The strongest thunderstorm gust logged in the metro was 61 knots, about 70 mph, near Franklin on 15 May 2018. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Connecticut gives a homeowner three checks that actually work, and they work best in a particular order. Most people use none of them, which is why the Guaranty Fund pays out 117 to 152 times a year.
First, the register. The Department of Consumer Protection publishes its home improvement contractor register as an open dataset on the Connecticut Open Data Portal, dataset 5r9m-qgni, carrying every registrant’s full credential in HIC.xxxxxxx form with status and expiry. That is not a lookup form that may or may not answer; it is a downloadable file. All five registrations on this page were checked against it, and all five are active and current to 31 March 2027. Check the registered legal name, not the trading name, because they differ for two of the firms below.
Second, the fund, and specifically the eligibility clause rather than the cap. CGS 20-432(d) permits an owner to apply for payment out of the fund only where the owner has obtained a binding arbitration decision, court judgment, order or decree against a contractor holding a certificate or who has held a certificate under this chapter. Hire an unregistered contractor and you are outside the scheme entirely, no matter how badly the work goes. That is the single strongest practical reason to do the first check. The cap under 20-432(l) is $25,000 per claim, with the commissioner free to pay less to preserve the fund’s integrity, and against an average historical restitution under $9,000 you should not plan on recovering the cost of a roof.
Third, and this is the one almost nobody uses, the permit application. CGS 29-263(a) provides that no permit shall be issued to a contractor required to be registered under chapter 400, for work to be performed by that contractor, unless the name, business address and registration number appear on the application and the certificate is presented. Your town’s building official is therefore required to see the registration before any permitted work starts. If a contractor proposes to work without a permit, or to have you pull it as the homeowner, they have routed around the one mandatory check in the system, and that is worth refusing over.
The code book behind all of it is the 2022 Connecticut State Building Code, effective 1 October 2022, adopting the 2021 International Residential Code as amended.
