Short answer: As of October 2026, the five highest-scoring roofing contractors in the Oshkosh-Neenah, WI metro on The Roofing Brief Contractor Score are Keeney Home Services (74.2), Badgerland Restoration & Remodeling (66.7), DuraShield Roofing & Contracting (65.8), ARC Contracting (62.5), Affordable Contracting Services (60.4). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.
The Roofing Brief scored 5 certified roofing contractors serving the Oshkosh metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Oshkosh is a wind market, not a hail market: in ten years Winnebago County logged three times as many thunderstorm wind reports as hail reports, gusts reached 71 and 72 mph at Wittman Field, and in July 2022 a storm flipped a plane on the EAA grounds and sent a surge across Lake Winnebago. No hailstone in that decade topped an inch. Six certified firms appear in the directory for Oshkosh and Neenah, none of them in the city of Oshkosh itself; one Iowa-based hail restoration firm is excluded, and five are ranked.
The conditions an Oshkosh roof has to be specified for
Wisconsin has no roofing licence and no roofing trade exam. To pull a permit on a one- or two-family home a contractor must hold a Dwelling Contractor certification, a yearly business credential backed by a bond or liability insurance, and hold or employ a Dwelling Contractor Qualifier, whose code-stated purpose is proof of continuing education (SPS 305.31 and 305.315). An owner who lives in the home can pull their own permit.
Neenah’s guidance says cosmetic or repair work such as reroofing may not need a permit unless it involves structural, plumbing or electrical items, and advises checking with its Inspections Department first. We could not reach the City of Oshkosh’s permit pages, so call the city’s inspection services before work starts. Wisconsin’s dwelling code requires at least four nails per strip shingle unless the maker says otherwise, self-sealing strips rated for cold-weather bond, an ice dam barrier on shingle roofs over heated space at 4:12 or less, and no new layer over two existing ones.
Under Wis. Stat. 100.65 a contractor may not promise to pay or rebate your deductible, may not negotiate your claim for you, must give you a boldface insurance question and a detachable cancellation notice, and must let you cancel before midnight of the third business day after a written denial of all or part of the claim.
Across 2016 to 2025 Winnebago County logged 14 hail reports, none larger than an inch, against 46 thunderstorm wind reports and four brief EF0 tornadoes. The quiet decade understates the risk: the county record holds 4.25-inch hail near Winchester in May 2011 and F4 tornadoes in 1974 and 1984. The city of Oshkosh’s median home was built in 1971, more than a quarter of its housing predates 1940, and 45.0 percent of its occupied homes are rented.

1. Keeney Home Services: TRB Score 74.2
Keeney Home Services is based in Neenah, WI, in business since 2009, led by Josh Keeney, Owner and President; Amy R. Keeney, Owner, BBB accredited since 24 April 2009, A+ rating, one complaint closed in three years, and holds Master Elite standing on the GAF certification registry.

Independently corroborated:
- Accredited since April 2009 with an A+ rating; business started 2009; owners Josh and Amy Keeney; filed under gutters, with roofing, insulation and air sealing; one complaint closed in three years.. BBB business profile
- Winnebago County list includes Oshkosh, Omro, Winneconne, Butte des Morts, Larsen, Pickett, Neenah and Menasha.. Company website, Service Area
What they actually do. Asphalt shingle roofing, gutters and gutter guards, and attic insulation and air sealing.
Why it ranks here. The highest-scoring firm in the pool, at GAF Master Elite with 682 reviews averaging 4.7, and BBB accredited since its founding year of 2009. Its published service list names Oshkosh and most of Winnebago County. The business now presents itself as Larson & Keeney Home Services, a multi-office Wisconsin operation, and its two websites disagree on whether Josh Keeney founded it alone or with Andrew Larson. BBB files it under gutters, and gutters and insulation are major lines alongside roofing. It is also ranked on our Appleton page.
Best fit for: Oshkosh homeowners who want the largest review record in the area and are also looking at gutters or attic insulation.
What we would want clarified. A multi-office operation trading under a second brand, with roofing one of several lines; ask which office and crew will handle an Oshkosh job. One BBB complaint closed in three years, which we could not read. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (920) 558-4182, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
2. Badgerland Restoration & Remodeling: TRB Score 66.7
Badgerland Restoration & Remodeling is based in Weyauwega, WI, led by Travis Pruett, owner, BBB accredited since 12 April 2018, A+ rating, no complaints closed in three years, and holds Master Elite standing on the GAF certification registry.

- Residential and commercial roofing from Weyauwega and Wisconsin Rapids; its service list names Oshkosh, Neenah, Omro and Winneconne.. Company website
What they actually do. Residential roofing, storm and wind damage restoration, siding and windows, and water, fire and flood restoration.
Why it ranks here. A Weyauwega firm in Waupaca County, about 28 miles northwest of Oshkosh, with a second base in Wisconsin Rapids, at GAF Master Elite with 187 reviews averaging 4.7. Roofing is its BBB category and lead service, with water and fire restoration as a sideline, and its service list names Oshkosh, Omro and Winneconne. Its BBB record is clean. BBB dates the business to 1994, which fits its site’s claim of more than 25 years, but no second source confirms the year, so we record none. It is also ranked on our Appleton page.
Best fit for: West-county homeowners around Omro and Winneconne who want a roofing-led firm with wind damage experience.
What we would want clarified. Based outside the metro, about 28 miles away; ask about response times for storm calls and who handles warranty work. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. DuraShield Roofing & Contracting: TRB Score 65.8
DuraShield Roofing & Contracting is based in Neenah, WI, in business since 2003, led by Anthony B. Walsh, President and CEO, BBB accredited since 27 February 2009, A+ rating, no complaints closed in three years, and holds Certified standing on the GAF certification registry.

- Says Anthony Walsh started the company in Appleton in 2003; residential, commercial and multi-family roofing.. Company website, About
What they actually do. Residential roofing; commercial and multi-family TPO, EPDM and metal; designer, slate, tile and cedar shake roofs.
Why it ranks here. A Neenah-headquartered roofer, about ten miles north of Oshkosh, with a perfect 5.0 across 109 GAF reviews and a clean BBB accreditation since 2009. BBB and the company agree it was founded in Appleton in 2003. Roofing is its whole business, and it handles specialty materials such as slate, tile and cedar shake as well as asphalt, which matters for Oshkosh’s older housing. Its service pages name Neenah but not Oshkosh itself, though its BBB service area spans the Fox Cities and beyond. It is also ranked on our Appleton page.
Best fit for: Homeowners with older or specialty roofs, such as slate or cedar, who want a roofing-only firm with a perfect review record.
What we would want clarified. It holds GAF’s entry Certified tier, it works across Wisconsin and northern Illinois with a commercial line, and it does not name Oshkosh on its own site; confirm it will take your job and which crew will do it. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (920) 738-7663, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
4. ARC Contracting: TRB Score 62.5
ARC Contracting is based in Neenah, WI, led by Jesse L.N. Chase, owner; Devon Hudak, General Manager, BBB accredited since 28 July 2010, A+ rating, two complaints closed in three years, and holds Master Elite standing on the GAF certification registry.

- ARC Contracting of Wisconsin, Inc: accredited since July 2010 with an A+ rating; business started 2005; owner Jesse L.N. Chase; service area all of Wisconsin; roofing, siding, windows, gutters and disaster restoration; two complaints closed in three years.. BBB business profile
What they actually do. Roofing, siding, windows, gutters and disaster restoration.
Why it ranks here. A Neenah firm inside the metro, at GAF Master Elite with 474 reviews, the second-deepest record in the pool. BBB has accredited it since 2010, lists roofing first among its services and gives a statewide service area. Our view of it rests almost entirely on BBB: its own website refused every request we made, so its service area, history and credentials in its own words are unverified, and the 2005 start date has no second source.
Best fit for: Homeowners who want a long-accredited local firm with a large review base and disaster restoration capability.
What we would want clarified. Its 4.4 rating is the lowest of the five ranked here, BBB shows two complaints closed in three years, and we could not read its website; ask for its Dwelling Contractor numbers and insurance certificates. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (877) 272-3200, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
5. Affordable Contracting Services: TRB Score 60.4
Affordable Contracting Services is based in Neenah, WI, in business since 2003, led by Jesse C. Clark, owner, BBB accredited since 10 August 2009, A+ rating, one complaint closed in three years, and holds Certified standing on the GAF certification registry.

- Affordable Contracting Services, Inc.: accredited since August 2009 with an A+ rating; business started January 2003; owner Jesse C. Clark; service area a 60-mile radius of the Fox Valley; filed under roofing contractors; one complaint closed in three years.. BBB business profile
- Family owned, serving the Fox Valley since 2003; roofing, siding and custom garages.. Company website
What they actually do. Roofing, siding, custom garages, decks and general home improvement.
Why it ranks here. A family-owned Neenah firm run by Jesse Clark, with 62 GAF reviews averaging 4.9. BBB and the company agree it dates from 2003, BBB has accredited it since 2009, and roofing is its BBB category and lead service. Its BBB service area, a 60-mile radius of the Fox Valley, covers Oshkosh, though its website mainly markets Appleton and the northern Fox Cities.
Best fit for: Homeowners who want a smaller family firm with a long, consistent record and are also considering a garage or siding project.
What we would want clarified. It holds GAF’s entry Certified tier, its website does not name Oshkosh, and BBB shows one complaint closed in three years that we could not read. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (920) 216-2243, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

The 46 wind reports that shape an Oshkosh roof
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Oshkosh-Neenah, WI statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 14 hail reports, 46 severe thunderstorm and high wind reports and 4 tornadoes. The database’s property-damage fields are left blank for most of these reports, so it carries no usable loss total for this metro and we do not quote one.

The biggest hail to fall on Oshkosh in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 2 June 2020 | 1.0 in | Oshkosh | Winnebago |
| 2 June 2020 | 1.0 in | Oshkosh | Winnebago |
| 4 April 2023 | 1.0 in | Neenah | Winnebago |
| 7 September 2021 | 1.0 in | Winnebago | Winnebago |
| 9 October 2018 | 1.0 in | Lake Poygan | Winnebago |
| 9 October 2018 | 1.0 in | Zittau | Winnebago |
The largest stone on record for this metro fell on 2 June 2020 near Oshkosh, measured at 1.0 inches. One inch is the point at which hail starts bruising asphalt shingles, which is damage an adjuster can find even when a homeowner cannot.
Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Omro on 28 July 2021. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF0 near Appleton on 14 June 2017.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 28 July 2021 event near Omro, reproduced verbatim:
Thunderstorm winds downed numerous trees and power lines in Omro. The time of this event is an estimate based on radar data.
That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in June (21), July (20), August (11). The worst years on record were 2020 (12), 2022 (11), 2021 (8). If you are scheduling non-urgent work in Oshkosh, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.
Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.
What to do with this. Hail is not the governing risk in Oshkosh. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
A wind market on Lake Winnebago
From 2016 to 2025 Winnebago County logged 46 thunderstorm wind reports against 14 hail reports, and no hailstone larger than an inch. Fifteen of the wind reports reached severe-gust strength, 58 knots or about 67 mph and up, spread across seven storm days between 2019 and 2025.
The measured gusts are the evidence: 71 mph at Wittman Field in Oshkosh on 7 August 2019, 72 mph in Omro on 28 July 2021, when storms destroyed a barn and flipped a semi west of town, and 72 mph at Wittman Field again on 3 August 2023, bringing down trees and lines in Black Wolf.
The most striking storm came during AirVenture week. On 23 July 2022 winds flipped a plane and dropped a tree on a car on the EAA grounds, downed trees and power lines across Oshkosh with a measured 68 mph gust, and set off a seiche on Lake Winnebago: the Fox River at Oshkosh rose from 5.65 to 7.58 feet in twenty minutes. Wind also arrives without thunderstorms, with non-convective gusts of 58 to 60 mph at the Oshkosh airport in December 2021, November 2022 and February 2025.
The dollar column does not reflect any of this. Only $10,000 of damage is recorded across all the decade’s hail, wind and tornado rows, so the count of severe gusts is a better guide to exposure. Nor is the hail lull permanent: on 22 May 2011 hail larger than softballs, 4.25 inches, fell near Winchester, the largest in a county record going back to 1964, and baseball-size hail fell north of Winneconne the month before.
For an Oshkosh roof that puts fastening first. Wisconsin’s code asks for only four nails per strip shingle unless the manufacturer specifies more, and some manufacturers call for six in high-wind installations; ask which your roofer will use, how the starter course and edges will be sealed, and whether the shingle’s wind warranty depends on it.

What to verify before an Oshkosh contractor starts
Licensing is required in WI. Wisconsin does not issue a roofing-specific licence, but anyone pulling a building permit for work on a one- or two-family dwelling must hold a Dwelling Contractor certification from the Department of Safety and Professional Services, and the company must also hold or employ a Dwelling Contractor Qualifier. An owner who lives in the home may pull their own permit.
The Qualifier credential requires at least 12 hours of an approved course in dwelling construction, with course tests, and renews every two years on 12 hours of continuing education; the code describes its purpose as proof of continuing education. The business certification requires general liability insurance of at least $250,000 per occurrence or a surety bond: $25,000 for an unrestricted certification, while a smaller bond, down to $5,000, limits the contractor to jobs no larger than the bond. Under Wis. Stat. 100.65 a contractor may not promise to pay or rebate your insurance deductible, may not negotiate your claim for you, and must give you a cancellation form; you may cancel within three business days of a written denial of all or part of the claim. Each violation carries a forfeiture of $500 to $1,000.
Check here: Wisconsin DSPS Dwelling Contractor information. Ask for both credentials: a Dwelling Contractor certification without a Qualifier cannot legally pull your permit. The Uniform Dwelling Code requires ice dam protection on shingle and shake roofs only where the slope is 4:12 slope or less over heated space, running at least 30 inches up the slope and 12 inches past the inner face of the wall, so on steeper roofs it is a choice, not a rule.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.
What the rest of the Oshkosh field looks like
5 certified roofing contractors serve the principal cities of the Oshkosh-Neenah, WI statistical area, of which 0 hold the top President’s Club tier. The pool carries 1,514 customer reviews between them at a mean rating of 4.65. The statistical area had a 2024 population of 173,307, a change of 0.93% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Oshkosh rankings were produced
Every contractor in the Oshkosh-Neenah, WI pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 5 certified contractors, of whom 0 hold President’s Club standing and 3 Master Elite, against a metro mean rating of 4.65. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.
Set aside in Oshkosh. A contractor that would otherwise have scored into the top five was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.
- America’s Best Remodeling LLC, which scored 56.1: Excluded on local presence. It is a Dubuque, Iowa hail restoration company whose Wisconsin LLC shares its owners and phone number; BBB places the Wisconsin entity in Greenville, Outagamie County, its website shows only the Iowa address and does not name Oshkosh or Winnebago County, and its BBB accreditation is two months old. Its business is post-hail restoration in a county whose largest hail in a decade was an inch.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Is Oshkosh a hard market to find a good roofer in?
Oshkosh is a wind market, not a hail market: in ten years Winnebago County logged three times as many thunderstorm wind reports as hail reports, gusts reached 71 and 72 mph at Wittman Field, and in July 2022 a storm flipped a plane on the EAA grounds and sent a surge across Lake Winnebago. No hailstone in that decade topped an inch. Six certified firms appear in the directory for Oshkosh and Neenah, none of them in the city of Oshkosh itself; one Iowa-based hail restoration firm is excluded, and five are ranked.
Is wind or hail the bigger risk to a roof in Oshkosh?
Wind, by a wide margin. The Oshkosh-Neenah, WI statistical area logged 46 severe thunderstorm and high wind reports against 7 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
Why is America’s Best Remodeling LLC not on this list?
Excluded on local presence. Its business is post-hail restoration in a county whose largest hail in a decade was an inch..
