Best Roofers in Staunton, VA: 5 Certified Contractors, Scored and Verified

Best Roofers in Staunton, VA: 5 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the five highest-scoring roofing contractors in the Staunton-Stuarts Draft, VA metro on The Roofing Brief Contractor Score are Holloway Roofing (96.8), Baber Enterprises (88.0), Quality Enterprises (63.0), Pitch Perfect Roofing (62.6), Burns Builders Roofing and Exteriors (56.8). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.

The Roofing Brief scored 5 certified roofing contractors serving the Staunton metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. The Staunton metro took the Shenandoah Valley’s worst hail of the decade: on 7 August 2023 storms dropped 2 to 3 inch hail on Staunton, Waynesboro and Swoope, every 2-inch report the metro logged in ten years, while neighbouring Harrisonburg logged none. A year earlier an 85-knot downburst tore through the city. Most Virginia house reroofs need no permit, but Staunton’s five historic districts guard slate and standing-seam roofs, and new storm-chasing rules start on 1 January 2027.

Quick picks for Staunton:

  • Holloway Roofing: best overall (TRB Score 96.8). Verified services: roof replacement, asbestos roof removal, siding, gutters.
  • Baber Enterprises: best for historic metal roofs (TRB Score 88.0). Verified services: metal roofing, storm damage work, commercial roofing, gutters.
  • Quality Enterprises: best for slate roof repair (TRB Score 63.0). Verified services: roof replacement, roof repair, metal roofing, slate and tile, commercial roofing, gutters, skylights.
  • Pitch Perfect Roofing: best for metal roof painting (TRB Score 62.6). Verified services: roof replacement, roof repair, metal roofing, slate and tile, gutters, siding.
  • Burns Builders Roofing and Exteriors: best for northern Augusta County (TRB Score 56.8). Verified services: roof replacement, roof repair, gutters, siding.

Hail, codes and what they cost a Staunton homeowner

Virginia licenses roofers through the Board for Contractors at DPOR. A firm needs the roofing specialty or a residential building or home improvement classification that covers roofing, in Class C for single jobs up to $30,000, Class B up to $150,000 or Class A above that, each with an examined qualified individual. Working unlicensed is a Class 1 misdemeanour, and the state recovery fund pays up to $30,000 per transaction against a licensee.

A like-for-like house reroof normally needs no building permit in Virginia. The state code exempts replacing any amount of roof covering on a house where the nominal design wind speed is 100 mph or less, and Staunton’s published 115 mph ultimate speed converts to 89 mph nominal. Staunton’s design criteria still call for ice shield underlayment and a 43 psf ground snow load, and commercial reroofs need a permit at 5 cents a square foot.

Staunton has five historic districts: Gospel Hill, Beverley, The Wharf, Stuart Addition and Newtown. Replacing more than half of a roof element in kind there needs an administrative Certificate of Appropriateness, about ten business days, and any change of material goes to the monthly Historic Preservation Commission. The city’s guidelines ask owners to keep slate and standing-seam metal rather than switch to asphalt shingles.

From 1 January 2027 Virginia’s Residential Property Owners Protection Act bars a contractor from paying or waiving an insurance deductible on an owner-occupied home, requires a deductible notice in every roofing contract, and lets a homeowner cancel a roofing contract signed within 180 days of a Governor’s emergency declaration. Until then those rules are not in force, so read any storm contract carefully.

1. Holloway Roofing: best overall (TRB Score 96.8)

Holloway Roofing is based in Weyers Cave, VA, in business since 2016, led by James Holloway, owner, BBB accredited since 18 April 2023, A+ rating, two complaints in three years, both resolved, and holds President’s Club standing on the GAF certification registry.

Certifications held: President’s Club (GAF), VELUX skylight installer (self-reported). Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • HOLLOWAY ROOFING LLC holds Class A licence 2705160344 with the asbestos (ASB) and home improvement (HIC) specialties, first certified 17 May 2016, current to 31 August 2027.. Virginia DPOR regulant list
  • Accredited since April 2023 with an A+ rating; business started February 2016; owner James Holloway; two complaints in the last three years, both marked resolved, none in the last 12 months; service area includes Augusta County.. BBB business profile
  • Lists Staunton, Waynesboro, Verona, Stuarts Draft, Fishersville and Augusta County among its service areas; founded 2016; offers asbestos roof removal.. Company website

What they actually do. Residential reroofing, commercial roofing, asbestos roof removal, siding and gutters.

Services we could verify: roof replacement, asbestos roof removal, siding, gutters.

Why it ranks here. The top-scoring firm and a President’s Club member with 1,164 GAF reviews averaging 5.0, far more than any other Shenandoah Valley roofer. It is based in Weyers Cave in northern Augusta County, inside the metro, and is the only firm here licensed for asbestos work, which matters on the older roofs of Staunton and Waynesboro. BBB, DPOR and its website agree on a 2016 start.

Best fit for: Owners of older Staunton and Waynesboro homes where asbestos roofing may be present, and anyone who wants the valley’s most-reviewed roofer.

What we would want clarified. Its home improvement specialty covers houses but not commercial buildings, so a commercial roof needs a firm with a different licence. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (540) 820-1236, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Baber Enterprises: best for historic metal roofs (TRB Score 88.0)

Baber Enterprises is based in Staunton, VA, led by Robert Baber, president, BBB accredited since 28 June 2022, A+ rating, no complaints, and holds President’s Club standing on the GAF certification registry.

  • Accredited since June 2022 with an A+ rating; business started 1989, incorporated September 2017; president Robert Baber; 12 employees; service area Augusta County and Staunton; no complaints.. BBB business profile
  • Calls itself Staunton’s hometown roofing company, a three-generation family firm, serving Staunton, Waynesboro, Verona, Stuarts Draft and Augusta County; advertises historic metal roofing.. Company website

What they actually do. Shingle and metal roofing, historic metal roofing, synthetic tile, storm and insurance work, commercial roofing and gutters.

Services we could verify: metal roofing, storm damage work, commercial roofing, gutters.

Why it ranks here. The only President’s Club firm based in the City of Staunton, with 173 GAF reviews averaging 4.8 and a Class A licence that carries the roofing specialty itself. Its site advertises historic metal roofing, the work Staunton’s district guidelines ask owners to keep. The family business predates the 2017 corporation, but its site says 1984 and BBB says 1989, so we give no year.

Best fit for: Owners in Staunton’s historic districts with standing-seam or metal roofs, and city homeowners who want a local President’s Club firm.

What we would want clarified. BBB and DPOR give different Staunton addresses, and the founding year is inconsistent between its site and BBB. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. Quality Enterprises: best for slate roof repair (TRB Score 63.0)

Quality Enterprises is based in Waynesboro, VA, in business since 1982, led by Tim Bradley, owner; Roy Robinson, president, BBB accredited since 12 April 2023, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

Certifications held: Certified (GAF), CertainTeed (self-reported). Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • Accredited since April 2023 with an A+ rating; business started 1982, incorporated 1993; residential and light commercial roofing, gutters and skylights; no complaints.. BBB business profile
  • Service since 1982 across Waynesboro, Staunton, Stuarts Draft, Fishersville, Verona and Charlottesville.. Company website

What they actually do. Shingle reroofing, metal and slate roofing, light commercial roofing, gutters and skylights.

Services we could verify: roof replacement, roof repair, metal roofing, slate and tile, commercial roofing, gutters, skylights.

Why it ranks here. The metro’s oldest ranked firm, based in Waynesboro, with 78 GAF reviews averaging 4.9 and a roofing-specialty licence since 2009. BBB and its website agree on 1982. It works in slate as well as metal and shingle, useful on the older city stock.

Best fit for: Waynesboro and eastern Augusta County homeowners, and owners of slate roofs who need repair rather than replacement.

What we would want clarified. Its Class B licence caps single contracts below $150,000, ample for any house but not for a large commercial roof, and the website BBB lists for it is dead; use qualityenterpriseinc.com. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

4. Pitch Perfect Roofing: best for metal roof painting (TRB Score 62.6)

Pitch Perfect Roofing is based in Staunton, VA, in business since 2017, led by Heriberto ‘Eddie’ Vazquez, founder and owner, BBB accredited since 21 April 2022, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

  • Accredited since April 2022 with an A+ rating; business started June 2017; owner Heriberto Vazquez; nine employees; service area Augusta, Bath, Highland, Rockbridge and Rockingham counties plus Staunton; no complaints.. BBB business profile
  • Family roofer since 2017; its founder began roofing in 2006; serves Staunton, Waynesboro, Harrisonburg and Charlottesville.. Company website

What they actually do. Roof replacement and repair, metal, slate and copper roofing, roof painting, gutters and siding.

Services we could verify: roof replacement, roof repair, metal roofing, slate and tile, gutters, siding.

Why it ranks here. A Staunton family roofer with 28 GAF reviews averaging 4.9 and a Class A roofing-specialty licence. Its BBB service area reaches Bath and Highland counties, so it is one of the few ranked firms working the mountain counties west of the metro. It lists metal, slate and copper, the materials Staunton’s historic guidelines favour, and roof painting for existing metal roofs.

Best fit for: Owners of metal roofs that need painting or repair rather than replacement, and homeowners west of Staunton toward the mountains.

What we would want clarified. It has the fewest GAF reviews of the ranked firms, and BBB and DPOR give different addresses, though both are inside the metro. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

5. Burns Builders Roofing and Exteriors: best for northern Augusta County (TRB Score 56.8)

Burns Builders Roofing and Exteriors is based in Port Republic, VA, in business since 2014, led by Bruce Burns, president, BBB accredited since 10 December 2025, A+ rating, one complaint in three years, and holds Certified standing on the GAF certification registry.

  • Accredited since December 2025 with an A+ rating; business started January 2014; president Bruce Burns; nine employees; service area Augusta, Nelson and Rockingham counties; one complaint in three years.. BBB business profile

What they actually do. Roof replacement and repair, seamless gutters and siding.

Services we could verify: roof replacement, roof repair, gutters, siding.

Why it ranks here. A Port Republic firm in Rockingham County, about 16 miles north of Staunton, with 74 GAF reviews averaging 4.7 and a Class A licence covering residential and commercial building since 2014. Its BBB service area names Augusta County, so it works the north of this metro. Despite the builder name, BBB files it as a roofing contractor.

Best fit for: Northern Augusta County homeowners around Weyers Cave, Mount Sidney and Grottoes who want a firm licensed for any job size.

What we would want clarified. It is based outside the metro and has no working website, so BBB’s service area is its only published one; BBB records one workmanship complaint from April 2024 as answered, not resolved, and accreditation only since December 2025. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (540) 607-6911, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Roof replacement and repair in Staunton, VA

Short answer: In Staunton, start with Holloway Roofing for older homes that may have asbestos roofing, Baber Enterprises for historic metal roofs, Quality Enterprises for slate repair, Pitch Perfect Roofing for painting or repairing metal roofs, and Burns Builders for northern Augusta County. The rule that matters most: a like-for-like house reroof normally needs no permit in Virginia, but in Staunton’s historic districts replacing more than half of a roof element needs a Certificate of Appropriateness.

The Staunton metro took the Shenandoah Valley’s worst hail of the decade. On 7 August 2023 storms produced every 2-inch-or-larger hail report the metro logged in ten years, including 3.0 inches near Hope Lake and 2.5-inch tennis ball hail on Powhatan Street. On 6 July 2022 an estimated 85-knot downburst brought down hundreds of trees across the city and punched a limb through a roof on Garland Drive, and in April 2022 an EF1 tore part of a metal roof from a Tinkling Spring Road farmhouse. Across the decade the metro logged 180 thunderstorm wind reports, 28 hail reports and three tornadoes, with July and June leading.

Virginia has no 25 percent roof rule. The state code treats replacing any amount of roof covering on a house as an ordinary repair needing no permit where the nominal design wind speed is 100 mph or less, and Staunton’s 115 mph ultimate speed converts to 89 mph nominal. Reroofing still follows the Virginia Existing Building Code: no recover over a water soaked or deteriorated roof, slate or tile, or two or more layers. Staunton’s criteria call for ice shield underlayment and a 43 psf ground snow load. Commercial reroofs need a permit at 5 cents a square foot. With no permit on most house jobs, no inspector checks the work.

The historic districts change the job. In Gospel Hill, Beverley, The Wharf, Stuart Addition and Newtown, replacing more than half of a roof element in kind needs an administrative Certificate of Appropriateness, about ten business days, and any change of material goes to the Historic Preservation Commission. The guidelines ask owners to keep slate and standing-seam metal, and say most leaks there come from failed flashing or nails, not the slate itself. Staunton’s median home dates from 1962, with nearly one in five built before 1940. Virginia licenses roofers through DPOR by class, and the recovery fund pays up to $30,000 per transaction against a licensee.

Holloway Roofing in Weyers Cave, President’s Club with 1,164 reviews averaging 5.0, is the only firm here licensed for asbestos work, though its home improvement specialty does not cover commercial buildings. Baber Enterprises is the only President’s Club firm based in the city and advertises historic metal roofing. Quality Enterprises in Waynesboro, trading since 1982, works in slate, metal and shingle under a Class B licence. Pitch Perfect Roofing lists metal, slate and copper plus roof painting. Burns Builders in Port Republic holds a Class A licence. From 1 January 2027 Virginia bars contractors from paying or waiving a deductible on an owner-occupied home; until then those rules are not in force.

What 3.0 inch hail does to a Staunton roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Staunton-Stuarts Draft, VA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 28 hail reports, 180 severe thunderstorm and high wind reports and 3 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $2.7 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Staunton in a decade

Date Stone size Reported near County
7 August 2023 3.0 in Swoope Augusta
7 August 2023 2.5 in Staunton Staunton (C)
7 August 2023 2.0 in Staunton Staunton (C)
7 August 2023 2.0 in Waynesboro Waynesboro (C)
7 August 2023 1.75 in Staunton Staunton (C)
15 August 2019 1.75 in Grottoes Augusta

The largest stone on record for this metro fell on 7 August 2023 near Swoope, measured at 3.0 inches. That is baseball sized, comfortably past the point where a roof is written off rather than repaired.

Wind. The strongest thunderstorm gust logged in the metro was 85 knots, about 98 mph, near Staunton on 6 July 2022. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 3 tornadoes touched down in these counties over the decade, the strongest rated EF1 near Waynesboro on 26 April 2022.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 6 July 2022 event near Staunton, reproduced verbatim:

Hundreds of trees blew down around the City of Staunton. Although most of the damage was consistent with wind gusts of 60 to 80 mph, there was one spot in the unit block of Morris Mill Road that had significantly more severe damage. In this area, a few hundred yard swath of trees snapped; most were healthy pine trees, and virtually every tree was snapped in half, all laying in the same direction. Elsewhere, a tree blew down onto a car on Devon Road; multiple trees and power lines blew down on Aiken Street; a large tree limb punctured the roof of a home on Garland Drive; several large trees blew down on Selma Boulevard, including a few into a house; several large pine trees snapped on…

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (61), June (60), August (42). The worst years on record were 2025 (38), 2022 (29), 2019 (25). If you are scheduling non-urgent work in Staunton, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Staunton. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Staunton’s 2022 to 2023 storm run: an 85-knot downburst, an EF1 tornado and tennis-ball hail inside 13 months

On 6 July 2022 an isolated storm hit the City of Staunton with an estimated 85-knot gust, the metro’s strongest of 2016 to 2025. The National Weather Service reported hundreds of trees down across the city, a tree limb punching through the roof of a home on Garland Drive and minor roof and siding damage around town. The $1.2 million recorded that day is about 45 percent of all wind, hail and tornado damage logged in the metro across the decade.

Three months earlier, on 26 April 2022, an EF1 tornado ran six miles from near Fishersville into Waynesboro at up to 90 mph. On Tinkling Spring Road a farmhouse lost part of its metal roof, which ended up wrapped around tree branches, and in Waynesboro a church lost its steeple. Then on 7 August 2023 the afternoon storms produced every 2-inch-or-larger hail report the metro logged in the decade: 3.0 inches near Hope Lake, 2.5-inch tennis ball hail on Powhatan Street in Staunton and 2.0 inches on Raleigh Court in Waynesboro.

That is unusual for the valley. By our count of the same NOAA files, the Staunton metro logged four reports of 2-inch hail and a 3.0-inch maximum from 2016 to 2025, while the Harrisonburg metro immediately north logged none, with a 1.75-inch maximum. Across the decade Augusta County, Staunton and Waynesboro recorded 180 thunderstorm wind reports, 28 hail reports and three tornadoes, with $2.65 million of recorded damage, and June and July lead the calendar.

Winter matters less here than in the Berkshires or the Rockies but still counts: the Augusta zone logged 13 winter storms and three ice storms in the decade, the January 2016 storm left 18.3 inches at Fishersville, and Staunton averages about 22 inches of snow a year. The housing stock is older in the cities than in the county: Staunton’s median home dates from 1962, with nearly one in five built before 1940, against 1989 in Augusta County, where 9 percent of homes are mobile homes.

After a hail or wind event, most Staunton house reroofs can start without a permit, which also means no inspector checks the work, so ask for the licence number and confirm it on DPOR’s register. In the historic districts, check whether your roof is slate or standing seam before signing: the city guidelines say most leaks there come from failed flashing or nails, not the slate itself.

How to tell a Staunton roofer’s claims from their record

Licensing is required in VA. Virginia requires a licence from the Board for Contractors, under the Department of Professional and Occupational Regulation, for any contract over $1,000 to repair or improve a building, roofing included. Roofing is covered by the ROC roofing specialty, and also by the residential and commercial building classifications and the home improvement specialties, so a firm holding any of those may lawfully reroof a house.

Virginia issues three classes by project value under Va. Code 54.1-1100. Class C covers single projects over $1,000 and under $30,000 (and under $250,000 of work a year), Class B covers $30,000 up to $150,000 (or $250,000 to $1 million a year), and Class A covers $150,000 or more (or $1 million a year), with qualifying-individual experience of one, three and five years respectively. The firm’s qualified individual must pass a board-approved trade exam, and Class A and B firms also need a designated employee who has passed the business exam. A six-hour board-approved pre-licence business course (six hours since 1 September 2025) is completed by a member of management, or for Class A and B by the designated employee. From 1 January 2027 the Residential Property Owners Protection Act (Va. Code 59.1-617 to 59.1-620) bars a contractor from paying, waiving or rebating an insurance deductible on an owner-occupied home, requires every roofing contract to carry a deductible-practices notice (without it the owner may void the contract within 10 days) and a bold insurance notice, and lets an owner cancel a roofing contract signed within 180 days of a declared emergency covering the property within 10 days or before work starts, whichever is sooner.

Check here: Virginia DPOR licence lookup. The class caps the contract value. A Class C licensee cannot legally take a project of $30,000 or more, so confirm the class matches the size of your job before signing.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Staunton rankings were produced

Every contractor in the Staunton-Stuarts Draft, VA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 5 certified contractors, of whom 2 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.8. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.

Set aside in Staunton. A contractor that would otherwise have scored into the top five was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Skyline Roofing Inc, which scored 47.8: Excluded on core trade. A Rockingham County roofer that describes itself on its site, in its BBB category and in industry news as a commercial roofing company with no residential service; Tecta America, the national commercial roofing group, acquired it in October 2025.

What is the 25% rule for roofing in Virginia?

Virginia has no 25 percent roof rule. The Uniform Statewide Building Code treats replacing any amount of roof covering on a one or two family home as an ordinary repair needing no permit, unless the nominal design wind speed exceeds 100 mph. Reroofing follows the Virginia Existing Building Code, which bars a recover over a soaked or deteriorated roof, slate or tile, or two or more layers.

Do I need a permit to replace a roof in Staunton?

A like-for-like house reroof normally needs no building permit, because Staunton’s design wind speed converts to 89 mph nominal, below Virginia’s 100 mph threshold. In the five historic districts, replacing more than half of a roof element needs a Certificate of Appropriateness, and commercial reroofs need a permit at 5 cents a square foot.

Who does slate and metal roof repair in Staunton?

Quality Enterprises in Waynesboro works in slate, metal and shingle and suits slate owners who need repair rather than replacement. Pitch Perfect Roofing lists metal, slate and copper and paints existing metal roofs, and Baber Enterprises advertises historic metal roofing.

How do I know if a roofer in Staunton is good?

Confirm the licence number on Virginia’s DPOR lookup and check that the class matches the size of your job, since a Class C licensee cannot take a project of $30,000 or more.
