Best Roofers in Pinehurst, NC: 3 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the three highest-scoring roofing contractors in the Pinehurst-Southern Pines, NC metro on The Roofing Brief Contractor Score are Mendoza Roofing (79.5), A-Team Roofing & Construction (70.7), Elite Roofing (62.7). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.

The Roofing Brief scored 3 certified roofing contractors serving the Pinehurst metro on a published, reproducible formula, then researched each of the top three individually to confirm its record. In Pinehurst the roof rules come from history rather than hail: the village sits inside a National Historic Landmark, and in its Local Historic District changing roof material needs a public hearing, metal roofs are limited to copper or six dark colours, and even standing-seam dimensions are capped. Moore County’s storms are modest, 16 hail reports in a decade with none above 1.75 inches, while tropical systems bring the damaging wind.

Quick picks for Pinehurst:

  • Mendoza Roofing: best overall (TRB Score 79.5). Verified services: roof replacement, roof repair, metal roofing.
  • A-Team Roofing & Construction: best for northern Moore County (TRB Score 70.7). Verified services: roof replacement, roof repair, metal roofing, flat and low-slope roofing, gutters, commercial roofing.
  • Elite Roofing: best for historic district roofs (TRB Score 62.7). Verified services: roof replacement, slate and tile, cedar and shake, metal roofing, flat and low-slope roofing, skylights, commercial roofing.

Wind, terrain and the Pinehurst housing stock

North Carolina has no roofing licence. A firm needs a general contractor licence from the state board only for a job of $40,000 or more, so most Moore County roofers legally hold none; contracting above that line without one is a misdemeanour. Two of the three ranked firms hold no licence, which limits them to jobs under $40,000.

State law exempts most like-for-like reroofs on single-family homes from building permits up to $40,000, though not overlays. The Village of Pinehurst runs its own inspections and says a roof replacement needs a permit in many cases; its 2025 fee schedule lists a $100 single-trade residential permit. Inside the historic district a Certificate of Appropriateness is needed on top.

Since 1 October 2024 an insurance-funded roof replacement or repair sold away from the roofer’s premises carries a five-business-day cancellation right after a claim denial, during which the roofer may not start work or take payment except for written emergency work; the rule does not cover licensed general contractors. North Carolina has no law against waiving or rebating your deductible.

Moore County’s housing is young by national standards, with a median build year of 1994 and more than a fifth of homes built since 2010, and only 23.6 percent are rented. The county takes the code’s default 115 mph design wind speed, a step below its listed neighbours at 120 mph, and the 2018 North Carolina Residential Code remains in force while the 2024 code is delayed.

  • Not accredited, A+; business started and incorporated October 2017; owner Jennifer Mendoza and managing member Julio Mendoza; three employees; no complaints.. BBB business profile
  • Serves the Star area with Southern Pines and Aberdeen named among six service towns; residential replacement and repair with a ten-year warranty.. Company website
  • No general contractor licence found under the company or its principal; none is needed for jobs under $40,000.. North Carolina Licensing Board for General Contractors

What they actually do. Residential roof replacement and repair in shingle and metal.

Services we could verify: roof replacement, roof repair, metal roofing.

Why it ranks here. The top-scoring firm, a Master Elite roofer with 141 GAF reviews averaging 5.0. It is a small three-person business based in Montgomery County, about 21 miles from Pinehurst and outside the metro, but its website names Southern Pines and Aberdeen as service towns.

Best fit for: Southern Pines and Aberdeen homeowners with a straightforward shingle or metal reroof under $40,000.

What we would want clarified. It is based outside the metro, holds no state licence, is not BBB accredited, and its website’s About page still carries template placeholder text. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (910) 975-2102, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. A-Team Roofing & Construction: best for northern Moore County (TRB Score 70.7)

A-Team Roofing & Construction is based in Vass, NC, led by Juan Vallejo-Garcia, managing member, Not accredited, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

  • Not accredited, A+; business started November 2019, incorporated April 2021; managing member Juan Vallejo-Garcia; metal, shingle and low-slope roofing; no complaints.. BBB business profile
  • Locally owned roofer with a Vass office, founded around 2020; residential and commercial roofing, gutters and insurance claims.. Company website
  • No general contractor licence found; none is needed for jobs under $40,000.. North Carolina Licensing Board for General Contractors

What they actually do. Residential reroofing and repair, metal and low-slope roofing, gutters and insurance claim work.

Services we could verify: roof replacement, roof repair, metal roofing, flat and low-slope roofing, gutters, commercial roofing.

Why it ranks here. A genuinely local Moore County roofer based in Vass, with 175 GAF reviews averaging 5.0 that consistently name the owner and describe Moore County jobs, including a Pinehurst townhome. Its start date varies slightly between 2019 and 2020 by source, so we give no year.

Best fit for: Northern Moore County homeowners around Vass, Cameron and Whispering Pines who want a local owner-run firm.

What we would want clarified. It holds no state licence, so it cannot take a single job of $40,000 or more, and it is not BBB accredited. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (910) 690-0872, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

3. Elite Roofing: best for historic district roofs (TRB Score 62.7)

Elite Roofing is based in Aberdeen, NC, led by Tony Inglese Jr., owner and president, BBB accredited since 11 December 2008, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

Certifications held: Certified (GAF), Owens Corning Preferred. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • Listed in Aberdeen as an Owens Corning Preferred contractor.. Owens Corning contractor locator
  • Began operating in Aberdeen in 2006; serves Pinehurst, Southern Pines, Foxfire, Seven Lakes, Whispering Pines and the rest of Moore County.. Company website

What they actually do. Residential and commercial reroofing, cedar and synthetic shake, slate and synthetic slate, metal and rubber roofing, and skylights.

Services we could verify: roof replacement, slate and tile, cedar and shake, metal roofing, flat and low-slope roofing, skylights, commercial roofing.

Why it ranks here. The best-documented firm in the metro: an Aberdeen roofer with an unlimited state licence since 2009, BBB accreditation since 2008 and Owens Corning Preferred status, with 135 GAF reviews averaging 4.7. It works in slate, shake and metal, the materials the Pinehurst historic standards care about. Founding dates differ by source, so we give no year.

Best fit for: Pinehurst historic district owners matching slate, shake or metal, and anyone whose job may exceed $40,000.

What we would want clarified. It holds GAF’s base Certified tier, and one BBB customer review on file appears negative, though BBB lists no formal complaints. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (910) 783-4800, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Roof replacement and repair in Pinehurst, NC

Short answer: In Pinehurst, start with Mendoza Roofing for a straightforward shingle or metal reroof under $40,000, A-Team Roofing & Construction for northern Moore County, and Elite Roofing for historic district slate, shake or metal work and any job of $40,000 or more. The rule that matters most: inside Pinehurst’s Local Historic District, changing roof material needs a Certificate of Appropriateness after a public hearing before the Historic Preservation Commission.

Hail rarely drives a replacement here. Moore County logged 16 hail reports in a decade with none above 1.75 inches, alongside 142 thunderstorm wind reports and a single tornado, and tropical systems bring the damaging wind. July, May and August record the most storm reports. The county takes the code’s default 115 mph design wind speed, a step below its listed neighbours at 120 mph. The housing is young, with a median build year of 1994 and more than a fifth of homes built since 2010, and in the village only 3.2 percent of homes predate 1940.

North Carolina has no statewide 25 percent roof rule. The 2018 North Carolina Residential Code remains in force while the 2024 code is delayed, and its reroofing section follows the IRC approach: a replacement means tear-off to the deck, and a recover is not allowed over a water-soaked or deteriorated roof, over slate, clay, cement or asbestos-cement tile, or over two or more existing layers. State law exempts most like-for-like reroofs on single-family homes from building permits up to $40,000, though not overlays. The Village of Pinehurst runs its own inspections, says a roof replacement needs a permit in many cases, and lists a $100 single-trade residential permit.

In the Local Historic District, replacing roofing in the same style, size and colour is minor work the Village Planner can approve for $100; changing material or style, or altering a roof line, goes to a public hearing at $500. Metal roofs must be copper or one of six colours, with standing seams no more than one inch high. North Carolina has no roofing licence, and a general contractor licence is needed only for a job of $40,000 or more. Since 1 October 2024 an insurance-funded roof contract sold away from the roofer’s premises carries a five-business-day cancellation right after a claim denial, except for licensed general contractors. No state law bars waiving your deductible.

Mendoza Roofing, a three-person Master Elite firm in Biscoe about 21 miles away, does residential replacement and repair in shingle and metal with 141 reviews at 5.0, and names Southern Pines and Aberdeen as service towns. A-Team Roofing & Construction in Vass is owner-run, with 175 reviews at 5.0, and does reroofing, repair, metal and low-slope roofing and gutters. Neither holds a state licence, so both are limited to jobs under $40,000. Elite Roofing in Aberdeen holds an unlimited state licence since 2009 and works in cedar and synthetic shake, slate, metal and rubber roofing, the materials the historic standards care about, plus skylights.

The 142 wind reports that shape a Pinehurst roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Pinehurst-Southern Pines, NC statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 16 hail reports, 142 severe thunderstorm and high wind reports and 1 tornado. Reported property damage from hail, severe wind and tornado over that decade totalled $671,000; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Pinehurst in a decade

Date Stone size Reported near County
6 May 2022 1.75 in Eagle Spgs Moore
9 April 2021 1.75 in Pinebluff Moore
9 April 2021 1.75 in Aberdeen Moore
12 August 2024 1.75 in Manly Moore
27 March 2021 1.75 in Cameron Moore
27 March 2021 1.75 in Eagle Spgs Moore

The largest stone on record for this metro fell on 6 May 2022 near Eagle Spgs, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.

Wind. The strongest thunderstorm gust logged in the metro was 54 knots, about 62 mph, near Carthage on 21 August 2016. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 1 tornado touched down in these counties over the decade, the strongest rated EF1 near Howard Mill on 19 April 2019.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 21 August 2016 event near Carthage, reproduced verbatim:

A broken line of showers and storm tracked across central NC during the afternoon. A few of these storms became strong to severe and produced damaging wind gusts.

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (35), May (30), August (28). The worst years on record were 2023 (23), 2018 (18), 2022 (18). If you are scheduling non-urgent work in Pinehurst, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Pinehurst. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Roofing inside a National Historic Landmark: Pinehurst’s district controls roof materials, colours and seams

The National Park Service made Pinehurst a National Historic Landmark in 1996, and in 2006 the Village Council created a Local Historic District that is larger than the landmark boundary. Properties inside it face extra review by the Historic Preservation Commission, and the village asks property owners, designers and contractors to read its Historic District Standards, last updated in October 2022, before planning work.

The standards divide roofing into two tracks. Replacing roofing with the same style, size and colour is minor work that the Village Planner can approve with a Certificate of Appropriateness for $100. Changing to a different material or style, or altering a roof line, is major work that must go to a public hearing before the Commission, at $500, on top of building permit fees.

The detail is specific. If a whole roof must be replaced, the new material should match the old in composition, dimension, shape, colour, pattern and texture. Metal roofs must be copper or one of six colours, from weathered copper to dark silver, and on houses standing seams should not exceed one inch high and a quarter inch wide. Skylights go on the rear roof, solar panels and attic fans as inconspicuously as possible, and replacement gutters must be copper or a palette colour.

Roofing is a regular item on the Commission’s agenda: a staff chart in September 2021 counted 21 roofing certificates that year to date, nine of them major. That August the Commission approved, unanimously, replacing a flat rubber roof with red metal on part of the Pinehurst Resort clubhouse.

The rules bear on a small core, since only 3.2 percent of the village’s homes predate 1940 and 40 percent were built after 2000. If your home is in the district, ask any roofer whether they have handled a Certificate of Appropriateness before, check whether your choice of material or colour makes it major work, and allow for a public hearing before the job can start.

Three things to confirm before work starts in Pinehurst

There is no state roofing licence in NC. North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more.

The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: NCLBGC licensee search. Below $40,000 no state licence is needed, and most single-family reroofs cost less than that, so many local roofers lawfully hold none; most such reroofs need no building permit either (G.S. 160D-1110(c)). If your job is at or above $40,000, check the licence on the Board’s search; below it, check insurance certificates with the insurer. Since 1 October 2024, a residential roof contract sold at your home by an unlicensed roofer carries a five-business-day cancellation period after an insurance claim denial, during which the roofer may not start work or take payment (G.S. 14-401.13(b1), a Class 1 misdemeanour); licensed general contractors, and retail sellers of roofing materials who install, are outside that rule. North Carolina has no statute banning deductible rebates.

For what a full replacement costs across North Carolina, including state labor rates and permit rules, see our North Carolina roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

The shape of the Pinehurst contractor market

3 certified roofing contractors serve the principal cities of the Pinehurst-Southern Pines, NC statistical area, of which 0 hold the top President’s Club tier. The pool carries 451 customer reviews between them at a mean rating of 4.867. The statistical area had a 2024 population of 108,417, a change of 8.7% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Pinehurst rankings were produced

Every contractor in the Pinehurst-Southern Pines, NC pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 3 certified contractors, of whom 0 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.867. The top three were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.

Set aside in Pinehurst. Contractors that would otherwise have scored into the top three were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Brown Family Builders, which scored 76.5: Excluded on core trade. A Pinehurst firm that presents itself first as a custom home builder, with roofing a second line; it shares a phone number and licence trade name with a Fayetteville restoration business, and its GAF reviews appear to mix in that firm’s work.
  • American Roofing & Construction LLC, which scored 64.0: Excluded on service area. A Mobile, Alabama roofer whose website now lists only Alabama and Mississippi towns and whose North Carolina page no longer loads, so we could not confirm it still serves Moore County; its North Carolina licence also lapsed from 2021 to May 2025.
  • Dennis Construction Company LLC, which scored 52.8: Excluded on service area. Its website describes a Charlotte roofer and never mentions Moore County, and its GAF address in Morven is outside the metro; we found no licence or BBB profile.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Questions Pinehurst homeowners ask

Who is the best roofer in Pinehurst, NC?

Mendoza Roofing of Biscoe, NC scores highest in the Pinehurst metro on The Roofing Brief Contractor Score, at 79.5 out of 100 as of October 2026. It holds Master Elite certification with a 5.0 rating across 141 reviews. Highest-scoring is not the same as best fit for your specific job, and the two companies behind it score within 16.8 points.

What is the 25% rule for roofing in North Carolina?

North Carolina has no statewide 25 percent roof rule. The 2018 North Carolina Residential Code follows the IRC approach, with no percentage trigger for partial repairs: a replacement means tear-off to the deck, and a recover is not allowed over two or more existing layers. Your county or city inspections department handles reroof permits.

Do I need a permit to replace a roof in Pinehurst?

Often, yes. State law exempts most like-for-like reroofs on single-family homes from building permits up to $40,000, though not overlays, but the Village of Pinehurst says a roof replacement needs a permit in many cases and lists a $100 single-trade residential permit. Inside the historic district a Certificate of Appropriateness is needed on top.

Can I put a metal roof on a house in the Pinehurst historic district?

Yes, within limits. Metal roofs must be copper or one of six approved colours, and on houses standing seams should not exceed one inch high and a quarter inch wide. Changing to a different material is major work that goes to a public hearing before the Historic Preservation Commission, at $500.

Who does roof repair in Pinehurst?

Mendoza Roofing does residential roof replacement and repair in shingle and metal and names Southern Pines and Aberdeen among its service towns. A-Team Roofing & Construction in Vass does residential reroofing and repair, including metal and low-slope roofs. Neither holds a state licence, so both are limited to jobs under $40,000.

How many certified roofing contractors serve Pinehurst?

3 contractors on the GAF certification registry serve the principal cities of the Pinehurst-Southern Pines, NC statistical area as of October 2026, of which 0 hold President’s Club status.

How much damaging hail does Pinehurst get?

The Pinehurst-Southern Pines, NC statistical area recorded 13 hail reports of 1 inch or larger and 0 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 1.75 inches.

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top three.

What was the worst hailstorm in Pinehurst in the last ten years?

The largest hailstone logged by the National Weather Service in the Pinehurst-Southern Pines, NC statistical area between 2016 and 2025 measured 1.75 inches, reported near Eagle Spgs on 6 May 2022. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground. Across the decade the metro recorded 16 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $671,000; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Pinehurst?

Severe-weather reports in the Pinehurst-Southern Pines, NC statistical area cluster in July, May, August, on the NOAA record for 2016 to 2025. If the work can wait, booking outside that window usually buys you shorter lead times and more of the contractor’s attention.

Do roofers need a licence in NC?

North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more. The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.

What should I check before hiring a roofer in Pinehurst?

Roofing inside a National Historic Landmark: Pinehurst’s district controls roof materials, colours and seams?

The National Park Service made Pinehurst a National Historic Landmark in 1996, and in 2006 the Village Council created a Local Historic District that is larger than the landmark boundary. Properties inside it face extra review by the Historic Preservation Commission, and the village asks property owners, designers and contractors to read its Historic District Standards, last updated in October 2022, before planning work.

Is Pinehurst a hard market to find a good roofer in?

In Pinehurst the roof rules come from history rather than hail: the village sits inside a National Historic Landmark, and in its Local Historic District changing roof material needs a public hearing, metal roofs are limited to copper or six dark colours, and even standing-seam dimensions are capped. Moore County’s storms are modest, 16 hail reports in a decade with none above 1.75 inches, while tropical systems bring the damaging wind.

Is wind or hail the bigger risk to a roof in Pinehurst?

Wind, by a wide margin. The Pinehurst-Southern Pines, NC statistical area logged 142 severe thunderstorm and high wind reports against 13 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is Brown Family Builders not on this list?

Excluded on core trade. A Pinehurst firm that presents itself first as a custom home builder, with roofing a second line; it shares a phone number and licence trade name with a Fayetteville restoration business, and its GAF reviews appear to mix in that firm’s work..
