Best Roofers in Gettysburg, PA: 4 Certified Contractors, Scored and Verified

The four best roofers in Gettysburg, PA, ranked on a published formula and verified individually against BBB, licence and manufacturer records. No paid placement.

Best Roofers in Gettysburg, PA: 4 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the four highest-scoring roofing contractors in the Gettysburg, PA metro on The Roofing Brief Contractor Score are Dayhoff Construction (91.5), AC Matthews Roofing & Exteriors (77.3), Cool Water Roofing (76.3), CR3 American Exteriors (76.0). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 4 certified roofing contractors serving the Gettysburg metro on a published, reproducible formula, then researched each of the top four individually to confirm its record. Roofing in Gettysburg means roofing in a battlefield town: nearly half the borough’s homes predate 1940, every exterior change in the Historic District needs a certificate before work starts, contractors as well as owners can be fined up to $600 a day, and the borough’s design guide treats surviving slate as a resource to repair, warning owners about roofers who insist it cannot be. The weather threat is wind, from microbursts up to 100 mph.

Quick picks for Gettysburg:

  • Dayhoff Construction: best overall (TRB Score 91.5). Verified services: roof replacement, roof repair, storm damage work, siding, gutters, windows, skylights, commercial roofing.
  • AC Matthews Roofing & Exteriors: best for northern Adams County (TRB Score 77.3). Verified services: roof replacement, roof repair, storm damage work, siding, gutters, windows, flat and low-slope roofing.
  • Cool Water Roofing: best for flat and rubber roofs (TRB Score 76.3). Verified services: roof replacement, roof repair, flat and low-slope roofing, storm damage work.
  • CR3 American Exteriors: most-reviewed firm (TRB Score 76.0). Verified services: siding, windows, gutters, storm damage work, commercial roofing.

What a Gettysburg roof is up against

Pennsylvania has no roofing licence. A contractor doing more than $5,000 of home improvement a year must register with the Attorney General, at $50 with $50,000 each of injury and property damage insurance and no exam, and put the number on every contract and advertisement. A contract over $500 that is not written or lacks the number cannot be enforced against the homeowner, and on jobs over $5,000 the deposit may not exceed one third plus special-order materials.

You can cancel any home improvement contract within three business days of signing. Pennsylvania has no roofing-specific insurance law, so there is no ban on deductible rebates and no special cancellation right after a claim denial. Municipalities cannot license registered contractors, but they can require permits.

In Gettysburg Borough every project needs a $40 Consolidated Land Use Permit, with building permit fees of $12 per $1,000 of value on non-code work. The state construction code does not cover residential repairs or non-structural alterations unless a local ordinance says so, so the borough’s own permit and its Certificate of Appropriateness are the checkpoints a reroof passes through.

Gettysburg Borough’s housing is far older than Adams County’s: its median home dates from 1942, 47.5 percent were built before 1940 and 53.3 percent are rented, while the county’s median is 1980. Several firms serving the metro are based in Maryland or York County, so confirm a Pennsylvania registration and an Adams County service area before signing.

  • Accredited since November 2020 with an A+ rating; managing member Lucas S. Dayhoff; founding date 2020; no complaints in three years.. BBB business profile
  • Dayhoff Construction LLC holds registration PA156324 at its Gettysburg address, the number on its website; the register copy we could read showed an expiry of 27 May 2026 with renewal not yet reflected.. Pennsylvania home improvement contractor register
  • Gettysburg roofing, siding and gutter firm serving Gettysburg, Cashtown, Fayetteville, Littlestown, New Oxford and Hanover, with a branch in Fort Morgan, Colorado.. Company website

What they actually do. Residential roof replacement and repair, storm and insurance work, siding, gutters, windows, skylights and some commercial roofing.

Services we could verify: roof replacement, roof repair, storm damage work, siding, gutters, windows, skylights, commercial roofing.

Why it ranks here. The top-scoring firm and the metro’s only President’s Club member, based in Gettysburg with 172 GAF reviews averaging 4.9 and a clean BBB file. Its site claims more than two decades of experience while BBB dates the company to 2020, so we give no founding year.

Best fit for: Gettysburg, Cashtown and Fairfield homeowners who want the highest-tier certified firm based in the borough.

What we would want clarified. Its Pennsylvania registration showed an expiry of 27 May 2026 in the register copy we could read, so confirm it is current on the Attorney General’s search, and its experience claims do not match its 2020 founding date. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (717) 778-5918, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. AC Matthews Roofing & Exteriors: best for northern Adams County (TRB Score 77.3)

AC Matthews Roofing & Exteriors is based in Aspers, PA, led by Matthew Arvin, co-owner, BBB accredited since 16 June 2023, A+ rating, no complaints, and holds Master Elite standing on the GAF certification registry.

  • AC Matthews Roofing & Exteriors holds Maryland licence 146598, active to March 2028, per a mirror of Maryland records; its Pennsylvania number, 171324, did not appear in the register copy we could search.. Maryland home improvement licence

What they actually do. Residential roof replacement and repair, storm and insurance work, siding, gutters, windows, solar and flat roofing.

Services we could verify: roof replacement, roof repair, storm damage work, siding, gutters, windows, flat and low-slope roofing.

Why it ranks here. A Master Elite firm with 42 GAF reviews averaging 5.0, headquartered in Towson, Maryland, with a Pennsylvania office in Aspers in Adams County and the most detailed Adams County service area of any firm here. It was founded in 2021.

Best fit for: Homeowners in northern and eastern Adams County, from Biglerville and Aspers to York Springs.

What we would want clarified. Its Pennsylvania registration number printed on its site was not in the register copy we could search, so ask for the certificate, and it is a young, Maryland-based business. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. Cool Water Roofing: best for flat and rubber roofs (TRB Score 76.3)

Cool Water Roofing is based in Spring Grove, PA, in business since 2007, led by Derrick Loughry, president, Not accredited, not rated, no complaints, and holds Master Elite standing on the GAF certification registry.

  • Established 2007; names Abbottstown and New Oxford in Adams County among the communities it focuses on, alongside Hanover, Spring Grove and York.. Company website

What they actually do. Residential roof replacement and repair, rubber and flat roofs, and storm damage.

Services we could verify: roof replacement, roof repair, flat and low-slope roofing, storm damage work.

Why it ranks here. A family-run York County roofer in Spring Grove, about 20 miles from Gettysburg, with 72 GAF reviews averaging 5.0 and an active Pennsylvania registration. BBB and its site agree on a 2007 start. It covers the eastern edge of the metro rather than Gettysburg itself.

Best fit for: Homeowners in Abbottstown, New Oxford and the eastern edge of Adams County.

What we would want clarified. Its published Adams County coverage is limited to Abbottstown and New Oxford, and BBB does not rate it. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

4. CR3 American Exteriors: most-reviewed firm (TRB Score 76.0)

CR3 American Exteriors is based in Hanover, PA, led by Carnie Fryfogle III, owner, Not accredited, A+ rating, no complaints, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), Owens Corning Preferred. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • C3 Roofing & Remodeling, Hanover, listed in Owens Corning’s contractor network.. Owens Corning contractor locator
  • The South Central PA location names McSherrystown and Brushtown in Adams County among the areas it serves.. Company website

What they actually do. Residential roofing, siding, windows, doors and gutters, storm and insurance work, and commercial roofing.

Services we could verify: siding, windows, gutters, storm damage work, commercial roofing.

Why it ranks here. The original, company-owned location of the CR3 roofing franchise, founded in Hanover in 2017 and franchising since 2022, with 711 GAF reviews averaging 4.8, the most in the pool. Its registration is held under the C3 Roofing & Remodeling name, matched by address and phone.

Best fit for: Homeowners around McSherrystown and the Hanover side of the metro who want a large, established crew.

What we would want clarified. The franchise headquarters shares this address and brand, so its large review count may mix the wider franchise system with this office, and it is not BBB accredited. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Roof replacement and repair in Gettysburg, PA

Short answer: In Gettysburg, Dayhoff Construction is the strongest overall pick, AC Matthews Roofing & Exteriors suits northern Adams County, Cool Water Roofing fits flat and rubber roofs on the eastern edge, and CR3 American Exteriors has the deepest review record. The rule that matters most is local: in the borough’s Historic District every exterior change needs a Certificate of Appropriateness before work starts, and contractors as well as owners can be fined up to $600 a day.

Adams County’s threat is wind rather than hail. Across 2016 to 2025 it logged 77 thunderstorm wind reports, six of them severe, ten hail reports with none above 1.5 inches, and one weak tornado, with June, July and August the busiest months. On 6 August 2020 a microburst estimated at 90 to 100 mph near East Berlin ripped the whole roof off a house about 250 years old on Rife Road. The decade’s $8.46 million damage total is misleading on its own: $8.0 million of it is one June 2021 report of 75 mph gusts bringing down trees and wires, with no roof damage described.

Gettysburg Borough’s housing is old: the median home dates from 1942 and 47.5 percent were built before 1940. In the Historic District a Certificate of Appropriateness is required for replacing a roof with anything other than original materials or design, and for any alteration to a building at least 50 years old, and no building permit issues until it is granted. The borough’s design guide treats slate as a resource to repair where less than 20 percent of the material is damaged, notes that iron nails usually fail before the slate does, and warns owners to beware of roofers who insist slate cannot be repaired.

Every borough project needs a $40 Consolidated Land Use Permit. The state Uniform Construction Code does not cover residential repairs or non-structural alterations unless a local ordinance says so; where the 2021 IRC applies, a replacement means tear off to the deck (R908.3). Pennsylvania has no roofing licence, but a contractor doing more than $5,000 of home improvement a year must register with the Attorney General and print the number on every contract. A contract over $500 must be written, deposits on jobs over $5,000 are capped at one third plus special-order materials, and you can cancel within three business days. There is no roofing-specific insurance law, so no special cancellation right after a claim denial.

Dayhoff Construction, based in Gettysburg, does replacement and repair, storm work, siding, gutters, windows, skylights and some commercial roofing; confirm its registration is current, as the register copy showed an expiry of 27 May 2026. AC Matthews Roofing & Exteriors of Aspers adds flat roofing and solar and publishes the most detailed Adams County service area. Cool Water Roofing of Spring Grove handles rubber and flat roofs and storm damage around Abbottstown and New Oxford. CR3 American Exteriors of Hanover covers storm, siding and commercial work around McSherrystown. For slate in the district, ask any roofer whether they specialise in it and price repair before replacement.

The 77 wind reports that shape a Gettysburg roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Gettysburg, PA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 10 hail reports, 77 severe thunderstorm and high wind reports and 1 tornado. Reported property damage from hail, severe wind and tornado over that decade totalled $8.5 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Gettysburg in a decade

Date Stone size Reported near County
4 August 2023 1.5 in Trust Adams
15 April 2024 1.25 in East Berlin Adams
2 July 2022 1.0 in Fairplay Adams
2 July 2022 1.0 in Mc Sherrystown Adams
10 May 2018 1.0 in Abbottstown Adams
15 May 2018 1.0 in Gettysburg Adams

The largest stone on record for this metro fell on 4 August 2023 near Trust, measured at 1.5 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.

Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near East Berlin on 6 August 2020. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 1 tornado touched down in these counties over the decade, the strongest rated EF0 near Hampton on 18 August 2021.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 6 August 2020 event near East Berlin, reproduced verbatim:

A severe thunderstorm microburst produced straight line wind damage near the town of East Berlin, Pennsylvania on Aug 6 at 725 PM EDT. Maximum wind speeds were estimated between 90 and 100 mph. The most significant damage occurred at a property on the 800 block of Rife Rd, where the roof was completely ripped off of a home that was approximately 250 years old. One of the exterior walls collapsed outward on the second story of a newer addition to the home. An RV was flipped and rolled over at a nearby property, where several steel panels were also ripped off the roof of a long barn. An empty trailer from a semi was flipped alongside Rife Rd. Isolated tree damage was observed along a 1-mile…

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (24), July (21), August (15). The worst years on record were 2020 (13), 2019 (11), 2021 (11). If you are scheduling non-urgent work in Gettysburg, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Gettysburg. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Roofing a battlefield town: the Historic District, slate, and a $600-a-day fine

Gettysburg Borough says every exterior improvement in its Historic District, large or small, must receive a Certificate of Appropriateness before work begins, even where no building permit is needed. Certificates are free. Minor projects and in-kind material changes can be approved by the Historic Preservation Officer, while larger projects go to the seven-member Historic Architectural Review Board, which meets on the third Wednesday of each month, and then to Borough Council.

The ordinance requires a certificate for replacing roofs, gutters or soffits with anything other than original materials or design, and for any alteration to a building at least 50 years old. The code officer may not issue a building permit until Council has issued the certificate. Violations expose the owner and also any contractor who knowingly takes part to a fine of up to $600 an offence, with each day after notice a separate offence.

The borough’s design guide calls the remaining slate roofs a significant historic resource whose preservation should be a priority. Its rule of thumb is to repair a slate roof where less than 20 percent of the material is damaged, noting that iron nails usually fail before the slate does and that slates can be reattached with copper nails. It warns owners to beware of roofers who insist slate cannot be repaired, and notes that HARB reviews roofing colour even though it does not review most paint.

Old roofs here meet violent weather. On 6 August 2020 a microburst estimated at 90 to 100 mph near East Berlin ripped the whole roof off a house about 250 years old on Rife Road and tore steel panels from a barn. Across 2016 to 2025 Adams County logged 77 thunderstorm wind reports, six of them severe, ten hail reports none above 1.5 inches, and one weak tornado.

NOAA’s $8.46 million damage total for the decade is misleading on its own: $8.0 million of it is one June 2021 report of 75 mph gusts bringing down trees and wires from Cashtown to Fairfield, with no roof damage described. If your home is in the district, ask any roofer whether they specialise in slate, price repair before replacement, and make sure the certificate is in hand before the crew arrives.

What to verify before a Gettysburg contractor starts

There is no state roofing licence in PA. Pennsylvania issues no state roofing licence. Instead, under the Home Improvement Consumer Protection Act, a contractor whose residential home improvement work totalled $5,000 or more in the previous tax year must register as a Home Improvement Contractor with the Office of the Attorney General; large home improvement retailers are exempt.

HIC registration requires minimum insurance of $50,000 personal injury and $50,000 property damage, and no competency exam. Any home improvement contract over $500 must be in writing and meet the Act’s requirements, and the registration number must appear on every contract, estimate, proposal and advertisement.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: Pennsylvania Attorney General contractor search. The Attorney General’s search shows only active registrations, with the number, expiry date and address; it does not show complaints, which have to be requested from the Bureau of Consumer Protection. A quote with no HIC number on it is not compliant with the Act.

For what a full replacement costs across Pennsylvania, including state labor rates and permit rules, see our Pennsylvania roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How many certified roofers Gettysburg actually has

4 certified roofing contractors serve the principal cities of the Gettysburg, PA statistical area, of which 1 hold the top President’s Club tier. The pool carries 997 customer reviews between them at a mean rating of 4.929. How these Gettysburg rankings were produced

Every contractor in the Gettysburg, PA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 4 certified contractors, of whom 1 hold President’s Club standing and 3 Master Elite, against a metro mean rating of 4.929. The top four were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

Set aside in Gettysburg. Contractors that would otherwise have scored into the top four were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • The Carroll County Roofing Company LLC, which scored 77.0: Excluded on service area. A Westminster, Maryland roofer whose site names only one Pennsylvania place, Hanover, plus a generic ‘South Central PA’, and no Adams County town.
  • AROCON Roofing & Construction, which scored 75.8: Excluded on service area and registration. A Westminster, Maryland roofer whose own service area lists counties in Maryland, Virginia and Delaware but none in Pennsylvania, and for which we found no Pennsylvania home improvement registration.
  • MPS Roofing Inc, which scored 62.2: Excluded on service area. A Westminster, Maryland shingle roofer whose site describes its market as Carroll County, Maryland, with Hanover the only Pennsylvania place named; its Pennsylvania registration was also due to expire on the day we checked.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Questions Gettysburg homeowners ask

Who is the best roofer in Gettysburg, PA?

Dayhoff Construction of Gettysburg, PA scores highest in the Gettysburg metro on The Roofing Brief Contractor Score, at 91.5 out of 100 as of October 2026. It holds President’s Club certification with a 4.9 rating across 172 reviews. Highest-scoring is not the same as best fit for your specific job, and the three companies behind it score within 15.5 points.

What is the 25% rule for roofing in Pennsylvania?

Pennsylvania has no 25 percent roof rule. The Uniform Construction Code adopted the 2021 IRC for houses effective January 1, 2026, but it does not apply to repairs to residential buildings, or to alterations with no structural or egress changes, unless a local ordinance requires it. Your municipality decides whether a reroof needs a permit.

Do I need a permit to replace a roof in Gettysburg?
