The NWS New Orleans and Baton Rouge office logs a 110 mph gust at Mandeville at 9:04 PM on 29 August 2021, and 11.64 inches of rain at its own Slidell office.
Act 239 of the 2025 Regular Session is the change most likely to affect your next reroof, and almost nobody is talking about it. So holding Residential Roofing today does not necessarily mean anybody passed a roofing examination. It means the firm went and got the classification the statute now names, which is still the better signal, and we say which firms did below.
The money side is worth understanding before you plan around it. R.S. 22:1483.1 establishes the Louisiana Fortify Homes Program, grants to retrofit roofs on insurable residential properties with a homestead exemption so as to resist hurricane, tornado and windstorm damage, capped at $10,000 and allocated by lottery. Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Slidell-Mandeville-Covington, LA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. The largest stone on record for this metro fell on 7 February 2017 near Bush, measured at 2.0 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.
Wind. The strongest thunderstorm gust logged in the metro was 61 knots, about 70 mph, near St. Tammany on 13 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

When it happens. Severe weather reports cluster in April (31), May (22), August (22). The worst years on record were 2024 (30), 2021 (19), 2017 (18). If you are scheduling non-urgent work in Slidell, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What a FORTIFIED roof is, and what Louisiana will and will not do about it
Four of the six firms in this market put FORTIFIED roofing in their service lists, and in a parish that took 12 to 16 feet of water from Slidell to Mandeville in Katrina and a 110 mph gust at Mandeville in Ida, that is the right thing for them to be selling. But the programme around it is more constrained than the marketing suggests, and the gap is worth knowing before you build a budget on it.
The grant exists and is real. R.S. 22:1483.1 authorises the insurance commissioner to make financial grants for retrofitting roofs on insurable residential properties carrying a homestead exemption, so as to resist hurricane, tornado and windstorm damage, and creates a dedicated fund for it. The cap is $10,000 per home and allocation is by lottery, not by application order or need.
The arithmetic of that lottery is the part to absorb. For 2026 the programme carried $100 million, assembled from $50 million of Katrina and Rita bond debt surplus assessments, $30 million authorised by the legislature and $20 million of HUD disaster-recovery money newly directed to coastal homeowners. Against that, roughly 5,500 grants had been awarded and about 48,000 homeowners had registered. At full funding the money supports in the order of 10,000 grants. And as of 25 September 2026 lottery registration was closed, with further rounds to be announced. R.S. 22:1483.1 puts it beyond argument: there is no entitlement to funding.
The insurance discount is the more dependable half, and it is the part contractors most often blur. R.S. 22:1483 requires any insurer that must file rates with the commissioner to provide an actuarially justified discount, credit, rate differential, deductible adjustment or other premium-reducing adjustment to insureds who build or retrofit to the standard. Note the words actuarially justified: the statute compels a discount, not a particular number, so the figure varies by carrier and you should get yours in writing from the insurer rather than from the roofer. Department of Insurance Bulletin 2025-03, issued 21 May 2025 by Commissioner Timothy J. Temple, exists precisely because this was being misrepresented, and reminds insurers and producers that wind mitigation discounts and the FORTIFIED Roof discount are two separate things.
One figure we will not give you is the cost premium of a FORTIFIED reroof over a standard one. We looked for a primary source and found none we could verify, and we would rather leave a hole in this page than publish a number a contractor can quote back at you. Ask for both prices, itemised, from the same firm. And note that FORTIFIED certification requires an independent evaluator, so a contractor who tells you they can certify their own work is describing something other than the programme.

R.S. 37:2163(A)(2) separately makes it unlawful for any contractor, licensed or unlicensed, to publish or circulate a misleading or false claim about a person’s licence or classification in any medium, including digital platforms.

Four checks to run before you sign anything, in any state.
