The NWS logs a written account of each severe-weather episode. This is its description of the 13 April 2020 event near Haw, reproduced verbatim:

A concentrated area of damage was observed approximately one half mile to the east of a confirmed EF-1 tornado that moved through Haws Run. The damage observed was consistent with that of a microburst from the same storm that produced the tornado just to the west. Most of the damage was within a small residential area on Clayton James Road, and included several large trees either snapped or toppled over, roof damage to a few manufactured homes, and numerous large limbs down.

That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (17), April (17), May (14). The worst years on record were 2024 (22), 2023 (13), 2022 (11). Florence came ashore near Wrightsville Beach on the morning of 14 September 2018 as an 80-knot Category 1, after spending part of its life as a Category 4. Onslow County had issued its first ever countywide mandatory evacuation. What followed was rain: gauges recorded 34.15 inches just north of Swansboro and 30.65 inches just northwest of Jacksonville.

The New River crested at a preliminary 3 to 5 feet above its previous record, set by Floyd in 1999, hundreds of homes in its upper reaches were inundated, and surge of 5 to 6 feet reached the Old Bridge Street bridge in Jacksonville. The National Hurricane Center lists Jacksonville and North Topsail Beach among the hardest hit areas, with extensive wind damage and thousands of downed trees across the coastal counties. An EF1 touched down on Camp Lejeune. Florence carries $34.5 million of damage on the Onslow record, the only damage figure on any Onslow storm entry in the decade.

The wind was strong but not extreme. MCAS New River measured a peak gust of 75 knots, about 86 mph, and 19.35 inches of rain. That is well below the 130 to 150 mph ultimate design speeds the residential code assigns to Onslow. A roof built and fastened to the current map should not fail in a storm of Florence’s strength; in practice, the roofs that do fail are older ones, poorly fastened ones and ones under falling trees.

That makes the details of a reroof matter more than the shingle brand. Ask which wind zone your address is in, how the shingles will be fastened and sealed at the edges, and whether the roof deck will be renailed. If you are insured through the state’s coastal pool, ask whether the job can be built to the FORTIFIED standard to qualify for the $6,000 grant.

Because most jobs here need neither a licence nor a permit, the checks fall to the homeowner: liability and workers’ compensation certificates confirmed with the insurer, a written scope, and, on any job of $40,000 or more, a general contractor licence on the Board’s search.
