The NWS logs a written account of each severe-weather episode. This is its description of the 17 January 2016 event near Harbor View, reproduced verbatim:

Charlotte County Emergency Management reported that they received an estimated 60 different calls from home and business owners about wind damage around western Charlotte County on the morning of the 17th. A total of 17 screen pool enclosures were damaged and 22 business had damage to the plastic covering of illuminated signs. Other reported damage included trees and branches blown down and minor damage to soffit and fascia. The emergency manager also noted that this was the most significant Pictures were also relayed from broadcast media showing wind damage to the roof of a block walled commercial building. The pictures showed significant sections of the shingles and sub-roofing material…

Twice through the eyewall

On 13 August 2004 Hurricane Charley made landfall near Cayo Costa at about 130 knots, then an hour later its eye passed over Punta Gorda, with the eyewall striking Punta Gorda and Port Charlotte, in the National Hurricane Center’s words, with devastating results. Charley’s strongest winds were packed within about six nautical miles of the centre. The Punta Gorda airport station failed after a 97 knot gust; NHC says much stronger winds would very likely have been recorded had it survived, and an unofficial reading at the county airport logged 139 knots. Charley killed ten people directly in the US, including a couple whose mobile home was destroyed in Charlotte County.

Eighteen years later Hurricane Ian did it again. After a 130 knot landfall on Cayo Costa on 28 September 2022, the centre of Ian’s large eye made a second landfall near Punta Gorda at an estimated 125 knots. The Punta Gorda station reported a 117 knot gust before it, too, stopped reporting. Ian destroyed at least 200 homes in Charlotte County and caused an estimated $112.9 billion in US damage, the costliest hurricane in Florida’s history. Milton followed in 2024 with gusts near 80 mph.

Newer homes were not immune. A Florida Building Commission research report reproduces a FEMA Ian photograph of a 2021-built Punta Gorda home with severe water intrusion through its sliding doors, at an estimated wind speed of 130 mph against a design wind speed of 151 mph: a modern-code home leaking below its design wind.

The housing stock makes the rules matter. Charlotte County’s median resident is 59.9, Punta Gorda’s 66.3; most homes are owner-occupied; and nearly two-thirds predate 2000. Owners here deal with the insurer directly over roof age, and for most pre-2007 roofs the 25 percent rule turns a large repair into a full code-compliant section.
