Best Roofers in Waterloo, IA: 5 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the five highest-scoring roofing contractors in the Waterloo-Cedar Falls, IA metro on The Roofing Brief Contractor Score are JP Roofing & Solutions (86.3), Freed Construction (82.8), Robert Castro Construction (66.9), E. Castro Roofing & Siding (62.3), T & R Construction (57.0). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.

The Roofing Brief scored 6 certified roofing contractors serving the Waterloo metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Waterloo is the one Iowa city we have found that tests its roofers: Iowa only registers contractors, but Waterloo requires a city residential roofer licence, obtained by exam, before a contractor can pull a permit. That matters in a hail market: on 14 April 2026 tennis-ball hail fell over Waterloo and Cedar Falls, and one local roofer reported more than 700 homeowners asking for help. Six certified firms appear in the directory; the top five are ranked, all based in Waterloo or Cedar Falls.

What a Waterloo roof is up against

Iowa registers contractors; it does not license or test roofers. Anyone earning $2,000 or more a year from construction must register with the Department of Inspections, Appeals, and Licensing, showing workers’ compensation compliance or a statement that it is not required, and an Iowa unemployment insurance number. Penalties for not registering are administrative, up to $500 and then $5,000. Iowa Code 103A.71 bars a storm-repair roofer from rebating your deductible or negotiating your claim and requires a signed notice; break either rule, or skip the notice, and the contract is void. Iowa Code 515.137A lets you cancel an assignment of benefits within five business days.

Waterloo adds what the state lacks. Its General Contractors Board of Licensing and Examiners requires a residential contractor licence, obtained by passing an exam, before a contractor can get residential permits in the city, with a separate Residential Roofer category. The building department says any repair to a residential property needs a permit, and roofing is not on its exemption list; a 25-square tear-off permit costs $97, or $139 with new sheathing. Cedar Falls tests no one, but requires proof of state registration and a filed certificate of at least $300,000 of liability insurance before issuing a permit.

Waterloo enforces the 2021 International Residential Code and designs to a 107 mph wind speed, a 30 psf ground snow load and a 42 inch frost depth. The Iowa Northland Regional Council of Governments keeps the insurance certificates for Cedar Falls and the smaller towns around it, which gives homeowners somewhere to check.

Across 2016 to 2025 Black Hawk, Bremer and Grundy counties logged 96 hail reports, seven of two inches or more, the largest 3.0 inches at Evansdale on 24 June 2023, with 2.75 inches in Waterloo the same minute; 132 thunderstorm wind reports; and 14 tornadoes, the costliest an EF2 across the Cedar River by Waverly in July 2021. The metro’s housing is old: its median home dates from 1967, Waterloo’s from 1962, and a fifth of homes predate 1940.

1. JP Roofing & Solutions: TRB Score 86.3

JP Roofing & Solutions is based in Waterloo, IA, in business since 2022, led by Edgar Portillo, owner; run by brothers Jhonathan, Edgar and Cristian, BBB accredited since 29 April 2024, A+ rating, no complaints in three years, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), Owens Corning network member. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

Independently corroborated:

  • Registration C134106, current to June 2027, filed as a residential remodeler with a workers’ compensation exemption statement.. Iowa contractor registration
  • Accredited since 29 April 2024 with an A+ rating, business start April 2022, no complaints; service area Waterloo.. BBB business profile
  • Listed as an Owens Corning network contractor on Logan Avenue, with 18 GuildQuality reviews at 5.0.. Owens Corning contractor locator

What they actually do. Roof replacement and repair, storm and hail damage, siding and gutters.

Why it ranks here. The top score in the pool: Master Elite certification and a perfect 5.0 across 158 reviews from a Waterloo firm run by three brothers who worked for other Cedar Valley roofers from 2012 before founding it in 2022.

Best fit for: Waterloo homeowners after hail who want the strongest recent review record.

What we would want clarified. The company dates from 2022, and its state registration declares that it does not need workers’ compensation cover, so ask who will be on your roof and for a liability certificate. Confirm its Waterloo city roofer licence, which the city requires for a permit. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (319) 349-1173, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Freed Construction: TRB Score 82.8

Freed Construction is based in Cedar Falls, IA, led by Max Klein, owner, Not accredited; B- rating; one complaint closed in three years, and holds President’s Club standing on the GAF certification registry.

  • B- rating, not accredited, business start May 2020, one complaint closed in three years.. BBB business profile

What they actually do. Residential and commercial roofing, insurance and storm restoration, siding, windows and gutters.

Why it ranks here. A Cedar Falls roofer with President’s Club certification and a 4.7 across 37 reviews, carrying workers’ compensation and registered specifically as a roofing contractor. The Freed name has served the Cedar Valley since about 2000.

Best fit for: Cedar Falls homeowners who want a firm carrying workers’ compensation.

What we would want clarified. The business changed hands: Max Klein bought it from founder Brian Freed and kept the name, and the current company dates from 2020, so the long history and GAF credentials belong partly to the previous owner. BBB rates it B- with one complaint we could not read. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Why it ranks here. A family roofer in Waterloo since 2011, with BBB and its own site agreeing, registered as a roofing contractor carrying workers’ compensation, and a 4.9 across 61 reviews.

Best fit for: Waterloo homeowners who want an established family roofer with workers’ compensation.

What we would want clarified. Its workmanship warranty is three years, shorter than some rivals. It is not BBB accredited. It shares a surname with another ranked firm, but we found no record linking them. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

4. E. Castro Roofing & Siding: TRB Score 62.3

What they actually do. Roofing and siding.

Why it ranks here. A Waterloo roofing and siding company registered with the state as a roofing contractor, with a 4.7 across 57 reviews.

Best fit for: Homeowners comfortable doing their own checks on a smaller firm.

What we would want clarified. The thinnest public record in the pool: no website, no BBB profile, and a registration that declares no workers’ compensation cover, so ask who installs the roof and for a liability certificate. Its registration renews in December 2026. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

5. T & R Construction: TRB Score 57.0

Why it ranks here. A small owner-run Waterloo firm, BBB accredited since 2021 with no complaints, serving Waterloo, Cedar Falls and Waverly, including metal and flat roofs.

Best fit for: Small repairs and metal or flat roofs.

What we would want clarified. A perfect 5.0 but across only five reviews, the thinnest base in the pool; no website; and a registration declaring no workers’ compensation cover. What 3.0 inch hail does to a Waterloo roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Waterloo-Cedar Falls, IA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 96 hail reports, 132 severe thunderstorm and high wind reports and 14 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.8 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Waterloo in a decade

Date Stone size Reported near County
24 June 2023 3.0 in Evansdale Black Hawk
15 April 2017 2.75 in Black Hawk Black Hawk
18 April 2025 2.75 in Bremer Bremer
24 June 2023 2.75 in Waterloo Black Hawk
28 July 2023 2.75 in Artesian Bremer
15 June 2017 2.5 in Waterloo Black Hawk

The largest stone on record for this metro fell on 24 June 2023 near Evansdale, measured at 3.0 inches. That is baseball sized, comfortably past the point where a roof is written off rather than repaired.

Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Janesville on 29 July 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 14 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Babcock on 14 July 2021.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 29 July 2025 event near Waterloo, reproduced verbatim:

Several reports across Waterloo of trees on utility lines and transformers. Power is out in various locations around Waterloo. Time estimated by radar and ASOS recorded gust.

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (69), July (43), May (40). The worst years on record were 2017 (55), 2025 (48), 2020 (27). If you are scheduling non-urgent work in Waterloo, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Waterloo sees enough damaging hail that a Class 4 impact-rated shingle is worth pricing, though not automatically worth buying. Get both quotes and weigh the premium against any insurance discount.

Tennis-ball hail in the city that tests its roofers

On the afternoon of 14 April 2026 NWS Des Moines logged hail of 2.5 inches, estimated against a tennis ball, just east-northeast of Waterloo at 4:24, two-inch hail southwest of Waterloo and south of Cedar Falls, and golf-ball hail near Raymond. The Storm Prediction Center’s preliminary list carries 13 hail reports from the three counties that afternoon.

The same storm system dropped baseball hail on Westby, Wisconsin, 110 miles away, damaging about 1,100 homes. In the Cedar Valley the federal record has not yet been updated: NOAA’s September 2026 release has no rows for these counties on that date, so no official damage figure exists. One of the ranked firms wrote in June that more than 700 homeowners had contacted it for hail damage and that it had to expand to clear the backlog.

That is the setting in which Waterloo’s local rule earns its keep. Iowa sets no competency test for roofers, but Waterloo requires a city residential licence, obtained by exam, before a contractor can pull a residential permit, and it requires a permit for every reroof. A storm crew from out of town cannot legally roof a Waterloo house without passing that exam.

Cedar Falls takes a different approach: no exam, but no permit without proof of state registration and a filed insurance certificate of at least $300,000. Across the line in the county and the smaller towns, those certificates are held centrally, so a homeowner can ask whether one is on file.

After the next storm the checks are straightforward: in Waterloo, ask for the roofer’s city licence and make sure the permit is in its name; in Cedar Falls, confirm the insurance certificate; everywhere in Iowa, insist on the signed storm-contract notice, and refuse any offer to cover your deductible.

How to tell a Waterloo roofer’s claims from their record

Licensing is required in IA. Iowa requires contractor registration with the Department of Inspections, Appeals, and Licensing for anyone earning $2,000 or more a year from construction work. It is a registration, not a licence: there is no trade examination and no competency test of any kind.

Registration requires proof of unemployment insurance and workers’ compensation, or a statement that cover is not required. A contractor based outside Iowa must also file a $25,000 surety bond or show it is prequalified for Iowa DOT work; that bond secures the contractor’s Iowa taxes and unemployment contributions, not homeowners. Iowa Code 103A.71 bars a residential contractor from rebating your insurance deductible or negotiating your claim, and requires a signed notice on any storm repair contract; if the contractor breaks either rule or fails to give the signed notice, the contract is void and you owe nothing under it.

Check here: Iowa DIAL contractor registration. Check the registration on the state’s lookup and ask where the contractor is based. After a storm, insist on the signed notice Iowa Code 103A.71 requires, and refuse any offer to cover your deductible: it voids the contract.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Waterloo rankings were produced

Every contractor in the Waterloo-Cedar Falls, IA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 6 certified contractors, of whom 1 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.717. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Common questions about roofers in Waterloo

Who is the best roofer in Waterloo, IA?

JP Roofing & Solutions of Waterloo, IA scores highest in the Waterloo metro on The Roofing Brief Contractor Score, at 86.3 out of 100 as of October 2026. It holds Master Elite certification with a 5.0 rating across 158 reviews. What was the worst hailstorm in Waterloo in the last ten years?

The largest hailstone logged by the National Weather Service in the Waterloo-Cedar Falls, IA statistical area between 2016 and 2025 measured 3.0 inches, reported near Evansdale on 24 June 2023. Do roofers need a licence in IA?

Iowa requires contractor registration with the Department of Inspections, Appeals, and Licensing for anyone earning $2,000 or more a year from construction work. It is a registration, not a licence: there is no trade examination and no competency test of any kind. Registration requires proof of unemployment insurance and workers’ compensation, or a statement that cover is not required. What should I check before hiring a roofer in Waterloo?

Check the registration on the state’s lookup and ask where the contractor is based. After a storm, insist on the signed notice Iowa Code 103A.71 requires, and refuse any offer to cover your deductible: it voids the contract.

Tennis-ball hail in the city that tests its roofers?

On the afternoon of 14 April 2026 NWS Des Moines logged hail of 2.5 inches, estimated against a tennis ball, just east-northeast of Waterloo at 4:24, two-inch hail southwest of Waterloo and south of Cedar Falls, and golf-ball hail near Raymond. The Storm Prediction Center’s preliminary list carries 13 hail reports from the three counties that afternoon.

Is Waterloo a hard market to find a good roofer in?

Waterloo is the one Iowa city we have found that tests its roofers: Iowa only registers contractors, but Waterloo requires a city residential roofer licence, obtained by exam, before a contractor can pull a permit. That matters in a hail market: on 14 April 2026 tennis-ball hail fell over Waterloo and Cedar Falls, and one local roofer reported more than 700 homeowners asking for help. Six certified firms appear in the directory; the top five are ranked, all based in Waterloo or Cedar Falls.
