Clarke County is majority renter. Of 54,454 occupied homes, 31,891, or 58.6 percent, are rented, the highest share in the four-county metro, and a quarter of the county’s residents are aged 18 to 24. The surrounding counties are the opposite: renters are 18.7 percent of households in Oconee, 23.1 percent in Madison and 16.2 percent in Oglethorpe.
Rentals in Athens are not only apartments. Census figures show 6,877 renter households in Clarke living in detached single-family houses, more than a fifth of all renters. Each of those houses has a roof that is bought, maintained and claimed on by an owner who does not live under it, and often does not live in Athens.
That matters because Georgia’s protections attach to the policyholder. The five-business-day cancellation right after a claim denial belongs to the insured, which on a rental is the landlord, not the tenant.
