Best Roofers in Bismarck, ND: 5 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the five highest-scoring roofing contractors in the Bismarck, ND metro on The Roofing Brief Contractor Score are Rooftop Renovation & Exteriors (83.0), Kilde Construction (73.0), AnyLeaks (69.9), All Seasons Roofing (68.7), River City Roofing (61.1). All of them carry a verifiable manufacturer certification, every rating here was cross-checked against an independent record, and no money changed hands for any placement.

The Roofing Brief scored 5 certified roofing contractors serving the Bismarck metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Bismarck is hail alley: 237 hail reports in three counties over the decade, 40 of them 2 inches or larger, on 71 separate days, and NOAA’s largest single damage entry is $50 million from a June 2016 storm that hammered north Bismarck. Yet the city exempts reroofing from permits, and its June 2026 permit report shows not one reroof. North Dakota’s licence asks for no exam and no bond, so the insurance-contract rules do most of the protecting. Five certified firms appear in the directory, and all five are ranked.

Quick picks for Bismarck:

  • Rooftop Renovation & Exteriors: best overall (TRB Score 83.0). Verified services: commercial roofing, storm damage work, siding, gutters, windows.
  • Kilde Construction: best for towns north of Bismarck (TRB Score 73.0). Verified services: roof repair, roof replacement, storm damage work, gutters, siding.
  • AnyLeaks: best for Mandan permit jobs (TRB Score 69.9). Verified services: commercial roofing, storm damage work, siding, windows.
  • All Seasons Roofing: longest-established roofing-first firm (TRB Score 68.7). Verified services: roof replacement, roof repair, metal roofing, commercial roofing, siding, gutters.
  • River City Roofing: best small Mandan roofer (TRB Score 61.1). Verified services: roof repair, siding, gutters.

The conditions a Bismarck roof has to be specified for

North Dakota requires a state contractor licence from the Secretary of State for any job over $4,000, in four classes capped by contract size: Class A unlimited, B to $500,000, C to $300,000 and D to $100,000. There is no exam and no bond; applicants file a statement of experience, a liability insurance certificate and a workers’ compensation statement. Unlicensed contracting is a class A misdemeanour, an unlicensed contractor cannot sue to collect, and taking payment and abandoning a job is construction fraud, a felony at higher amounts.

For insurance-funded roofing, North Dakota gives you until midnight on the fifth business day after signing, or after written notice that the claim is not covered, whichever is later, to cancel. The roofer may not promise to rebate your deductible, a signed 14-point notice must go to the insurer, and a contract that breaks the rules is void. A door-to-door seller who is not a permanent local merchant also needs a state transient merchant licence backed by a bond, and door-to-door sales carry a three-day cancellation right, 15 days if you are 65 or older.

Bismarck still enforces the 2021 codes and exempts reroofing from permits in its building code amendments; its draft 2024 residential amendments would make the residential exemption explicit. The city’s code still requires ice barrier underlayment, a 35 psf ground snow load and a 115 mph design wind speed, so the rules apply even without an inspector. Across the river, Mandan follows the state code and requires a permit for residential work over $2,000, priced at $74.10 for the first $2,000 plus $8.82 per further $1,000.

Across 2016 to 2025 Burleigh, Morton and Oliver counties logged 237 hail reports, the largest a 4.5 inch stone south of Lincoln in July 2024, 194 damaging wind reports and 23 tornadoes, with $79.9 million of recorded damage, three-quarters of it from the June 2016 storm. Forecast zones add 70 non-thunderstorm high wind events, including a 71 mph gust at Bismarck’s airport in January 2021, and 52 heavy snow events. Most of the housing is post-1980, and 34.5 percent of Bismarck’s homes are rented.

  • Rooftop Renovation & Exteriors, Class A licence 58746, active and in good standing since September 2018; the trade name was filed in December 2017.. North Dakota Secretary of State contractor register
  • Not accredited and not rated; business started December 2017; owner Tyler Isaackson; no complaints; filed under snow removal services.. BBB business profile
  • Serves Bismarck and Mandan, with further pages for Fargo, Jamestown, Dickinson, Aberdeen and a Sioux Falls location; roofing, storm restoration, siding, gutters, decks and steel buildings.. Company website

What they actually do. Residential and commercial roofing, storm restoration, siding, gutters, windows, decks and steel buildings.

Services we could verify: commercial roofing, storm damage work, siding, gutters, windows.

Why it ranks here. The top-scoring firm, a Bismarck Master Elite contractor with 109 GAF reviews averaging 4.9 and an unlimited Class A licence. It is a general exterior contractor operating in several Dakota markets rather than a roofing-only shop. Its site says it has served the area since 2016 while the state and BBB records begin in December 2017, so we give no founding year.

Best fit for: Bismarck homeowners with a large hail claim who want the most-reviewed local Master Elite firm.

What we would want clarified. BBB does not rate it, and its operations span several states; we could not read which legal entity owns the trade name. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (701) 388-3404, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Kilde Construction: best for towns north of Bismarck (TRB Score 73.0)

Kilde Construction is based in Bismarck, ND, in business since 2020, led by Parker Kilde, owner, Not accredited, A+ rating, no complaints, and holds Master Elite standing on the GAF certification registry.

  • Roofing, gutter and siding company specialising in hail and storm restoration; serves Bismarck, Mandan, Lincoln, Wilton, Washburn, Hazen, Beulah, Underwood and Riverdale.. Company website

What they actually do. Roof repair and replacement, hail and storm restoration, seamless gutters and siding.

Services we could verify: roof repair, roof replacement, storm damage work, gutters, siding.

Why it ranks here. A young Bismarck firm at Master Elite with 41 GAF reviews averaging 4.6, licensed Class A since 2020 with the state and BBB agreeing on its start. Its service list runs north up the Missouri to Washburn and the coal country towns.

Best fit for: Homeowners in Bismarck or the towns to its north who want a roofing, gutter and siding firm under one contract.

What we would want clarified. It has the thinnest review base of the Master Elite firms here, no published street address, and a separate Kilde Contractor Services LLC of uncertain relation. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (701) 595-2490, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

3. AnyLeaks: best for Mandan permit jobs (TRB Score 69.9)

  • Mandan-based roofing and exterior contractor serving Mandan, Bismarck and Lincoln; says it handles the whole insurance claim including adjuster contact.. Company website

What they actually do. Residential and commercial roofing, storm damage and insurance claims, siding, windows and doors.

Services we could verify: commercial roofing, storm damage work, siding, windows.

Why it ranks here. A Mandan Master Elite firm with 50 GAF reviews averaging 4.5, licensed Class A since 2011, with the state and BBB agreeing. It is the only ranked firm based on the Mandan side, where reroofs over $2,000 need a permit.

Best fit for: Mandan homeowners who want a local firm used to the city’s permit process.

What we would want clarified. Its 4.5 rating is the lowest of the five; its working site is anyleaks.net, not the .com, which is parked. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

4. All Seasons Roofing: longest-established roofing-first firm (TRB Score 68.7)

All Seasons Roofing is based in Bismarck, ND, in business since 1993, led by Zach Pulver, owner, BBB accredited since 11 March 2005, A+ rating, no complaints in three years, and holds Certified standing on the GAF certification registry.

  • All Seasons Roofing on Burlington Drive, since 1993; shingle and metal roofing, insurance claims, siding and gutters for Bismarck, Lincoln, Mandan and nearby towns.. Company website

What they actually do. Shingle and metal roofing, reroofing and repair, insurance claims, siding, gutters and commercial roofing.

Services we could verify: roof replacement, roof repair, metal roofing, commercial roofing, siding, gutters.

Why it ranks here. The longest-established firm in the pool, trading as All Seasons Roofing since 1993, a date the state’s trade-name filing, BBB and its own site all agree on, and the only one with long BBB accreditation, since 2005. It has 66 GAF reviews averaging 4.9, and roofing is its core trade.

Best fit for: Homeowners who want a roofing-first Bismarck firm with three decades of local history.

What we would want clarified. It holds GAF’s entry Certified tier, which is why it sits fourth despite the longest record. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

What they actually do. Residential roofing, siding, gutters, new construction and repair.

Services we could verify: roof repair, siding, gutters.

Why it ranks here. A Mandan roofer licensed Class A since 2011, with 23 GAF reviews averaging 4.8 and the state and BBB agreeing on its start. A different, unrelated company with the same name, registered from out of state, appears on the register with two revoked licences; nothing links it to this firm.

Best fit for: Mandan and west Bismarck homeowners who want a small, roofing-first local firm.

What we would want clarified. It has the fewest reviews here, and anyone searching the state register by name will also see the revoked licences of the unrelated namesake, so check the licence number, 55098. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Roof replacement and repair in Bismarck, ND

Short answer: In Bismarck, Rooftop Renovation & Exteriors is the most-reviewed local Master Elite firm, Kilde Construction combines roofing, gutters and siding, and All Seasons Roofing has traded since 1993; in Mandan, AnyLeaks and River City Roofing are local. The rule that matters most: for insurance-funded roofing you may cancel until midnight on the fifth business day after signing or after written notice the claim is not covered, whichever is later.

Bismarck is hail alley. Burleigh, Morton and Oliver counties logged 237 hail reports from 2016 to 2025, 40 of them at 2 inches or more, on 71 separate days. The 17 June 2016 storm brought hail up to 3.25 inches and 75 mph winds to north Bismarck, with $50 million recorded on that one entry, and a 4.5 inch stone fell south of Lincoln on 29 July 2024. Wind adds damage too: a June 2025 derecho’s 110 mph winds stripped shingles and sheathing off homes in Lincoln’s Copper Ridge subdivision, and forecast zones logged 52 heavy snow events.

Bismarck exempts reroofing from permits in its building code amendments, and its June 2026 issued-permit report lists 58 residential permits and not one reroof. The rules still apply: the city’s code requires ice barrier underlayment, a 35 psf ground snow load and a 115 mph design wind speed, so ask for photos of the ice barrier and deck before the shingles go on. Under the IRC, a reroof must be torn off to the deck if the existing roof is water soaked or deteriorated, is slate or tile, or already has two or more layers. Mandan requires a permit for residential work over $2,000.

Because the state licence asks for no exam and no bond, North Dakota’s insurance-contract rules do most of the protecting. Under NDCC chapter 26.1-39.2 the roofer may not promise to rebate your deductible, a signed 14-point notice must go to the insurer, and a contract that breaks the rules is void. A door-to-door seller who is not a permanent local merchant needs a transient merchant licence backed by a bond, and door-to-door sales carry a three-day cancellation right, 15 days if you are 65 or older. North Dakota has no matching statute or insurance regulation.

For storm work, Rooftop Renovation & Exteriors, Kilde Construction and AnyLeaks all list storm restoration or storm damage. Kilde lists roof repair and replacement with gutters and siding, and serves towns north to Washburn and Riverdale. All Seasons Roofing is roofing-first, with shingle and metal roofing, reroofing and repair, and commercial roofing. AnyLeaks is the only ranked firm based on the Mandan side and is used to the city’s permit process, while River City Roofing in Mandan lists residential roofing and repair; check its licence number, 55098, because an unrelated namesake shows revoked licences on the register.

The 195 inch-plus hail reports behind a Bismarck roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Bismarck, ND statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 237 hail reports, 194 severe thunderstorm and high wind reports and 23 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $79.9 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Bismarck in a decade

Date Stone size Reported near County
29 July 2024 4.5 in Bismarck Burleigh
28 August 2024 4.0 in St Anthony Morton
27 June 2025 3.5 in Hannover Oliver
17 June 2016 3.25 in Bismarck Burleigh
10 August 2016 3.0 in Glen Ullin Morton
17 June 2016 3.0 in Driscoll Burleigh

The largest stone on record for this metro fell on 29 July 2024 near Bismarck, measured at 4.5 inches. That is grapefruit sized. Stones that big destroy asphalt shingles outright, dent metal, crack tile and routinely total roofs across whole neighbourhoods.

Wind. The strongest thunderstorm gust logged in the metro was 96 knots, about 110 mph, near Burleigh on 20 June 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 23 tornadoes touched down in these counties over the decade, the strongest rated EF2 near New Salem on 20 June 2025.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 20 June 2025 event near Burleigh, reproduced verbatim:

Straight line winds pushed through the Copper Ridge subdivision south of Lincoln, and caused extensive damage. Several home were severely damaged, with large sections of shingles blown off roofs, some roof sheathing blown off, blown in garage doors, extensive siding damage, and removed decking. Several detached garage and smaller shop buildings experienced similar damage, with one experiencing its side wall being blown out. A large shop building was completely destroyed with the damage blowing across the road into the neighbors property. One injury occurred when a male was outdoors chasing his sunglasses that were blown away in the wind when an airborne rafter struck him in the shin causing…

That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (165), July (155), August (87). The worst years on record were 2025 (92), 2016 (73), 2018 (54). If you are scheduling non-urgent work in Bismarck, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Bismarck sees enough damaging hail that a Class 4 impact-rated shingle is worth pricing, though not automatically worth buying. Get both quotes and weigh the premium against any insurance discount.

Hail alley without a reroof permit

At about 4:30 a.m. on 17 June 2016 a supercell and bow echo hit north Bismarck with hail up to 3.25 inches near Legacy High School and 75 mph winds. The Weather Service recorded damage to siding, roofs and windows along a swath from Divide Avenue to about five miles north of the city, and NOAA puts $50 million on that one entry, the largest of the metro’s decade.

It kept happening. Tennis-ball hail on Bismarck’s north side in July 2022 brought widespread roof and vehicle damage; golf-ball hail crossed Mandan and west Bismarck in May 2023. On 29 July 2024 three storms crossed the metro, one with 3-inch hail across north Bismarck and another dropping a 4.5-inch stone a mile south of Lincoln, the largest of the decade, with $12.3 million recorded. In June 2025 a derecho’s 110 mph winds stripped shingles and sheathing off homes in Lincoln’s Copper Ridge subdivision, and a week later 2.75-inch hail damaged roofs north of Bismarck.

Bismarck’s building code exempts reroofing from permits, and its draft 2024 amendments would add the replacement of roof coverings to the residential exemptions explicitly. The city’s issued-permit report for June 2026, in the middle of hail season, lists 58 residential permits and not one reroof. Mandan, across the Missouri, takes the opposite line and requires a permit for residential work over $2,000.

No permit does not mean no rules. Bismarck’s own code table still requires ice barrier underlayment, a 35 psf ground snow load and a 115 mph design wind speed, and the draft 2024 table raises the snow load to 52 psf. Without an inspection, the only check that the roofer met them is you.

So the paperwork matters more here: confirm the roofer’s North Dakota licence class covers your price, insist on the signed insurance-contract notice that the law requires, and remember your five-business-day cancellation right restarts when the insurer denies any part of the claim. Ask for photos of the ice barrier and deck before the shingles go on.

What to verify before a Bismarck contractor starts

Licensing is required in ND. North Dakota requires a contractor licence, and unusually it is administered by the Secretary of State rather than a trade board, under NDCC chapter 43-07. Section 43-07-02(1) makes it necessary when the cost, value or price per job exceeds $4,000, so the test is the value of the single job rather than annual turnover. Licences are graded by the value of a single contract: Class A unlimited, Class B up to $500,000, Class C up to $300,000 and Class D up to $100,000.

What the licence does not involve is a bond or an examination. NDCC 43-07-11, the contractor’s bond provision, was repealed in 1995 and nothing replaced it, and section 43-07-04(1) asks an applicant only for a sworn statement of experience and qualifications, with no trade test. What is required is liability insurance, with no statutory minimum set, and workers’ compensation through Workforce Safety and Insurance. The sanction is the useful part: contracting unlicensed is a class A misdemeanour, and the registrar may also assess a civil penalty of up to three times the licence fee, and section 43-07-02(1) bars an unlicensed contractor from bringing an action to enforce its contract at all.

Check here: North Dakota Secretary of State FirstStop licence search. Check the class as well as the number, because the class caps the value of a single job the contractor may lawfully take. Note that the FirstStop search returns name, class and licence number, control ID, status, standing and filing date, but no expiry date and nothing about bond or insurance, so those have to be asked for directly. North Dakota also regulates storm work specifically under NDCC chapter 26.1-39.2: you may cancel before midnight on the fifth business day after signing or after written notice that the claim is not covered, whichever is later; a contractor may not promise to rebate your insurance deductible, must give a prescribed notice, and the contract is void if the chapter is breached.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Bismarck rankings were produced

Every contractor in the Bismarck, ND pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 5 certified contractors, of whom 0 hold President’s Club standing and 3 Master Elite, against a metro mean rating of 4.74. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Good and bad findings are published together, and no contractor paid for a place here.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. What is the 25% rule for roofing in North Dakota?

North Dakota has no 25 percent roofing rule. The North Dakota State Building Code, effective January 1, 2026, is the 2024 International Residential Code and 2024 International Existing Building Code with state amendments, none of which add a roof percentage trigger. Cities, townships and counties that enforce a building code must adopt the state code but may amend it.

Do I need a permit to replace a roof in Bismarck?

No. Bismarck exempts reroofing from permits in its building code amendments, but the city’s code still requires ice barrier underlayment, a 35 psf ground snow load and a 115 mph design wind speed. Across the river, Mandan requires a permit for residential work over $2,000.

The largest hailstone logged by the National Weather Service in the Bismarck, ND statistical area between 2016 and 2025 measured 4.5 inches, reported near Bismarck on 29 July 2024. Reported property damage from hail, severe wind and tornado over that decade totalled $79.9 million; flood and winter-storm losses are counted separately and are not included.

Do roofers need a licence in ND?

What should I check before hiring a roofer in Bismarck?

Hail alley without a reroof permit?

At about 4:30 a.m. on 17 June 2016 a supercell and bow echo hit north Bismarck with hail up to 3.25 inches near Legacy High School and 75 mph winds. The Weather Service recorded damage to siding, roofs and windows along a swath from Divide Avenue to about five miles north of the city, and NOAA puts $50 million on that one entry, the largest of the metro’s decade.

Is Bismarck a hard market to find a good roofer in?

Bismarck is hail alley: 237 hail reports in three counties over the decade, 40 of them 2 inches or larger, on 71 separate days, and NOAA’s largest single damage entry is $50 million from a June 2016 storm that hammered north Bismarck. Yet the city exempts reroofing from permits, and its June 2026 permit report shows not one reroof. North Dakota’s licence asks for no exam and no bond, so the insurance-contract rules do most of the protecting. Five certified firms appear in the directory, and all five are ranked.
