Best Roofers in Morgantown, WV: 3 Certified Contractors, Scored and Verified

Best Roofers in Morgantown, WV: 3 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the three highest-scoring roofing contractors in the Morgantown, WV metro on The Roofing Brief Contractor Score are Titan Roofing (86.1), A1 General Contracting and Repair (83.3), ROOFPROs (70.4). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 3 certified roofing contractors serving the Morgantown metro on a published, reproducible formula, then researched each of the top three individually to confirm its record. Morgantown is two roofing markets in one metro: a student-rental city in the Monongahela valley, where 56 percent of homes are rented, and the Preston County plateau, a snow belt that logged 22 winter storms in a decade against six in the valley. The plateau also took the metro’s biggest hail and its costliest tornado. West Virginia licenses roofing jobs of $5,000 or more, and Morgantown requires a permit, with an ice barrier check, for every reroof. Four certified firms appear in the directory; one publishes no service area and is excluded, and three are ranked.

Quick picks for Morgantown:

  • Titan Roofing: best overall (TRB Score 86.1). Verified services: metal roofing, commercial roofing, siding, gutters.
  • A1 General Contracting and Repair: best for slate and standing seam (TRB Score 83.3). Verified services: roof replacement, roof repair, slate and tile, metal roofing, siding, gutters.
  • ROOFPROs: best for storm damage jobs (TRB Score 70.4). Verified services: commercial roofing, storm damage work, siding, gutters.

What a Morgantown roof is up against

West Virginia licenses contractors by job size: any residential job of $5,000 or more needs a state licence from the Contractor Licensing Board, held by an officer of the company, and the number must appear in adverts and contracts and be posted on site. There is no roofing class; roofers hold a specialty licence with roofing in scope after passing the state business and law exam. Applicants swear to workers’ compensation, unemployment and wage bond compliance, but the law sets no consumer bond or insurance minimum. Unlicensed work brings fines and, if it continues, criminal charges.

West Virginia’s Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roof contract before midnight on the fifth business day after your insurer denies all or part of the claim, bars advance payments in that window except for emergency repairs, and bars roofers from negotiating your claim or offering to pay or rebate your deductible. A wilful violation carries up to $5,000, a year in jail, or both.

The City of Morgantown requires a building permit for every reroof, and its application asks how the ice barrier, underlayment and flashing will be applied. A repair permit costs $40 for the first $1,000 of value plus $5 per further $1,000, about $110 on a $15,000 reroof, plus a $50 plan review, and the permit desk may not issue a permit to an unlicensed contractor. Outside the city, whether Monongalia or Preston County requires a reroof permit depends on local adoption of the state building code.

Across 2016 to 2025 Monongalia and Preston counties logged 62 hail reports, the largest 2.5 inches at Albright, 250 thunderstorm wind reports and six tornadoes, with $1.9 million of recorded damage. Forecast zones add 17 high wind events, including a 59 mph gust at Morgantown airport in January 2024 that blew shingles off two houses at Cheat Neck. In the city 45 percent of homes predate 1960; in Preston County one home in six is a mobile home.

  • Accredited since March 2022 with an A+ rating; business started August 2020; service area includes Monongalia and Preston counties; no complaints.. BBB business profile

What they actually do. Residential, commercial and metal roofing, siding, soffit, fascia and gutters.

Services we could verify: metal roofing, commercial roofing, siding, gutters.

Why it ranks here. The only certified firm based inside the metro, in Kingwood with a Morgantown office, holding President’s Club status with 165 GAF reviews averaging 4.8 and a clean BBB record since 2022. Its BBB service area covers both counties. The state and BBB date it to August 2020; its site’s 2019 date matches a sister company.

Best fit for: Preston County and Morgantown homeowners who want the top-tier local firm, especially for metal roofs on the snowy plateau.

What we would want clarified. We could read its licence only through a mirror whose September 2026 expiry has passed; check the board’s lookup for a current licence before signing. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (304) 244-9292, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. A1 General Contracting and Repair: best for slate and standing seam (TRB Score 83.3)

A1 General Contracting and Repair is based in Fairmont, WV, led by Logan Marino, owner, BBB accredited since 6 March 2024, A+ rating, one complaint in three years, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • Serves Fairmont, Morgantown, Cheat Lake, Greystone, Bridgeport, Clarksburg and Charleston; roofing in shingle, slate and standing seam, plus decks and custom homes.. Company website

What they actually do. Roof replacement and repair in shingle, slate and standing seam, siding, gutters, decks and custom homes.

Services we could verify: roof replacement, roof repair, slate and tile, metal roofing, siding, gutters.

Why it ranks here. A Fairmont family firm, just outside the metro, with a perfect 5.0 across 231 GAF reviews, Master Elite status and an Owens Corning Preferred listing under its Marino’s Construction name. Its site names Morgantown and Cheat Lake. Its founding claims conflict between its site, the state and BBB, so we give no year.

Best fit for: Morgantown and Cheat Lake homeowners who want slate or standing seam work from a highly rated family firm.

What we would want clarified. Its BBB service area lists Marion County only, it trades under several names, and roofing is one line alongside home building; BBB records one answered complaint from June 2026. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. ROOFPROs: best for storm damage jobs (TRB Score 70.4)

ROOFPROs is based in Clarksburg, WV, led by Bruno Martinez, owner, Not accredited, A+ rating, no complaints, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

What they actually do. Residential and commercial roofing, storm restoration, siding and gutters.

Services we could verify: commercial roofing, storm damage work, siding, gutters.

Why it ranks here. A Clarksburg roofer about 30 miles south-west, at Master Elite with 64 GAF reviews averaging 4.9 and an Owens Corning Preferred listing; its site names Morgantown, Westover and Kingwood, and a few of its surveyed reviews come from Morgantown. It is one of about a dozen trade names of the same company, so you may meet it under another brand.

Best fit for: Homeowners with storm damage who want a Master Elite firm holding two manufacturer credentials.

What we would want clarified. It is based outside the metro and markets insurance claim guidance, but West Virginia bars roofers from negotiating your claim; its listed phone is a North Carolina number. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Roof replacement and repair in Morgantown, WV

Short answer: In Morgantown, start with Titan Roofing, the only certified firm based in the metro and a President’s Club contractor suited to metal roofs on the Preston plateau; A1 General Contracting and Repair for slate or standing seam work; or ROOFPROs for storm damage. The rule that matters most: the City of Morgantown requires a building permit for every reroof, and the permit desk may not issue one to a contractor without a valid West Virginia licence.

Morgantown is two roofing markets in one metro. The Preston County plateau is a snow belt: the Eastern Preston zone logged 22 winter storms from 2016 to 2025 against six in the Monongalia zone, and a quarter to half an inch of ice coated the Preston ridges in December 2022. The plateau also took the biggest hail, 2.5 inch stones at Albright in August 2023, and the costliest storm, an EF1 near Fike Run in May 2024 that blew the roof off a garage. In the valley, an EF0 on Kingwood Pike in June 2018 tore more than half the roof off one house, and in January 2024 a 59 mph gust at the airport blew shingles off two houses at Cheat Neck.

The City of Morgantown requires a building permit for every reroof, and its application asks how the ice barrier, underlayment and flashing will be applied, so the permit review doubles as an ice dam check. A repair permit costs $40 for the first $1,000 of value plus $5 per further $1,000, about $110 on a $15,000 reroof, plus a $50 plan review. Outside the city, whether Monongalia or Preston County requires a reroof permit depends on local adoption of the state building code. Where that code applies, a replacement means tear-off to the deck, and a recover is barred over a deteriorated roof, slate or tile, or two or more layers.

West Virginia licenses any residential job of $5,000 or more through the Contractor Licensing Board; there is no roofing class, and the law sets no consumer bond or insurance minimum. A written contract is mandatory at $10,000 or more. The Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roof contract before midnight on the fifth business day after your insurer denies all or part of the claim, bars advance payments in that window except for emergency repairs, and bars roofers from negotiating your claim or offering to pay or rebate your deductible. A wilful violation carries up to $5,000, a year in jail, or both.

Titan Roofing, in Kingwood with a Morgantown office, does residential, commercial and metal roofing, siding and gutters; its licence on the mirror we read showed a September 2026 expiry, so check the board’s lookup for renewal. A1 General Contracting and Repair, a Fairmont family firm, does roof replacement and repair in shingle, slate and standing seam, though its BBB service area lists Marion County only. ROOFPROs of Clarksburg markets storm restoration; it also markets insurance claim guidance, but West Virginia bars roofers from negotiating your claim. In the city, 56.3 percent of homes are rented, so landlords should expect the city to check both the permit and the licence.

The 250 wind reports that shape a Morgantown roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 2 counties of the Morgantown, WV statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 62 hail reports, 250 severe thunderstorm and high wind reports and 6 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.9 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Morgantown in a decade

Date Stone size Reported near County
7 August 2023 2.5 in Albright Preston
8 June 2022 2.0 in Burns Chapel Monongalia
8 June 2022 2.0 in Masontown Preston
7 August 2023 1.75 in Heydon Preston
7 August 2023 1.75 in Heydon Preston
7 August 2023 1.75 in Lenox Preston

The largest stone on record for this metro fell on 7 August 2023 near Albright, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 65 knots, about 75 mph, near Clifton Mills on 19 April 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 6 tornadoes touched down in these counties over the decade, the strongest rated EF1 near Browns Chapel on 23 June 2017.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 19 April 2025 event near Clifton Mills, reproduced verbatim:

Reports and drone footage depicted numerous trees down and damage to the siding of a home along Forky Farm Road. A wind sensor at the home measured a 75mph gust.

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (82), May (65), August (54). The worst years on record were 2025 (75), 2024 (52), 2023 (49). If you are scheduling non-urgent work in Morgantown, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Morgantown. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Two roofs in one metro: the student city and the Preston plateau

In the city of Morgantown 56.3 percent of occupied homes are rented and 45.2 percent of housing predates 1960, against a metro median year built of 1987. The city registers rentals at $25 an apartment, and with every reroof needing a permit, landlords here deal with the city twice. Across the county line, Preston County is only 18.5 percent rented, and 16.5 percent of its homes are mobile homes.

The weather differs as much as the housing. The Weather Service’s Eastern Preston forecast zone logged 22 winter storms, 7 heavy snow events and 3 ice storms from 2016 to 2025, against 6 winter storms and one heavy snow in the Monongalia zone. Terra Alta took 15 inches on 13 December 2025 when Morgantown saw 4 to 7; Tunnelton recorded 16 inches and Pisgah 17 in January 2024; and a quarter to half an inch of ice coated the Preston ridges in December 2022.

Preston also takes the convective hits. The metro’s largest hail, tennis-ball stones that broke windows along Dixon Drive in Albright, fell there in August 2023, and its costliest storm, an EF1 near Fike Run in May 2024, felled more than 200 hardwoods and blew the roof off a garage. Two days earlier an EF0 near Masontown lifted nearly half the roof off a house on Rohr Road.

The city is not spared. In June 2018 an EF0 on Kingwood Pike tore more than half the roof off one house and damaged three more, and in January 2024 a 59 mph gust at the airport stripped shingles at Cheat Neck. Morgantown’s permit application answers the winter side directly: it asks applicants how the ice barrier will be installed, so the permit review doubles as an ice dam check.

For a valley landlord, the questions are the permit and the licence, both of which the city checks. For a plateau homeowner, ask about ice barrier coverage beyond the code minimum, snow load on an older roof and, on a mobile home, whether the roofer works on them at all.

What a Morgantown homeowner should ask for in writing

Licensing is required in WV. West Virginia licenses contractors through the Contractor Licensing Board, but the requirement turns on the size of the job rather than on the trade. Under W. Va. Code 30-42-3(d) a person is a “contractor”, and so needs a licence, once the cost of the undertaking reaches $5,000 for residential work or $25,000 for commercial work. Below $5,000 a residential re-roof falls outside the definition entirely and no state licence is required. Note that the Act was moved in 2021 from Chapter 21, Article 11 to Chapter 30, Article 42, so older guidance citing a $2,500 threshold is quoting repealed law.

There is no roofing classification among West Virginia’s tested licence types; a roofing-only firm is normally licensed as a Specialty contractor with roofing listed in its scope, and a Residential licence also covers roofing. Every applicant must pass the West Virginia business and law examination at 70 percent; any further exam for a specialty licence is set by the Board. The state requires no licence bond or general liability insurance, though every applicant must swear to business franchise tax, workers’ compensation, employment security and wage bond compliance; the board’s fee is $90 a year, under a statutory cap of $150. Separately, the Storm Scammer Consumer Protection Act (W. Va. Code 46A-6M) lets a homeowner cancel an insurance-funded roofing contract before midnight on the fifth business day after the insurer denies all or part of the claim, bars advance payments until that five-day period has run (emergency repairs excepted), bars claim negotiation by roofers, bars offering to pay or rebate a deductible, and makes any wilful violation a misdemeanour punishable by a fine of up to $5,000, up to a year in jail, or both.

Check here: West Virginia Contractor Licensing Board licence lookup. The permit desk is the strongest lever a West Virginia homeowner has. Under W. Va. Code 30-42-10(a) an applicant must either prove to the building inspector that they are licensed or file an affidavit that they are not subject to licensure, and the inspector may not issue a building permit to a person who does not hold a valid licence where one is required. A written contract is separately mandatory at $10,000 or more. So a contractor who suggests working without a permit is also routing around the one checkpoint that tests their licence.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How many certified roofers Morgantown actually has

3 certified roofing contractors serve the principal cities of the Morgantown, WV statistical area, of which 1 hold the top President’s Club tier. The pool carries 460 customer reviews between them at a mean rating of 4.75. The statistical area had a 2024 population of 142,752, a change of 1.94% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Morgantown rankings were produced

Every contractor in the Morgantown, WV pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 3 certified contractors, of whom 1 hold President’s Club standing and 2 Master Elite, against a metro mean rating of 4.75. The top three were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

Set aside in Morgantown. A contractor that would otherwise have scored into the top three was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Norm Weaver Roofing, which scored 47.0: Excluded on service area. A Clarksburg trade name of a drywall and painting company, about 34 miles away, with no website, no BBB profile and no published service area showing it works in the Morgantown metro.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. The questions that come up most in Morgantown

Who is the best roofer in Morgantown, WV?

Titan Roofing of Kingwood, WV scores highest in the Morgantown metro on The Roofing Brief Contractor Score, at 86.1 out of 100 as of October 2026. It holds President’s Club certification with a 4.8 rating across 165 reviews. Highest-scoring is not the same as best fit for your specific job, and the two companies behind it score within 15.7 points.

What is the 25% rule for roofing in West Virginia?

West Virginia has no 25 percent roof rule. The State Building Code adopts the 2018 IRC but is enforced only in counties and municipalities that adopt it. Where it applies, a replacement means tear-off to the deck, and a recover is barred over a water soaked or deteriorated roof, over slate, clay, cement or asbestos-cement tile, or where two or more layers already exist.

Do I need a permit to replace a roof in Morgantown, WV?

Yes. The City of Morgantown requires a building permit for every reroof, about $110 on a $15,000 job plus a $50 plan review, and its application asks how the ice barrier, underlayment and flashing will be applied. Outside the city, it depends on whether Monongalia or Preston County has adopted the state building code.

Can I cancel a roofing contract in West Virginia if my insurance claim is denied?

Yes. Under the Storm Scammer Consumer Protection Act you can cancel an insurance-funded roof contract before midnight on the fifth business day after your insurer denies all or part of the claim. The roofer may not take advance payments in that window, except for emergency repairs.

How much damaging hail does Morgantown get?

The Morgantown, WV statistical area recorded 50 hail reports of 1 inch or larger and 3 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 2.5 inches.

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top three.

What was the worst hailstorm in Morgantown in the last ten years?

The largest hailstone logged by the National Weather Service in the Morgantown, WV statistical area between 2016 and 2025 measured 2.5 inches, reported near Albright on 7 August 2023. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 62 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $1.9 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Morgantown?

Severe-weather reports in the Morgantown, WV statistical area cluster in June, May, August, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in WV?

What should I check before hiring a roofer in Morgantown?

The permit desk is the strongest lever a West Virginia homeowner has. Under W. Va. Code 30-42-10(a) an applicant must either prove to the building inspector that they are licensed or file an affidavit that they are not subject to licensure, and the inspector may not issue a building permit to a person who does not hold a valid licence where one is required. A written contract is separately mandatory at $10,000 or more. So a contractor who suggests working without a permit is also routing around the one checkpoint that tests their licence.

Two roofs in one metro: the student city and the Preston plateau?

In the city of Morgantown 56.3 percent of occupied homes are rented and 45.2 percent of housing predates 1960, against a metro median year built of 1987. The city registers rentals at $25 an apartment, and with every reroof needing a permit, landlords here deal with the city twice. Across the county line, Preston County is only 18.5 percent rented, and 16.5 percent of its homes are mobile homes.

Is Morgantown a hard market to find a good roofer in?

Morgantown is two roofing markets in one metro: a student-rental city in the Monongahela valley, where 56 percent of homes are rented, and the Preston County plateau, a snow belt that logged 22 winter storms in a decade against six in the valley. The plateau also took the metro’s biggest hail and its costliest tornado. West Virginia licenses roofing jobs of $5,000 or more, and Morgantown requires a permit, with an ice barrier check, for every reroof. Four certified firms appear in the directory; one publishes no service area and is excluded, and three are ranked.

Is wind or hail the bigger risk to a roof in Morgantown?

Wind, by a wide margin. The Morgantown, WV statistical area logged 250 severe thunderstorm and high wind reports against 50 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is Norm Weaver Roofing not on this list?

Excluded on service area. A Clarksburg trade name of a drywall and painting company, about 34 miles away, with no website, no BBB profile and no published service area showing it works in the Morgantown metro..
