Best Roofers in Hagerstown, MD: 5 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the five highest-scoring roofing contractors in the Hagerstown-Martinsburg, MD-WV metro on The Roofing Brief Contractor Score are BulletpROOF Exteriors LLC (95.0), Home Source Roofing (83.8), Topper Construction Company (83.4), TEO Roofing (83.3), ETC Services LLC (80.3). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.

The Roofing Brief scored 13 certified roofing contractors serving the Hagerstown metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Maryland is one of the few states where checking a licence buys a homeowner something concrete rather than reassuring. An MHIC contractor licence requires a written trade and business examination, $500,000 of general liability cover since June 2024, and a financial solvency test, and licensees pay into a Guaranty Fund that will reimburse a homeowner up to $30,000 for actual loss when a licensed contractor fails them. The condition is the point: the Fund is not available to homeowners who hire unlicensed contractors. And this metro reaches across a state line, so a house in Berkeley or Morgan County, West Virginia is outside all of it, under a different board with a different threshold and no fund at all.

Hail, codes and what they cost a Hagerstown homeowner

The storm record here is wind rather than hail. Across 2016 to 2025 Washington County in Maryland with Morgan and Berkeley counties in West Virginia logged 67 hail reports against 324 severe thunderstorm and high wind reports and 4 tornado events, with $2.92 million in reported property damage. Counting severe-weather reports of every kind together, August leads with 104, then June with 85 and May with 60, which is a late-summer peak rather than the spring one common further south. This is ridge and valley country, where terrain channels and accelerates wind, so the failure mode is uplift at rakes, ridges and edges rather than impact damage across the field of the roof. Fastening schedule and edge metal are the specification questions that matter here.

Maryland’s licensing regime is genuinely demanding by the standards of this programme. The Maryland Home Improvement Commission requires a contractor licence for home improvement work on residential property, and the Commission lists roofing among the exterior trades it covers. Getting one means passing a written trade and business examination of 55 questions administered by PSI, carrying general liability insurance of at least $500,000 since 1 June 2024, and satisfying the Commission’s financial solvency guidelines. That is a real barrier, and it is the reason the Guaranty Fund below can exist at all. Inside the City of Hagerstown a building permit is required for roof repair or replacement where more than 20 percent of the sheathing or decking is being replaced, or where the type of roof covering is changing, and the city enforces the 2021 International Codes.

Cross into West Virginia and the rules change completely. Berkeley and Morgan counties are in this metro but under the West Virginia Contractor Licensing Board, where W. Va. Code 30-42-3(d) makes a person a contractor, and so requires a licence, once the cost of the undertaking reaches $5,000 for residential work. West Virginia has no Roofing classification at all, so a residential re-roofer there holds the Residential Contractor licence, and the state requires no licence bond and no liability insurance as a condition of licensure. What it does have is a strong permit provision: W. Va. Code 30-42-10(a) bars a building inspector from issuing a permit to anyone who does not hold a valid licence where one is required, and subsection (b) makes a written contract mandatory at $10,000 or more. Note too that the widely repeated $2,500 West Virginia threshold is repealed law; the Act moved from Chapter 21 to Chapter 30 in 2021 and the figure is now $5,000.

So a contractor working both sides of this metro needs two separate credentials, and several of the firms below hold three or four across Maryland, Pennsylvania, Virginia and West Virginia. One limitation on this page we should state plainly: Maryland’s Electronic Licensing System was unavailable throughout our research, returning an error on every search path, so none of the MHIC numbers below has been confirmed against the state register. We publish the numbers as the companies and the Better Business Bureau record them, and we would urge you to check them yourself once the system is back, because in a state where the licence carries a $30,000 Guaranty Fund entitlement the number is worth two minutes of verification.

1. BulletpROOF Exteriors LLC — TRB Score 95.0

BulletpROOF Exteriors LLC is based in Thurmont, MD, in business since 2018, led by Bruce Boyd, Co-founder and CEO, with Megan Boyd as co-founder, and holds President’s Club standing on the GAF certification registry.

Certifications held: President’s Club (GAF), MHIC licence 120479, West Virginia 058640 and Pennsylvania 147167, all as published by the company, CertainTeed ShingleMaster, National Association of Home Builders, Home Builders Association of Washington County, Eastern Panhandle Home Builders Association. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • GAF lists BulletpROOF Exteriors LLC of Thurmont, MD in its residential contractor directory at President’s Club level.. GAF contractor directory

What they actually do. Roof replacement and exterior work across Frederick, Washington and Carroll counties in Maryland and into West Virginia and Pennsylvania.

Why it ranks here. The top score in the metro on President’s Club certification and a clean 5.0 across 253 reviews, and the only contractor here that publishes credentials for all three states this market touches: a Maryland MHIC number, a West Virginia licence and a Pennsylvania registration. It is also a member of both the Washington County home builders association and the Eastern Panhandle association on the West Virginia side, which is the kind of dual affiliation that reflects genuine cross-border work rather than a claimed service area.

Best fit for: A homeowner anywhere in this metro, and the clearest choice if your house is on the West Virginia side.

What we would want clarified. Its Better Business Bureau profile returned Not Rated when we looked and the company is not accredited, so we have recorded no rating rather than rely on a cached figure that said otherwise. None of its three licence numbers could be verified: Maryland’s licensing system was down throughout our research and West Virginia’s board refused every connection. It is based in Thurmont, in Frederick County, outside this metro. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (301) 750-2208, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Home Source Roofing — TRB Score 83.8

Home Source Roofing is based in Williamsport, MD, led by Brandon Moye and Christopher Moye, Owners and Operators, BBB accredited, A+ rating, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), CertainTeed ShingleMaster, GAF Energy solar certified, RainDrop Pro gutter guard. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • GAF lists Home Source Roofing of Williamsport, MD in its residential contractor directory at Master Elite level.. GAF contractor directory

What they actually do. Roof replacement and repair, solar roofing and gutter protection across the Tri-State area including Hagerstown, Williamsport and Frederick.

Why it ranks here. The only contractor on this page whose own address is inside Washington County, at Williamsport, which in a field dominated by Frederick County firms is the most straightforward answer to the question of who is actually local. Master Elite certification with 4.9 across 296 reviews, BBB accredited at A+, a CertainTeed ShingleMaster credential alongside GAF, and a GAF Energy solar certification if you are considering solar at the same time.

Best fit for: Hagerstown and Washington County homeowners who want a genuinely local firm, and roof-with-solar work.

What we would want clarified. Its MHIC number is reported only by secondary records, at 150602 with an expiry in October 2026, and does not appear on the pages of its own site we could retrieve, so ask for it directly and check it. It publishes no founding year and we could not establish one. It publishes no West Virginia credential, so confirm its position if your house is on that side of the metro. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. Topper Construction Company — TRB Score 83.4

Topper Construction Company is based in Frederick, MD, in business since 1988, led by Richard Topper, President, BBB accredited, A+ rating, and holds President’s Club standing on the GAF certification registry.

Certifications held: President’s Club (GAF), MHIC licence 49874, recorded in the BBB licensing block with an expiry of 8 October 2027, Owens Corning contractor network. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

What they actually do. Roofing and siding across Washington County and the wider region, with a dedicated Washington County service page.

Why it ranks here. The longest-established business on this page at 37 years, with President’s Club certification, BBB accreditation at A+, and the only MHIC number here that appears in an independent record rather than only on the company’s own site: the Bureau’s licensing block carries licence 49874 with an expiry date. It maintains a dedicated Washington County page and describes itself as a local roofing and siding company for the county.

Best fit for: Homeowners who want the longest track record in the metro and an MHIC number corroborated outside the company’s own marketing.

What we would want clarified. Its 4.7 rating is the lowest of the five ranked here, across 170 reviews. It is based in Frederick, in Frederick County outside this metro, so Washington County is published service area rather than home territory. Its MHIC number, like every other on this page, could not be confirmed against the state register because Maryland’s licensing system was unavailable, and it publishes no West Virginia credential. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (301) 874-0220, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

4. TEO Roofing — TRB Score 83.3

TEO Roofing is based in Frederick, MD, led by Jose Elias Arevalo Romero, President and Owner, Not accredited, A+ rating, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), MHIC numbers 133702, 168298 and 170014 as published by the company, together with Pennsylvania, Virginia, District of Columbia and West Virginia registrations. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • GAF lists TEO Roofing of Frederick, MD in its residential contractor directory at Master Elite level.. GAF contractor directory

What they actually do. Roof replacement and repair across Maryland, Pennsylvania, Virginia, the District of Columbia and West Virginia.

Why it ranks here. The strongest published commitment to this metro of any Frederick-based firm: TEO maintains an actual Hagerstown office at 927 S Potomac Street alongside its Frederick headquarters, and lists Hagerstown, Williamsport, Smithsburg and Boonsboro among its service locations together with Martinsburg and Berkeley Springs, covering both West Virginia counties in this metro. Master Elite certification with a clean 5.0 across 296 reviews.

Best fit for: A homeowner wanting a firm with a physical Hagerstown office and coverage on both sides of the state line.

What we would want clarified. Its licence position needs clarifying before you sign. The company publishes three different MHIC numbers on its locations page, 133702, 168298 and 170014, while the Better Business Bureau records a single and already-lapsed number, 111689. We could not reconcile them, because Maryland’s licensing system was unavailable throughout, so ask which MHIC number covers your job and check it yourself. It publishes no founding year, its BBB profile is not accredited, and it holds no manufacturer credential outside GAF. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (301) 466-3630, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

5. ETC Services LLC — TRB Score 80.3

ETC Services LLC is based in Frederick, MD, in business since 1998, led by Jason Crum, Owner, BBB accredited, A+ rating, and holds Master Elite standing on the GAF certification registry.

Certifications held: Master Elite (GAF), MHIC licence 71119, Virginia 2705169780 and Pennsylvania 142304, published in the footer of every page of its own site and corroborated on its BBB record. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • GAF lists ETC Services LLC of Frederick, MD in its residential contractor directory at Master Elite level.. GAF contractor directory

What they actually do. Roofing and exterior work across Maryland, Virginia and Pennsylvania, with a dedicated Washington County service page.

Why it ranks here. A clean 5.0 across 110 reviews with Master Elite certification, 27 years of trading, and the most transparent licence publication on this page: it carries its Maryland, Virginia and Pennsylvania numbers in the footer of every page of its own site, and the Better Business Bureau record independently lists its Maryland licensing detail. It maintains a dedicated Washington County page naming Hagerstown, Williamsport, Boonsboro, Smithsburg, Clear Spring and Keedysville.

Best fit for: Homeowners who want licence numbers published openly and corroborated independently, and work spanning the Maryland and Virginia line.

What we would want clarified. It publishes no West Virginia credential and its site header names Maryland, Virginia and Pennsylvania only, so it does not appear to cover the Berkeley and Morgan county side of this metro. It is based in Frederick, outside Washington County, its 110 reviews are the thinnest record of the five ranked here, and its MHIC number could not be confirmed against the state register during the outage. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

What 4.0 inch hail does to a Hagerstown roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Hagerstown-Martinsburg, MD-WV statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 67 hail reports, 324 severe thunderstorm and high wind reports and 4 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $2.9 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Hagerstown in a decade

Date Stone size Reported near County
7 August 2023 4.0 in Clear Spg Washington
7 August 2023 2.0 in Cavetown Washington
7 August 2023 2.0 in Cavetown Washington
7 August 2023 2.0 in Charlton Washington
7 August 2023 2.0 in Williamsport Washington
19 May 2019 2.0 in Spickler Washington

The largest stone on record for this metro fell on 7 August 2023 near Clear Spg, measured at 4.0 inches. That is grapefruit sized. Stones that big destroy asphalt shingles outright, dent metal, crack tile and routinely total roofs across whole neighbourhoods.

Wind. The strongest thunderstorm gust logged in the metro was 83 knots, about 96 mph, near Hagerstown on 19 April 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF0 near Boonsboro on 5 June 2024.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 19 April 2025 event near Hagerstown, reproduced verbatim:

Hundreds of trees, wires, and poles blew down from Hagerstown to Smithsburg. Numerous homes suffered at least partial roof loss, with numerous homes and businesses losing siding and shingles. Numerous outbuildings were severely damaged or destroyed, including several sheds that were blown a couple hundred feet. In downtown Hagerstown, a building near the intersection of South Potomac Street and West Antietam Street had a large portion of its roof ripped off. An older building at the intersection of US-40 National Pike and East Franklin Street had half of its roof peeled off, with the roofing material landing on East Franklin Street. A building at the intersection of North Mulberry Street…

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in August (104), June (85), May (60). The worst years on record were 2023 (55), 2025 (53), 2020 (44). If you are scheduling non-urgent work in Hagerstown, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hagerstown sees enough damaging hail that a Class 4 impact-rated shingle is worth pricing, though not automatically worth buying. Get both quotes and weigh the premium against any insurance discount.

The fund that pays out, and the state line that ends it

Most consumer protections in this programme are procedural: a right to cancel, a required disclosure, a ban on offering to cover your deductible. Maryland’s is different, because it writes cheques. The MHIC Guaranty Fund is a statutory compensation fund financed by assessments on Maryland home improvement licensees rather than by general taxation, with contractors paying $100 toward it on a new two-year licence and $175 at renewal. It exists to reimburse homeowners for actual losses suffered at the hands of a licensed contractor.

The limits are specific and worth knowing before you need them. The Fund pays a maximum of $30,000 per claimant, or the amount the homeowner actually paid the contractor, whichever is the lesser. There is a separate cap on the total payable on behalf of any one contractor. To claim, you must live in the home the claim concerns, or own no more than three residences, and spouses, relatives, employees and partners of the contractor are ineligible. A claim must be brought within three years after the claimant discovered, or by ordinary diligence should have discovered, the loss or damage.

And here is the clause that turns a licence check from a formality into a financial decision: the Guaranty Fund is not available to homeowners who hire unlicensed contractors. Hiring outside the licensed pool does not merely leave you with a worse contractor. It forfeits a $30,000 statutory entitlement that you would otherwise have had, and that the licensed contractors in this market have already paid into on your behalf. That is the concrete answer to the question of what checking an MHIC number actually buys you.

Now walk a few miles west or south-west. Berkeley and Morgan counties, West Virginia are inside this metropolitan area but outside every part of that scheme. The licensing body is the West Virginia Contractor Licensing Board, the threshold is $5,000 of residential work rather than Maryland’s home improvement definition, there is no Roofing classification to hold, the state requires neither a licence bond nor liability insurance for licensure, and there is no Guaranty Fund. The compensating West Virginia protection is at the permit counter, where an inspector may not issue a building permit to an unlicensed contractor. Same metro, same contractors driving across it, entirely different recourse if the job goes wrong.

What to verify before a Hagerstown contractor starts

Licensing is required in MD. Maryland requires a Maryland Home Improvement Commission licence for any contractor performing roofing or other home improvement work on a residential property. Maryland issues no standalone roofing licence; the MHIC Home Improvement licence is the required credential statewide.

Applicants must document at least two years of home improvement, construction or related education experience, pass a licensing exam, carry at least $50,000 liability insurance at application and renewal, and demonstrate financial solvency through a full credit report and net worth review.

Check here: MHIC Home Improvement Public Query. The MHIC public query tool is free and confirms active status in real time by contractor name, licence number or location. Maryland also runs a Guaranty Fund that can reimburse homeowners for losses caused by a licensed contractor, so hiring unlicensed forfeits that protection.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

The shape of the Hagerstown contractor market

13 certified roofing contractors serve the principal cities of the Hagerstown-Martinsburg, MD-WV statistical area, of which 2 hold the top President’s Club tier. The pool carries 1,650 customer reviews between them at a mean rating of 4.946. How these Hagerstown rankings were produced

Every contractor in the Hagerstown-Martinsburg, MD-WV pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 13 certified contractors, of whom 2 hold President’s Club standing and 4 Master Elite, against a metro mean rating of 4.946. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page.

Is Hagerstown a hard market to find a good roofer in?

Is wind or hail the bigger risk to a roof in Hagerstown?

Wind, by a wide margin. The Hagerstown-Martinsburg, MD-WV statistical area logged 324 severe thunderstorm and high wind reports against 60 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
