Best Roofers in Morristown, TN: 3 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the three highest-scoring roofing contractors in the Morristown, TN metro on The Roofing Brief Contractor Score are Ramos Rod Roofing and Construction (73.0), Rock Star Roofing (70.4), Turner Exteriors (62.0). All of them carry a verifiable manufacturer certification, every rating here was cross-checked against an independent record, and no money changed hands for any placement.

The Roofing Brief scored 3 certified roofing contractors serving the Morristown metro on a published, reproducible formula, then researched each of the top three individually to confirm its record. Morristown’s roofs are tested by wind and falling trees, not hail: 121 damaging wind reports against 12 hail reports in a decade, a 90 mph downburst that tore roofs at Russellville in 2024, and Helene, whose gusts knocked out power to the Weather Service’s own forecast office in Morristown. One home in six is a mobile home. Neither county requires a state licence for a reroof under $25,000. Five certified firms appear in the directory; two are excluded, one with no Morristown coverage and one a kitchen and bath remodeller, so three are ranked.

Quick picks for Morristown:

  • Ramos Rod Roofing and Construction: best local Master Elite option (TRB Score 73.0). Verified services: metal roofing, gutters, siding.
  • Rock Star Roofing: best roofing specialist (TRB Score 70.4). Verified services: roof replacement, roof repair, metal roofing.
  • Turner Exteriors: best for siding and windows too (TRB Score 62.0). Verified services: metal roofing, siding, windows, gutters.

Wind, terrain and the Morristown housing stock

Neither Hamblen nor Jefferson County is among Tennessee’s nine home improvement licence counties, so a reroof under $25,000 needs no state licence at all; at $25,000 or more a full contractor licence is required, including for a roofing subcontractor. Roofers working on manufactured homes are exempt if they hold a state manufactured home installer licence. Because so little is licensed, check insurance certificates directly with the insurer.

Under Tennessee’s insurance-funded roofing law you may cancel before midnight on the third business day after your insurer says in writing that all or part of the claim is not covered, and the roofer may not require payment until full coverage is confirmed or that window passes, apart from emergency repairs you acknowledged. Tennessee has no ban on deductible rebates.

The City of Morristown lists roofing among the work that needs a permit and inspection, and work started without one is charged double fees. The city enforces the 2018 residential and existing building codes and asks contractors for a licence and liability insurance certificate; projects over $50,000 also need city and county business licences.

Across 2016 to 2025 Hamblen and Jefferson counties logged 121 thunderstorm wind reports, 16 of them at 58 knots or more, 12 hail reports topping out at 1.5 inches and two weak tornadoes. Helene’s 2024 winds were filed by forecast zone and its rain pushed the Nolichucky nine feet above its previous record, with $11 million of flood damage. Mobile homes are 16 percent of the metro’s housing and 22 percent in Jefferson County; in Morristown 45 percent of homes are rented.

The Roofing Brief Contractor Score, top three certified contractors in Morristown. Scored October 2026.

1. Ramos Rod Roofing and Construction: best local Master Elite option (TRB Score 73.0)

Ramos Rod Roofing and Construction is based in Morristown, TN, Not accredited, D+ rating, one unanswered complaint, and holds Master Elite standing on the GAF certification registry.

Score component Points Max
Certification tier 24 35
Adjusted rating 26.4 40
Review corpus depth 12.6 15
Metro proximity 10.0 10
Total 73.0 100

Independently corroborated:

  • Rated D+ for failing to respond to a complaint and for its short time in business; file opened September 2025. The complaint, unanswered, alleges a roof leak after a 2024 replacement and ceiling repairs promised but not done; it is an allegation, not a finding.. BBB business profile and complaints
  • No contractor or home improvement licence found under the firm’s names; none is required for a Hamblen County job under $25,000.. Tennessee Board for Licensing Contractors register
  • A Knoxville-focused site with a Morristown service page and Morristown project write-ups; also offers gutters, siding, framing, flooring, painting and fencing.. Company website

What they actually do. Shingle and metal roofing plus general exterior and interior construction.

Services we could verify: metal roofing, gutters, siding.

Why it ranks here. The only Master Elite firm based in Morristown, with 68 GAF reviews averaging 4.6. Its BBB record is poor: rated D+ over an unanswered complaint about a leaking 2024 reroof. It holds no state licence, so it cannot take a job of $25,000 or more. A separately listed Miguel Ramos Roofing in Morristown carries an F rating; we found nothing linking the two.

Best fit for: Homeowners who want a local Master Elite firm for a job under $25,000 and are comfortable after reading its BBB complaint.

What we would want clarified. Read its BBB complaint first: a D+ rating driven by an unanswered leak complaint is the weakest record among the ranked firms, and it has no state licence for larger jobs. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (423) 277-7095, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Rock Star Roofing: best roofing specialist (TRB Score 70.4)

Rock Star Roofing is based in Dandridge, TN, and holds Certified standing on the GAF certification registry.

Score component Points Max
Certification tier 12 35
Adjusted rating 37.2 40
Review corpus depth 14.7 15
Metro proximity 6.5 10
Total 70.4 100

Independently corroborated:

  • Rock Star Roofing LLC holds home improvement licence 11871, first issued June 2024 and active to June 2028; no full contractor licence found.. Tennessee Board for Licensing Contractors register
  • Serves Dandridge, Jefferson City, Morristown, White Pine and towns toward Knoxville, with many Morristown, Jefferson City and White Pine project pages; shingle and metal roofing.. Company website

What they actually do. Shingle and metal roof replacement and repair.

Services we could verify: roof replacement, roof repair, metal roofing.

Why it ranks here. A roofing-first firm based in Dandridge inside the metro, with a perfect 5.0 across 138 GAF reviews and many Morristown jobs on its own site. It holds a home improvement licence, which these counties do not require but nearby Knox County does.

Best fit for: Jefferson County and Morristown homeowners who want a roofing specialist with a deep local review base.

What we would want clarified. We found no BBB profile and no published street address, and it holds GAF’s entry Certified tier; its licence does not cover jobs of $25,000 or more. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (865) 422-3366, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

3. Turner Exteriors: best for siding and windows too (TRB Score 62.0)

Turner Exteriors is based in Corryton, TN, led by Les and Elijah Turner, owners, Not accredited, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

Score component Points Max
Certification tier 12 35
Adjusted rating 31.4 40

  • Turner Exteriors, LLC holds home improvement licence 9459, active to August 2027; no full contractor licence found.. Tennessee Board for Licensing Contractors register
  • Not accredited, A+; business started 1990, LLC formed 2019; lists the same licence; no complaints.. BBB business profile
  • Lists Morristown, Jefferson City, Bean Station and New Market among 35 East Tennessee towns; a family business of more than 33 years.. Company website

What they actually do. Shingle and metal roofing, siding, windows, gutters and decks.

Services we could verify: metal roofing, siding, windows, gutters.

Why it ranks here. A family exteriors firm from Corryton, north-east of Knoxville and about 26 miles from Morristown, with 153 GAF reviews averaging 4.8, the deepest base in the pool, and a clean BBB file. Its own service list names Morristown and Jefferson City.

Best fit for: Homeowners who want an established family firm with a long clean record and siding or window work alongside the roof.

What we would want clarified. It is based outside the metro, holds GAF’s entry Certified tier, and its licence does not cover jobs of $25,000 or more. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (865) 888-8504, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Roof replacement and repair in Morristown, TN

Short answer: In Morristown, the ranked firms are Ramos Rod Roofing and Construction, the only Master Elite firm based in the city, for jobs under $25,000 once you have read its BBB complaint; Rock Star Roofing, a Dandridge roofing specialist with 138 reviews; and Turner Exteriors, a family firm for roof work alongside siding or windows. The rule that matters most: the City of Morristown requires a permit and inspection for roofing, and work started without one is charged double fees.

Morristown’s roofs are tested by wind and falling trees, not hail. Hamblen and Jefferson counties logged 121 thunderstorm wind reports from 2016 to 2025, 16 of them at 58 knots or more, against 12 hail reports topping out at 1.5 inches. On 8 May 2024 an estimated 90 mph downburst near Russellville caused structural roof damage to homes over about two square miles. On 27 September 2024 Helene’s winds brought a 52 mph gust at Morristown Airport, and a barn roof was peeled off at Talbott; because NOAA files Helene’s wind by forecast zone, county storm counts miss it. May, June and July see the most storm reports.

The City of Morristown lists roofing among the work that needs a permit and inspection, and work started without one is charged double fees. The city enforces the 2018 residential and existing building codes and asks contractors for a licence and liability insurance certificate; projects over $50,000 also need city and county business licences. Where the 2018 IRC applies, R908.3 requires tear-off to the deck for a replacement, and a recover is not allowed over a water-soaked or deteriorated roof, over slate or tile, or over two or more layers. Mobile homes are 16 percent of the metro’s housing, and licensed manufactured home installers may roof them without a separate contractor licence.

Neither Hamblen nor Jefferson County is among Tennessee’s nine home improvement licence counties, so a reroof under $25,000 needs no state licence at all; at $25,000 or more a full contractor licence is required. Ask for insurance certificates and check them directly with the insurer. Under T.C.A. 62-6-601 to 606 you may cancel an insurance-funded roofing contract before midnight on the third business day after your insurer says in writing that all or part of the claim is not covered, and the roofer may not require payment until coverage is confirmed or that window passes. Tennessee has no ban on deductible rebates, but its matching rule requires a reasonably uniform appearance on replacement cost policies.

Ramos Rod Roofing and Construction does shingle and metal roofing but holds no state licence, so it cannot take a job of $25,000 or more, and its D+ BBB rating stems from an unanswered complaint about a leaking 2024 reroof. Rock Star Roofing does shingle and metal roof replacement and repair and holds home improvement licence 11871. Turner Exteriors, about 26 miles away in Corryton, covers shingle and metal roofing, siding, windows and gutters with a clean BBB file. We found no full contractor licence for any of the three; for larger jobs, Morristown Roofing Co., Richardson Construction Group and Exterior Home Solutions hold full Tennessee contractor licences.

The 121 wind reports that shape a Morristown roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 2 counties of the Morristown, TN statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 12 hail reports, 121 severe thunderstorm and high wind reports and 2 tornadoes. The database’s property-damage fields are left blank for most of these reports, so it carries no usable loss total for this metro and we do not quote one.

The biggest hail to fall on Morristown in a decade

Date Stone size Reported near County
27 March 2021 1.5 in White Pine Jefferson
2 June 2022 1.25 in Jefferson Estates Jefferson
6 May 2022 1.25 in Alpha Hamblen
17 May 2025 1.25 in Deep Spgs Jefferson
6 February 2025 1.0 in Chestnut Hill Jefferson
6 May 2022 1.0 in Chestnut Hill Jefferson

The largest stone on record for this metro fell on 27 March 2021 near White Pine, measured at 1.5 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.

Wind. The strongest thunderstorm gust logged in the metro was 78 knots, about 90 mph, near Russellville on 8 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 2 tornadoes touched down in these counties over the decade, the strongest rated EF0 near Shady Grove on 12 January 2023.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 8 May 2024 event near Russellville, reproduced verbatim:

Potent thunderstorm downburst winds caused severe damage. Significant roof damage occurred to the Russellville Elementary and subsequent water intrusion into several classrooms and gymnasium. Other structural roof damage occurred to some homes and several tree trunks were snapped with just a few trees uprooted. The Morristown Memorial Gardens Mausoleum also sustained roof damage. The Bethesda Cemetery sustained numerous trees snapped. The total area affected was roughly two square miles.

That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in May (28), June (23), July (20). The worst years on record were 2023 (25), 2020 (20), 2024 (15). If you are scheduling non-urgent work in Morristown, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Morristown. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

A wind and falling-tree market on the weather service’s doorstep

The National Weather Service office that surveys East Tennessee’s storms sits in Morristown, so the metro’s storm record is unusually well observed. It shows a wind market: 121 thunderstorm wind reports in ten years against 12 hail reports, none of the hail reaching 2 inches.

On 27 September 2024 Helene’s winds reached the city. A 52 mph gust at Morristown Airport at 8:10 a.m. matched the moment the western half of the city lost power, the forecast office included; about 100 trees fell in Panther Creek State Park, and in Jefferson County a Weather Service employee reported a barn roof peeled off at Talbott. Because NOAA files Helene’s wind by forecast zone, a county storm count misses it entirely. Its rain then sent the Nolichucky at Lowland to a crest nine feet above its previous record.

Thunderstorms do the rest. On 8 May 2024 an estimated 90 mph downburst near Russellville caused significant roof damage and water intrusion at Russellville Elementary and structural roof damage to homes over about two square miles. On 7 August 2023 a 74 knot gust at a Dandridge RV park stripped metal roofs from the RV awnings. In March 2020 a line of 61 knot gusts crossed Jefferson City, Morristown and Dandridge in 18 minutes.

Mobile homes are the exposure: 16 percent of the metro’s housing and 22 percent in Jefferson County, against about 8 percent statewide. Tennessee lets licensed manufactured home installers do roofing on those homes without a separate contractor licence.

For a Morristown homeowner, the useful questions are about wind: how the roofer will fasten edges and ridge, whether it will replace damaged decking, and whether the city permit has been pulled, since roofing there needs one. With no state licence required under $25,000, ask for insurance certificates and check them with the insurer.

Three things to confirm before work starts in Morristown

Licensing is required in TN. Tennessee requires a licence from the Board for Licensing Contractors, within the Department of Commerce and Insurance, for projects of $25,000 or more. Like electrical, plumbing and HVAC subcontractors, a roofing subcontractor needs its own licence once the roofing portion of a project reaches $25,000 (T.C.A. 62-6-103(d)).

The roofing classification is BC-21, covering roofing, gutters and vinyl siding over $25,000; the broader building classifications also cover roofing. BC-21 applicants sit no trade exam but must pass the Business and Law exam and show experience; since 1 July 2026 a surety bond of at least half the requested monetary limit can replace the reviewed financial statement, and exams have been run by Prov since the same date. A Home Improvement licence for residential work over $3,000 and under $25,000 applies only in Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby counties. Under T.C.A. 62-6-601 to 606, a homeowner may cancel an insurance-funded roofing contract before midnight on the third business day after written notice that all or part of the claim is not covered, and the roofer may not require payment until the insurer confirms full coverage or that window has passed, apart from emergency repairs the owner acknowledged.

Check here: Tennessee Board for Licensing Contractors. Outside the nine home improvement counties, a reroof under $25,000 needs no state licence at all, so ask for liability and workers’ compensation certificates and check them with the insurer. On larger jobs, check the classification and the monetary limit, both shown on the state’s public register.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Morristown rankings were produced

Every contractor in the Morristown, TN pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 3 certified contractors, of whom 0 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.74. The top three were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Good and bad findings are published together, and no contractor paid for a place here.

Set aside in Morristown. Contractors that would otherwise have scored into the top three were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Covenant Roofing and Restoration LLC, which scored 62.6: Excluded on service area. A licensed Greeneville roofer, BBB accredited at A+, whose BBB service area and website list Greene and Washington County towns as far as Bulls Gap but never Morristown, Hamblen County or Jefferson County.
  • Team Farrell, which scored 49.6: Excluded on core trade. A Cosby home remodeller offering kitchens, baths, flooring and handyman work, with roofing one service among many; its listed towns reach the metro only at Dandridge and White Pine. Its only state licence was commercial and expired in May 2025, though its site still says licensed.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. What is the 25% rule for roofing in Tennessee?

Tennessee has no statewide 25 percent roof rule. The statewide standards do not apply to renovations of existing one and two family homes, and cities that enforce their own codes set their own rules. Do I need a permit to replace a roof in Morristown, TN?

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top three.

What was the worst hailstorm in Morristown in the last ten years?

The largest hailstone logged by the National Weather Service in the Morristown, TN statistical area between 2016 and 2025 measured 1.5 inches, reported near White Pine on 27 March 2021. Severe-weather reports in the Morristown, TN statistical area cluster in May, June, July, on the NOAA record for 2016 to 2025. Scheduling discretionary work away from that window tends to get you a better crew and a faster start, because nobody is juggling emergency callouts.

Do roofers need a licence in TN?

What should I check before hiring a roofer in Morristown?

Outside the nine home improvement counties, a reroof under $25,000 needs no state licence at all, so ask for liability and workers’ compensation certificates and check them with the insurer. On larger jobs, check the classification and the monetary limit, both shown on the state’s public register.

A wind and falling-tree market on the weather service’s doorstep?

The National Weather Service office that surveys East Tennessee’s storms sits in Morristown, so the metro’s storm record is unusually well observed. It shows a wind market: 121 thunderstorm wind reports in ten years against 12 hail reports, none of the hail reaching 2 inches.

Is Morristown a hard market to find a good roofer in?

Morristown’s roofs are tested by wind and falling trees, not hail: 121 damaging wind reports against 12 hail reports in a decade, a 90 mph downburst that tore roofs at Russellville in 2024, and Helene, whose gusts knocked out power to the Weather Service’s own forecast office in Morristown. One home in six is a mobile home. Neither county requires a state licence for a reroof under $25,000. Five certified firms appear in the directory; two are excluded, one with no Morristown coverage and one a kitchen and bath remodeller, so three are ranked.

Is wind or hail the bigger risk to a roof in Morristown?

Wind, by a wide margin. The Morristown, TN statistical area logged 121 severe thunderstorm and high wind reports against 11 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is Covenant Roofing and Restoration LLC not on this list?

Excluded on service area. A licensed Greeneville roofer, BBB accredited at A+, whose BBB service area and website list Greene and Washington County towns as far as Bulls Gap but never Morristown, Hamblen County or Jefferson County..
