Best Roofers in Wheeling, WV: 1 Certified Contractor, Scored and Verified

Short answer: As of October 2026, the one highest-scoring roofing contractors in the Wheeling, WV-OH metro on The Roofing Brief Contractor Score are Saints Roofing & Construction (92.3). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.

The Roofing Brief scored 1 certified roofing contractors serving the Wheeling metro on a published, reproducible formula, then researched each of the top one individually to confirm its record. Wheeling’s roofs are among the oldest in the country: the city’s median home was built in 1949 and four in ten predate 1940, many under slate with box gutters hidden behind wood cornices that the historic landmarks commission asks owners to keep. The damage here comes from wind and small tornadoes, from the 2022 derecho that tore roof panels off a state office on 16th Street to an EF2 across Ohio County that August. Only one certified firm appears in the directory for the area, and it is ranked.

Quick picks for Wheeling:

  • Saints Roofing & Construction: best overall (TRB Score 92.3). Verified services: roof replacement, roof repair, commercial roofing, gutters, chimney work, siding, skylights.

What a Wheeling roof is up against

West Virginia licenses contractors by job size, not trade: any residential job of $5,000 or more needs a state licence, and a 2026 bill to raise that to $10,000 died in committee. There is no roofing class; Wheeling-area roofers hold a specialty licence with roofing in its scope, and every applicant must pass the state business and law exam. No bond or liability insurance is required for the licence. Unlicensed work brings a cease-and-desist order and fines, escalating to jail for repeat offences, and any job of $10,000 or more needs a written, signed contract.

West Virginia’s Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roof contract before midnight on the fifth business day after your insurer denies all or part of the claim, bars advance payments in that window except for emergency repairs, and bars roofers from negotiating your claim or offering to pay or rebate your deductible. A wilful violation is a misdemeanour carrying up to $5,000, a year in jail, or both. On the Ohio side there is no roofing licence and no roof-specific claim statute.

Wheeling requires a building permit for a new roof, at $4 per $1,000 of contract value, so a $14,000 reroof costs about $56, and roofing permits can often be issued the same day. Each contractor on the permit needs a current state licence and a City of Wheeling licence, and the permit desk may not issue a permit to an unlicensed contractor. In the local historic districts a roof alteration also needs a $15 certificate of appropriateness. Whether a reroof needs a permit on the Ohio side depends on whether that town has a certified residential building department.

Across 2016 to 2025 Ohio, Marshall and Belmont counties logged 172 thunderstorm wind reports, 27 of them at 58 knots or more, 45 hail reports topping out at 2.5 inches near Pleasant Grove, and four tornadoes, with $2.5 million of recorded roof-type damage. The decade’s deadliest event was the June 2025 flash flood on Little Wheeling Creek, which killed nine people. Winter adds ice and snow: three forecast zones logged 22 winter storms and an ice storm in February 2022.

What they actually do. Residential and commercial roof replacement and repair, box gutter repair, chimney flashing, siding and roof coatings.

Services we could verify: roof replacement, roof repair, commercial roofing, gutters, chimney work, siding, skylights.

Why it ranks here. A family firm run by Barry and Ruth Hicks, holding GAF’s President’s Club tier with 281 reviews averaging 4.9, a West Virginia roofing licence and a clean BBB file since 2021. GAF lists its Wellsburg showroom in Brooke County, but its registered principal office is in Warwood, inside the city. Its box gutter and chimney work suits Wheeling’s Victorian stock. The state record, BBB and the company agree on a 2020 start.

Best fit for: Wheeling owners of older houses who need box gutter, chimney or flashing work done with the roof.

What we would want clarified. It is the only certified firm here, so there is no certified alternative to compare against; we confirmed its licence only through a mirror of the state register. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (304) 780-7902, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Other licensed roofers serving Wheeling

Only one certified firm clears our floor here. These four are based in Wheeling and hold a West Virginia licence with roofing in its scope, read from a mirror of the licensing board’s register because the board’s own lookup refused our connections. Two show expiry dates that have passed, so confirm renewal before signing. They are not scored and we are not recommending them.

Roof replacement and repair in Wheeling, WV

Short answer: In Wheeling, the one ranked option is Saints Roofing & Construction, a President’s Club family firm whose box gutter, chimney and flashing work suits the city’s older houses. Licensed but unranked alternatives include Tom Vapner Roofing & Painting and Kalkreuth Roofing & Sheet Metal. The rule that matters most: a new roof needs a Wheeling building permit, and each contractor on it needs a current West Virginia licence and a City of Wheeling licence.

Wind does most of the recorded damage in the Wheeling area. Ohio, Marshall and Belmont counties logged 172 thunderstorm wind reports from 2016 to 2025, 27 of them at 58 knots or more, and four tornadoes. In the 14 June 2022 derecho the state human services building on 16th Street lost roof panels, and on 1 August 2022 an EF2 crossed into Ohio County, tearing the roof off a 160-year-old barn. Hail is rarer, 45 reports, the largest 2.5 inches near Pleasant Grove in May 2025. On the city’s old slate roofs the risk is often the repair itself: a crew used to shingles can break more slate than the wind did.

Wheeling requires a building permit for a new roof at $4 per $1,000 of contract value, and roofing permits can often be issued the same day. The permit desk may not issue a permit to an unlicensed contractor. In the Centre Market Square, Chapline Street Row and North Wheeling districts, a roof alteration also needs a $15 certificate of appropriateness, and the guidelines urge owners to keep slate and the box gutters hidden in wood cornices. West Virginia has no 25 percent roof rule; where the State Building Code applies, a replacement tears off to the deck and a recover is barred over slate or two or more existing layers.

West Virginia licenses by job size: any residential job of $5,000 or more needs a state licence, usually a specialty licence with roofing in scope, and a job of $10,000 or more needs a written, signed contract. The Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roof contract before midnight on the fifth business day after your insurer denies all or part of the claim, bars advance payments in that window except for emergency repairs, and bars roofers from negotiating your claim or offering to pay or rebate your deductible. On the Ohio side there is no roofing licence and no roof-specific claim statute.

Saints Roofing & Construction holds GAF’s President’s Club tier with 281 reviews averaging 4.9, specialty licence WV060452 with a roofing scope, and a registered office in Warwood. It does residential and commercial replacement and repair, box gutter repair, chimney flashing, siding and roof coatings, and as the only certified firm here it has no certified alternative to compare against. Among licensed unranked firms, Kalkreuth Roofing & Sheet Metal runs a residential division in Wheeling for shingle, metal, slate and tile, and Tom Vapner Roofing & Painting has been BBB accredited since 2011. Kalkreuth and Jones Roofing show passed licence expiry dates, so confirm renewal.

The 172 wind reports that shape a Wheeling roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Wheeling, WV-OH statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 45 hail reports, 172 severe thunderstorm and high wind reports and 4 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $2.5 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Wheeling in a decade

Date Stone size Reported near County
2 May 2025 2.5 in Pleasant Grove Belmont
2 May 2025 1.75 in Bannock Belmont
2 May 2025 1.75 in Uniontown Belmont
2 May 2025 1.75 in Fairpoint Belmont
25 May 2019 1.75 in Tacoma Belmont
29 September 2016 1.75 in Wolf Run Marshall

The largest stone on record for this metro fell on 2 May 2025 near Pleasant Grove, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near Fairview on 8 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Dallas on 1 August 2022.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 8 May 2024 event near Fairview, reproduced verbatim:

A swath of wind damage was noted by an NWS storm survey, extending from near Scout Road to School House Road. Most damage consisted of broken and uprooted trees, but on Scout Road, one outbuilding was destroyed and another lost some roofing material.

A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (45), May (42), July (42). The worst years on record were 2025 (36), 2022 (34), 2016 (27). If you are scheduling non-urgent work in Wheeling, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hail is not the governing risk in Wheeling. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Old roofs in a wind valley

In the City of Wheeling 41.2 percent of homes were built in 1939 or earlier and only 6.7 percent since 2000; the median home dates from 1949. Many carry slate, often on mansards, and box gutters built into the cornice rather than hung from it.

Wheeling’s Historic Landmarks Commission, a certified local government recognised by the National Park Service, reviews work in three local districts: Centre Market Square, Chapline Street Row and North Wheeling. The Centre Market Square guidelines urge owners to keep slate, to use simulated slate matching the original if it must be replaced, and to keep wood cornices and the box gutters they conceal rather than switch to modern gutters. Any roof alteration there needs the commission’s approval and a $15 certificate on top of the building permit. National Register listing alone does not trigger local review.

Wind, not hail, does the recorded damage. In the 14 June 2022 derecho a spotter reported that the state human services building on 16th Street lost roof panels and siding, with shingles damaged and windows broken, and trees fell on several homes. On 1 August 2022 an EF2 crossed from Marshall County into Ohio County, tearing the roof off a 160-year-old barn and badly damaging a church parsonage. An October 2021 EF1 in Belmont County carried a business roof nearly 150 yards, and in May 2024 a 100 mph gust destroyed an outbuilding on Scout Road.

Hail is real but rarer, 45 reports against 172 for damaging wind across the decade, the largest a 2.5 inch stone near Pleasant Grove in May 2025. On a slate roof the risk is less the storm than the repair: a crew used to shingles can break more slate than the wind did.

For a Wheeling owner of an older house, the questions are whether the roofer repairs slate and box gutters or only replaces them, whether the house sits in a local district that needs commission approval, and whether the roofer holds a West Virginia licence and a city licence, both of which the permit desk checks.

How to check a Wheeling roofer in ten minutes

Licensing is required in WV. West Virginia licenses contractors through the Contractor Licensing Board, but the requirement turns on the size of the job rather than on the trade. Under W. Va. Code 30-42-3(d) a person is a “contractor”, and so needs a licence, once the cost of the undertaking reaches $5,000 for residential work or $25,000 for commercial work. Below $5,000 a residential re-roof falls outside the definition entirely and no state licence is required. Note that the Act was moved in 2021 from Chapter 21, Article 11 to Chapter 30, Article 42, so older guidance citing a $2,500 threshold is quoting repealed law.

There is no roofing classification among West Virginia’s tested licence types; a roofing-only firm is normally licensed as a Specialty contractor with roofing listed in its scope, and a Residential licence also covers roofing. Every applicant must pass the West Virginia business and law examination at 70 percent; any further exam for a specialty licence is set by the Board. The state requires no licence bond or general liability insurance, though every applicant must swear to business franchise tax, workers’ compensation, employment security and wage bond compliance; the board’s fee is $90 a year, under a statutory cap of $150. Separately, the Storm Scammer Consumer Protection Act (W. Va. Code 46A-6M) lets a homeowner cancel an insurance-funded roofing contract before midnight on the fifth business day after the insurer denies all or part of the claim, bars advance payments until that five-day period has run (emergency repairs excepted), bars claim negotiation by roofers, bars offering to pay or rebate a deductible, and makes any wilful violation a misdemeanour punishable by a fine of up to $5,000, up to a year in jail, or both.

Check here: West Virginia Contractor Licensing Board licence lookup. The permit desk is the strongest lever a West Virginia homeowner has. Under W. Va. Code 30-42-10(a) an applicant must either prove to the building inspector that they are licensed or file an affidavit that they are not subject to licensure, and the inspector may not issue a building permit to a person who does not hold a valid licence where one is required. A written contract is separately mandatory at $10,000 or more. So a contractor who suggests working without a permit is also routing around the one checkpoint that tests their licence.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Wheeling rankings were produced

Every contractor in the Wheeling, WV-OH pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 1 certified contractor, of whom 1 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.9. The top one were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Questions Wheeling homeowners ask

Who is the best roofer in Wheeling, WV?

What is the 25% rule for roofing in West Virginia?

West Virginia has no 25 percent roof rule. The State Building Code adopts the 2018 IRC and 2018 IEBC but is enforced only where counties and municipalities adopt it. Where it applies, a replacement means tear off to the deck under IRC R908.3.

Do I need a permit to replace a roof in Wheeling?

Yes. Wheeling requires a building permit for a new roof, at $4 per $1,000 of contract value, and roofing permits can often be issued the same day. In a local historic district a roof alteration also needs a $15 certificate of appropriateness.

Who repairs slate roofs and box gutters in Wheeling?

Saints Roofing & Construction, the ranked firm, lists box gutter repair and chimney flashing alongside roof replacement and repair. Kalkreuth Roofing & Sheet Metal, a licensed but unranked firm, runs a residential division in Wheeling for shingle, metal, slate and tile. Ask whether a roofer repairs slate and box gutters or only replaces them.

Can I cancel a roofing contract in West Virginia if my insurance claim is denied?

Yes. The Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roof contract before midnight on the fifth business day after your insurer denies all or part of the claim. A wilful violation is a misdemeanour carrying up to $5,000, a year in jail, or both.

How many certified roofing contractors serve Wheeling?

1 contractors on the GAF certification registry serve the principal cities of the Wheeling, WV-OH statistical area as of October 2026, of which 1 hold President’s Club status.

How much damaging hail does Wheeling get?

The Wheeling, WV-OH statistical area recorded 38 hail reports of 1 inch or larger and 1 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 2.5 inches.

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top one.

What was the worst hailstorm in Wheeling in the last ten years?

The largest hailstone logged by the National Weather Service in the Wheeling, WV-OH statistical area between 2016 and 2025 measured 2.5 inches, reported near Pleasant Grove on 2 May 2025. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 45 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $2.5 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Wheeling?

Severe-weather reports in the Wheeling, WV-OH statistical area cluster in June, May, July, on the NOAA record for 2016 to 2025. Outside those months local crews are not triaging storm damage, so lead times are shorter and scheduling is easier.

Do roofers need a licence in WV?

West Virginia licenses contractors through the Contractor Licensing Board, but the requirement turns on the size of the job rather than on the trade. Under W. Va. Code 30-42-3(d) a person is a “contractor”, and so needs a licence, once the cost of the undertaking reaches $5,000 for residential work or $25,000 for commercial work. What should I check before hiring a roofer in Wheeling?

The permit desk is the strongest lever a West Virginia homeowner has. Under W. Va. Code 30-42-10(a) an applicant must either prove to the building inspector that they are licensed or file an affidavit that they are not subject to licensure, and the inspector may not issue a building permit to a person who does not hold a valid licence where one is required. Old roofs in a wind valley?

In the City of Wheeling 41.2 percent of homes were built in 1939 or earlier and only 6.7 percent since 2000; the median home dates from 1949. Many carry slate, often on mansards, and box gutters built into the cornice rather than hung from it.

Is Wheeling a hard market to find a good roofer in?

Wheeling’s roofs are among the oldest in the country: the city’s median home was built in 1949 and four in ten predate 1940, many under slate with box gutters hidden behind wood cornices that the historic landmarks commission asks owners to keep. The damage here comes from wind and small tornadoes, from the 2022 derecho that tore roof panels off a state office on 16th Street to an EF2 across Ohio County that August. Only one certified firm appears in the directory for the area, and it is ranked.

Is wind or hail the bigger risk to a roof in Wheeling?

Wind, by a wide margin. The Wheeling, WV-OH statistical area logged 172 severe thunderstorm and high wind reports against 38 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
