Best Roofers in State College, PA: 1 Certified Contractor, Scored and Verified

Short answer: As of October 2026, the one highest-scoring roofing contractors in the State College, PA metro on The Roofing Brief Contractor Score are Kish Valley Roofing (70.0). All of them carry a verifiable manufacturer certification, every rating here was cross-checked against an independent record, and no money changed hands for any placement.

The Roofing Brief scored 1 certified roofing contractors serving the State College metro on a published, reproducible formula, then researched each of the top one individually to confirm its record. Centre County’s roof risk is straight-line wind, not hail: in ten years it logged 187 thunderstorm wind reports against 13 hail reports, none bigger than an inch, and in April 2025 a line of storms snapped power poles on West College Avenue and killed a man. The roofs are mostly landlords’ problem, since three in four homes in the borough are rented. Pennsylvania registers contractors but licenses no roofers. Three certified firms appear in the directory, all from the Kish Valley across Stone Mountain; two are excluded and one is ranked, with five more Centre County roofers listed for comparison.

Wind, terrain and the State College housing stock

Pennsylvania issues no roofing licence. Under the Home Improvement Consumer Protection Act a contractor whose home improvement work reached $5,000 in the previous tax year must register with the Attorney General, with at least $50,000 each of personal injury and property damage insurance, but no exam. The registration number must appear on every contract, estimate, proposal and advert, and the Act bars local governments from licensing home improvement contractors on top of it.

Any home improvement contract over $500 must be in writing and carry the registration number, dates, materials and insurance amounts, or it is not enforceable against you, and you may cancel within three business days wherever you signed it. On a job over $5,000 the deposit may not exceed a third of the price plus special-order materials. The Act says nothing about insurance deductibles. The Attorney General’s search shows only active registrations, not complaints.

Pennsylvania moved to the 2021 International Residential Code on 1 January 2026, and state rules say an ordinary repair needs no permit, leaving each code agency to decide whether a like-for-like reroof counts. In State College and the surrounding townships permits run through Centre Region Code Administration: a $35 application fee, then 0.70 percent of declared cost with a $55.50 minimum, so $140 on a $20,000 job.

Across 2016 to 2025 Centre County logged 13 hail reports, all an inch or smaller, 187 thunderstorm wind reports, 27 of them at severe-gust strength, and two EF1 tornadoes. Winter is filed by zone: a December 2020 storm left 12 to 22 inches across southern Centre County, and a February 2021 ice storm a quarter to 0.4 inches of ice. The borough’s median home was built in 1971, and 73.9 percent of its occupied homes are rented.

What they actually do. Residential shingle roofing, standing seam metal roofing, gutters and storm repair.

Why it ranks here. A roofer from Belleville in the Kishacoquillas Valley, Mifflin County, about 15 miles from State College across Stone Mountain, with a perfect 5.0 across 30 GAF reviews. It is outside Centre County, but its own site names State College, Bellefonte and Warriors Mark in its service area. Its current company was formed in 2020, while its site variously claims establishment in 1970 and 30 or 54 years of experience, so we give no founding year. We found no BBB profile, and the registration number on its directory listing could not be checked on the Attorney General’s register.

Best fit for: State College and Bellefonte homeowners who want a certified roofer for a shingle or standing seam metal roof.

What we would want clarified. Based outside the county with a thin public record and no BBB profile; ask for its Attorney General registration number and insurance certificates, and get the five-year workmanship cover in writing. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (765) 419-0678, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

The 187 wind reports that shape a State College roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the State College, PA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 13 hail reports, 187 severe thunderstorm and high wind reports and 2 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.6 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on State College in a decade

Date Stone size Reported near County
3 May 2019 1.0 in Axemann Centre
4 June 2020 1.0 in State College Centre
7 August 2023 1.0 in Centre Hall Centre
13 July 2021 1.0 in State College Centre
22 June 2022 1.0 in Linden Hall Centre
28 June 2016 1.0 in Centre Hall Centre

The largest stone on record for this metro fell on 3 May 2019 near Axemann, measured at 1.0 inches. One inch is the point at which hail starts bruising asphalt shingles, which is damage an adjuster can find even when a homeowner cannot.

Wind. The strongest thunderstorm gust logged in the metro was 96 knots, about 110 mph, near Ingleby on 11 July 2021. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 2 tornadoes touched down in these counties over the decade, the strongest rated EF1 near Smullton on 1 May 2017.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 11 July 2021 event near Ingleby, reproduced verbatim:

A severe thunderstorm with winds estimated near 110 mph snapped and uprooted several trees with damage to six campsites and multiple vehicles.

That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (47), July (46), April (35). The worst years on record were 2025 (36), 2023 (30), 2021 (25). If you are scheduling non-urgent work in State College, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hail is not the governing risk in State College. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Downburst country

The National Weather Service office sits in State College itself, and its damage surveys tell the county’s roof story: wind. Centre County logged 187 thunderstorm wind reports in the decade against 13 hail reports, and every one of its eight hail reports of an inch or more was exactly an inch, quarter size.

The surveys record the damage. On 1 May 2017 an EF1 of about 110 mph hit several dozen homes and outbuildings in Rebersburg, and a microburst near Coburn minutes later damaged roofs. On 7 March 2022 winds of 75 to 85 mph cut a 4.5-mile swath from Madisonburg to Rebersburg, blowing the roof off a home and a barn. On 22 June 2024 a microburst near Milesburg reached an estimated 105 mph.

2025 brought the wind into town. On 16 March a downburst crossed Bellefonte on a 3.3-mile path, collapsing a large garage, the costliest single wind event in the county’s decade. On 29 April a line of storms produced a 65 mph gust at the weather service office, snapped at least nine power poles on West College Avenue near Whitehall Road and caused roof and structural damage northeast of Houserville. A man was electrocuted trying to put out a mulch fire started by the downed lines.

The roofs this wind hits are mostly rentals. In the borough 73.9 percent of occupied homes are rented, so after a storm the person deciding on a repair is usually a landlord, and tenants may never see the contract.

Whoever signs, the protections are paperwork. Pennsylvania licenses no roofers and leaves reroof permits to local judgement, so the written contract required by the Act, with the roofer’s registration number, insurance amounts and three-day cancellation notice, is the main safeguard. Ask how the roofer will fasten edges and ridge for 80 to 100 mph downbursts, and check with Centre Region Code Administration whether your job needs a permit.

What to verify before a State College contractor starts

There is no state roofing licence in PA. Pennsylvania issues no state roofing licence. Instead, under the Home Improvement Consumer Protection Act, a contractor whose residential home improvement work totalled $5,000 or more in the previous tax year must register as a Home Improvement Contractor with the Office of the Attorney General; large home improvement retailers are exempt.

HIC registration requires minimum insurance of $50,000 personal injury and $50,000 property damage, and no competency exam. Any home improvement contract over $500 must be in writing and meet the Act’s requirements, and the registration number must appear on every contract, estimate, proposal and advertisement.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: Pennsylvania Attorney General contractor search. The Attorney General’s search shows only active registrations, with the number, expiry date and address; it does not show complaints, which have to be requested from the Bureau of Consumer Protection. A quote with no HIC number on it is not compliant with the Act.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these State College rankings were produced

Every contractor in the State College, PA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 1 certified contractor, of whom 0 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.867. The top one were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Good and bad findings are published together, and no contractor paid for a place here.

Set aside in State College. Contractors that would otherwise have scored into the top one were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • Heritage Construction Services LLC, which scored 65.3: Excluded on identity and service area. Its directory listing and the BBB record that may belong to it give different addresses, start years and registration numbers, no Pennsylvania company of that name exists in Belleville, and we found no website or service area showing it works in Centre County.
  • Mid-State Roofing and Coating Inc, which scored 61.4: Excluded on core trade. Its own website calls it a solely commercial business working mainly on government, school, university and prison roofs.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page.
