Over half the city’s homes were built before 1940, its historic review board pushes owners to repair slate rather than strip it, and only one certified roofer in GAF’s directory is based in the metro.

The conditions a Williamsport roof has to be specified for
Pennsylvania has no roofing licence. A contractor doing more than $5,000 of home improvement a year must register with the Attorney General, at $50 with $50,000 each of injury and property damage insurance and no exam, and the number must appear on every contract and advertisement. A contract that is not written or lacks the number cannot be enforced against the homeowner, who can also cancel within three business days of signing.
Williamsport also runs its own contractor registration: working in the city without it is a summary offence fined $50 to $600, each day counting separately. City building permit fees scale with the job, about $220 including the state fee on a $15,000 contract, and the application asks for the contractor’s state registration certificate.
Inside the Williamsport Historic District any exterior alteration or repair needs a Certificate of Appropriateness, issued free by City Council after the Historical Architectural Review Board meets. In April 2026 the board held back a request to replace the slate roof of an 1865 house on West Fourth Street with asphalt shingles, saying slate should come off only after repair has been considered and found unreasonable.
Pennsylvania has no roofing-specific insurance law, so no ban on deductible rebates and no special cancellation right after a claim denial. Under the 2021 residential code adopted statewide, a replacement roof must go back to the deck and nothing may be laid over slate or two existing layers, which governs many of the city’s prewar roofs: 52 percent of Williamsport’s homes date from 1939 or earlier, and 57 percent are rented.

What they actually do. Residential reroofing and repair, metal roofing, commercial flat roofing, siding and gutters.
Services we could verify: roof replacement, roof repair, metal roofing, flat and low-slope roofing, commercial roofing, siding, gutters.
Why it ranks here. The only certified roofer in GAF’s directory based in the metro, a Master Elite firm headquartered in Williamsport with 199 GAF reviews averaging 5.0 and a clean BBB file. BBB dates the company to April 2022, so it is young, and it is expanding fast, with offices across Pennsylvania.
Best fit for: Williamsport, Montoursville and Muncy homeowners who want a Master Elite firm with a local showroom, including for metal roofs.
What we would want clarified. It has traded only since 2022 and is spreading across several regions, and its state registration showed an expiry of 8 August 2026 in the register copy we could read, so confirm it is current on the Attorney General’s search before signing. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (570) 218-5949, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

These Lycoming County firms are not in GAF’s certified directory, so they are not scored or ranked. Pennsylvania registration numbers come from BBB records or a mirror of the Attorney General’s register; confirm each on the Attorney General’s search.

Roof replacement and repair in Williamsport, PA
Short answer: In Williamsport, the one ranked option is ROOFX Roofing, a Master Elite firm headquartered in the city that does reroofing, repair, metal and commercial flat roofing. Registered but unranked alternatives include Gale O. Boyer Roofing in Jersey Shore and MVP Metal Roofing in Allenwood. The rule that matters most: Pennsylvania has no roofing licence, but a contractor doing more than $5,000 of home improvement a year must register with the Attorney General.
Straight-line wind is Williamsport’s roof threat. Lycoming County logged 140 thunderstorm wind reports from 2016 to 2025 against eight hail reports, with July the worst month. A microburst of about 100 mph near Muncy on 28 June 2016 destroyed a 600-foot chicken house, a wet microburst of about 90 mph caused significant roof damage to three buildings in Muncy that September, and a 70 mph downburst near Hughesville on 22 June 2024 ripped metal roofs off homes and businesses. Hail is rare but can be large: 3-inch hail fell in Linden on 28 May 2019. That wind lands on old roofs, since 52 percent of the city’s homes date from 1939 or earlier.
Pennsylvania has no 25 percent roof rule. Under the 2021 residential code adopted statewide, a replacement roof must go back to the deck and nothing may be laid over slate or two existing layers, which governs many of the city’s prewar roofs. The Uniform Construction Code does not apply to residential repairs unless a local ordinance requires it, so the municipality decides whether a reroof needs a permit. Inside the Williamsport Historic District, any exterior alteration or repair needs a Certificate of Appropriateness, and in April 2026 the review board said slate should come off only after repair has been considered and found unreasonable.
Registration with the Attorney General costs $50, needs $50,000 each of injury and property damage insurance and involves no exam, and the number must appear on every contract and advertisement. A contract that is not written or lacks the number cannot be enforced against the homeowner, who can cancel within three business days of signing. Williamsport also runs its own contractor registration, and working in the city without it is a summary offence fined $50 to $600 a day. Pennsylvania has no roofing-specific insurance law, so there is no ban on deductible rebates and no special cancellation right after a claim denial.

The 7 inch-plus hail reports behind a Williamsport roof
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Williamsport, PA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 8 hail reports, 140 severe thunderstorm and high wind reports and 2 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $2.2 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Williamsport in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 28 May 2019 | 3.0 in | Linden | Lycoming |
| 28 May 2019 | 1.75 in | Jersey Shr | Lycoming |
| 13 July 2021 | 1.5 in | Montgomery | Lycoming |
| 28 May 2019 | 1.5 in | Jersey Mills | Lycoming |
| 22 July 2022 | 1.0 in | Trout Run | Lycoming |
| 22 June 2024 | 1.0 in | Hughesville | Lycoming |
The largest stone on record for this metro fell on 28 May 2019 near Linden, measured at 3.0 inches. That is baseball sized, comfortably past the point where a roof is written off rather than repaired.
Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near Moreland on 28 June 2016. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 2 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Texas on 2 October 2018.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 28 June 2016 event near Moreland, reproduced verbatim:
A severe thunderstorm produced winds around 100 mph near Muncy in Moreland Township. The winds destroyed a large chicken coop, nearly 600 feet by 70 feet, capable of housing over 80,000 chickens (there were no chickens in the structure when the storm hit). A NWS storm survey observed that the sturdy construction was completely uplifted and destroyed by a microburst. There were 6 persons in the structure, but none were injured.
A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in July (44), August (24), June (23). The worst years on record were 2021 (26), 2023 (24), 2024 (22). If you are scheduling non-urgent work in Williamsport, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Hail is not the governing risk in Williamsport. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
Microburst country: in the West Branch valley the roof threat is straight-line wind, not hail
Lycoming County logged 140 thunderstorm wind reports from 2016 to 2025 against eight hail reports, and July alone produced 44 of the county’s severe weather records. The storms that do the damage are microbursts and squall lines funnelled along the West Branch Susquehanna valley.
On 28 June 2016 a weather service survey found a microburst of about 100 mph near Muncy in Moreland Township that completely lifted and destroyed a 600-foot chicken house with six people inside, none hurt; $1.0 million was recorded, the county’s costliest record of the decade. That September a wet microburst of about 90 mph hit Muncy itself, causing significant roof damage to three buildings, and on 1 May 2017 a squall line produced a measured 85 mph gust in Williamsport.
The run continued. On 31 March 2022 an EF1 tornado tracked nearly nine miles from Montour County into Moreland Township, damaging barn, silo and porch roofs. On 22 June 2024 a 70 mph downburst near Hughesville ripped metal roofs off a few homes and businesses, and on 15 July 2024 winds near 80 mph pushed metal bleachers 20 to 30 feet at the ball fields behind the Little League World Series complex in South Williamsport.
Hail is rare but can be large: on 28 May 2019 supercells dropped 3-inch teacup hail in Linden, the decade’s only report of 2 inches or more. Across the decade the county recorded $2.19 million of hail, wind and tornado damage, two tornadoes and 11 severe wind reports at 58 knots or more.
That wind lands on old roofs. More than half the city’s homes date from before 1940, many under slate, and the historic review board now asks for repair to be ruled out before slate comes off. Ask any roofer to price repair as well as replacement on a slate roof, to confirm the city registration and permit, and to explain how metal or shingle edges will be fastened against the valley’s downbursts.

Before you sign anything in Williamsport
There is no state roofing licence in PA. Pennsylvania issues no state roofing licence. Instead, under the Home Improvement Consumer Protection Act, a contractor whose residential home improvement work totalled $5,000 or more in the previous tax year must register as a Home Improvement Contractor with the Office of the Attorney General; large home improvement retailers are exempt.
HIC registration requires minimum insurance of $50,000 personal injury and $50,000 property damage, and no competency exam. Any home improvement contract over $500 must be in writing and meet the Act’s requirements, and the registration number must appear on every contract, estimate, proposal and advertisement.
That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.
Check here: Pennsylvania Attorney General contractor search. The Attorney General’s search shows only active registrations, with the number, expiry date and address; it does not show complaints, which have to be requested from the Bureau of Consumer Protection. A quote with no HIC number on it is not compliant with the Act.
For what a full replacement costs across Pennsylvania, including state labor rates and permit rules, see our Pennsylvania roof replacement cost guide.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Williamsport rankings were produced
Every contractor in the Williamsport, PA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 1 certified contractor, of whom 0 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.825. The top one were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.
Set aside in Williamsport. Contractors that would otherwise have scored into the top one were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.
- Esh Builders LLC, which scored 66.5: Excluded on service area. A Herndon exterior remodeler in Northumberland County, 38 miles away, whose published service area names towns in eleven counties but none in Lycoming County.
- Lundy Construction Co Inc, which scored 60.4: Excluded on core trade. A Williamsport commercial general contractor whose roofing service is commercial low-slope and pre-engineered metal building work for facility owners, not residential reroofing.
- Keith Erb Roofing & General Contracting, which scored 52.4: Excluded on service area. A Mifflinburg roofer whose own site describes its area as Mifflinburg, Selinsgrove, Sunbury and Lewisburg, with no Lycoming County town.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Who is the best roofer in Williamsport, PA?
What is the 25% rule for roofing in Pennsylvania?
Pennsylvania has no 25 percent roof rule. The Uniform Construction Code does not apply to residential repairs unless a local ordinance requires it.
Do I need a permit to replace a roof in Williamsport?

Is Williamsport a hard market to find a good roofer in?
Williamsport’s roof threat is straight-line wind: Lycoming County logged 140 thunderstorm wind reports in ten years against eight hail reports, including surveyed microbursts of 90 to 100 mph around Muncy and Hughesville that tore roofs off. Over half the city’s homes were built before 1940, its historic review board pushes owners to repair slate rather than strip it, and only one certified roofer in GAF’s directory is based in the metro.
Is wind or hail the bigger risk to a roof in Williamsport?
Wind, by a wide margin. The Williamsport, PA statistical area logged 140 severe thunderstorm and high wind reports against 7 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
Why is Esh Builders LLC not on this list?
Excluded on service area. A Herndon exterior remodeler in Northumberland County, 38 miles away, whose published service area names towns in eleven counties but none in Lycoming County..
