Best Roofers in Rocky Mount, NC: 2 Certified Contractors, Scored and Verified

The two best roofers in Rocky Mount, NC, ranked on a published formula and verified individually against BBB, licence and manufacturer records. No paid placement.

Best Roofers in Rocky Mount, NC: 2 Certified Contractors, Scored and Verified

Short answer: As of October 2026, the two highest-scoring roofing contractors in the Rocky Mount, NC metro on The Roofing Brief Contractor Score are Roman Roofing and Gutters (68.6), Chapman’s Construction (64.9). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 2 certified roofing contractors serving the Rocky Mount metro on a published, reproducible formula, then researched each of the top two individually to confirm its record. Rocky Mount has taken two EF3 tornadoes in 14 months: one in July 2023 that tore open the roofs of Pfizer’s sterile-medicine plant, and one spun off Helene’s remnants in September 2024 that levelled a brick building inside the city. Yet Nash and Edgecombe sit in North Carolina’s lowest design wind band, most reroofs need neither a permit nor a state licence, and one home in six is a mobile home. Only two certified firms appear in the directory for the area, both based outside it, and both are ranked.

Quick picks for Rocky Mount:

  • Roman Roofing and Gutters: best overall (TRB Score 68.6). Verified services: roof replacement, metal roofing, gutters, siding, skylights, flat and low-slope roofing, commercial roofing.
  • Chapman’s Construction: best for large or combined jobs (TRB Score 64.9). Verified services: roof replacement, roof repair, storm damage work.

The conditions a Rocky Mount roof has to be specified for

North Carolina has no roofing licence as such. A contractor needs a licence from the Licensing Board for General Contractors only when a job costs $40,000 or more, a threshold raised from $30,000 in October 2023; the board does offer a roofing specialty classification, and contracting above the line without a licence is a Class 2 misdemeanour. Most single-family reroofs here fall below it, so many local roofers hold no state licence at all and that is lawful.

State law also exempts most reroofs from permits: work under $40,000 on a single-family house needs none, and Rocky Mount’s permit list says roof covering replacements of $40,000 or less on a house need no permit. The same city document lists the removal of roofing among work that always needs one, so ask Development Services before a tear-off. Work done without a required permit can bring a stop-work order and a $300 fine, and a lien agent is required on jobs of $40,000 or more.

Since 1 October 2024 a residential roof contract sold away from the roofer’s premises carries a five-business-day cancellation period after an insurer denies the claim, and the roofer may not start work or take payment during it; a violation is a Class 1 misdemeanour. The rule does not apply to licensed general contractors or to retail sellers who install. North Carolina has no statute barring a roofer from paying or waiving your deductible.

Across 2016 to 2025 Nash and Edgecombe counties logged 35 hail reports, the largest 2.5 inches near Speed, 127 thunderstorm wind reports and 11 tornadoes, three of them EF3. Hurricanes reach the area as tropical storm rows filed by forecast zone, and Hurricane Matthew’s 2016 flooding damaged about 5,250 structures in the two counties. The 2018 state building code is still in force, since the 2024 edition’s start was postponed. Half of Rocky Mount’s homes are rented and the median home was built in 1979.

1. Roman Roofing and Gutters: best overall (TRB Score 68.6)

Roman Roofing and Gutters is based in Wilson, NC, in business since 2019, led by Roman Gutierrez, member manager, Not accredited, A+ rating, no complaints, and holds Certified standing on the GAF certification registry.

Certifications held: Certified (GAF), CertainTeed Certified Contractor (self-reported). Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

Independently corroborated:

  • Not accredited, A+; LLC formed August 2019 and also known as Gutierrez Roofing & Gutters; principal Roman Gutierrez; no complaints. Its BBB service area lists only Wake County towns.. BBB business profile
  • Gives a Knightdale office and lists 17 service areas centred on Raleigh, among them Rocky Mount (spelled Rocky Mountain); offers a 10-year workmanship warranty and says it uses no subcontracted crews.. Company website
  • No licence under the business or owner name; none is needed for jobs under $40,000.. NC Licensing Board for General Contractors register

What they actually do. Residential reroofing, metal roofing, gutters, siding, skylights and some low-slope commercial work.

Services we could verify: roof replacement, metal roofing, gutters, siding, skylights, flat and low-slope roofing, commercial roofing.

Why it ranks here. The top-scoring firm in a two-firm pool, with 234 GAF reviews averaging 4.9 and a clean BBB file since 2019. It is a Raleigh-area roofer whose GAF and BBB address is in Wilson, about 18 miles south-west, and whose own website lists Rocky Mount among its service towns, though its BBB service area does not. It holds no state licence, which is lawful for a reroof under $40,000.

Best fit for: Rocky Mount homeowners with a standard shingle or metal reroof under $40,000.

What we would want clarified. It holds GAF’s entry Certified tier, its base is outside the metro, and without a state licence it cannot sign a job of $40,000 or more. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (919) 610-9249, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Chapman’s Construction: best for large or combined jobs (TRB Score 64.9)

Chapman’s Construction is based in Louisburg, NC, led by Noah Chapman, member manager and licence qualifier, BBB accredited since 13 June 2024, A+ rating, one complaint in three years, and holds Certified standing on the GAF certification registry.

Certifications held: Certified (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

  • Chapman’s Construction, LLC holds licence L.87960, Unlimited, Building classification, active, first issued May 2022 and current to 31 December 2026; qualifier Noah Austin Chapman.. NC Licensing Board for General Contractors register
  • Accredited since June 2024 with an A+ rating; LLC formed December 2019. One complaint in January 2026 alleged a customer was misled over scheduling a roof repair; the firm answered that a $2,760 deposit was never paid, and the customer rejected the response.. BBB business profile
  • Listed as an Owens Corning Preferred Contractor, about 33 miles from Rocky Mount.. Owens Corning contractor locator
  • Licensed general contractor in North Carolina, South Carolina and Virginia; its 22-town service area includes Rocky Mount and Nashville; work spans roofing and insurance restoration, remodelling, decks and new construction.. Company website

What they actually do. Roof replacement and storm damage, insurance restoration, remodelling, decks and new homes.

Services we could verify: roof replacement, roof repair, storm damage work.

Why it ranks here. A Louisburg general contractor founded by two brothers, with 167 GAF reviews averaging 4.9, an Owens Corning Preferred listing and the strongest state credential in the pool: an Unlimited building licence, so no job is too large for it. Its published service area names Rocky Mount and Nashville. Roofing is one line among several. BBB dates the company to December 2019 while its site says 2020, so we give no founding year.

Best fit for: Homeowners with a large or insurance-funded job, or one that combines roofing with other repairs, who want a fully licensed contractor.

What we would want clarified. It is a general contractor about 33 miles away rather than a roofing specialist, and BBB records one disputed complaint from January 2026. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (919) 592-1036, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Roof replacement and repair in Rocky Mount, NC

Short answer: In Rocky Mount, Roman Roofing and Gutters suits a shingle or metal reroof under $40,000, and Chapman’s Construction, with an Unlimited licence, suits a large job or one that combines roofing with other repairs. The rule that matters most: a house reroof of $40,000 or less needs no permit and no state licence, but Rocky Mount lists the removal of roofing among work that always needs a permit, so ask the city before a tear-off.

Rocky Mount has taken two EF3 tornadoes in 14 months. On 19 July 2023 a tornado of 140 to 150 mph tore open roofs at Pfizer’s plant, and on 27 September 2024 Helene’s remnants spawned a short EF3 inside the city that levelled a brick building. In April 2019 an EF1 had already stripped roof sheeting from a house near Battleboro. Across 2016 to 2025 Nash and Edgecombe counties logged 35 hail reports, the largest 2.5 inches near Speed, 127 thunderstorm wind reports and 11 tornadoes. Hurricane Matthew’s 2016 flooding damaged about 5,250 structures in the two counties.

The 2018 North Carolina Residential Code is still in force, and its reroofing section follows the IRC approach: a replacement means tear-off to the deck, and a recover is not allowed over a water-soaked or deteriorated roof, over slate, clay, cement or asbestos-cement tile, or over two or more layers. Nash and Edgecombe take the code’s lowest coastal plain design wind of 115 mph, and a house reroof of $40,000 or less needs no permit, so nobody inspects the fastening. Ask for ring-shank or extra nails at eaves and rakes, sealed deck seams and written fastening details. Work done without a required permit can bring a stop-work order and a $300 fine.

North Carolina has no roofing licence as such: a general contractor licence is needed only for jobs of $40,000 or more, up from $30,000 in October 2023, and contracting above that line without one is a Class 2 misdemeanour. A lien agent is required on jobs of $40,000 or more. Since 1 October 2024 a residential roof contract sold away from the roofer’s premises carries a five-business-day cancellation period after an insurer denies the claim, with no work or payment during it, though licensed general contractors are outside the rule. The state has no statute barring a roofer from paying or waiving your deductible, and no insurance matching requirement was found.

Roman Roofing and Gutters, based in Wilson about 18 miles away, does residential reroofing, metal roofing, gutters, siding, skylights and some low-slope commercial work, with 234 reviews averaging 4.9, but holds no state licence and so cannot sign a job of $40,000 or more. Chapman’s Construction, a Louisburg general contractor about 33 miles away, covers roof replacement and storm damage alongside remodelling, though roofing is one line among several. Six local firms are listed for comparison but not scored, including Wayne’s Roofing & Gutter, trading since 1977 and doing flat roofs, and B & M Roofing Contractors, which holds an Unlimited licence in the roofing specialty.

The 127 wind reports that shape a Rocky Mount roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 2 counties of the Rocky Mount, NC statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 35 hail reports, 127 severe thunderstorm and high wind reports and 11 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $303.0 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Rocky Mount in a decade

Date Stone size Reported near County
31 May 2019 2.5 in Speed Edgecombe
7 April 2022 1.75 in Bailey Nash
7 April 2022 1.75 in Leggett Edgecombe
7 April 2022 1.75 in Leggett Edgecombe
7 April 2022 1.5 in Taylors Xrds Nash
31 May 2019 1.5 in Tarboro Edgecombe

The largest stone on record for this metro fell on 31 May 2019 near Speed, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 50 knots, about 58 mph, near Leggett on 2 July 2023. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 11 tornadoes touched down in these counties over the decade, the strongest rated EF3 near Dortches on 19 July 2023.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 7 August 2019 event near Rocky Mt, reproduced verbatim:

A couple of large trees were blown down along a swath from east of Rocky Mount to near Kingsboro. Both trees fell onto power lines, one of which took out multiple power poles and power lines, the other caught fire as a result of contact with the power lines.

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (39), April (34), May (30). The worst years on record were 2019 (26), 2022 (26), 2023 (24). If you are scheduling non-urgent work in Rocky Mount, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Rocky Mount. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Two EF3 tornadoes in 14 months along I-95 and US 301

On the morning of 19 July 2023 a tornado touched down south-west of Dortches, crossed I-95 just north of exit 138 and tore through a neighbourhood of single-wide homes, moving some 20 to 30 yards off their foundations. It strengthened to EF3, 140 to 150 mph, at the Belmont Lake Golf Club, flattened a metal transmission tower and caused significant damage to a metal warehouse, flipping semi-trucks. NOAA records 16 injuries and $300 million of damage on the Nash County segment alone.

The warehouse was part of Pfizer’s Rocky Mount plant, which makes nearly a quarter of the sterile injectable medicines the company supplies to U.S. hospitals. AP reported parts of the plant’s roofs ripped open and pallets of medicine tossed around; most lines restarted about ten weeks later. That single NOAA row accounts for almost all of the $303 million of storm damage recorded in the two counties across the decade.

Fourteen months later, on 27 September 2024, Helene’s remnants spawned a short EF3 inside Rocky Mount. Its path was a quarter of a mile long, but it blew over all but one masonry wall of an auto repair shop and levelled a brick building, and the Weather Service notes that bricks and blocks were thrown into surrounding walls and windows. NOAA records 15 injuries. In April 2019 an EF1 along the Thomas A Betts Parkway had already stripped roof sheeting from a house near Battleboro.

The rules do not match that record. Nash and Edgecombe are not named in the state residential code’s wind table, so they take its lowest coastal plain value of 115 mph, against 120 mph in neighbouring Wilson County and 140 to 150 mph in the 2023 tornado. A reroof under $40,000 on a house needs no permit and no state licence, so nobody inspects the fastening of the new roof.

For a Rocky Mount homeowner that means asking for what the code does not require: ring-shank or extra nails at the eaves and rakes, sealed deck seams, and a written description of how the roof will be fastened. Mobile homes, 17.2 percent of the metro’s housing and 20.5 percent in Edgecombe County, were the first homes destroyed in 2023 and follow separate rules for repair.

What to verify before a Rocky Mount contractor starts

There is no state roofing licence in NC. North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more.

The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.

That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.

Check here: NCLBGC licensee search. Below $40,000 no state licence is needed, and most single-family reroofs cost less than that, so many local roofers lawfully hold none; most such reroofs need no building permit either (G.S. 160D-1110(c)). If your job is at or above $40,000, check the licence on the Board’s search; below it, check insurance certificates with the insurer. Since 1 October 2024, a residential roof contract sold at your home by an unlicensed roofer carries a five-business-day cancellation period after an insurance claim denial, during which the roofer may not start work or take payment (G.S. 14-401.13(b1), a Class 1 misdemeanour); licensed general contractors, and retail sellers of roofing materials who install, are outside that rule. North Carolina has no statute banning deductible rebates.

For what a full replacement costs across North Carolina, including state labor rates and permit rules, see our North Carolina roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Rocky Mount rankings were produced

Every contractor in the Rocky Mount, NC pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 2 certified contractors, of whom 0 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.9. The top two were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Do I need a permit to replace a roof in Rocky Mount?

State law exempts work under $40,000 on a single-family house, and Rocky Mount’s permit list says roof covering replacements of $40,000 or less on a house need no permit. Work done without a required permit can bring a stop-work order and a $300 fine.

Who does roof repair in Rocky Mount?

Chapman’s Construction of Louisburg covers roof replacement and storm damage work and names Rocky Mount in its service area. Among local firms listed for comparison but not scored, Carolina Trophy Roofs in Rocky Mount lists roof installation, repair and replacement.

Can I cancel a roofing contract in North Carolina after my claim is denied?

Since 1 October 2024 a residential roof contract sold away from the roofer’s premises carries a five-business-day cancellation period after an insurer denies the claim, and the roofer may not start work or take payment during it. The rule does not apply to licensed general contractors or to retail sellers who install.

How many certified roofing contractors serve Rocky Mount?

2 contractors on the GAF certification registry serve the principal cities of the Rocky Mount, NC statistical area as of October 2026, of which 0 hold President’s Club status.

How much damaging hail does Rocky Mount get?

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top two.

What was the worst hailstorm in Rocky Mount in the last ten years?

The largest hailstone logged by the National Weather Service in the Rocky Mount, NC statistical area between 2016 and 2025 measured 2.5 inches, reported near Speed on 31 May 2019. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 35 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $303.0 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Rocky Mount?

Severe-weather reports in the Rocky Mount, NC statistical area cluster in July, April, May, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in NC?

North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more. The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.

What should I check before hiring a roofer in Rocky Mount?

Two EF3 tornadoes in 14 months along I-95 and US 301?

On the morning of 19 July 2023 a tornado touched down south-west of Dortches, crossed I-95 just north of exit 138 and tore through a neighbourhood of single-wide homes, moving some 20 to 30 yards off their foundations. It strengthened to EF3, 140 to 150 mph, at the Belmont Lake Golf Club, flattened a metal transmission tower and caused significant damage to a metal warehouse, flipping semi-trucks. NOAA records 16 injuries and $300 million of damage on the Nash County segment alone.

Is Rocky Mount a hard market to find a good roofer in?

Rocky Mount has taken two EF3 tornadoes in 14 months: one in July 2023 that tore open the roofs of Pfizer’s sterile-medicine plant, and one spun off Helene’s remnants in September 2024 that levelled a brick building inside the city. Yet Nash and Edgecombe sit in North Carolina’s lowest design wind band, most reroofs need neither a permit nor a state licence, and one home in six is a mobile home. Only two certified firms appear in the directory for the area, both based outside it, and both are ranked.

Is wind or hail the bigger risk to a roof in Rocky Mount?

Wind, by a wide margin. The Rocky Mount, NC statistical area logged 127 severe thunderstorm and high wind reports against 26 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
