The flood was extreme. In Erwin the Nolichucky River submerged Unicoi County Hospital to the roof; all 70 people inside, including 11 patients, were evacuated to the roof and rescued by helicopter, and at least nine people drowned in Erwin. Downstream the river crested at 33.88 feet at Embreeville, nearly ten feet above its previous record, and NWS recorded that practically every home on Bumpus Cove Road was destroyed. In Elizabethton the Doe River flooded much of the town along Main Street.
The wind was a matter of elevation. NWS estimated gusts of 87 knots on Roan Mountain at Carver’s Gap, where hundreds of wind-resistant firs were felled at around 6,000 feet, and 78 knots on Unaka Mountain. In the valleys where most homes sit, the highest measured gust in Tennessee was about 60 mph near Unicoi, and NWS logged multiple large trees down all over Johnson City.
So the realistic roof damage from Helene in Johnson City and Elizabethton came from trees falling on saturated ground, not from wind stripping shingles. The distinction matters for insurance: river flood damage is a flood policy matter, while wind and falling-tree damage to a roof falls under the homeowners policy.
After any storm, Tennessee’s three-day cancellation right after a written denial is the most useful protection a homeowner has, together with the rule that the roofer may take no payment before the insurer confirms coverage.
