Short answer: As of October 2026, the two highest-scoring roofing contractors in the Odessa, TX metro on The Roofing Brief Contractor Score are G&M Roofing & Construction (70.1), Clear Choice Roofing of West Texas (54.0). Each holds a certification we verified on the manufacturer’s own register, every rating was corroborated elsewhere, and placement on this page is not for sale.
The Roofing Brief scored 2 certified roofing contractors serving the Odessa metro on a published, reproducible formula, then researched each of the top two individually to confirm its record. On the evening of 14 June 2017 storms with tops above 60,000 feet crossed Odessa with hail possibly larger than softballs and a 100 mph microburst, and the city has taken baseball-size stones again since. Texas licenses no roofers, and Odessa’s contractor registration asks for no bond, no insurance and no fee, so a roofer’s record is the only real filter. Two manufacturer-certified roofers with five or more reviews appear in the directory for Odessa, both based in the city, and both are ranked.
What an Odessa roof is up against
Texas has no state roofing licence: the Texas Department of Licensing and Regulation does not license roofers, and a 2025 bill to create a reroofing licence (HB 3344) died in committee. The only credential with an exam is the voluntary RCAT licence from the Roofing Contractors Association of Texas, and neither ranked firm holds it.
The City of Odessa requires any firm doing regulated repair or alteration work to register with the building official first, under its local amendment R105.1.1 to the 2018 International Residential Code, in force since July 2018. Registration is as a General Contractor, since there is no roofing category, and the city says plainly that there is no insurance or bond requirement and no fee; it lasts two years. Reroofing is not on the city’s list of work exempt from permit, and work started before a permit is issued can draw double fees or a citation. Homeowners working on the home they live in are exempt from registration.
Texas law makes you pay your own deductible (Insurance Code 707.002), and any roofing contract of $1,000 or more expected to be paid from an insurance claim must say so in 12-point bold type (Business and Commerce Code 27.02). A roofer who promises to waive, absorb or rebate the deductible commits an offence, and a contractor may not act as your public adjuster on a property it is working on (Insurance Code 4102.163).
Across 2016 to 2025 Ector County logged 147 hail reports, 134 of an inch or larger and 28 of two inches or more, against 67 thunderstorm wind reports and three tornadoes, including an EF3 that formed southeast of the city near Pleasant Farms on 20 May 2019. June and May account for most of the reports. Odessa’s homes are older than the oil-boom image suggests: half of the city’s housing was built before 1980, and 40.2 percent of its occupied homes are rented.
The 2 best roofers in Odessa, TX
Scored 2026-10-07. The metro mean rating used as the Bayesian prior for Odessa is 4.55, across a pool of 2 certified contractors.
| Rank | Company | TRB Score | Certification | Rating (reviews) | Adjusted | In business since | Based in |
|---|---|---|---|---|---|---|---|
| 1 | G&M Roofing & Construction | 70.1 | Master Elite | 4.5 (40) | 4.528 | not published | Odessa, TX |
| 2 | Clear Choice Roofing of West Texas | 54.0 | Certified | 4.6 (10) | 4.558 | 2017 | Odessa, TX |

1. G&M Roofing & Construction: TRB Score 70.1
G&M Roofing & Construction is based in Odessa, TX, led by Joe Mac Sanders, Vice President; Chris Earnest, Manager, BBB accredited since 1 December 1997, A+ rating, no complaints closed in three years, and holds Master Elite standing on the GAF certification registry.
| Score component | Points | Max |
|---|---|---|
| Certification tier | 24 | 35 |
| Adjusted rating | 21.1 | 40 |
| Review corpus depth | 15.0 | 15 |
| Metro proximity | 10.0 | 10 |
| Total | 70.1 | 100 |
Independently corroborated:
- Listed as G & M Roofing & Acoustics, Inc., accredited since December 1997 with an A+ rating and no complaints closed in three years; business start date 14 December 1995.. BBB business profile
- G & M Roofing and Construction, Inc., a Texas corporation chartered 14 December 1995, active, Odessa.. Texas Comptroller franchise tax register
What they actually do. Residential and commercial roofing: shingle, metal, tile and TPO single-ply, plus hail and wind damage repair.
Why it ranks here. The longest documented record of any certified roofer in Odessa: a Texas corporation chartered in 1995 and BBB accredited since 1997, with no complaints in the last three years. Its website says it has served West Texas since 1973; that may describe an older business before the current corporation, so we record no founding year. It works across Midland and Odessa from an E 61st Street base, and handles commercial single-ply as well as residential steep-slope work. It holds no RCAT licence and no Owens Corning listing, so its GAF Master Elite status and its BBB file carry the weight.
Best fit for: Odessa homeowners who want the firm with the deepest local paper trail, especially on a hail claim where the roofer needs to be around for the warranty years later.
What we would want clarified. No RCAT licence, the only exam-based roofing credential in Texas, and the 1973 start date on its website could not be matched to any record. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (432) 681-0921, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
2. Clear Choice Roofing of West Texas: TRB Score 54.0
Clear Choice Roofing of West Texas is based in Odessa, TX, in business since 2017, led by JD Jarratt and Jennifer Jarratt, Managing Members, BBB accredited since 21 January 2019, A+ rating, no complaints closed in three years, and holds Certified standing on the GAF certification registry.
Certifications held: Certified (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

| Certification tier | 12 | 35 |
| Adjusted rating | 22.3 | 40 |
| Review corpus depth | 9.7 | 15 |
| Metro proximity | 10.0 | 10 |
| Total | 54.0 | 100 |
Independently corroborated:
- Accredited since January 2019 with an A+ rating, business started September 2017, JD Jarratt managing member, no complaints in three years; service area a 200 mile radius of Odessa.. BBB business profile (Odessa)
- Listed in Odessa as an Owens Corning Preferred Contractor, membership 228488.. Owens Corning contractor locator
- A separate Abilene file, A+ rated but not accredited, naming Jennifer and JD Jarratt as managing members.. BBB business profile (Abilene)
What they actually do. Residential and commercial roofing, hail and insurance claim work, metal roofing and inspections.
Why it ranks here. A family firm run by JD and Jennifer Jarratt, both from the Permian Basin, trading since 2017 and BBB accredited since 2019 with no complaints. Owens Corning’s own locator confirms its Preferred status, so it holds two manufacturer credentials. It also runs branches in Abilene and Stamford and quotes a 200 mile service radius, so it is a regional firm with an Odessa base rather than a purely local one. Its Odessa address differs between its own site (Golder Ave) and Owens Corning’s listing (Hadden Dr). It is not connected, as far as we could find, to the Austin company with a similar name.
Best fit for: Homeowners who want a younger, family-run firm with two manufacturer credentials and recent claim experience across West Texas.
What we would want clarified. A thin review base of about ten, a regional footprint stretching to Abilene and Lubbock, and two different Odessa addresses on file; confirm which office and crew will handle your job. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (432) 305-2618, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

What 5.0 inch hail does to an Odessa roof
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Odessa, TX statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 147 hail reports, 67 severe thunderstorm and high wind reports and 3 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $7.5 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Odessa in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 14 June 2017 | 5.0 in | Ector | Ector |
| 14 June 2017 | 4.25 in | Ector | Ector |
| 14 June 2017 | 4.0 in | Ector | Ector |
| 14 June 2017 | 3.5 in | Ector | Ector |
| 19 June 2020 | 3.0 in | Odessa | Ector |
| 20 June 2020 | 3.0 in | Ector | Ector |
The largest stone on record for this metro fell on 14 June 2017 near Ector, measured at 5.0 inches. That is grapefruit sized. Stones that big destroy asphalt shingles outright, dent metal, crack tile and routinely total roofs across whole neighbourhoods.
Wind. The strongest thunderstorm gust logged in the metro was 104 knots, about 120 mph, near Pleasant Farms on 3 June 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 3 tornadoes touched down in these counties over the decade, the strongest rated EF3 near Pleasant Farms on 20 May 2019.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 3 June 2025 event near Pleasant Farms, reproduced verbatim:
A single wide manufactured home was completely destroyed by straight-line winds from a microburst. Two individuals were injured. The time of occurrence is estimated from radar. The cost of damages and maximum wind gust is also estimated.
That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in June (88), May (74), August (11). The worst years on record were 2025 (38), 2017 (37), 2020 (27). If you are scheduling non-urgent work in Odessa, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

What to do with this. Odessa sees enough damaging hail that a Class 4 impact-rated shingle is worth pricing, though not automatically worth buying. Get both quotes and weigh the premium against any insurance discount.
14 June 2017, and a damage figure that was wrong
On the evening of 14 June 2017 thunderstorms formed on the dryline west of Odessa and crossed the city toward Midland. The NWS Midland/Odessa survey describes them as extremely strong multicellular storms rather than supercells, with tops above 60,000 feet. Odessa took the worst of it: numerous reports of baseball-size hail or larger across a wide area, and evidence of stones possibly larger than softballs. Reports of 4.00, 4.25 and 5.00 inches were logged at points referenced to Schlemeyer Field.
Wind came with the hail. Sixteen power poles snapped along W 16th Street in West Odessa, which the survey attributes to a microburst of about 100 mph, while Schlemeyer Field recorded 64 mph. Survey photographs show the La Quinta near Faudree Road and Highway 191 with nearly every west-facing window broken, roof damage at the Odessa Country Club, and hail damage to a house and to Sherwood Baptist Church near E 42nd Street. The federal episode narrative records numerous homes and businesses with roof damage, broken windows and damaged siding.
The federal damage total for that day is wrong, and we have corrected it. NOAA’s Storm Events database carries the 5.00-inch report four extra times under new event numbers, at the same minute and coordinates, and two of the copies carry $100 million of damage each. Taken at face value they make Ector County’s decade look like a $209 million hail market. With the duplicates removed the county’s recorded hail, wind and tornado damage for 2016 to 2025 is about $7.46 million, and this page uses the corrected counts throughout.
The day was not a one-off. NWS documented baseball-size hail in southeast Odessa near Loop 338 in June 2015; 14 hail reports came on 20 May 2019, the day of the Pleasant Farms EF3; and 3-inch stones fell near Schlemeyer Field on 20 June 2020. Microbursts are the second hazard, and they are getting recorded more often: about 95 mph on E 2nd Street in August 2022, about 100 mph in northeast Odessa in April 2025, and an estimated 104 knots near Pleasant Farms on 3 June 2025, when a manufactured home was destroyed and two people were injured.
For an Odessa homeowner that means two questions for any roofer. First, impact resistance: on a roof that may meet stones of three inches or more, ask what the product is rated for and whether your insurer discounts it. Second, fastening: a 100 mph microburst tests nailing and edge metal before it tests shingles. Then confirm the firm is registered with the city and that it, not you, pulls the permit.

What an Odessa homeowner should ask for in writing
There is no state roofing licence in TX. Texas does not issue or require a state roofing contractor licence. There is no state exam, no state licence number to check, and no state board that can discipline a roofer.
The Roofing Contractors Association of Texas (RCAT) runs a voluntary Licensed Roofing Contractor program. The applicant must have been a principal of a Texas-based roofing company with a physical address for at least two continuous years, pass a business and safety exam and a roofing exam at 70% or better, carry workers’ compensation or an equivalent plan or file as a nonsubscriber with the Texas Division of Workers’ Compensation, and hold at least $300,000 general liability insurance for residential work ($500,000 for commercial) or show that the firm can obtain a $100,000 surety bond, property bond or letter of credit. The licence renews yearly with 8 hours of continuing education. A 2025 bill to create a state reroofing licence (HB 3344) did not pass.
That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.
Check here: RCAT licensed contractor lookup. Many Texas cities still require roofers to register with the municipality and pull a permit, so check with the city building department where the work will happen.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.
How many certified roofers Odessa actually has
2 certified roofing contractors serve the principal cities of the Odessa, TX statistical area, of which 0 hold the top President’s Club tier. The pool carries 50 customer reviews between them at a mean rating of 4.55. The statistical area had a 2024 population of 170,022, a change of 2.93% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Odessa rankings were produced
Every contractor in the Odessa, TX pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 2 certified contractors, of whom 0 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.55. The top two were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. The findings are printed above whether they flatter the contractor or not, and nobody paid to appear.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Last updated: October 2026. Scoring run: 2026-10-07. Corrections go to the editor and are actioned on verification.
