Best Roofers in Tampa, FL: 5 Certified Contractors, Scored and Verified

Short answer: As of September 2026, the five highest-scoring roofing contractors in the Tampa-St. Petersburg-Clearwater, FL metro on The Roofing Brief Contractor Score are Baldwin Roofing Company LLC (89.1), Sharpe Roofing (87.9), Blue Sky Roofing LLC (86.8), Weatherproof Roofing Company, Inc. (86.7), Arry’s Roofing Services, Inc. (86.5). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 17 certified roofing contractors serving the Tampa metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Tampa Bay is a wind market, not a hail market. Only 15 damaging-hail reports were recorded across the metro in the last decade, but the region sits directly in the Gulf hurricane corridor. That changes what matters on a roof: wind uplift rating, fastening pattern, secondary water barrier and Florida Building Code product approval decide whether a roof survives, and they also drive wind mitigation insurance credits, which in Florida can be worth more annually than the roof upgrade costs. Florida also requires a Certified or Registered Roofing Contractor licence specifically; a general contractor licence does not cover roofing.

Quick picks for Tampa:

  • Baldwin Roofing Company LLC: best overall (TRB Score 89.1). Verified services: commercial roofing, storm damage work.
  • Sharpe Roofing: best for multi-unit work (TRB Score 87.9). Verified services: commercial roofing.
  • Blue Sky Roofing LLC: best for comparing roof materials (TRB Score 86.8). Verified services: roof replacement, roof repair, metal roofing, flat and low-slope roofing, commercial roofing, gutters.
  • Weatherproof Roofing Company, Inc.: best for tile and flat roofs (TRB Score 86.7). Verified services: roof replacement, roof repair, metal roofing, flat and low-slope roofing.
  • Arry’s Roofing Services, Inc.: most-reviewed local firm (TRB Score 86.5). Verified services: commercial roofing.

Hail, codes and what they cost a Tampa homeowner

October 2024 is the reference point for every roof in this metro. Hurricane Helene pushed surge across the Pinellas barrier islands in late September, and Hurricane Milton followed two weeks later with gusts over 100 mph that shredded the roof of Tropicana Field, while the storm’s outer bands produced a historic tornado outbreak across Florida. The tornado record here was already heavy: 42 tornadoes in ten years, including an EF2 that removed roof decking from an industrial park near Pinellas Park in December 2020 and an EF2 that came ashore at Clearwater Beach in October 2023.

The building code answer to that is specific and expensive to get wrong. Most of Pinellas County carries an ultimate design wind speed of 140 mph, and much of the county sits in the wind-borne debris region, which drives fastening schedules, edge metal and product approvals. Every roofing component must carry a Florida Product Approval rated for the wind speed at your address, and the approval number belongs in the quote. Tampa Bay is not in the High-Velocity Hurricane Zone, so Miami-Dade Notices of Acceptance are not required here, but products still have to be approved for the local wind load.

Two state rules decide the rest. Florida Statute 553.844 requires hurricane mitigation when a site-built home’s roof is replaced, including a secondary water barrier and, where the thresholds are met, improved roof-to-wall connections. Senate Bill 4-D, signed in May 2022, means that if the existing roof was built to the 2007 Florida Building Code or later, repairing a quarter or more of it no longer forces a full replacement. Your permit history proves which code the roof was built to, so find it before an adjuster or a salesperson tells you the whole roof has to go.

Get the wind mitigation inspection, and keep the paperwork. A post-installation wind mitigation report is what converts a compliant roof into an insurance discount, documenting deck attachment, the secondary water barrier and roof-to-wall connections. Under Senate Bill 2-A an insurer cannot refuse to write or renew solely because a roof is under 15 years old, and for an older roof it must accept an inspection showing five or more years of remaining life. In a market where cover is the hardest part of owning a coastal house, that documentation is worth as much as the shingles.

  • 4.9 across 569 Google reviews. Google

What they actually do. Residential and commercial roofing across Pinellas and Hillsborough counties, operating from two locations.

Services we could verify: commercial roofing, storm damage work.

Why it ranks here. A 4.9 across 569 reviews built in roughly eight years of trading is fast accumulation, and it spans the 2022 to 2024 hurricane seasons, so the rating was earned across real storm-response conditions rather than routine work.

Best fit for: Pinellas County homeowners wanting recent, storm-tested performance.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (813) 400-0872, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

2. Sharpe Roofing: best for multi-unit work (TRB Score 87.9)

What they actually do. Residential and commercial roofing across the north Tampa Bay area.

Services we could verify: commercial roofing.

Why it ranks here. 282 registry reviews at 4.9 with President’s Club certification and nineteen years of unbroken A+ accreditation. Apartment association membership indicates it is hired by property managers, who re-engage on schedule reliability rather than marketing.

Best fit for: Pasco County, Odessa and northern Hillsborough homeowners, and multi-unit work.

  • 4.75 out of 5 across 16 BBB customer reviews. BBB

What they actually do. Commercial and residential roof replacement and repair across shingle, metal, tile and flat systems, plus gutters, soffit and fascia, from three locations.

Services we could verify: roof replacement, roof repair, metal roofing, flat and low-slope roofing, commercial roofing, gutters.

Why it ranks here. Publishes a current Florida roofing licence number with a verifiable expiry date, which is the exact check Florida’s DBPR system is built for, and covers all four major roof systems rather than shingle alone.

Best fit for: Homeowners comparing shingle against metal or tile on the same property.

What we would want clarified. The BBB review sample is small at 16. The GAF registry corpus of 241 is the stronger evidence base, but independent corroboration is thinner than for the others here. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

What they actually do. Leak repair, re-roofs and new construction across shingle, tile, metal and flat roof structures.

Services we could verify: roof replacement, roof repair, metal roofing, flat and low-slope roofing.

Why it ranks here. Founded in 1969, the oldest roofing business in the Tampa top five by nearly fifty years, and one of very few in this metro with a physical showroom. Tile and flat-roof capability alongside shingle matters in a market with substantial Mediterranean and mid-century flat-roof stock.

Best fit for: Tile and flat roofs, and homeowners who want to see materials in person before choosing.

What we would want clarified. Current management dates from 2014, so the 1969 founding describes the business lineage rather than continuous ownership. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (727) 732-2109, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

5. Arry’s Roofing Services, Inc.: most-reviewed local firm (TRB Score 86.5)

Arry’s Roofing Services, Inc. is based in Tarpon Springs, FL, in business since 1990, BBB accredited since 15 February 1991, A+ rating, and holds President’s Club standing on the GAF certification registry.

What they actually do. Family owned residential and commercial roofing across north Pinellas and Pasco counties since 1990.

Services we could verify: commercial roofing.

Why it ranks here. BBB accredited since February 1991, an unbroken 35-year record and the longest continuous accreditation in this batch of ten metros. Combined with more than 1,500 reviews at 4.9, this is the deepest evidence base in the Tampa pool.

Best fit for: North Pinellas and Pasco homeowners wanting the longest verifiable local record.

Roof replacement and repair in Tampa, FL

Short answer: Baldwin Roofing Company LLC is the strongest overall pick, notably in Pinellas County; Sharpe Roofing suits Pasco, Odessa and northern Hillsborough and multi-unit work; Blue Sky Roofing LLC suits owners comparing shingle, metal or tile; Weatherproof Roofing Company, Inc. suits tile and flat roofs; Arry’s Roofing Services, Inc. has the longest verifiable record. The rule that matters most: Florida requires a state roofing licence, and a general contractor licence alone does not cover a reroof.

Tampa Bay is a wind market, not a hail market. Only 15 damaging-hail reports were recorded across the metro in the last decade, against 150 wind reports and 42 tornadoes in ten years. The tornado record includes an EF2 that removed roof decking from an industrial park near Pinellas Park in December 2020 and an EF2 that came ashore at Clearwater Beach in October 2023. October 2024 is the reference point: Hurricane Helene pushed surge across the Pinellas barrier islands in late September, and Hurricane Milton followed with gusts over 100 mph that shredded the roof of Tropicana Field. Wind uplift rating, fastening pattern and the secondary water barrier decide whether a roof survives.

Section 706.1.1 of the Florida Building Code, Existing Building (8th Edition, 2023) says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the entire covering is brought up to current code. Since 2022, Fla. Stat. 553.844(5) exempts roofs built, repaired or replaced under the 2007 Florida Building Code or later: only the portion being worked on must meet current code. Your permit history proves which code applies. Most of Pinellas County carries an ultimate design wind speed of 140 mph, and every component needs a Florida Product Approval for the wind speed at your address, with the approval number in the quote.

When a site-built home’s roof is replaced, Fla. Stat. 553.844 requires hurricane mitigation, including a secondary water barrier and, where thresholds are met, improved roof-to-wall connections. On insurance, Fla. Stat. 626.9744(2) says that, unless the policy provides otherwise, where replaced items do not match in quality, color or size, the insurer must make reasonable repairs or replacement in adjoining areas. Under Senate Bill 2-A an insurer cannot refuse to write or renew solely because a roof is under 15 years old, and for an older roof must accept an inspection showing five or more years of remaining life. A post-installation wind mitigation report documents deck attachment, the secondary water barrier and roof-to-wall connections for insurance discounts.

For storm-tested residential and commercial work, Baldwin Roofing Company LLC built its rating across the 2022 to 2024 hurricane seasons in Pinellas and Hillsborough counties. Blue Sky Roofing LLC handles replacement and repair across shingle, metal, tile and flat systems, plus gutters, and publishes Certified Roofing Contractor licence CCC1333424, valid to 31 August 2026. Weatherproof Roofing Company, Inc. covers leak repair and re-roofs on shingle, tile, metal and flat roofs, with a Clearwater showroom. Sharpe Roofing suits north Tampa Bay homes and multi-unit work, and Arry’s Roofing Services, Inc., holding licence CCC1326986 and BBB accredited since 15 February 1991, covers north Pinellas and Pasco.

What 3.0 inch hail does to a Tampa roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 4 counties of the Tampa-St. Petersburg-Clearwater, FL statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 22 hail reports, 150 severe thunderstorm and high wind reports and 42 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $23.2 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Tampa in a decade

Date Stone size Reported near County
24 April 2023 3.0 in Plant Cty Hilsbro Ar Hillsborough
2 June 2025 1.5 in Tampa Vandenberg Arp Hillsborough
10 July 2017 1.25 in Temple Terrace Hillsborough
30 May 2021 1.25 in Turkey Creek Hillsborough
2 June 2025 1.0 in Six Mile Creek Hillsborough
4 June 2023 1.0 in Branchton Hillsborough

The largest stone on record for this metro fell on 24 April 2023 near Plant Cty Hilsbro Ar, measured at 3.0 inches. That is baseball sized, comfortably past the point where a roof is written off rather than repaired.

Wind. The strongest thunderstorm gust logged in the metro was 61 knots, about 70 mph, near Belleair Beach on 14 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 42 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Ulmerton on 16 December 2020.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 14 May 2024 event near Belleair Beach, reproduced verbatim:

Largo Fire Department and Pinellas Emergency Management reported damage to 15 manufactured homes at Pointe West Mobile Home Park near Largo, with 7 of the homes deemed uninhabitable. Radar at the time indicated intense straight-line winds in excess of 60 mph to which the damage was attributed. No injuries were reported.

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in May (37), July (35), April (30). The worst years on record were 2020 (32), 2019 (31), 2022 (30). If you are scheduling non-urgent work in Tampa, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Tampa. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

Three things to confirm before work starts in Tampa

Licensing is required in FL. Florida requires anyone contracting for roofing work to hold a state roofing licence. A Certified Roofing Contractor licence is issued by the state and valid statewide; a Registered Roofing Contractor licence is also issued by the state, but only after the contractor meets a local jurisdiction’s competency requirements, and it is valid only in those jurisdictions. Narrow exemptions cover owners working on their own homes and casual work under $2,500 by someone who does not advertise as a contractor.

A general, building or residential contractor licence alone does not let a firm take on a reroof: it must subcontract the roofing unless it also holds a roofing licence, the only exception being shingles or shakes on a new building of its own construction. Since 2026, Fla. Stat. 553.79(1)(g) lets the owner of a single-family home, or the owner’s contractor, skip a building permit for work valued under $7,500 on written request, except in flood hazard areas and for structural, electrical, plumbing, mechanical or gas work; it does not change who must be licensed.

Check here: Florida DBPR licence search. The state’s licence record shows status, expiry and public complaints and discipline, but not every complaint, so ask the local building department too. The licence must show an Active status; a probation or other disciplinary notation is a warning sign to check the complaint record, while Inactive, Delinquent, Suspended, Revoked or Null and Void means the holder cannot contract, and a Registered contractor may work only in its registered jurisdictions. A company’s business record can show Current without being a licence, so check the qualifier’s own roofing certificate or registration.

For what a full replacement costs across Florida, including state labor rates and permit rules, see our Florida roof replacement cost guide.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

The shape of the Tampa contractor market

17 certified roofing contractors serve the principal cities of the Tampa-St. Petersburg-Clearwater, FL statistical area, of which 14 hold the top President’s Club tier. The pool carries 6,163 customer reviews between them at a mean rating of 4.8. The statistical area had a 2024 population of 3,424,560, a change of 7.85% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Tampa rankings were produced

Every contractor in the Tampa-St. Petersburg-Clearwater, FL pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 17 certified contractors, of whom 14 hold President’s Club standing and 3 Master Elite, against a metro mean rating of 4.8. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Last updated: September 2026. Scoring run: 2026-09-12. Corrections go to the editor and are actioned on verification.

Tampa roofing questions, answered

Who is the best roofer in Tampa, FL?

Baldwin Roofing Company LLC of St Petersburg, FL scores highest in the Tampa metro on The Roofing Brief Contractor Score, at 89.1 out of 100 as of September 2026. It holds President’s Club certification with a 4.9 rating across 584 reviews. Highest-scoring is not the same as best fit for your specific job, and the four companies behind it score within 2.6 points.

What is the 25% rule for roofing in Florida?

Section 706.1.1 of the Florida Building Code, Existing Building (8th Edition, 2023) says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period unless the roof covering on the entire roof or section is brought up to current code. Since 2022, Fla. Stat. 553.844(5) says that if the existing roof was built, repaired or replaced under the 2007 Florida Building Code or later, only the portion being worked on must meet current code. Local governments may not amend that exception, so the full replacement trigger now matters mainly for pre-2007 roofs.

Who does roof repair in Tampa?

Weatherproof Roofing Company, Inc. in Clearwater lists leak repair and re-roofs across shingle, tile, metal and flat roofs. Blue Sky Roofing LLC in Largo handles roof replacement and repair across shingle, metal, tile and flat systems. Both are GAF President’s Club contractors.

Do I need a permit to replace a roof in Tampa?

Since 2026, Fla. Stat. 553.79(1)(g) lets the owner of a single-family home, or the owner’s contractor, skip a building permit only for work valued under $7,500 on written request, and not in flood hazard areas or for structural work. That exemption does not change who must be licensed. Keep your permit history, since it proves which code your existing roof was built to.

Will a Florida insurer cover an older roof in Tampa?

Under Senate Bill 2-A an insurer cannot refuse to write or renew solely because a roof is under 15 years old. For an older roof, the insurer must accept an inspection showing five or more years of remaining life. A post-installation wind mitigation report documenting deck attachment, the secondary water barrier and roof-to-wall connections is what converts a compliant roof into an insurance discount.

How many certified roofing contractors serve Tampa?

17 contractors on the GAF certification registry serve the principal cities of the Tampa-St. Petersburg-Clearwater, FL statistical area as of September 2026, of which 14 hold President’s Club status.

How much damaging hail does Tampa get?

The Tampa-St. Petersburg-Clearwater, FL statistical area recorded 15 hail reports of 1 inch or larger and 1 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 3.0 inches.

Did any contractor pay to appear on this list?

No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top five.

What was the worst hailstorm in Tampa in the last ten years?

The largest hailstone logged by the National Weather Service in the Tampa-St. Petersburg-Clearwater, FL statistical area between 2016 and 2025 measured 3.0 inches, reported near Plant Cty Hilsbro Ar on 24 April 2023. That is baseball sized, comfortably past the point where a roof is written off rather than repaired. Across the decade the metro recorded 22 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $23.2 million; flood and winter-storm losses are counted separately and are not included.

When is the worst time of year for roof damage in Tampa?

Severe-weather reports in the Tampa-St. Petersburg-Clearwater, FL statistical area cluster in May, July, April, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in FL?

What should I check before hiring a roofer in Tampa?

The state’s licence record shows status, expiry and public complaints and discipline, but not every complaint, so ask the local building department too. The licence must show an Active status; a probation or other disciplinary notation is a warning sign to check the complaint record, while Inactive, Delinquent, Suspended, Revoked or Null and Void means the holder cannot contract, and a Registered contractor may work only in its registered jurisdictions. A company’s business record can show Current without being a licence, so check the qualifier’s own roofing certificate or registration.

Is Tampa a hard market to find a good roofer in?

Is wind or hail the bigger risk to a roof in Tampa?

Wind, by a wide margin. The Tampa-St. Petersburg-Clearwater, FL statistical area logged 150 severe thunderstorm and high wind reports against 15 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
