Best Roofers in Weirton, WV: 1 Certified Contractor, Scored and Verified

Short answer: As of October 2026, the one highest-scoring roofing contractors in the Weirton-Steubenville, WV-OH metro on The Roofing Brief Contractor Score are Saints Roofing & Construction (90.9). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.

The Roofing Brief scored 1 certified roofing contractors serving the Weirton metro on a published, reproducible formula, then researched each of the top one individually to confirm its record. The Weirton-Steubenville metro is one river with two rulebooks: on the West Virginia side any reroof of $5,000 or more needs a state contractor licence and insurance-claim roof contracts can be cancelled after a denial, while across the Ohio River there is no state licence and no such right. On 8 May 2024 a high-end EF2 tornado crossed both, tearing roofs off homes in Irondale, Ohio and Fairhaven, West Virginia.

Quick picks for Weirton:

  • Saints Roofing & Construction: best overall (TRB Score 90.9). Verified services: roof replacement, roof repair, commercial roofing, storm damage work, siding, gutters, chimney work.

What a Weirton roof is up against

In Hancock and Brooke counties, West Virginia, anyone taking on residential work of $5,000 or more needs a Contractor Licensing Board licence; roofers usually hold a Specialty licence with roofing in scope after passing a business and law exam. The permit desk must check the licence before issuing a permit, and a licensed job of $10,000 or more needs a written contract.

West Virginia’s Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roofing contract before midnight of the fifth business day after the insurer denies all or part of the claim. The roofer may not take advance payment until then, except for emergency repairs, and may not negotiate your claim or offer to cover your deductible. None of this applies in Jefferson County, Ohio, where only the general three-day door-to-door cancellation right exists.

Weirton requires a permit before any repair or remodelling starts, making owner and contractor jointly liable for $50 to $500 fines if work begins without one; its reroof form asks for the contractor’s West Virginia and city licence numbers and an acknowledgement of asbestos and lead rules. Contractors also need an annual Weirton business licence. In Steubenville every contractor must register with the city before any permit is issued.

The housing is old: the metro’s median home dates from 1959, only 8 percent of homes were built since 2000, and in Steubenville 26 percent predate 1940 and 42.8 percent are rented. Winter adds ice: on 3 February 2022 an ice storm cut power to more than half of Hancock County.

What they actually do. Residential and commercial roof replacement and repair, siding, seamless and box gutters, chimney and flashing work, and storm restoration.

Services we could verify: roof replacement, roof repair, commercial roofing, storm damage work, siding, gutters, chimney work.

Why it ranks here. The only certified roofer in GAF’s directory that serves this metro, a President’s Club firm with 283 GAF reviews averaging 4.9, licensed in West Virginia for roofing and based in Wellsburg inside the metro. The state business record and BBB agree on a 2020 start, though the owner has decades in home repair. It serves Ohio and Pennsylvania as well as West Virginia.

Best fit for: Weirton, Wellsburg and Follansbee homeowners who want a top-tier certified roofer licensed on the West Virginia side.

What we would want clarified. Its registered principal office is in Wheeling, and as a 2020 company it has a shorter track record than its owner’s experience suggests. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

Verify the certification yourself on the GAF registry listing. The number carried on that listing is (304) 780-7902, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.

Roof replacement and repair in Weirton, WV

Short answer: In Weirton, the one ranked option is Saints Roofing & Construction of Wellsburg, a President’s Club firm licensed in West Virginia for roofing that does replacement, repair, chimney, gutter and storm restoration work. Licensed alternatives include Albert Magnone Construction and Machen Home Improvement. The rule that matters most: on the West Virginia side, any residential job of $5,000 or more needs a state Contractor Licensing Board licence, which the permit desk must check.

Storm damage here is mostly wind and tornado. The decade holds 156 wind reports and five tornadoes, with June, July and April the busiest months. On 8 May 2024 a high-end EF2 tornado of 130 mph crossed the Ohio River and took entire roofs off several homes in Fairhaven, south of Chester, after unroofing homes along County Highway 55 and in Irondale, Ohio. Hail is less common, 31 reports, but 2-inch stones fell near Hooverson Heights on 28 March 2020. Age matters as much as weather: the metro’s median home dates from 1959, and on 3 February 2022 an ice storm cut power to more than half of Hancock County.

West Virginia has no 25 percent roof rule. The State Building Code adopts the 2018 IRC but is enforced only where counties and municipalities adopt it. Where it applies, a replacement tears off to the deck, and a recover is barred over a water soaked or deteriorated roof, over slate, clay, cement or asbestos-cement tile, or where two or more layers already exist. Weirton requires a permit before any repair or remodelling starts, with owner and contractor jointly liable for $50 to $500 fines, and its reroof form asks for the contractor’s West Virginia and city licence numbers and an acknowledgement of asbestos and lead rules.

West Virginia’s Storm Scammer Consumer Protection Act lets you cancel an insurance-funded roofing contract before midnight of the fifth business day after the insurer denies all or part of the claim. Until then the roofer may not take advance payment, except for emergency repairs, and may never negotiate your claim or offer to cover your deductible. A licensed job of $10,000 or more needs a written contract. Across the river in Jefferson County, Ohio, none of this applies: there is no state roofing licence, Steubenville requires city contractor registration before any permit, and the only cancellation right is three days after a door-to-door sale.

Saints Roofing & Construction is the only certified roofer in GAF’s directory serving this metro, with 283 GAF reviews averaging 4.9 and Specialty roofing licence WV060452. It handles residential and commercial replacement and repair, siding, seamless and box gutters, chimney and flashing work and storm restoration, and serves Ohio and Pennsylvania too, though as a 2020 company its track record is short. Among licensed but unranked firms, Machen Home Improvement in Colliers lists roofing first among its services, and R & L Minto Construction of Wintersville holds a West Virginia licence and works both sides of the river.

The 156 wind reports that shape a Weirton roof

Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 3 counties of the Weirton-Steubenville, WV-OH statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 31 hail reports, 156 severe thunderstorm and high wind reports and 5 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $1.3 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Weirton in a decade

Date Stone size Reported near County
28 March 2020 2.0 in Wintersville Jefferson
28 March 2020 2.0 in Hooverson Hgts Brooke
12 August 2023 1.75 in Bethany Brooke
28 March 2020 1.75 in Hooverson Hgts Brooke
2 April 2025 1.5 in Osage Jefferson
2 May 2016 1.5 in Pravo Jefferson

The largest stone on record for this metro fell on 28 March 2020 near Wintersville, measured at 2.0 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Wolf Run on 14 June 2022. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 5 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Arroyo on 8 May 2024.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 2 July 2019 event near Mt Pleasant, reproduced verbatim:

Local media reported two power poles snapped in half, a large maple tree split in half, and power lines down along the road.

That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in June (45), July (43), April (34). The worst years on record were 2019 (35), 2025 (27), 2021 (26). If you are scheduling non-urgent work in Weirton, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.

What to do with this. Hail is not the governing risk in Weirton. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.

One river, two rulebooks, and a tornado that crossed both

Just before 1 a.m. on 8 May 2024 a tornado formed in northwest Jefferson County, Ohio. Along County Highway 55 it took roofs off several homes, overturned a mobile home and shifted a house off its foundation, and in Irondale a metal building lost its roof and part of its walls before the storm reached the Ohio River.

After crossing the river south of Wellsville it peaked as a high-end EF2 of 130 mph in Fairhaven, south of Chester in Hancock County, where several homes lost their entire roofs and barns were destroyed. The National Weather Service office in Pittsburgh called it one of the stronger and more significant tornadoes in the recent history of the region, tracking 15 miles across three states. NOAA records no damage figure for it.

It was not a one-off. On 29 July 2021 two EF1 tornadoes hit Jefferson County, one through the west side of Wintersville that lifted parts of two roofs and drove a 2×4 through a church wall, and another near Bergholz at 105 mph. On 28 March 2020 hail of golf ball to near tennis ball size fell near Wintersville, and 2-inch stones near Hooverson Heights smashed car windows.

After a storm like that, the rules depend on which bank you live on. In Weirton or Wellsburg a roofer taking a job of $5,000 or more must hold a West Virginia licence, which the permit desk must check, and if your insurer denies the claim you have five business days to cancel. In Steubenville or Wintersville the check is the city’s contractor registration, and the only cancellation right is three days after a door-to-door sale.

Firms that work both sides need both credentials, and several Pittsburgh-area roofers appear in searches here without a West Virginia licence. Ask any roofer which state’s rules apply to your job, for its West Virginia licence number if you are on that side, and whether its contract includes the West Virginia cancellation notice.

The two sides of the Weirton-Steubenville metro

Rule West Virginia side (Hancock, Brooke) Ohio side (Jefferson)
State contractor licence Required for residential jobs of $5,000 or more None for roofing
Local check Permit desk must verify the licence; Weirton business licence Steubenville contractor registration before any permit
Cancel after a claim denial Five business days (W. Va. Code 46A-6M-2) No equivalent right
Deductible rebates Banned (46A-6M-5) No roofing-specific ban
Door-to-door sale Solicitation licence in Weirton Three-day cancellation (ORC 1345.22)

The checks worth making in Weirton

Licensing is required in WV. West Virginia licenses contractors through the Contractor Licensing Board, but the requirement turns on the size of the job rather than on the trade. Under W. Va. Code 30-42-3(d) a person is a “contractor”, and so needs a licence, once the cost of the undertaking reaches $5,000 for residential work or $25,000 for commercial work. Below $5,000 a residential re-roof falls outside the definition entirely and no state licence is required. Note that the Act was moved in 2021 from Chapter 21, Article 11 to Chapter 30, Article 42, so older guidance citing a $2,500 threshold is quoting repealed law.

There is no roofing classification among West Virginia’s tested licence types; a roofing-only firm is normally licensed as a Specialty contractor with roofing listed in its scope, and a Residential licence also covers roofing. Every applicant must pass the West Virginia business and law examination at 70 percent; any further exam for a specialty licence is set by the Board. The state requires no licence bond or general liability insurance, though every applicant must swear to business franchise tax, workers’ compensation, employment security and wage bond compliance; the board’s fee is $90 a year, under a statutory cap of $150. Separately, the Storm Scammer Consumer Protection Act (W. Va. Code 46A-6M) lets a homeowner cancel an insurance-funded roofing contract before midnight on the fifth business day after the insurer denies all or part of the claim, bars advance payments until that five-day period has run (emergency repairs excepted), bars claim negotiation by roofers, bars offering to pay or rebate a deductible, and makes any wilful violation a misdemeanour punishable by a fine of up to $5,000, up to a year in jail, or both.

Check here: West Virginia Contractor Licensing Board licence lookup. The permit desk is the strongest lever a West Virginia homeowner has. Under W. Va. Code 30-42-10(a) an applicant must either prove to the building inspector that they are licensed or file an affidavit that they are not subject to licensure, and the inspector may not issue a building permit to a person who does not hold a valid licence where one is required. A written contract is separately mandatory at $10,000 or more. So a contractor who suggests working without a permit is also routing around the one checkpoint that tests their licence.

Four checks to run before you sign anything, in any state.

  1. Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
  2. Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
  3. Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
  4. Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Weirton rankings were produced

Every contractor in the Weirton-Steubenville, WV-OH pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 1 certified contractor, of whom 1 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.9. The top one were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.

Set aside in Weirton. Contractors that would otherwise have scored into the top one were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.

  • McClellands Contracting & Roofing LLC, which scored 90.8: Excluded on service area and licence. A Pittsburgh-area roofer whose BBB service area covers places within 20 miles of Oakdale, none in Hancock, Brooke or Jefferson counties, and for which we found no West Virginia contractor licence.
  • Big Fish Roofing, which scored 90.4: Excluded on service area and licence. A greater Pittsburgh roofer whose site and BBB profile describe Allegheny, Washington and Butler counties, with no mention of Weirton, Steubenville or West Virginia, and for which we found no West Virginia contractor licence.

The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. What was the worst hailstorm in Weirton in the last ten years?

The largest hailstone logged by the National Weather Service in the Weirton-Steubenville, WV-OH statistical area between 2016 and 2025 measured 2.0 inches, reported near Wintersville on 28 March 2020. Severe-weather reports in the Weirton-Steubenville, WV-OH statistical area cluster in June, July, April, on the NOAA record for 2016 to 2025. Booking non-urgent roof work outside those months usually means shorter lead times, because local crews are not simultaneously triaging storm callouts.

Do roofers need a licence in WV?

West Virginia licenses contractors through the Contractor Licensing Board, but the requirement turns on the size of the job rather than on the trade. Under W. Va. Code 30-42-3(d) a person is a “contractor”, and so needs a licence, once the cost of the undertaking reaches $5,000 for residential work or $25,000 for commercial work. What should I check before hiring a roofer in Weirton?

The permit desk is the strongest lever a West Virginia homeowner has. Under W. Va. Code 30-42-10(a) an applicant must either prove to the building inspector that they are licensed or file an affidavit that they are not subject to licensure, and the inspector may not issue a building permit to a person who does not hold a valid licence where one is required. One river, two rulebooks, and a tornado that crossed both?

Just before 1 a.m. on 8 May 2024 a tornado formed in northwest Jefferson County, Ohio. Along County Highway 55 it took roofs off several homes, overturned a mobile home and shifted a house off its foundation, and in Irondale a metal building lost its roof and part of its walls before the storm reached the Ohio River.

Is Weirton a hard market to find a good roofer in?

The Weirton-Steubenville metro is one river with two rulebooks: on the West Virginia side any reroof of $5,000 or more needs a state contractor licence and insurance-claim roof contracts can be cancelled after a denial, while across the Ohio River there is no state licence and no such right. On 8 May 2024 a high-end EF2 tornado crossed both, tearing roofs off homes in Irondale, Ohio and Fairhaven, West Virginia.

Is wind or hail the bigger risk to a roof in Weirton?

Wind, by a wide margin. The Weirton-Steubenville, WV-OH statistical area logged 156 severe thunderstorm and high wind reports against 26 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.

Why is McClellands Contracting & Roofing LLC not on this list?

Excluded on service area and licence. A Pittsburgh-area roofer whose BBB service area covers places within 20 miles of Oakdale, none in Hancock, Brooke or Jefferson counties, and for which we found no West Virginia contractor licence..
