Short answer: As of October 2026, the two highest-scoring roofing contractors in the Muncie, IN metro on The Roofing Brief Contractor Score are Weathertight Roofing (83.5), Kingdom Roofing Systems (68.4). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.
The Roofing Brief scored 2 certified roofing contractors serving the Muncie metro on a published, reproducible formula, then researched each of the top two individually to confirm its record. Muncie’s recorded roof losses come from wind and tornadoes, not hail: none of the $9.5 million NOAA logged for Delaware County in ten years is attached to hail. The 14 March 2024 Selma EF2 damaged homes and led to a state disaster declaration, and a 2017 EF1 tore roof panels off houses in the heart of Muncie. Indiana licenses no roofers, the city has no roofer class, and two certified firms publish Delaware County coverage.
Quick picks for Muncie:
- Weathertight Roofing: best overall (TRB Score 83.5). Verified services: commercial roofing, metal roofing, flat and low-slope roofing, gutters, siding, windows.
- Kingdom Roofing Systems: best for Yorktown and west Delaware County (TRB Score 68.4). Verified services: flat and low-slope roofing, commercial roofing, siding, windows.
The conditions a Muncie roof has to be specified for
Indiana issues no state roofing or general contractor licence, so roofer regulation is local, and the City of Muncie has no roofing licence class even though its permit form says contractors must be licensed with the city. Outside the city, Delaware County requires every contractor to register as a builder, with $1 million of liability insurance and workers’ compensation, before a permit is issued. Neither register can be searched online.
Indiana does regulate the insurance-funded roof. A contractor may not advertise, offer or promise to pay or rebate any part of your deductible, including through discounts or yard-sign payments, and may not act as your public adjuster. You can cancel before midnight on the third business day after the later of signing or receiving the insurer’s written final coverage decision, and the contractor must return payments within ten days.
Muncie charges a $75 minimum plus 10 cents per square foot and a $25 plan review fee for residential repair work, adding $100 if work starts first, though its own forms do not settle whether a like-for-like reroof needs a permit. Unincorporated Delaware County does not list reroofing among projects needing a permit. The 2020 Indiana Residential Code applies statewide, whatever older editions local forms cite.
Indiana’s code table gives Delaware County a 115 mph design wind speed and does not require an ice barrier, so one is needed only where the shingle maker’s instructions call for it. The city’s housing is old: 46.3 percent of Muncie’s homes predate 1960, its median home dates from 1963 and 48 percent are rented, many near Ball State University.

What they actually do. Residential and commercial roofing, metal and low-slope roofing, gutters, siding, windows and insurance claim work.
Services we could verify: commercial roofing, metal roofing, flat and low-slope roofing, gutters, siding, windows.
Why it ranks here. The top-scoring firm and the metro’s only President’s Club member, with 50 GAF reviews averaging 5.0 and a staffed office on West Fuson Road in Muncie. BBB and its site agree on a May 2012 start.
Best fit for: Muncie homeowners after a wind or tornado claim who want a top-tier certified firm with a local office.
What we would want clarified. Its head office is in Fishers, its BBB accreditation dates only from 2024, and it markets heavily on insurance claim handling, while Indiana bars roofers from acting as your public adjuster. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (317) 983-7663, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
2. Kingdom Roofing Systems: best for Yorktown and west Delaware County (TRB Score 68.4)
Kingdom Roofing Systems is based in Marion, IN, led by Daniel Young, president, BBB accredited since 9 August 2012, A+ rating, four complaints in three years, and holds Master Elite standing on the GAF certification registry.

- Residential and commercial roofer across central Indiana since 2011, with locations from Marion to Indianapolis and Fort Wayne and a dedicated Yorktown, Delaware County service page.. Company website
What they actually do. Steep and low-slope roofing, commercial flat roofs, siding and windows, including churches and non-profits.
Services we could verify: flat and low-slope roofing, commercial roofing, siding, windows.
Why it ranks here. A multi-location Master Elite roofer headquartered in Marion, about 28 miles north, with 526 GAF reviews averaging 4.7 and BBB accreditation since 2012. It publishes a dedicated Yorktown page inside Delaware County. Its site says 2011 and BBB 2012, so we give no year.
Best fit for: Yorktown and west Delaware County homeowners who want a large, long-accredited regional firm.
What we would want clarified. It is based outside the metro, does not name Muncie itself in its service list, and BBB records four complaints in three years. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (317) 954-9039, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
Other Muncie-area roofers
These firms are not in GAF’s certified directory, so they are not scored or ranked. Indiana licenses no roofers, so we checked manufacturer listings and BBB files.

Roof replacement and repair in Muncie, IN
Short answer: In Muncie, start with Weathertight Roofing, the metro’s only President’s Club member, with a staffed office on West Fuson Road, or Kingdom Roofing Systems, a Marion-based Master Elite firm that covers Yorktown and west Delaware County. The rule that matters most: Indiana bars roofers from rebating your deductible or acting as your public adjuster, and lets you cancel before midnight on the third business day after the insurer’s written final coverage decision.
Muncie’s recorded roof losses come from wind and tornadoes rather than hail. NOAA logged $9.49 million of property damage in Delaware County from 2016 to 2025, $5.13 million from thunderstorm wind and $4.36 million from tornadoes, with none attached to hail; the largest hailstone was 2 inches, at Royerton in March 2024. On 14 March 2024 an EF2 tornado near Selma damaged roofs and homes with peak winds near 120 mph, and on 5 November 2017 a brief EF1 in the heart of Muncie removed roof panels from a couple of houses. Roofs were blown off homes near Eaton in March 2019 and in Albany in March 2023.
The 2020 Indiana Residential Code applies statewide, whatever older editions local forms cite, and Indiana’s amendments do not change the reroofing section. A replacement must tear off to the deck, and a recover is not allowed over a water soaked or deteriorated roof, over slate, clay, cement or asbestos-cement tile, or where two or more layers already exist.
Indiana licenses no roofers, and the City of Muncie has no roofing licence class even though its permit form says contractors must be licensed with the city. Outside the city, Delaware County requires every contractor to register as a builder, with $1 million of liability insurance and workers’ compensation, before a permit is issued; neither register can be searched online. On an insurance-funded roof a contractor may not offer or promise to pay or rebate any part of your deductible, including through discounts or yard-sign payments, and may not act as your public adjuster. You can cancel before midnight on the third business day after the later of signing or receiving the insurer’s written final coverage decision.
Indiana’s code table gives Delaware County a 115 mph design wind speed and does not require an ice barrier, so wind resistance and correct shingle fastening matter most on a reroof here. Weathertight Roofing, with 50 GAF reviews averaging 5.0, covers residential and commercial, metal and low-slope roofing, gutters, siding and windows from its Muncie office, though its head office is in Fishers. Kingdom Roofing Systems, with 526 GAF reviews averaging 4.7, handles steep and low-slope roofing and commercial flat roofs, but it is based outside the metro and does not name Muncie itself in its service list. Among uncertified firms, IRONCLAD Roofing LLC in Albany is a residential roofing specialist.

The 58 wind reports that shape a Muncie roof
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Muncie, IN statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 15 hail reports, 58 severe thunderstorm and high wind reports and 6 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $9.5 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Muncie in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 14 March 2024 | 2.0 in | Royerton | Delaware |
| 23 July 2023 | 1.5 in | Devon Park | Delaware |
| 25 June 2023 | 1.25 in | Daleville | Delaware |
| 18 June 2021 | 1.0 in | Morningside | Delaware |
| 20 July 2018 | 1.0 in | Devon Park | Delaware |
| 23 July 2023 | 1.0 in | Gaston | Delaware |
The largest stone on record for this metro fell on 14 March 2024 near Royerton, measured at 2.0 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.
Wind. The strongest thunderstorm gust logged in the metro was 87 knots, about 100 mph, near Eaton on 2 April 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 6 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Eaton on 5 November 2017.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 18 June 2025 event near Devon Park, reproduced verbatim:
Thunderstorm wind gusts hit a mobile home park in Muncie, uprooting a tree halfway up that fell on a mobile home. No injuries occurred. A trained spotter measured a 79 mph wind gust.
A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in July (24), June (13), November (9). The worst years on record were 2025 (18), 2017 (15), 2021 (9). If you are scheduling non-urgent work in Muncie, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.
Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.
What to do with this. Hail is not the governing risk in Muncie. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
Wind, not hail: tornadoes and straight-line gusts drive Delaware County’s roof losses
NOAA recorded $9.49 million of property damage in Delaware County from 2016 to 2025, and none of it is attached to hail: thunderstorm wind accounts for $5.13 million and tornadoes for $4.36 million. The largest hailstone of the decade was 2 inches, at Royerton in March 2024.
On 14 March 2024 an EF2 tornado began northwest of Selma damaging roofs on homes, then moved through the town damaging a number of houses, with peak winds near 120 mph and $4.0 million recorded. The same supercell went on to produce a long-track EF3 across Randolph County that killed one person in Winchester, and the governor declared both counties disaster zones.
Tornadoes have reached the city itself. On 5 November 2017 a brief EF1 of about 95 mph in the heart of Muncie destroyed a garage, removed roof panels from a couple of houses and snapped trees, while gusts punched a large hole in the roof of the Muncie Fieldhouse. Earlier that afternoon a long-track EF2 of 134 mph started northeast of Eaton and ran on into Ohio.
Straight-line wind adds to the toll. On 29 July 2024 storm winds near Cross Roads lifted a 4.5-ton air conditioning unit off its base, with $4.5 million recorded, the costliest wind report of the decade. Roofs were blown off homes near Eaton in March 2019 and in Albany in March 2023, and on 2 April 2025 a personal weather station near Eaton measured a 100 mph gust the same night an EF1 crossed near the airport.
With a 115 mph design wind speed and no ice-barrier requirement, the code issues that matter most here are wind resistance and correct shingle fastening. Ask any roofer which wind rating and nailing pattern they will use, and because Indiana bans deductible rebates and roofers acting as adjusters, be wary of firms that lead with handling your insurance claim.

Before you sign anything in Muncie
There is no state roofing licence in IN. Indiana issues no state roofing or general contractor licence. The state licenses only a few building trades, such as plumbing contractors, elevator contractors and manufactured home installers, so there is no state roofing exam, no state roofing licence number and no state board that can discipline a roofer.
Regulation is municipal. In Indianapolis the Department of Business and Neighborhood Services requires general contractors, roofers included, to be listed, which takes a $10,000 surety bond, insurance certificates and an orientation; the listing covers Marion County outside the excluded cities of Lawrence, Beech Grove, Speedway and Southport, which run their own requirements. Other cities set their own rules, from bonded registration to none at all.
That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.
Check here: Indianapolis Business and Neighborhood Services contractor licensing. Indiana has no state roofing or general contractor licence, so licensing is entirely municipal and county level, and it varies sharply between neighbouring jurisdictions. Ask which city or county licence the contractor holds for the jurisdiction your house actually sits in, and confirm it with that building department rather than accepting a licence issued elsewhere in the state as proof.
For what a full replacement costs across Indiana, including state labor rates and permit rules, see our Indiana roof replacement cost guide.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.
Who else is certified in Muncie
2 certified roofing contractors serve the principal cities of the Muncie, IN statistical area, of which 1 hold the top President’s Club tier. The pool carries 576 customer reviews between them at a mean rating of 4.483. The statistical area had a 2024 population of 112,951, a change of 0.93% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.

How these Muncie rankings were produced
Every contractor in the Muncie, IN pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 2 certified contractors, of whom 1 hold President’s Club standing and 1 Master Elite, against a metro mean rating of 4.483. The top two were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.
Set aside in Muncie. Contractors that would otherwise have scored into the top two were removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.
- Surbers Windows and Doors, which scored 67.7: Excluded on core trade. An Anderson firm that brands itself as window, door and bath experts, lists roofing under other services and is filed by BBB under sunroom construction.
- Fredericks Inc, which scored 54.8: Excluded on core trade. A Pendleton commercial, industrial and institutional general contractor whose roofing arm describes itself as a commercial roofing division serving public and private clients.
- Above All Construction LLC, which scored 35.5: Excluded on service area. A Marion general contractor about 28 miles away whose listed website did not resolve, and whose BBB profile gives only ‘IN’ as its service area, with nothing naming Muncie or Delaware County.
- Regal Roofing & Construction, which scored 32.3: Excluded on service area. A New Castle roofer and general contractor whose website names no service area, and we found nothing showing it works in Delaware County.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Muncie roofing questions, answered
Who is the best roofer in Muncie, IN?
Weathertight Roofing of Muncie, IN scores highest in the Muncie metro on The Roofing Brief Contractor Score, at 83.5 out of 100 as of October 2026. It holds President’s Club certification with a 5.0 rating across 50 reviews. Highest-scoring is not the same as best fit for your specific job, and the company behind it scores within 15.1 points.
What is the 25% rule for roofing in Indiana?
Indiana has no 25 percent roof rule. The 2020 Indiana Residential Code, in effect statewide since December 26, 2019, does not change the reroofing section, so a roof replacement must tear off to the deck. A recover is not allowed over a water soaked or deteriorated roof, over slate or tile, or where two or more layers already exist.
Do I need a permit to replace a roof in Muncie?
Muncie’s own forms do not settle whether a like-for-like reroof needs a permit, so ask the city before work starts. Residential repair work is charged a $75 minimum plus 10 cents per square foot and a $25 plan review fee, with $100 added if work starts first. Unincorporated Delaware County does not list reroofing among projects needing a permit.
Can a roofer pay my insurance deductible in Indiana?
No. An Indiana contractor may not advertise, offer or promise to pay or rebate any part of your deductible, including through discounts or yard-sign payments. It also may not act as your public adjuster.
Can I cancel a roofing contract in Indiana?
You can cancel before midnight on the third business day after the later of signing or receiving the insurer’s written final coverage decision. The contractor must return your payments within ten days.
How many certified roofing contractors serve Muncie?
2 contractors on the GAF certification registry serve the principal cities of the Muncie, IN statistical area as of October 2026, of which 1 hold President’s Club status.
How much damaging hail does Muncie get?
The Muncie, IN statistical area recorded 10 hail reports of 1 inch or larger and 1 of 2 inches or larger between 2016 and 2025 in the NOAA Storm Events Database. The largest hailstone reported measured 2.0 inches.
Did any contractor pay to appear on this list?
No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top two.
What was the worst hailstorm in Muncie in the last ten years?
The largest hailstone logged by the National Weather Service in the Muncie, IN statistical area between 2016 and 2025 measured 2.0 inches, reported near Royerton on 14 March 2024. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims. Across the decade the metro recorded 15 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $9.5 million; flood and winter-storm losses are counted separately and are not included.
When is the worst time of year for roof damage in Muncie?
Severe-weather reports in the Muncie, IN statistical area cluster in July, June, November, on the NOAA record for 2016 to 2025. Outside those months local crews are not triaging storm damage, so lead times are shorter and scheduling is easier.
Do roofers need a licence in IN?
What should I check before hiring a roofer in Muncie?
Indiana has no state roofing or general contractor licence, so licensing is entirely municipal and county level, and it varies sharply between neighbouring jurisdictions. Ask which city or county licence the contractor holds for the jurisdiction your house actually sits in, and confirm it with that building department rather than accepting a licence issued elsewhere in the state as proof.
Wind, not hail: tornadoes and straight-line gusts drive Delaware County’s roof losses?
NOAA recorded $9.49 million of property damage in Delaware County from 2016 to 2025, and none of it is attached to hail: thunderstorm wind accounts for $5.13 million and tornadoes for $4.36 million. The largest hailstone of the decade was 2 inches, at Royerton in March 2024.
Is Muncie a hard market to find a good roofer in?
Muncie’s recorded roof losses come from wind and tornadoes, not hail: none of the $9.5 million NOAA logged for Delaware County in ten years is attached to hail. The 14 March 2024 Selma EF2 damaged homes and led to a state disaster declaration, and a 2017 EF1 tore roof panels off houses in the heart of Muncie. Indiana licenses no roofers, the city has no roofer class, and two certified firms publish Delaware County coverage.
Is wind or hail the bigger risk to a roof in Muncie?
Wind, by a wide margin. The Muncie, IN statistical area logged 58 severe thunderstorm and high wind reports against 10 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
Why is Surbers Windows and Doors not on this list?
Excluded on core trade. An Anderson firm that brands itself as window, door and bath experts, lists roofing under other services and is filed by BBB under sunroom construction..
