With no state licence, the City of Dallas is where the paperwork starts. Its construction code administration chapter exempts re-roofing of a single-family or two-family dwelling from permit only when the work is worth $500 or less, which means every real roof replacement needs a permit, and contractors pulling permits must be registered with the city. Suburban cities across Collin, Denton and Tarrant counties run their own permit and registration systems. Tornadoes add to the hail. On 20 October 2019 an EF3 tornado formed in northwest Dallas and tracked east-northeast across the city, crossing Interstate 35E and damaging commercial and residential areas along its path; it became the costliest tornado on record in Texas, at an estimated $1.5 billion. On 25 May 2024 an EF3 with estimated winds of 165 mph struck homes near Celina in Collin County, and on 4 March 2025 straight-line winds tore roof decking from homes in Haltom City. 2023 was the busiest year in the record, with 459 severe reports.

Damage to several homes was reported in Haltom City, including the partial loss of roof decking. Multiple large trees were snapped around 5 feet from the ground, and one tree was uprooted. A damage survey found straight line wind damage consistent with 105 mph winds along Wathall Rd between Field St and 377.
