Flat Roof Downspout: Sizing, Connection, and Code (2026)

How to size a flat roof downspout, connect it to a scupper or drain, match 2x3 vs 3x4 capacity to roof area, and meet overflow code.

A flat roof downspout is the vertical pipe that carries water from a scupper, conductor head, or interior roof drain down to grade or a below-grade line. Unlike a sloped roof, a flat roof has no eave to hang a gutter under across its whole edge, so the downspout usually connects to a single collection point. That point, and the pipe size behind it, decides whether the roof drains or ponds. Undersize the downspout and water backs up at the outlet during the storms you sized the roof to survive.

Does a flat roof need a downspout?

A flat roof needs a downspout wherever water leaves the roof at an edge or wall, which covers scupper and perimeter-gutter systems. Interior drain systems use a vertical leader inside the building instead of an exterior downspout, so the downspout sits inside a chase. Any flat roof that is not draining internally to a storm line needs at least one downspout to move collected water away from the wall and foundation.

The one flat roof that skips a downspout is a fully internal drain assembly, where the roof drain connects to a leader pipe routed through the building to an underground storm line. Even then, code treats the leader as the functional equivalent of a downspout for sizing.

How a flat roof downspout connects to the outlet

A flat roof downspout connects to one of three outlets: a through-wall scupper by way of a conductor head, an interior roof drain by way of a leader, or a perimeter gutter by way of a drop outlet. The connection type is set by how the roof drains, not by the downspout itself. Matching the downspout to the outlet without a reducer is the rule that keeps the flow moving.

The conductor head, also called a conductor box or leader head, is the part most homeowners miss. It sits below a scupper, catches the sheet of water coming through the wall, and feeds it into the downspout below. It also gives debris a place to be seen and cleared before it plugs the pipe.

What size downspout for a flat roof?

Size a flat roof downspout by roof area, using the common rule of about one square inch of downspout cross-section per 100 square feet of roof, then confirm against local code and rainfall. A 2×3 inch downspout carries roughly 6 square inches and serves about 600 square feet. A 3×4 inch downspout carries about 12 square inches and serves roughly 1,200 square feet. Round pipe follows the same cross-section math.

This rule is a starting point, not the final number. Actual capacity depends on your local design rainfall rate in inches per hour, which is why the plumbing code sizes leaders and downspouts from a table keyed to rainfall. In a high-intensity rainfall region, the same roof area needs a larger pipe than the rule of thumb suggests.

Two smaller downspouts often beat one large one, because a single clogged pipe on a flat roof has nowhere to shed the backup. Splitting the load across two outlets on opposite corners gives the roof a second path when one plugs.

Sizing the scupper and downspout to code

Under the International Plumbing Code, scuppers and their downspouts are sized from a table keyed to horizontally projected roof area and rainfall rate, with the scupper matched to a roof drain for the same area. IPC guidance sets a minimum scupper opening of 4 inches in height and a width at least equal to the circumference of a roof drain sized for the same roof area. The downspout below should meet the scupper without a reducer coupling that would choke it.

As a worked example from published sizing tables, a 1,000 square foot roof at a 2 inch per hour rainfall rate maps to a 2 inch drain and a scupper of about 4 by 6.3 inches. A 5,000 square foot roof at 4 inches per hour maps to a 5 inch drain and a scupper near 4 by 15.7 inches. Local design rainfall, which can run far above 2 inches per hour in the South, drives the number up, so always confirm against your adopted code and jurisdiction.

Overflow and secondary drainage

A flat roof drainage system generally requires secondary (overflow) drainage in case the primary path clogs, and that overflow needs its own outlet, often a second downspout or a visible overflow scupper. Overflow scuppers are set about 2 inches above the roof surface so they stay dry in normal rain and discharge visibly down the wall only when the primary drain backs up. That visible stream is the warning sign that the primary path is blocked.

The overflow scupper is placed as close to the primary drain as the layout allows, so it protects the same area the primary drain serves. Requirements for secondary drainage and its sizing come from the plumbing code and structural loading standards such as ASCE 7, and they vary by jurisdiction, so treat overflow provisions as mandatory to verify locally rather than optional.

How to connect a flat roof downspout

Connecting a flat roof downspout runs from the roof outlet down to a discharge point that carries water away from the foundation. The sequence below covers a scupper-to-downspout install, the most common exterior setup on residential and light commercial flat roofs.

  1. Confirm the scupper is flashed into the roof membrane and its bottom edge sits flush with the finished roof surface, so water sheets out rather than ponding behind it.
  2. Mount a conductor head on the wall directly under the scupper, aligned to catch the full discharge width.
  3. Size the downspout to match the conductor head outlet and the roof area, avoiding any reducer that necks the pipe down.
  4. Fasten the downspout to the wall with straps every 6 feet or so, keeping it plumb and tight to the wall.
  5. Add an elbow and an extension, splash block, or below-grade line at the base to move water at least several feet from the foundation.
  6. Provide the required overflow outlet, either a second downspout or an overflow scupper set about 2 inches above the roof.

Common flat roof downspout problems

Most flat roof downspout failures trace to a mismatch between the outlet and the pipe, or to debris that the flat geometry cannot flush on its own. Because the roof holds water rather than shedding it, a partial blockage that a sloped roof would tolerate can pond and leak on a flat roof.

  • Undersized pipe: a downspout narrower than the scupper or drain creates a bottleneck and backs water onto the roof in heavy rain.
  • Reducer at the connection: necking a large outlet down to a small downspout defeats the sizing and traps debris at the choke point.
  • Clogged conductor head: leaves and grit collect in the collector box; without twice-yearly clearing they plug the downspout throat.
  • Ice at the outlet: in cold climates, scuppers and downspouts freeze and force ponding until they thaw.
  • No overflow: a single primary path with no secondary outlet turns one clog into a pond and a potential structural load or leak.
  • Discharge at the wall: a downspout that dumps at the base without an extension feeds water straight to the foundation.
